Why University Governance?
• One of the key elements that have been the recent
focus in Higher Education reform worldwide is indeed
University Governance.
• This concept addresses how Universities and Higher
Education systems, define their goals, implement
them, manage their institutions and monitor their
achievements.
• A key element in defining university governance is the
overall framework of the system and the interaction
between the institution and the state.

Erasmus + CBHE: New project with 12 Algerian
universities, together with the Algerian Higher
Education and Scientific Research Ministry and the
CIAQES (Commission for the Implementation of Quality
Assurance in Higher Education in Algeria) aims at
improving and strengthening the quality assurance
mechanisms in the Algerian higher education system
through the fulfillment of the university strategic plan

• Particularly:
• to enhance good governance, management and accountability practices in the HEIs
• to establish a clear governance framework, well-defined mission and goals through the
definition and implementation of action plans
• to strengthen the capacity of HEIs to develop their own specific strategies and to implement
them effectively and efficiently by means of programming systems
• to strengthen the international relations management within the HEIs
• to improve the participation in strategic planning and development activities of non-
university actors and non-state actors
