In The Name of The Merciful Allah
Introduction
This document shows a vision and perspective which can be a political heresy or not. But it undoubtedly presents a political and popular framework which contains the intellect of the revolution. Furthermore, this patriotic framework can preserve the revolution’s gains and make a shield to protect the revolution from the political complications, division and conflict between the parties and congregations. The aim of this document is gathering all internal and external parts and components of the revolution from the various ethnic groups and religions.
This document does not doubt in the patriotism of any party, group or personality. But, we believe that even the unintended individual behavior could cause catastrophic results. Therefore, this document will protect all patriotic people from admittance alone in some political complications. Still, this document does not mean any trusteeship on anyone rather it aims to make all decisions in a consultative, participatory atmosphere.
This document presents an intellectual, political substance which evolved over several stages and took several years until starting the "Arab spring". It was difficult to build the leadership of society who did not experience the democracy for hundreds of years ago, since stealing its independence by the conspirators.
Please read it carefully and suggest changes for any lack or defect you find. These mentioned thoughts are not all patriotic ideas and any new thought will be a great help for our country.

Chapter 1: the Important of transition Parliament
How did the revolution begin?
Since the death of Hafez al-Assad, a state of cautious ecstasy was pervaded in the country and the ambitions of the opposition moved forward dramatically. The opposition thought that the death of this person may be finished the domination and the stage of the one-party. But, the opposition was surprised with a firm reaction which showed that the regime was already arranged to deal with this stage. After that the regime appeared strong against all political changes what increased its arrogance and its domination.
The previous ten years passed with visible quiet. But, a lot of repression and political oppression had hidden behind this calmness. Another ugly kind of the social oppression was appeared through devoting figures became the standard symbol of dignity and patriotism. Their images were put on every wall or corner of the country and every oppositionist to these figures was considered as traitor and conspirator.
The people lost the self-confidence and reached the highest levels of congestion. At this time, the "Arab spring" came and the beginning was with the revolution in Tunisia and its victory. Egypt's revolution and its victory was the following event. Contrarily, the revolutions in the Yemen and Libya represented the bad image of falling into the forbidden.
Revolution started for many reasons, but certainly it needed the spark provided by these events. On the other hand, the regime helped to incite the revolution through its insistence to continue with the ugly trusteeship of the people, the accusation of treason and even the bloodshed. Thus, the revolution reached to the point of no return.

The retreating of the opposition
During the previous ten years, the opposition moved forward a little on the internal level, but it retreated from the case of shock which happened after the death of Hafez al-Assad and tried to achieve some political gains thinking that this regime will not eradicate. Many factors pushed the public to consider the opposition as another form of domination which waits for the right opportunity. These factors were the intellect of the opposition, the distortion to its image by the regime and the case of dispersion and fragmentation, which weakened the position of the opposition.
When the revolution began, the rebels tried more than once to confirm that this revolution is the people revolution and not the opposition one. This concept was received by the opposition consciously and it announced that it did not ignite the revolution, but it will support the people who demonstrate in the street and their decisions. This progressive, good position from the opposition, whether taken with its consent or obligatory, strengthened the revolution and gave confidence to the public of the ability to change.
The absence of combined vision of the parties and political forces
The expectations of the opposition and the public were similar that the fate of this regime will be the same fate of its predecessors in Tunisia and Egypt and its fall will not take long time. Therefore, both of them (the opposition and the public) acted on this basis and every force from the opposition tried to devote its own vision which makes the public avoided giving the leadership of the revolution to the opposition. And step by step, the disagreement and conflict increased between the public, the internal- and the external opposition. Moreover, the varied conferences of the opposition and the conflict between its different poles enhanced the loss of confidence between the public and the opposition. only just like the neutral media which condemned the murder and repression, and explained that there is no legitimate for this regime. That was not bad, but they had not done anything extra to support the revolution more than the neutral media. This state of confusion was caused by two main factors:
Firstly, the opposition had been preparing its self to the partnership for many years ago, but it was not be prepared to the leadership. In other words, no personality from the opposition though that it will be possible to take the leadership from this regime in spite of the opposition conviction that the head of the regime is unable to lead the country and even unable to command and control his regime.
Secondly, despite of the repeated statements of the opposition that it refuses the foreign intervention, its behavior seemed as a request for this intervention. Maybe, the excuse of the opposition is that the regime did not leave any way for injection of the Syrians blood. The reaction of the public was rejecting the foreign intervention and the opposition became step by step as an additional burden for the public who started to deal with the opposition as a political faction aims to ride the wave of revolution. The reason of this reaction is the Syrians belief that the politicians have no neutrality. This belief was devoted in the mind of Syrians because of the first military coup after the independence and the following military coups which had resulted dominance of the Baath party for half a century.
For the unification of the opposition
If we don’t want to remain in a trust and mistrust circle between the people in the street and the opposition, if we want to get out of the cycle of fragmentation and competition and if we don’t want to fall under the foreign blackmail especially that the people in the street don’t have now any choice except the way of the independence, we must establish a stabile and strong basis for the freedom as a following steps:

