Religion: Strong Christian

Within all 6 provinces of
Vanuatu, custom values are
strongly upheld by all, and
essentially undermine women
in the society.
But - these gender
discriminations are nothing if
you’ve got people supporting
you.

13. About USP and its Pacific
TAFE
• Started in 1968 under Royal Charter and has skilled over
50,000 Pacific Islanders.
• Faculties engaged in research (ranked), consultancies,
patent creation, publications and higher education programs
till Ph.D.
• Vocational education programmes started from 2014 as a
strategic initiative through self-accrediting status.
• Strategic target to get all accredited/recognized (20 so far
with surplus of 4 after target).
• Became an RTO in 2015 (45016).
14. Key Educational Problems in
the Pacific
▪ Inequalities persist, particularly regarding educational
completion, and secondary and tertiary education.
▪ Direct entry marks from post secondary to higher
education is low.
▪ More left for TVET, bridging and repeats.
▪ Quality in pre-service TVET is missing nationally.
▪ Higher education is not completely fulfilling entry and
paraprofessional and upskilling industry needs.

• TVET to relevant higher education programmes

• Higher education qualification to TVET (gradually happening)
• A bridging programme and open schooling concept is been planned
to target dropouts at year 10 and year 11 to get back
✓ No one is left behind in pursuit of tertiary education for
socioeconomic prosperity

17. TVET at USP
• Pacific TAFE is unified pathway entity within USP and with TVET
programmes, students are trained for employment opportunities and
career advancement.
• Programmes in business, commerce, tourism, hospitality, arts,
humanities, science, technology and environment, and short courses.
Ms. Ateca Narogo graduated on 20th September, 2018.
with a Certificate IV in Hospitality Operations from USP Pacific TAFE.

with a bit of guidance just as I received at USP
Pacific TAFE, I am sure they can find a second
meaning to life and also provide for their families.
Pacific TAFE provides avenues and pathways for
many to get a second chance at education –
basically a second chance to life.”
18. Partnership with APTC
• 2014 MOU on co-location of hospitality simulation facility, capability
development, shared resources and improvements.
• MOA signed on 21st September, 2018 on APTC is around shared vision on
TVET reforms, policies, awareness and advocacy in the Pacific.
• USP Pacific TAFE is partner to
TAFE Queensland in APTC3.
• Pacific TAFE to incrementally and
progressively deliver Australian
recognised qualifications.

20. Problems.
1. Unable to find local experienced trainers.
2. Locals given the task were causing more damage than good.
3. Growing industry without relevant professional training.

industry demand

22. Problems.
• Unable to attract experienced
sewing machinists.
• 2018 we require over 100 new staff,
mostly women.
• Many female employees leave work
to look after their preschool children.
• A lack of affordable/safe day care centres.
A Social Experiment
Since the industrial revolution the work
place was designed by men for men!
23. Build, subsidise and advertise an on-site child day care facility to
Australian standards!

24. Funding and support
• Donor – Market Development Facility, $50,000 for the design
• Australian Aid – Volunteer to be appointed
• Built at a cost of $400,000 (self funded)
• Supported by APTC – staff allocated for ‘set up’
A mutually beneficial arrangement –
APTC to use this facility as a
centre of excellence for early childhood training
