INTRODUCTION
In the period of market economy integration, foreign language is an important
key in personal development as well as business organization. But the fact is that
although there are millions of students graduate every year but they don't have
enough Foreign Language ability for the work requirements. In Vietnam and also
internationally, the most popular foreign language used in offices is English. This
type of international language is now a key for more successful career for
Vietnamese labor.
On the basis of The scheme to develop Ho Chi Minh City to become a smart
city in the period of 2017-2020, with a vision to 2025, contributing to improving the
quality of growth and competitiveness of the City economy, the demand for high
quality labor is forecasted to increase sharply in the near future. According to a
recent survey conducted by VietnamWorks - Navigos Group Vietnam Joint Stock
Company, labor demand will grow strongly in 2019, of which 33% of businesses
plan to increase sharply in terms of personnel size.
Specifically, 15% of surveyed businesses will increase their recruitment amount
by 30-40%; 15% of businesses will increase recruitment by 40-50% and 3% of
businesses will increase recruitment by over 50%.
Recognizing the reality of the labor market in Ho Chi Minh City, along with the
development, economic integration, the increase of import-export and investment
activities, logistics services are developing. In spite of this, the growth potential is
very high, which leads to a strong increase in demand for high quality labor with
good use of English and good information technology.
Businesses and also labors agree that English very important nowadays. It is
used in the simplest cases such as using the default language information technology
in English, reading English manuscripts, email messages sent by partners or just
some simple direction, language in use with foreign guests, partners who visit the

company. Moreover, foreign and foreign-invested companies are also investing
heavily in Vietnam in many fields of economy, therefore the requirements and
challenges for Vietnamese manpower are even higher. That demand requires students
to focus on foreign language training, meet the minimum ability to listen, read, speak
and write at the most basic level.
The Foreign Investment Agency (Ministry of Planning and Investment) has just
announced that, in the first eight months of 2019, the total newly and adjusted foreign
investment capital, capital adjusted and invested via capital contribution to purchase
shares in Vietnam reached 22.63. billion USD, equaling 92.9% as compared to the
same period in 2018.
By investment partners, there are 103 countries and territories having
investment projects in Vietnam. Hong Kong took the lead with a total investment of
5.63 billion USD (of which, 3.85 billion USD bought shares in Vietnam Beverage
Co., Ltd. in Hanoi), accounting for 24.9% of the total investment capital. South
Korea ranked second with a total investment of 3.48 billion USD, accounting for
15.4% of total investment capital into Vietnam.
The above information indicates an increase in the demand for high-quality
human resources for foreign companies or foreign-invested companies in Vietnam at
this time of global economic integration. To better understand that need, I decided to
research on the topic "The demand for Good English skills human resources at
Noon Korean Eyewear". This is a company with 100% Korean investment capital in
District 2 - Ho Chi Minh City.
1. Introduction to the Company and the internship’s department
Noon is one of the leading companies in the glasses manufacturing industry in
Korea, we are proud to bring our customers a line of high quality eyeglasses,
imported directly from our factory in the DaeGu city, South Korea.

 Professional in manufacturing and distributing optical glasses and
eyeglasses in Vietnam.
 100% Glasses at Noon are self-designed, molded and manufactured by
advanced technology with modern and youthful designs.

craftsmanship of our company's genuine products.

3. Purpose of the research topic
The research aims to give readers better understanding on the demand for
English skill qualified human resource of a typical foreign company in Vietnam. So
that the English-majored students can have general ideas on how important of

English skills in global integrating economy. Besides, the research will also point out
the demanding qualification of English skills of an idea candidate for each position of
the Company.
4. Report structure and methodology
The report consists of three chapter
Chapter 1: The theoretical basis of human resource and high quality human
resource.
Chapter 2: The actual status of the demand for human resource with high level of
English skills at the Noon- Korean Eyewear Limited Company.
Chapter 3: Some recommendations to the company and the recruitment process in
order to have more human resource with high level of English skills.
 The research method: To research on this topic, I use a qualitative research
methodology to determine the actual status of high English skills labor
demand of the company. I took interviews with managers (both Vietnamese
and Korean) in order to find out the reasons for demanding high English
skills human resources and how proficiently of candidates which is
sufficient and may adapt well the work requirements at the Company. In
addition, I get the data on employments from human resources department
of the Company and I observed on English-using frequency of the
employees at the company.

