- Ad Words can tell when pages have high or low success on mobile devices. It is likely that similar methods are used to determine which pages work better on mobile, and thus should rank better in mobile. Also, Google kinda HAS to suggest Responsive Design because of the Universal Campaigns in AdWords. They want to serve their ad inventory to all devices, regardless of your settings, so it makes sense that they would say that you should be RD, even if it is not the best strategy for you.
