 Rules and Regulations Governing the Search for
Presidents
 The Governing Boards of State Universities and
Colleges shall select and appoint a president upon the
recommendation of a duly constituted Search
Committee for the Presidency of State Universities and
Colleges
―achieve a more systematic search process;
―adopt a uniform set of qualifications and
requirements by SUCs; and
―ensure the objectivity of the entire search activity

The Committee
 Governing Boards shall create a Search Committee at least six (6) months
prior to the end of the term of the incumbent President but in no case earlier
than one (1) year before the end of the term of said President.

Election of new president via
majority vote of GB members
Selection / Election
a. Selection/election of the new President shall be
done via secret balloting by the GB members.
b. The ballots shall be counted by the Secretary of the
Board and Witnessed by the Chairman. Every
member shall be given the chance to examine the
ballots if he/she desires.
c. Failure to obtain the required majority vote from
the members of the Board shall necessitate a second
balloting until a majority vote is obtained.
d. Majority vote shall be defined as 50% of the total GB
members plus one (1).

(Rule III, Section 9)
Failure of Search
a. In cases wherein there are no more than three (3)
applicants found qualified by the BOP, the GB can
declare a failure of search and can opt to re-open
the call for application. in such cases, the GB shall
then instruct the SCP to start a new process of
selection and screening.
b. If two (2) failures of search occur, the GB, at its
discretion, may decide to pursue and continue the
selection process, and elect then subsequently
appoint the new SUC President from the available
qualified candidates/applicants.

(Rule III, Section 10)
Re-appointment
a. No incumbent President shall be re-appointed
without undergoing an evaluation of his/her
performance by an Evaluation Committee
constituted by the GB.
b. The Evaluation Committee shall submit the results
of its evaluation and their recommendation to the
GB for appropriate decision.
The foregoing, however, is without prejudice to the
constitution of a Search Committee by the GB, upon its
discretion, to open the selection/search process to other
interested applicants for the position President of the SUC.

Re-appointment
c. For SUC Presidents whose re-appointment would
reach the mandatory age of retirement, 65 years old,
it is mandatory that the Search Committee shall
unanimously rate his/her performance as
outstanding. Furthermore, the SCP must also
unanimously recommend the re—appointment of
the SUC President to the GB.
d. There should be no President holding office at age
seventy (70) or beyond.

Background and Rationale
 The honorary doctorate degree is conferred with an
appropriate ceremony as may be determined by the
awarding HEI, usually during commencement
exercises or a special convocation designated for the
purpose. It may also be awarded posthumously.

Doctor of Humanities (H.D.) or alternatively
Doctor of Humane Letters (D.HumL.)
Doctor of Pedagogy (D. Ped.)
Doctor of Public Administration (D.P.A.)
Doctor of Science (Sc.D.)
Doctor of Technology (D.Tech.)
Doctor of Literature (Litt.D.)
Doctor of Laws (LL.D.)
Requirements
 For Awarding Institution
1. Must have existed as a higher education
institution for a period of at least 25 years.
2. Must have well-acknowledged academic
reputation and institutional values and mission
as adjudged by the CHED.
3. Private HEIs with autonomous/deregulated
status and state universities and colleges (SUCs)
with at least SUC Level III status shall be
allowed to award honorary doctorate degree
without securing approval from CHED.

Requirements
 For Recipient/Honorand
1. No honorary doctorate degree shall be awarded
to incumbent administrators, members ofthe
faculty and staff of the awarding HEl.
2. Incumbent officials and/or employees of
CHED, especially to the incumbent Chairman
and/or Commissioners, shall likewise be barred
from being nominated.

Other Conditions
 The conferment of honorary degrees upon
foreigners by a Philippine HEI shall strictly
be held in the Philippines.

Other Conditions
 The Commission has the prerogative to deny
or withdraw, withhold or declare null and
void the conferment of an honorary degree by
an HEI due to any of the following causes:
1. When any of the submitted credentials is
fabricated; and
2. When the recipient's conduct or stand on certain
issues contravenes public morals and policy.

Other Conditions
 Any HEI found in violation of the provision
of this CMO shall be subjected to appropriate
administrative/legal proceedings, such as the
imposition of sanctions that includes, but is
not limited to, the suspension of granting
honorary degrees for at least five (5) years.

Other Conditions
 The Commission may exercise its discretion
in the grant of honorary degree to individuals
with exceptional achievements or
accomplishments and may exempt from some
of the documentary or procedural
requirements as prescribed in these
guidelines.