CHAPTER 1: THEORICAL BACKGROUND
1.1 Understanding labor demand
Labor demand is the need for employees and workers in a particular job market
such as construction or manufacturing.
When producing goods and services, businesses require labor and capital as
inputs to their production process. The demand for labor is an economics principle
derived from the demand for a firm's output. That is, if demand for a firm's output
increases, the firm will demand more labor, thus hiring more staff. And if demand for
the firm's output of goods and services decreases, in turn, it will require less labor
and its demand for labor will fall, and less staff will be retained.
Like all other goods and services, labor is exchanged on the market, called the
labor market. The price of labor is the actual wage paid by the producer to workers.
Salary is the price of labor.
1.2 Demand for labor withhigh English skills level inVietnam
Analyzing and forecasting human resource demand in 2019 by industry and
occupation based on the labor demand data chain for the period of 2013-2018 shows
that, in 2019, Ho Chi Minh City needs 320,000 opening positions, including 130,000
new ones.
In addition, the demand for trained human resources accounts for 79.17%,
including qualified personnel at the elementary level - Skilled technical workers
22.77%, Intermediate accounting for 19.93%, College 15.80%, University or higher
20.67%.
Recognizing the reality of the labor market in Ho Chi Minh City, along with the
development, economic integration, the increase of import-export and investment
activities, logistics services are developing. In spite of this, the growth potential is
very high, which leads to a strong increase in labor demand for logistics, especially

high quality human resources with good use of English and good information
technology.
Similarly, businesses have more and more e-commerce activities, the technology
applied in e-commerce changes at a fast pace, creating many job opportunities for
workers, those workers also need English skills in their work every day.
In December 2019, the ASEAN Economic Community (AEC) will form and
allow the free movement and exchange of labor of 10 countries in the region, which
will put the Vietnamese human resources in front of a significant challenge when
facing and compete with personnel from the same level from neighboring countries
that have strong English skills such as Singapore, Thailand and the Philippines ...
1.3 The current status of Vietnamese Labor’s Englishskills.
The establishment of the ASEAN Economic Community (AEC) and joining the
TPP brings many job opportunities for high quality human resources, especially those
who are fluent in English. However, many experts fear that the foreign language
skills of Vietnamese workers will be difficult to compete with other countries in the
region and around the world, because training institutions and also learners are not
really interested in investing in this important language.
Every year, the number of graduates struggling to find work because English
proficiency is not qualified is still a very big number. Poor English is also the reason
why many Bachelors do not meet the conditions to study at higher levels or to lose
opportunities to study abroad.
This is also a barrier that makes our country's labor lack confidence in the
integration process. According to the International Labor Organization (ILO),
compared with other ASEAN countries, Vietnam's English proficiency is currently
behind Singapore, Malaysia, the Philippines and Brunei. Human resources from the
above countries have more competitive advantage because of their good English

  • 5. 1 INTRODUCTION In the period of market economy integration, foreign language is an important key in personal development as well as business organization. But the fact is that although there are millions of students graduate every year but they don't have enough Foreign Language ability for the work requirements. In Vietnam and also internationally, the most popular foreign language used in offices is English. This type of international language is now a key for more successful career for Vietnamese labor. On the basis of The scheme to develop Ho Chi Minh City to become a smart city in the period of 2017-2020, with a vision to 2025, contributing to improving the quality of growth and competitiveness of the City economy, the demand for high quality labor is forecasted to increase sharply in the near future. According to a recent survey conducted by VietnamWorks - Navigos Group Vietnam Joint Stock Company, labor demand will grow strongly in 2019, of which 33% of businesses plan to increase sharply in terms of personnel size. Specifically, 15% of surveyed businesses will increase their recruitment amount by 30-40%; 15% of businesses will increase recruitment by 40-50% and 3% of businesses will increase recruitment by over 50%. Recognizing the reality of the labor market in Ho Chi Minh City, along with the development, economic integration, the increase of import-export and investment activities, logistics services are developing. In spite of this, the growth potential is very high, which leads to a strong increase in demand for high quality labor with good use of English and good information technology. Businesses and also labors agree that English very important nowadays. It is used in the simplest cases such as using the default language information technology in English, reading English manuscripts, email messages sent by partners or just some simple direction, language in use with foreign guests, partners who visit the