The people in the street must make the decision to form a council which represent the public, discuss with them and even direct them in some cases. Thus, the people can set free from the terminology of the leadership which exist in the command council, rescue committee of the revolutionary command .etc. The simple awareness of the public tells it that parliament is the safe haven and the only political participation for it. In addition to that, it will be a competition between the symbols of the street in order to get chairs in the parliament and all leaders of coordinations “Altenseekiat” will continue with the working in the media and practical organization without domination from this transition parliament. The coordinations’ leaders have no fear on the political or social ambition at this time and their only aim is the independence.
The opposition must consider itself a reflection of the ambitious public and try to make a combined council which gets the trust from the parliament and specific missions. Thereby, the public can protect the opposition from the concessions and wrong alliances.`
Stoking the revolution soul
It was clear that a part of the public lost its hope in internal solution and began calling for international intervention. Despite of the many justifications for these thought, the international intervention will cause many complications and open a new chapter of the national struggle and fragmentation. There is no substitution for the parliament to give the hope to the people in the street and deliver an important message which confirms that we are able to resolve our crises alone and find alternative solutions. On the other hand, this step will surprise the regime which does not expect any movement from the inside and have a great psychological impact in the hearts of public who are maybe afraid of the tyranny of the revolution. be too a political embarrassment for the ambitious persons making them move from the stage of individual- to teamwork.

Chapter 2: the Historical Similarity
How was the first parliament established before the independence?
In 1928, a constituent assembly of 67 members was elected. This Assembly elected 27 delegates who drafted the constitution. The French occupation did not accept this constitution and dissolved the assembly. In 1943, the first parliament who was created drafted a national constitution for the country after the independence.
At this time, there is no authority for the people and the only authority in our country for the party who practiced the ugliest forms of repression and murder. Actually, we are now in an occupation case, but in another form.
There is no doubt in the historical similarity between our struggle and the ancestors one. They had to fight against the French occupation to get the freedom which was stolen from us after that. Since, our ancestors had to build a parliament before the independence from the French occupation; we can find many innovative mechanisms to build and elect a transition parliament.
The efforts in the Constitution writing
The constituent assembly who wrote the constitution consisted of many good, patriotic intellectuals and politicians in that period. This assembly suffered from the occupation crimes, repression and the fragmentation which enhanced by the occupation. After monitoring the constitutions of developed countries and its democratic experience, the constitution was drafted and it took into account the

national territory, ethnic and religious communities and did not leave any social or political gap. This constitution was a mechanism which finished the state of discrimination and made a road for building a modern country on participatory, parliamentary basis and not on ethnic or sectarian one.
Consolidating of the Democracy
Before the independence, our ancestors realized that the public did not try the democracy and the correct practice of democracy will be through the national parliament which can give a road map for the stage after the independence and find the fertile soil of freedom. At this time, our situation looks like our ancestors situation, that we did never enjoy the freedom, participation or democracy.
We must do what our ancestors did. We are not weak orphans or minors who need trusteeship from the regime. Our strong answer will be formation the transition Parliament and through it we can achieve the independence.

