June 3, 2024 Anti-Semitism Letter Sent to MIT President Kornbluth and MIT Cor...Levi Shapiro
Letter from the Congress of the United States regarding Anti-Semitism sent June 3rd to MIT President Sally Kornbluth, MIT Corp Chair, Mark Gorenberg
Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The Committee followed the hearing with letters to those institutions on January 10, 202

2. Integrity =
(Accountability +
Competence +
Ethics) – Corruption
Former Congressman from New York and World
Bank President Barber Benjamin Conable, Jr. used
the term ‘good governance’ referring to it as
a public service that is efficient,
a judicial system that is reliable, and
an administration that is accountable to its
public.
Social accountability can be defined as an
approach towards building accountability that
relies on civic engagement, i.e., in which it is
ordinary citizens and/or civil society
organizations who participate directly or
indirectly in exacting accountability (World
Bank, 2004).
3. The Government formulated NIS documents
‘Commitment for Golden Bengal: National Integrity
Strategy of Bangladesh’ to prevent corruption and
ensure the highest integrity in all affairs of the state
and society
Vision
A happy and prosperous Golden Bengal
Mission
Establishment of good governance in state and
society
4. The National Integrity Strategy is a national level initiative to infuse transparency,
accountability, and integrity into everyday public and private life.
National Integrity Strategy in Public Administration to promote Good Governance
NIS sets out the government’s plan to address system weakness in domestic institutions
Combating key driver of corruption in Govt institutions
Bringing govt organizations, accountability institutions, media, civil society and private sectors under an umbrella to
ensure transparency
NIS implementation at all levels of the Government
Self discipline and empathy towards service receivers of govt employee are necessary conditions
The NIS reflects the government’s stated belief that “the fight against
corruption cannot be won by prosecution alone; an inclusive approach
based on values, morals, ethics, and integrity is necessary.”
5. In NIS, integrity is more than honesty, rather it is
influenced by morality and honesty. As the vision of
the National Integrity Strategy is a happy and
prosperous “ Shonar Bangla” and the mission is
establishment of Good Governance in the state
run institutions as well as societies, NIS can surely
ensure good governance.
• The corruption is minimized
• The views of minorities are considered
• The voices of the most vulnerable in society are heard in decision
-making
• Responsive to the present & future needs of societies
6. Ensuring
effective
public
service
delivery:
• NIS, as one of the social accountability tools, can be considered
a two-end system.
• Increase awareness and understanding of government officers
on their NIS responsibilities
• Increase public awareness of NIS to promote values of
Integrity in the society
• NIS as the solution for the local problems.
• There are many laws to promote NIS (e.g., Right to
Information Act, 2009, ‘Protection of Consumer Rights Act,
2009’ etc).
So, the initial step is to increase the awareness of government
officers and implement activities to promote the NIS. Then the
awareness of the NIS shall increase by informing the public about
these initiatives. Finally, the citizens are expected to recognize
their role in realizing the NIS.
7. NIS to ensure
reform and
innovation in
public service
delivery
system:
Reform:
Creation of Ethics committee in each
Ministry and Division
Creation of NIS executive committee
Launching of massive campaign
Innovation: Service process
simplification.
Civic education campaign
Integrity award
Reviewing and monitoring activities of
Govt. office officials.
8. Integrity
Influenced
by morality
and
honesty
Behavioral
excellence
How NIS can be an effective tools?
Establishing accountability and
transparency
Transparent collection method
Developing ethics and values
Establishing an effective
ombudsman
Incorporating with civil society

(Individual and Organizational)
9. Advantages- Substantially reduce corruption and bribery in
all forms
Practice integrity both at personal and official
life

institutions at all levels

10. Disadvantages- NIS is a combined strategy. Enhancing institutional
capacity across the state

implementation, and monitoring NIS work plan
