The Prevention of Cruelty to Animals Act was established to prevent the infliction of unnecessary pain or suffering on animals and define cruelty. It established the Animal Welfare Board of India to promote animal welfare, prevent unnecessary pain/suffering, advise the government, and encourage shelters for animals. The act also governs experimentation on animals by establishing committees to oversee experiments and prohibit those causing unnecessary suffering. Offenses under the act, such as cruelty to animals or violating committee orders, are punishable by fines or imprisonment.

2. OBJECTIVES AND DEFINITION
• To prevent the inflication of unnecessary pain or suffering on
animals as well as to prevent to cruelty to animals
• Animals,this term include any living creature except human
being
• Cruelty,it is not define under this act but it roughly means the
inflication of unnecessary pain or suffering
3. ANIMAL WELFARE BOARD OF INDIA

• Functions
1. Advise central government regarding amendments
2. Advise central government regarding rules to prevent unnecessary pain while
transporting performing experiments or in captivity

troughs etc. along with veterinary assistance.
5. Encourage frinencial assistance, formation of rescue
home,animal shelter for old animals.
6.To cooperate with association established for the same.
7. Advise government in matter related to animal welfare.

6. ROLE OF COMMITTEE
• Head of institute is responsible for experiments conducted in premise/outside the
premise individual who conduct the experiment
• Conduct the experiment under the influence of anaesthetics as well as possible
• If animals during the experiment injured beyond recovery should be destroyed
while under the influence of anaesthetics
• Avoid the experiment on animals if books, models, film’s are sufficient in
colleges/hospital
• Avoid large animals if same results can be obtained from smaller animals
• Propper record regarding experiment on animals should maintained
7. ENTRY AND INSPECTION
• The committee may authorize any of it’s office to inspect any institution/
place where such experiments are being carried out
• Such officer’s have power:-
1. To enter at any reasonable time & inspect the place/institution
2. To require any person to produce the respective record
8. PROHIBITION OF
EXPERIMENTATION OF ANIMALS
• On report/recommendation of the concerned officer committee
may prohibit the institute/individual from carrying experiments
on animals for specific period or indefinitely
• In some cases committee may allow such institute/individual to
carry on the experiments subject to certain condition
9. OFFENCES AND PEANALTIES
• Treating animals cruelty is punishable with fine NLT RS 10/- which may extend to RS 50/-
on first conviction
• On subsequent conviction with in three year’s of previous offence,it is punishable with fine
NLT RS 25/- which may extend to RS 100/- or imprisonments of three months or with
both
• Preforming operation like Phooka or any other operation to improve lactation which
injuries to health of animals is punishable with fine up to RS 1000/- or imprisonments up to
2 year or with both Animals may be forfeited by the government
• Contravention of any order of committee or breach of law imposed by committee is
punishable with fine up to RS 200/-
