1. UNDERGRADUATE STUDENT GOVERNMENT CHARTER
PREAMBLE
WE, THE UNDERGRADUATE STUDENT BODY of the ADA University, gathered with
the purpose to unify the student community by establishing the responsibilities and goals of
ADA Undergraduate Student Government. In order to improve the administration of student
affairs; to encourage the greatest level of cooperation and communication within the ADA
community; to ensure the implementation of students’ rights; and to provide the best possible
academic and social experience, we hereby establish the Undergraduate Student Government
Charter.
Article 1. Name and Purpose
a. This organization shall be known as ADA Undergraduate Student Government (USG)
b. The USG is the primary representative and executive body of the undergraduate students.
The purposes of the USG shall be:
- To facilitate communication between students, faculty, and staff;
- To promote the general welfare of the student body and the University;
- To promote among the students the principles of Academic Integrity and Honesty
described in the Honor Code and principles of Student Code of Conduct.
Article 2. Student Government Structure
The structure of the USG shall consist of:
- The President and Vice President
- The Student Council;
- The Independent Election Committee
2. Article 3. The President and Vice President
a. The President and Vice President shall be elected by the students.
b. Candidate for President shall run on a joint ticket with a Candidate for Vice President.
c. The President and Vice President shall serve a one-year term that begins on January 1 and
ends on December 31.
Article 4. The Student Council
a. The Student Council shall serve as both legislative and executive body for the Student
Government, setting agendas and tasks for the President and Vice President.
b. The Student Council shall include 2 representatives from each academic program (EAPP,
BAIS, BBA, BITSE, BCS, BSE, and BPA) and shall be elected by the majority votes within
the programs (all years included).
c. The Student Council shall consist of the following departments:
- Department of Finance;
- Department of Social Events;
- Department of Academic Events
- Department of Public Relations
d. The number and functions of Departments can be increased, if needed.
e. The Student Council shall meet at least twice a month.
f. Decisions of the Student Council are adopted by the simple majority of votes. Half of the
members of the SC make up the quorum.
g. All meetings shall be open to all members of ADA University.
Article 5. The Independent Election Committee
The Independent Election Committee shall consist of 7 members, which will include both
students and the Office of Student Services staff.
Article 6. Elections for the President and Vice-President
a. Students who are at least in their 2nd academic year are eligible to run for President.
b. Students who are at least in their 1st academic year are eligible to run for Vice
President.
c. Registration period for USG Candidacy shall start from the November 1st to November
10th and should be supervised by the Independent Election Committee.
d. One-half of the students participating in the elections shall constitute quorum at elections;
3. e. The President and Vice President shall be elected in the general election by the simple
majority of votes. Voting is conducted via ballot voting in person.
f. The Election of the President and Vice President for USG shall be held on the first Friday of
December and should be supervised by Independent Election Committee and Student Services
Office.
g. Candidates for President and Vice President are eligible to conduct their election
campaigns from November 1st until the first Thursday of December.
h. The Independent Election Committee may cancel candidate status in case of any violation
of the rules of election or principles of Honor Code and/or Student Code of Conduct of the
ADA University.
i. Additional rules may be applied by the Independent Election Committee.
Article 7. Election for the Student Council
a. The Representatives shall be elected by the simple majority of votes within the programs
(all years included).
b. Representatives shall run on a joint ticket together within the each program (all years
included).
c. Registration period for candidates, election campaigns and Election Day for Student
Council is the same as registration process for Presidential elections.
d. The Independent Election Committee may cancel representative’s status in case of any
violation of the rules of election or principles of Honor Code and/or Student Code of Conduct
of the ADA University.
Article 8. General Requirements
a. Except otherwise provided in this Charter, all individuals officially registered as
undergraduate student (including exchange and visiting students), are eligible to nominate
their candidacy for presidency, vice presidency and representative of the Student Council;
b. Undergraduate Students can only hold one position within USG.
Article 9. Vacancies
a. A vacancy occurs whenever a member of the Student Government is unable to perform his
or her duties due to long term absence, resignation, removal from position, or lapse of student
status.
b. If the position of the President becomes vacant, the Vice President shall assume the
4. position and appoint his or her replacement as he or she sees fit from the executive
council.
c. If the position of the Vice President becomes vacant, the President shall appoint his or her
replacement as he or she sees fit from the executive council.
d. If both positions – President and Vice President – become vacant, the Student Council
shall decide on replacement among its members for acting interim replacement.
e. If the position of Secretary in any Department becomes vacant, the President and Vice
President shall appoint a replacement from amongst undergraduate students within 15 days.
Article 10. Duties of the President and Vice President
a. The President shall have the following duties:
- The President shall be the official spokesperson of ADA University’s undergraduate student
body;
- The President shall serve as the primary contact with the Administration and the University;
- The President shall call and preside over all meetings of the Student Government;
b. The Vice President shall have the following duties:
- The Vice President shall perform the duties of the President in his or her absence.
- The Vice President shall support the President in the management of USG.
Article 11. Duties of the Departments of Student Council:
a. The Department of Finance has the following duties:
- The Department of Finance shall maintain financial authority of the Student Government.
- The Department of Finance shall propose and approve appropriate budget for the projects.
- The Department of Finance shall submit bimonthly report to the Student Services Office
about financial transactions of the USG.
b. The Department of Social Events has the following duties:
- The Department of Social Events shall manage social events of the USG.
c. The Department of Academic Events has the following duties:
- The Department of Academic Events shall manage academic events of the USG aimed to
improve professional skills of the students.
- The Department of Public Relations shall be responsible for the students’ academic issues
such as their complaints, problems and concerns, respectively.
d. The Department of Public Relations has the following duties:
5. - The Department of Public Relations shall inform undergraduate students of
announcements and projects of USG
Article 12. Duties of the Independent Election Committee
The Independent Election Committee has the following duties:
- announce the start and end of the election period according to the Charter;
- organize the Election Day and announce the results of the election;
- organize debates and panels by candidates.
Article 13. Impeachment
a. The President or Vice President may be impeached, resulting in a removal from office.
b. To initiate the impeachment of President or Vice President, an undergraduate student of
ADA University must submit a petition signed by two-thirds of students or official request by
Honor Committee authorizing impeachment proceedings initiated by Student Services Office;
- Upon such demand, Student Services Office shall call the students within a reasonable
period of time.
c. The person subject to the impeachment proceedings may be present during meeting and may
not vote;
d. Two-thirds of the all undergraduate students are required to impeach that person.
Article 14. Amendments
a. An Amendment(s) to the Charter may be proposed by the motion signed by two-thirds of
undergraduate students or Student Council and must be adopted by the students.
b. Before a proposed Charter Amendment(s) is presented at the meeting of the students, the
following procedures must be followed:
- The proposed Amendment(s) must be submitted to the Student Services Office;
- Student Services Office must within reasonable period of time, convene the meeting of the
students.
c. The Charter Amendment(s) will pass with the approval of two-thirds of all Undergraduate
students of ADA University.
