Disclaimer: VCM screens, peripherals and its
accessories may vary from the final ones to be used
on Election Day.
4. Vote Counting Machine
The SAES-1800Plus is a portable Vote Counting
Machine (VCM), designed to automate the counting of
votes in the May 09th 2022 National and Local
Elections pf the Philippines.
• The VCM scans and interprets the marked paper
ballots on the election day.
• The VCM tabulates, calculates, and transmits the
Election Returns to the Canvassing and
Consolidation System (CCS) after the voting
process is closed, as well as a copy of the VVPATs
(voter’s receipt) to the Transparency Server.
6. Front Side View
iButton Receptacle: Located above the thermal
paper compartment. This is used to tap the iButtons
Printer / Printer Compartment: Located below the
iButton receptacle. Designed to load the thermal
paper and print all the VVPATs and Election Reports.
Ballot entry/return Slot: Located at the front of the
VCM. Designed for the voter to insert his/her ballot.
LCD Screen: Located at the top of the VCM. The
touchscreen LCD screen is designed to input data
and navigate through the system.

Note: The headphones will not be used in the May 09th 2022 National and Local Elections .
Cast Button: Green button on the right side the
LCD screen. It is used to cast ballots.
Return/ Divert Button: Red button below the cast
button. It is used to return ballots.
Headphone Port: At the right side of the VCM. Is
the port to connect the headphones.
8. Left Side View
LAN Port: An RJ45 port to connect the BGAN via
ethernet cable.
Main SD Card slot A: Next to the LAN port is the
memory card slot, where the removable write-
protect Secured Digital (SD) card is inserted (Main
SD card).
Backup SD Card slot B: Next to the Main SD card
Slot A. Is the slot for the backup SD.
Serial Number sticker: Located on the left corner.
Included the VCM serial number in alphanumeric
series
9. The ports marked with the icon will not be used in the
Philippines Election.
Back View
Back-up Battery Port: To connect the backup
battery for the VCM to operate, even in case of a
power outage
USB Ports: The Universal Serial Bus (USB) port is
used to connect the USB transmission device.
There are two (2) USB ports available.
DC Port: The Direct Current (DC) port is used to
connect to the main power supply.
Power button: This button is used to turn on the
VCM. LED indicator lights up when it is on.
10. Bottom View
Ballot exit slot: It is used to eject the ballots. The
VCM ejects valid ballots from the ballot exit slot
after passing through the feed mechanism. These
ballots are scanned and cast.
Ballot diversion slot: The ballot diversion slot,
will not be used in the May 09th 2022 National
and Local Elections.
Lock flaps: This interlocks with the ballot box.
Speaker: The speaker is used to play the audios.
12. VCM Components and Peripherals
iButtons for Operations: These iButtons gives access to the users when
it is taped in the ibutton receptacle. Are also known as OPR ibuttons.
iButtons for Digital Signatures: These iButtons will add the digital
signatures of the EB members when necessary. Are also known as
DigSig ibuttons.
PIN Codes: Personal Identification Numbers to authenticate the users
and grant access to VCM functions.
13. VCM Components and Peripherals
SD Cards: Main and backup data must be inserted in the VCM all the
time. Main SD card should be inserted in slot A and the Backup SD Card
must be inserted in slot B. Both SD cards serve to store the electoral
data.
Thermal Paper: The official thermal paper will have the COMELEC logo
and is loaded in the thermal paper compartment. Reports will be printed
as well as Election Returns and voter's receipt.

Back-up Battery: Ensures the continuity of the operation in case of
power interruption.
Back-up Battery cables: To connect the Back-up battery to the VCM. The
cables are color-coded.

VCM Electrical Adaptor: Regulates the voltage input from the direct
current to the VCM.
Power Cord: To connect the VCM electrical adaptor to the power outlet.
3/2 Prong adaptor: This might be required to connect the VCM Power
Cord to the power outlet.

Cleaning Sheets: Special sheets designed to clean the VCM scanner.
Top Cover: Designed to cover the ballot box and mount the VCM over it.
Ballot Box: Designed to store the ballots cast.
18. Transmission Devices
Note: The transmission device delivered to each polling center will depend on the data coverage of each location.
BGAN: it works with a preinstalled SIM card to transmit results. It will be
used for Satellite transmission in remote locations. It should be located
outdoor with clear view to the sky. There are 2 BGANS models:
• ISAVI
• SABRE
USB Transmission Device: This works with a preinstalled SIM Card from a
Philippine Telco Provider to transmit results using GPRS network.
