The EU-funded Action “European Union Water Initiative Plus for Eastern Partnership Countries (EUWI+ 4 EaP)” is implemented by the UNECE, OECD, responsible for the
implementation of Result 1 and an EU member state consortium of Austria and France responsible for the implementation of Result 2 and 3. This document was produced by
UNECE and/or OECD and/or the EU member state consortium with the financial assistance of the European Union. The views expressed herein can in no way be taken to reflect

RELOCATION OF THE EMIC LAB PROCUREMENT
• Renovation and relocation of laboratory almost completed and
supply of laboratory furniture. Total contracted volume 123,000 €

• Procurement of an ion chromatograph, water purification system,
diverse chemical laboratory and field measurement equipment
and spare parts for diverse laboratory devices. Total contracted

SUPPORTING A NATIONAL WATER STRATEGY & ACTION PROGRAMME
• Consultation process on the national water strategy is completed and
now the document has been submitted for adoption. A range of
consultations with different Ministries and stakeholders was held in
Q1/2 2019. Provisions of the new bilateral agreement between AZ and
the EC were taken into consideration. Development of a National
Water Action Programme launched.
• Support to consultations on the bilateral Kura agreement with
Georgia provided. Note verbale to initiate formal negotiations sent by
Azerbaijan.
• Provided through regional trainings/events and through support to
reporting under MEAs.

REFURBISHMENT OF THE NATIONAL LABORATORY (MENR)
• Renovation and supply of air condition and laboratory furniture almost
completed. Total contracted volume 63,000 €

PILOT ACTIONS AT LOCAL LEVEL TO SUPPORT IMPLEMENTATION OF THE
WATER STRATEGY AND RESPECTIVE RBMP
• On-going pilot actions in Kopyl Rayon of Minsk Oblast: priority activities
identified through an Express survey of water resources and infrastructure in
the rayon:
o New water consumption and wastewater discharge norms developed and approved
by 4 most water intensive enterprises in the rayon, with immediate effect; and
o Recommendations on the future Master plan for portable water supply developed
and generally approved by the public administration of the rayon.
MULTILATERAL ENVIRONMENTAL AGREEMENTS/COMMITMENTS
• Methodology to monitor nationalised SDGs 6.3-6-5 developed, approved by
BelStat and integrated in the computed based State Water Cadaster data-
base allowing an automated calculation of time-series for reporting purposes
• Baseline study for updating the targets set under the Protocol on Water and
Health drafted and the revised targets are being discussed
• Reporting under the Water Convention and SDG 6.5.2. supported

• Support to transboundary cooperation in the Western Dvina-Daugava basin provided
by facilitating consultations on an inter-ministerial agreement with Latvia
• Trainees from Belarus attended a regional capacity development event on
strategic planning under high risks and uncertainty (October 2018) held jointly with
IIASA under another regional project funded by Norway (synergy)
• EUWI+ side event on reform of rural WSS, at an International Water conference in

THE CHANGE OF THE GOVERNMENT JUNE AND NOVEMBER 2019:
• Repeated uncertainty of sustained commitment for EUWI+ and of Ministerial guidance to the MD water
management institutions.
SURFACE WATER
• Insufficient capacity of the laboratory at the new National Environment Agency of Moldova on the level of staff
and operational budget allowing to deliver regular and, extended (WFD-compliant) monitoring. In 2019, upon
the move of the lab from SHS to the new EAM, there was a lack of regular SW monitoring, a loss of EUWI+
trained staff and there is partly too few staff to operate certain equipment, including new deliveries. Contracting
delays are still affecting the EUWI+ work schedule (i.e. regarding data collection and analysis, ESCS
development).
LABORATORY
• In spite of excellent pre-conditions during the EUWI+ assessment and of various EUWI+ support (trainings,
study tour, road map and additional expert support), the new and upgraded accreditation standard (ISO 10025-
2017) of the EAM lab will not be achieved. Also, the existing accreditation was suspended in early 2019 due to
the change of the accredited lab (from SHS to EAM).
• Substantial budget volumes are currently unallocated. Effort will be needed to add eligible and WFD-compliant
investments. The MS Consortium started in the summer to facilitate selection, preparation and implementation
within the remaining EUWI+ project period.

delays during project execution have triggered a request for a 6
months cost-neutral extension to February 2021.

Other actions led to planning for study tours to EU MS countries outside the IPs (to HR, PT, SP),
participation of selected EU MS experts in NPD meetings (from EST, BG, PL) and ensuring the
participation of the beneficiary to international meetings (e.g. INBO, Water Convention and
Protocol on Water and Health, Green Action TF, ICPDR) where they could exchange with
practitioners from EU Members States. Result 1 International Partners involved experts from EU
Member States/Western European Countries in activities on legislative, institutional and
normative support to partner countries (LIT, FR, EST, AT, CZ, NO).
 Coordination meetings between IPs have been organised including in early September 2018 and
in February 2019, and specifically on communication and visibility in June 2019, in order to
enhance the integration of inputs from the IP and the quality of products. Cooperation in areas
requiring inputs of all IPs enhanced (e.g. CEPA implementation roadmap (AM), SEA of Alazani-Iori
RBMP (GE), etc). Joint products of all IPs produced under visibility (NPD leaflet, Protocol on Water
and Health targets (UA), joint side-events, inputs to regional trainings, etc.

R5 Ongoing  Result 1 international partners (OECD and UNECE) continue supporting the development of
national Water Strategies and/or Water Laws, etc. which would contribute to sustainable

 2 regional trainings have been organised for Eastern Europe countries in Kyiv in March 2019 and
Caucasus countries in Tbilisi in April 2019 on economic analysis related to RBMP development
including IOW and OECD experts participation.
