The situation of the people in the picture makes them seem to be in a group of some sort
because they all seem to be wearing uniforms and one person has a flag on their bike. The
hand gesture that they all are doing also makes it seem like they are hailing Hitler.

I think the photographer was trying to convey that the people were young and very loyal to a
group.

prohibition. I came to this conclusion from looking at how old the time period seemed to be.
