8. Secondary Education.
The dividing line between the university and
secondary courses is more properly drawn at
the intermediate examination than at the
matriculation.
Government should create “Intermediate
college” which would provide for instruction
in Arts,Science,Medicine,Engineers,Teaching
etc.
9. The admission test for universities should be
the passing of the intermediate examination
The medium of instruction in intermediate
colleges should be the mother tongue except
in case of English and Mathematics.
These colleges might either be run as
independent institutions or might be attached
to selected High school.
10. A Board of Secondary and Intermediate Education
should be established in each province.
It should be constituted with representative
of the government, the university, the
Secondary school, Intermediate collage.
A Board of Secondary and Intermediate
Education will be an autonomous body and
will be free from official interferences.
11. University Education.
A Unitary residential teaching University
should be established immediately in Dacca.
The Calcutta University should be made a
real teaching University .
The Colleges of the mofussil area should be
developed in such a way that there may be
gradual rise of new University center.
12. Training of Teachers .
The number of trained teachers should be
increased without any delay .
Department of Education should be created
in the Universities of Dacca and Calcutta.
Education should be included as a subject
for the Intermediate , B.A, M.A, Degree
examination.
13. Women Education.
Purdah School should be organized for Hindu
and Muslim girls whose parents are willing
to extend their Education to 15 to 16 .
A special Board of Women Education should be
established in the Calcutta University and a
special curriculum should be provided according
to the Educational needs of Women .
Women should be given training in Medicine
and teacher’s training .
14. Technical and Vocational Education.
Applied science and other allied Subjects should
be included in the University Courses.
Vocational Education should be started at
the Intermediate stage . This measure would
facilities the beginning of Vocational
Education at the University stage.
15. The University must make provision for the
efficient training of personnel needed for the
Industrial development of the country.
Professional and vocational courses should
be introduced in the Universities .
