CAREER EXPERIENCE
Have been employed by the IL State Toll Highway Authority since July 1986.
From July 29, 2007, have been in the position of Contract Administrator in the
Purchasing/Procurement Department. This entails monitoring compliance with vendor contract
stipulations, processing orders to forward to Accounts Payable with corresponding material
packing slips and invoices for everything from office supplies to fleet vehicles to roadway
maintenance and construction; maintaining records of the transaction process, vendor contracts
and relevant follow-up and file maintenance as well as physically verifying item inventory in the
warehouse with the Inventory Planners. Also assist our staff of Buyers regarding their procedures
and requirements as we deal with mostly the same vendors depending on the purchase situation. I
prepared the 1st
training documentation for my position describing department
processes/procedures. Currently, I am the senior incumbent in the position overseeing the efforts
of 1 other for accurate preparation of order paperwork for payment processing of over 150
contracts. Improved tracking of payment file maintenance and record accessibility by using
available MS Office tools. Interact daily with vendors and internal departments to research
contract/order information which are not part of my prevue to resolve delivery or payment status.
From June 2008 to February 2009, I was the only Contract Administrator after 2 others moved on
to Buyer status. During that time, I was able to maintain good working relationships with vendors
on a daily basis regarding order status, pricing, reconciliation/adjustments to invoices and getting
payments processed.
In January 1993, assumed responsibility of taking control of the Operations Desk for IL State
Police District 15. It was a pilot program as a model for the state to replace troopers at the front
office with civilian personnel, releasing more officers for patrol duties. I had to develop a Standard
Operating Procedure Manual, training materials, staffing levels and a schedule. The position
involves 24-hour operation, dealing with a multi-line phone system taking calls from the public
about anything and everything, plus other federal, state and local law enforcement agencies. The
nature of the calls vary from what next week's weather is for the east coast, reports of a disabled
car, mentally unstable individuals, irate citizens to life-threatening emergencies. This information
is processed into a computer dispatch system for relevant action by troopers and/or tollway
personnel. It also includes monitoring several radio channels, building security, assisting other
tollway departments as well as helping patrons face to face as they walk in to the Authority
building for whatever question or concern they have. This position requires a great deal of
patience and the ability to professionally persuade people many times on what course of action is
required to accomplish their need.
Prior to that, I was responsible for licensing of the Tollway's microwave and 800 MHz radio
systems through the FCC, FAA and coordination of these with other local and state agencies. The
system encompasses 13 IL counties and over 20 sites. I had this position from September 1989
through March 1993.
2. My first position with the Toll Authority was Telecommunicator. Processed radio traffic from the
Troopers of District 15 State Police, tollway personnel / contractors, multiple phone lines and
several other law enforcement radio channels of various state and local agencies. I held this
position from July 1986 through September 1989.