CMO No. 16 Series of 2009  Rules and Regulations Governing the Search for Presidents  The Governing Boards of State Universities and Colleges shall select and appoint a president upon the recommendation of a duly constituted Search Committee for the Presidency of State Universities and Colleges ―achieve a more systematic search process; ―adopt a uniform set of qualifications and requirements by SUCs; and ―ensure the objectivity of the entire search activity RULES AND REGULATION GOVERNING the Search for President of SUCs State Colleges and Universities (Rule 1, Section 1 and 2)

RULES AND REGULATION GOVERNING the Search for President of SUCs State Colleges and Universities (Rule III, Section 4) The Committee  Governing Boards shall create a Search Committee at least six (6) months prior to the end of the term of the incumbent President but in no case earlier than one (1) year before the end of the term of said President. RULES AND REGULATION GOVERNING the Search for President of SUCs State Colleges and Universities(Rule III, Section 5 & 6) Minimum Qualifications and Documentary Requirements 35 - 61 years old Natural-born Filipino citizen Earned Doctorate Degree from a reputable HEI Proven Track Record as an Administrator preferably in the Academe NOT have been Convicted of Administrative Offense or Crime wherein the penalty is more than six (6) months applicants must submit one (1) set of original and six (6) certified photocopies of the following documents to the SCP Secretariat Application letter addressed to the Chairperson of CHED Detailed Curriculum Vitae Certified true copy of Documents Proposed Vision Mission and Development Goals for the SUC Certificates/Clearances from the following government agencies NSO-authenticated Birth Certificate Medical Certificate of Physical Fitness Neuro-psychiatric Examination Duly accomplished CSC Form 212  Sandiganbayan  Civil Service Commission  NBI  Municipal/Regional Trial Court  Ombudsman  Institution where applicant is employed

  • 16. Selection / Election a. Selection/election of the new President shall be done via secret balloting by the GB members. b. The ballots shall be counted by the Secretary of the Board and Witnessed by the Chairman. Every member shall be given the chance to examine the ballots if he/she desires. c. Failure to obtain the required majority vote from the members of the Board shall necessitate a second balloting until a majority vote is obtained. d. Majority vote shall be defined as 50% of the total GB members plus one (1). RULES AND REGULATION GOVERNING the Search for President of SUCs State Colleges and Universities (Rule III, Section 9)
  • 17. Failure of Search a. In cases wherein there are no more than three (3) applicants found qualified by the BOP, the GB can declare a failure of search and can opt to re-open the call for application. in such cases, the GB shall then instruct the SCP to start a new process of selection and screening. b. If two (2) failures of search occur, the GB, at its discretion, may decide to pursue and continue the selection process, and elect then subsequently appoint the new SUC President from the available qualified candidates/applicants.   • 18. Re-appointment a. No incumbent President shall be re-appointed without undergoing an evaluation of his/her performance by an Evaluation Committee constituted by the GB. b. The Evaluation Committee shall submit the results of its evaluation and their recommendation to the GB for appropriate decision. The foregoing, however, is without prejudice to the constitution of a Search Committee by the GB, upon its discretion, to open the selection/search process to other interested applicants for the position President of the SUC.   • 19. Re-appointment c. For SUC Presidents whose re-appointment would reach the mandatory age of retirement, 65 years old, it is mandatory that the Search Committee shall unanimously rate his/her performance as outstanding. Furthermore, the SCP must also unanimously recommend the re—appointment of the SUC President to the GB. d. There should be no President holding office at age seventy (70) or beyond. Background and Rationale  The honorary doctorate degree is conferred with an appropriate ceremony as may be determined by the awarding HEI, usually during commencement exercises or a special convocation designated for the purpose.   • 27. Requirements  For Awarding Institution 1. Must have existed as a higher education institution for a period of at least 25 years. 2. Must have well-acknowledged academic reputation and institutional values and mission as adjudged by the CHED. 3. Private HEIs with autonomous/deregulated status and state universities and colleges (SUCs) with at least SUC Level III status shall be allowed to award honorary doctorate degree without securing approval from CHED.   • 28. Requirements  For Recipient/Honorand 1. No honorary doctorate degree shall be awarded to incumbent administrators, members ofthe faculty and staff of the awarding HEl. 2. Incumbent officials and/or employees of CHED, especially to the incumbent Chairman and/or Commissioners, shall likewise be barred from being nominated. ENHANCED POLICIES AND GUIDELINES ON THE CONFERMENT of Honorary Doctorate Degrees by HEIs Search Process State Colleges and Universities (Rule III, Section 8) Filing of application by HEI Application is processed at CHEDRO level Application is processed at the OPSD Period by which the requests may be submitted to the CEB for deliberation and decision CEB releases decision on the application Proposed date of conferment of honorary degree Copy of the curriculum vitae and accomplishments of the candidate; The justifications on the conferment of the award to the candidate; and In the case of State Universities and Colleges (SUCs), copy of the resolution of the Governing Board.

  • 31. Other Conditions  The Commission has the prerogative to deny or withdraw, withhold or declare null and void the conferment of an honorary degree by an HEI due to any of the following causes: 1. When any of the submitted credentials is fabricated; and 2. When the recipient's conduct or stand on certain issues contravenes public morals and policy. Other Conditions  Any HEI found in violation of the provision of this CMO shall be subjected to appropriate administrative/legal proceedings, such as the imposition of sanctions that includes, but is not limited to, the suspension of granting honorary degrees for at least five (5) years. Other Conditions  The Commission may exercise its discretion in the grant of honorary degree to individuals with exceptional achievements or accomplishments and may exempt from some of the documentary or procedural requirements as prescribed in these guidelines.