Moreover, foreign and foreign-invested companies are also investing heavily in Vietnam in many fields of economy, therefore the requirements and challenges for Vietnamese manpower are even higher. That demand requires students to focus on foreign language training, meet the minimum ability to listen, read, speak and write at the most basic level. The Foreign Investment Agency (Ministry of Planning and Investment) has just announced that, in the first eight months of 2019, the total newly and adjusted foreign investment capital, capital adjusted and invested via capital contribution to purchase shares in Vietnam reached 22.63. billion USD, equaling 92.9% as compared to the same period in 2018. By investment partners, there are 103 countries and territories having investment projects in Vietnam. Hong Kong took the lead with a total investment of 5.63 billion USD (of which, 3.85 billion USD bought shares in Vietnam Beverage Co., Ltd. in Hanoi), accounting for 24.9% of the total investment capital. South Korea ranked second with a total investment of 3.48 billion USD, accounting for 15.4% of total investment capital into Vietnam. The above information indicates an increase in the demand for high-quality human resources for foreign companies or foreign-invested companies in Vietnam at this time of global economic integration. To better understand that need, I decided to research on the topic "The demand for Good English skills human resources at Noon Korean Eyewear". This is a company with 100% Korean investment capital in District 2 - Ho Chi Minh City. 1. Purpose of the research topic The research aims to give readers better understanding on the demand for English skill qualified human resource of a typical foreign company in Vietnam. So that the English-majored students can have general ideas on how important of

Besides, the research will also point out the demanding qualification of English skills of an idea candidate for each position of the Company. 4. Report structure and methodology The report consists of three chapter Chapter 1: The theoretical basis of human resource and high quality human resource. Chapter 2: The actual status of the demand for human resource with high level of English skills at the Noon- Korean Eyewear Limited Company. Chapter 3: Some recommendations to the company and the recruitment process in order to have more human resource with high level of English skills.  The research method: To research on this topic, I use a qualitative research methodology to determine the actual status of high English skills labor demand of the company. I took interviews with managers (both Vietnamese and Korean) in order to find out the reasons for demanding high English skills human resources and how proficiently of candidates which is sufficient and may adapt well the work requirements at the Company. In addition, I get the data on employments from human resources department of the Company and I observed on English-using frequency of the employees at the company.
  • 11. 7 CHAPTER 1: THEORICAL BACKGROUND 1.1 Understanding labor demand Labor demand is the need for employees and workers in a particular job market such as construction or manufacturing. When producing goods and services, businesses require labor and capital as inputs to their production process. The demand for labor is an economics principle derived from the demand for a firm's output. That is, if demand for a firm's output increases, the firm will demand more labor, thus hiring more staff. And if demand for the firm's output of goods and services decreases, in turn, it will require less labor and its demand for labor will fall, and less staff will be retained. Like all other goods and services, labor is exchanged on the market, called the labor market. The price of labor is the actual wage paid by the producer to workers. Salary is the price of labor. 1.2 Demand for labor withhigh English skills level inVietnam Analyzing and forecasting human resource demand in 2019 by industry and occupation based on the labor demand data chain for the period of 2013-2018 shows that, in 2019, Ho Chi Minh City needs 320,000 opening positions, including 130,000 new ones. In addition, the demand for trained human resources accounts for 79.17%, including qualified personnel at the elementary level - Skilled technical workers 22.77%, Intermediate accounting for 19.93%, College 15.80%, University or higher 20.67%. Recognizing the reality of the labor market in Ho Chi Minh City, along with the development, economic integration, the increase of import-export and investment activities, logistics services are developing. In spite of this, the growth potential is very high, which leads to a strong increase in labor demand for logistics, especially

Similarly, businesses have more and more e-commerce activities, the technology applied in e-commerce changes at a fast pace, creating many job opportunities for workers, those workers also need English skills in their work every day. The establishment of the ASEAN Economic Community (AEC) and joining the TPP brings many job opportunities for high quality human resources, especially those who are fluent in English. However, many experts fear that the foreign language skills of Vietnamese workers will be difficult to compete with other countries in the region and around the world, because training institutions and also learners are not really interested in investing in this important language. Every year, the number of graduates struggling to find work because English proficiency is not qualified is still a very big number. Poor English is also the reason why many Bachelors do not meet the conditions to study at higher levels or to lose opportunities to study abroad.