Chapter 3: The transition parliament
Type of the Parliament
The intended parliament should be similar to the one of 1943 which considered the religious and ethnic variations, and regions in Syria.
Since the growth of populations was nearly equal, and considering the demographic changes caused by the regime, raise the need to go back to the last point of social harmony to start again from it.
The 1943 parliament consisted of 120 representatives from definitive regions. The transition parliament should have the function to achieve the independence and build the core of civil state, whereas the function of the next parliament is to set the national government and constitutions. It is reasonable in this difficult stage in Syria to restrict the number of members for the intended transition parliament to 120.
The relation between the transition parliament and the opposition in the exile
The opposition in the exile will be the representative for the parliament to the external, and act due to its decisions, through an elected commission.

The structure
Most coordinations in Damascus, its countryside and some regions are already called to candidate two personalities one politic and one military to attend the meeting for compose the parliament, and there is nearly total acceptance for this project. The efforts are going to complete the other regions and ethnic to present its candidates for this meeting.
This meeting aims to:
Politic resolution to elect parliament from activists and educates from inside of Syria.
Set a mechanism to compose a national military council, its duty to build a national army to insure a state of law.
Parliament Constitutions
The following is primary vision and the parliament’s member can discus and decide on it:
The first task for the parliament is to call the regime as an occupation, and give a view for the phases through and post the independence to insure the public with and against the revolution about the equality in political praxis.
Stop the recent constitution and back to the one of 1950 which consider the parliament system and separate state authorities.
Solve Albaath party and return its properties to the state.
Consist of military council to insure the law over the country.
Elect a committee for external affairs.
Elect a financial committee.

It is temporary and should be solved after the presence of the permanent parliament.
It is a core for the state of law.
It should not sign any contracts relating national independence.
Politic isolation for the regime personality and introduce them to the court.

Chapter 4: The national military council
The parliament is a political right it is the political achievements of the revolution on both internal and external levels. These achievements should be protected by national military council. This NMC is a necessity to stop the regime killing the people, to protect the civilians, to avoid the external interferes.
NMC is the safety for national unity and the prevention from civil war in case of disorder after the breakdown of the regime.
Safe sectors; NMC should establish safe sectors to protect citizens and rebels. These safe sectors will be starting points for the operations of the national army to free the whole country.

Chapter 5: The parliament, regional and international
The parliament for regional stability
Syria is surrounding with many countries that have advantages and concerns. Also Syria consists of many religious and ethnic groups, in addition to its strategically geographical location. For these reasons, the stability in Syria is very important for the entire region. The parliament is the safety valve for the region as a representative for the country towards the region and the international community.
The parliament is the national representative council to deal with other countries and international community. It represents the visions and the will of Syrian people.
Security for the revolution; the parliament is a security for the revolution, to protect its achievements and to preserve it in the hands of the public by a democratic practice.

Chapter 6: Achievements
Regime is an occupation
The dictator regime has no legality, and should be deal as an occupation. This will weaken it and encourage the most of public to join the revolution.
Occupation will dramatically breakdown
The parliament and the NMC will earn more power and confidence in the country, whereas the regime and its paid supporters will gradually be weak ethically, financially and publically.
The politic people will divert from the regime side to the side of the revolution.
The members of the army will join the NMC.
The members of Albaath party will leave the party.
The raised public pressure will support the rebels and revolution and forms a great power for freedom.
There are many black scenarios try to stop the revolution, but the revolution is greater as the tyranny, and Syria is greater as the dictator.
This is a draft for a vision of transition phase in the Syrian revolution for freedom and equality to establish the state of law.
This subject is open to discus and to rich it by all Syrian thinkers, activists and citizen.
