This document discusses instruments for communication and accountability regarding the Malabo Declaration. It provides context on the Malabo Declaration within the frameworks of Agenda 2063 and the 2030 Agenda for Sustainable Development. It then reviews progress made by countries in implementing the Malabo Declaration goals based on the Africa Agriculture Transformation Scorecard. Key policy issues requiring improvement are identified for Malawi based on its scorecard results. 14. Key Policy Issues that Require Improvement
• Increase number of both men and women in agriculture that have access to
financial services
• Area covered by irrigation should increase at a faster rate in order to reduce the
over-reliance on rain-fed agriculture
• There is need for agricultural value addition through processing and in order to
boost agriculture’s contribution to national income
• Owing to the widespread climate change and weather impacts, it is important that
there be a deliberate effort to include budget lines project on resilience to climatic
changes and production risks
• Stakeholders should start communicating and utilising BR indicators in policy
design
• Need to improve M& E and data collection systems in the country
