Reserved Powers 
The Constitution (10th Amendment) 
grants to the states all those powers 
“not delegated to the United States by 
the Constitution, nor prohibited by it to 
the states.” 
This is a “check” on 
the “elastic clause.”

Relations Among the 
States
1) Full faith and credit – each state must 
recognize the laws and legal 
proceedings of another state. 
2) Privileges and immunities – one state 
may not discriminate unreasonably 
against citizens of another state. 
3) Extradition – fugitives must be returned 
to the state they have fled from. 
4) Interstate compacts – states may enter 
into agreements with one another. 
5) Lawsuits – states may sue one another.

  1. He elastic clause gives the federal government more power; the Reserved Powers amendment takes it away.
  2. What does that mean? Supreme to what? (state laws, laws passed by Congress)
