• Capacity-building constrains (human, economic,
institutional)
• Lack of experience in collecting data
• Multiple stakeholders and governmental agencies
involved
• Dispersion of financial resources/quality of data
• Diversity of reporting requirements based on
domestic systems

5. Opportunities identified
• Transition towards the implementation of NDCs
• Common enhanced transparency system – develop a
common understanding of emerging concepts
• Availability of dedicated financial resources - CBIT and
other initiatives
• Involvement of stakeholders + attention of the general
public
