Employment Details
I am an experienced commissioner having worked within the public sector; my specialism is within the field
of disabilities and children’s services. I have worked in a variety of roles clinical, operational and strategic
within the NHS and local authorities. I feel that this has shaped my skills and knowledge from direct work
with children and families to policy and strategic development. I believe my skills are transferable and I
believe this has given me a good understanding of both organisations.
Commissioning Skills
Knowledge and experience of commissioning cycles and models including developing commissioning
strategies. I have developed service specifications that focus on outcomes and developed market
position statements that are informed by a needs analysis.
I have developed data analysis tools to map need, scope service gaps and support and influence quality
service development; this contributes to Joint Strategic Needs Analysis.
I have worked collaboratively with partners to set joint commissioning principles to maximise resources
and ensure a joined up approach to commissioning to avoid duplication and support better outcomes.
Skills and experience of procurement processes in line with EU directives. I have followed open and
restricted procurement routes and also e-procurement using a dynamic purchasing system. Where
possible using a model of collaborative procurement can support greater value for money and leverage
in the market place.
Contract Management
I have developed and implemented effective contract management systems that monitor quality and
performance.
I set clear performance indicators, analyse data returns and set up both qualitative and quantitative
contract management processes governed by statutory guidance, care standards and inspectorate
bodies such as Ofsted and Care Quality Commission.
I have managed a range of contracts; framework agreements; single agency contracts and introduced
payment by results to incentivise and support better value for money.
Financial Management
I have experience of budget management, developing and implementing budget tracking systems and
have developed resource allocation tools
I have set up monitoring processes to support personal budget and direct payments.
Legal Duties and Policy Drivers
I have knowledge and experience of the legal and policy drivers pertinent to children’s services; the
Children Act 1989, The Children and Families Act 2014 the Care Act 2014 have brought significant
legislative changes
I have lead projects to implement and embed SEND Reforms.
Project and Change Management
I have worked on numerous complex projects including leading on developing short breaks for disabled
children through the Aiming High Programme.
I have recently been working on a complex change project to externalise an in-house residential short
break centre to become an external stand alone business unit.
I am currently involved with developing integrated disabled children service that incorporates Education,
Health and social care.

2. Personnel Management
• I have experience of managing a team, including ensuring HR processes are followed; supervision and
performance management systems are adhered to.
• I believe I am a good communicator and have excellent interpersonal skills and I use a number of
systems to support this; email; reports; telephone and face to face meetings and attend and lead a
number of forums.
Stakeholder Engagement
• I work co-productively and value the development of professional relationships with key stakeholders.
• I have developed and lead provider networks to support market place development and also supported
parent/ carer forums to ensure the voice of families are central to service development.

management. SEND Reform implementation, co-production and stakeholder engagement. Developed
quality standards, implement data analysis to inform commissioning intentions. Develop joint commissioning

3. Additional Information
I have a range of skills and experience within the field of disabled children’s services and have worked
across all statutory services in both operational and strategic roles. I have transferable skills; I am an
excellent communicator. I work well under pressure as part of a team or autonomously, I am reliable and
passionate about supporting children and young people to reach their full potential.
Personal Interests
Interested in art and culture, I enjoy cooking and keeping fit, travelling and walking in the country.
