11. Sample Electric Consumption of City Hall Building A with installed Solar
Panels from 2015-2021
❖ City Hall Building A with Solar PV Cells (Installed in May 2019) and replaced
LED lights (June 2019) has a 8.2% reduction in average electricity consumption
from 86,680 kwh (2018) to 79,571 kwh (2019)
14. THE EXPERIENCES OF SANTA ROSA CITY IN
IMPROVING GOVERNMENT BUILDINGS AND STREET
LIGHTING ENERGY EFFICIENCY UNDER GEMP

07 Involvement of City GSO in monitoring fuel consumption of
City Government fleet and equipment inventory
initiated the Information, education and communication
campaign to all government employees by disseminating
memos and correspondences and conducting an online
submission of energy data using the google drive.

17. 1. Availability of data for number of occupants in
MECR
2. Availability of data for MFCR for the year 2015-
2019
3. The CGSO has no control for the preventive
maintenance of government vehicles after turn-
over and issued to the concerned offices
4. Availability of data for lighting, ACU and genset
inventories
Challenges encountered
1. Disseminated Memos to all departments/offices to
submit their monthly occupants report. Initiated the
conduct of online submission of energy data to all
departments/offices using the google drive
2. Retrieval of the data from previous system to current
system.
3. Designation of Maintenance Staff for Motorpool
Division of the City Engineering Office for the
management and control of all vehicular concerns of
the office and eventually will be replicated to the
other offices within the LGU thru the creation of
energy policies
4. Conducted a manual inspection in every office for
inventory of lighting and ACU.
Solutions/ Action Taken to Address
these Problems
18. 5. Lack of data on equipment specification due to no
technical expertise of the personnel in charge in
taking into account all these details.
6. The City has an enormous scope of buildings and
facilities, a total of 333 Meralco Government
Accounts, with the inclusion of Metered
Streetlights, Flatrate Streetlights, Various
Buildings, General Power, Various School
Buildings, & Traffic Lights. Apparently, there is no
point person for data preparation.
7. Availability of mode of submission of GEMP via
online.
Challenges encountered
5. Assigning a technical staff from Engineering Dept.
to assist the CGSO in every inventory
schedule. Delegation of an EEC focal person
assigned per office that is tasked to supervise the
operation of their office equipment/s within their
office and/or facilities.
6. Assigning a focal person per facility and identifying
SEU’s in prioritizing the accounts to be included in
the GEMP.
7. Still awaiting for access to the DOE online portal for
submission of GEMP reports. Previous GEMP was
submitted through DOST-ITDI during Energy Audit.
Solutions/ Action Taken to
Address these Problems
