Strengthening the authority of the Presidential
Council On Values Formation Towards the
Effective Pursuit Of a Just and Moral
Philippine Society, Amending executive orders
314 and 347, and for other purposes. SECTION
4. PCVF Functions. The PCVF shall have the
following functions:

WHEREAS, Section 1 of Article XI of the
1987 Philippine Constitution provides that
Public Office is a Public Trust and that
Public Officers and Employees must at all
times, be Accountable to the People, Serve
them with Utmost Responsibility, Integrity,
Loyalty and Efficiency; Act with Patriotism
and Justice, and Lead Modest Lives ;

WHEREAS, Section 27 of Article II of the 1987
Philippine Constitution mandates that the State
shall maintain Honesty and Integrity in the
Public Service ; WHEREAS, Section 23 of
Article II of the 1987 Philippine Constitution
Directs the State to encourage the participation
of NONGOVERNMENTAL ORGANIZATIONS
(NGO), COMMUNITY BASED
ORGANIZATIONS, or SECTORAL
ORGANIZATIONS in promoting the welfare of
the Nation ;
26. A. O. 255 " DIRECTING THE HEADS OF THE
EXECUTIVE DEPARTMENT TO LEAD MORAL
RENEWAL IN THEIR AGENCIES "
WHEREAS, Section 2 of Republic Act No.
#6713, Otherwise known as the " CODE OF
CONDUCT AND ETHICAL STANDARDS for
Public Officials and Employees " provides
that it is the policy of the State to promote a
High Standard of Ethics in Public Service .
WHEREAS, pursuant to Section 39, Chapter 8,
Book IV of Executive Order No. 292, Otherwise
Known as the "ADMINISTRATIVE CODE OF
1987," the Secretary of a department shall have
Supervision and control over the Bureaus,
Offices, and Agencies under Him;
27. A.O. #255 SECTION # 1 . LEADERSHIP IN MORAL
RENEWAL . All cabinet secretaries / heads of agencies
shall adopt and implement a MORAL RENEWAL
PROGRAM in their agencies .

Instructions

7). Values formation before was manipulated by the "CONCEPT
OF SELLING IDs" only for Personal use or for different purposes
aside from Values Formation ADVOCACIES .
29. VALUES FORMATIONS TODAY
1). Values formation today Have a TRAINOR's TRAINING CLASS .
2). Values formation today have Sets of Modules Appropriate for every
Teaching and Seminars.
3). Values formation today use a "TOT" or Table of Teaching Standard
Nationwide .
4). Values formation today requires all ADVOCATES to use the Right
Method of Teaching or "MOT" as required by the Government for the Right
Standard of Education on Values Formation .
5). Values formation today is Guided by "LOI" or LETTER OF
INSTRUCTIONS provided by the Proper Authorities for the Proper
Guidelines .
6). Values formation today is Guided by Legal Mandates Appropriate for
every Program and enough to be use as guide for every Lessons on every
prescribed program of the Values Formation .
7). Values formation today requires every member to secure IDs for Proper
Identification . Every advocates must pass a series of interviews and
"Background Investigations" before the issuance of their "IDs" . (
Membership Fees is required for the printing and processing of every
Identification Card and other Proper Documentations for Legalities and
vital purposes ).
