SUMMARY
I am a highly experienced Senior Technical Advisor in demonstrating expertise in leadership & management in the areas of
Health System Strengthening, Supply Chain Management, Capacity Building, Project Management and Performance
Management.
Throughout my career spanning more than 12 years, I have acquired dexterity in maintaining strong and positive working
relationships with clients and partners including USAID and local governments; identifying capacity gaps and developing
strategies to address them, developing appropriate training of field staffs; providing timely and adequate technical support to
designated country health programs’ and implementing risk mitigation strategies for procurement and logistics services,
including quarterly risk assessment; ensuring compliance with procurement standard operating procedures; and coordinating
with relevant stakeholders in the provision of assistance to build the capacity.
Among my major accomplishments include successful implementations of ERP worth 1 million plus US dollars, Installation of
Warehouse –in-a Box increasing storage capacity by 1347 pallet positions, strengthened Health commodity supply chain
management by developing Logistics Management information system for SCM in Rwanda, and rolled out to more than 500
Health Facilities & 30 District Pharmacies in Rwanda.
I have demonstrated initiative and creativity; and possess substantial experience of strategic thinking with proven people
management skills in a multi-cultural environment and strong track record of developing people.
In addition, I have also attained the ability to think strategically, analyze, and articulate solutions to complex business problems,
coupled with the ability to organize information and communicate the same in a clear and useful manner. I am an effective
team-player, with the skills to cut across cultural barriers in any business scenario.

At present while working with John Snow, I am accountable for strategic Supply Chain Management, Performance
Management and Monitoring, planning for development of pharmaceutical policy & regulations, strengthening health systems
and Capacity building. I am also providing first hand technical support in the implementation of project activities in
collaboration with other stakeholders.
Within my capacity as the Senior Technical Advisor, I successfully delivered technical support in development and
implementation of logistics and supply chain management systems and ensured efficiency in operations for District Pharmacies.
In coordination with Country Director, provided leadership and management of the technical portfolio of the SCMS & DELIVER.
Managed the implementation of Warehouse –in-a Box to increase the storage capacity of Rwanda’s central medical store by
1347 pallet positions. Furthermore, I developed the Supply Chain Performance Management plan for Rwanda to ensure
effective monitoring of National Pharmaceutical Supply Chain Strategic Plan. I also scripted successful project completions as
well.

Supply Chain Assesment and System design
Delivered trainings on LMIS, and Pharmaceutical Supply Chain Management to more than 2000 Health facility staff
Managed data analysis for the HIV, Malaria and MCH Program to make an informed decisions
Managed implementation of SAGE Line500 an ERP for warehouse & financial management system
Developed e-LMIS Functional and System Requirements and an e-LMIS RFQ and subsequent system evaluation
Successfully negotiated and facilitated the signing of e-LMIS procurement system a multi-million dollar project
Coordinated and developed harmonized LMIS tools to ensure availability of timely and accurate data for decision
making support the HIV, Reproductive Health, Malaria, TB and essential medicines program in Rwanda
Supported the institutionalization of District Pharmacies through: legal status, capacity building, operations,
performance management and business strategies
Managed the Development of Business Plan for District Pharmacies and Supply Chain Costing Tools
