SURFACE WATER
• Insufficient capacity of the laboratory at the new National Environment Agency of Moldova on the level of staff
and operational budget allowing to deliver regular and, extended (WFD-compliant) monitoring. In 2019, upon
the move of the lab from SHS to the new EAM, there was a lack of regular SW monitoring, a loss of EUWI+
trained staff and there is partly too few staff to operate certain equipment, including new deliveries. Contracting
delays are still affecting the EUWI+ work schedule (i.e. regarding data collection and analysis, ESCS
development).
LABORATORY
• In spite of excellent pre-conditions during the EUWI+ assessment and of various EUWI+ support (trainings,
study tour, road map and additional expert support), the new and upgraded accreditation standard (ISO 10025-
2017) of the EAM lab will not be achieved. Also, the existing accreditation was suspended in early 2019 due to
the change of the accredited lab (from SHS to EAM).
COUNTRY INVESTMENT BUDGET
• Substantial budget volumes are currently unallocated. Effort will be needed to add eligible and WFD-compliant
investments. The MS Consortium started in the summer to facilitate selection, preparation and implementation
within the remaining EUWI+ project period.

REQUEST FOR 6 MONTHS PROJECT EXTENSION
• EUWI+ is currently scheduled to finish in August 2020. Various
delays during project execution have triggered a request for a 6
months cost-neutral extension to February 2021.
• DG Near was approached by the EUWI+ partners in October 2019
to request the extension and this is under consideration.
• This extra period will facilitate full use of available funds and to
complete capacity building activities (e.g. execution of offered
extra trainings, additional surveys, improvement of information in
the RBMPs).

R3 Ongoing A specific focus was set on the inclusion of additional EU MS experts. Active cooperation and
know-how transfer in the EaP Countries with Croatia on costal water management and Romania
for the cooperation with Moldova for the harmonisation of Prut RBMP has been developed.
Other actions led to planning for study tours to EU MS countries outside the IPs (to HR, PT, SP),
participation of selected EU MS experts in NPD meetings (from EST, BG, PL) and ensuring the
participation of the beneficiary to international meetings (e.g. INBO, Water Convention and
Protocol on Water and Health, Green Action TF, ICPDR) where they could exchange with
practitioners from EU Members States. Result 1 International Partners involved experts from EU
Member States/Western European Countries in activities on legislative, institutional and
normative support to partner countries (LIT, FR, EST, AT, CZ, NO).
Coordination meetings between IPs have been organised including in early September 2018 and
in February 2019, and specifically on communication and visibility in June 2019, in order to
enhance the integration of inputs from the IP and the quality of products. Cooperation in areas
requiring inputs of all IPs enhanced (e.g. CEPA implementation roadmap (AM), SEA of Alazani-Iori
RBMP (GE), etc). Joint products of all IPs produced under visibility (NPD leaflet, Protocol on Water
and Health targets (UA), joint side-events, inputs to regional trainings, etc.
