3. What are Testing Accommodations?
● Changes in the administration of an assessment,
such as setting, scheduling, timing, presentation
format, response mode, or others
● Valid accommodations do not change the construct
intended to be measured by the assessment or the
meaning of the resulting scores
4. What are Testing Accommodations?

● Are used for equity, not advantage, and serve to
level the playing field
● Allow students to access the standard test
administration
● Must be identified in the student’s Individualized
Education Program (IEP), Section 504 plan, or
Limited English Proficient (LEP) documentation
● Must be used regularly during instruction and
similar classroom assessments administered
throughout year
5. Accommodations Routinely Used
If a student has inappropriately not received the accommodations documented on
the IEP or Section 504 Plan during instruction, the student is still to receive the
accommodations specified in the current IEP or Section 504 Plan for the state-
mandated tests. However, the use of testing accommodations that were not
routinely used during instruction or similar classroom assessments may constitute
a misadministration and result in an invalid test score. If an accommodation is
provided that has not been routinely used during instruction, student
performance could be adversely affected since the student did not become
familiar with the accommodation(s) before testing. In such cases, a local
investigation must be conducted to determine if the student was adversely
affected by the provision of the accommodation, and to determine if a
misadministration should be declared.
6. Who is Eligible for Accommodations?
A student with disabilities who has a current:
● Individualized Education Program (IEP) or
● Section 504 Plan
● Transitory Impairment
● A student identified as LEP who has scored below a
5.0 Bridging on the reading subtests of the W-
APT/ACCESS for ELL’s.
NOTE: Accommodations documented must be provided during the test
administration regardless of whether a student wants them or not.
7. Who is Not Eligible for
Accommodations?
A student with disabilities who:
● was reevaluated and found no longer to be eligible
to receive exceptional children services.
● has reached the age of 22.
● graduated with a regular diploma.
8. Accommodations that Invalidate a Test
● Test Administrator reads aloud a NC test designed
to measure reading
● Interpreter Translator signs/cues a North Carolina
test designed to measure reading comprehension
● Assistive technology is used that reads test aloud
on a NC test designed to measure reading
● Testing occurs before the school’s scheduled
testing date
9. Before Testing
● Make sure school test coordinator is aware of what
accommodations are actually documented to be used at least
30 school days prior to testing
● 12/5 ACCESS
● 10/27-LEC Fall EOC & 3/28-LEC Spring EOC/NCFE
● 11/16-Traditional Fall EOC & 4/20 Traditional EOC/NCFE
● 4/6 EXT 1
● 4/17-All schools Spring EOG
● Make sure student is aware of what accommodations will be
used during test
● Fill out the Prior to testing side of the Review of
Accommodations form & provide a copy of Dec 4 (pg. 6 of 10)
for verification
STUDENT SHOULD BE USING ACCOMMODATIONS ROUTINELY DURING INSTRUCTION AND SIMILAR
CLASSROOM ASSESSMENTS - THEY SHOULD NOT BE A SURPRISE ON TEST DAY!
10. After Testing
● Each student’s answer sheet must be coded with
exactly which accommodations were provided
during testing
PROVIDED ≠ USED
● For example, a student has the accommodation of
extended time. If he finishes early, he does not need
to be kept for extra time just because he has
extended time. He would have been able to have
extended time if he needed it. Therefore, it was
provided, but he didn’t use it.
