POLICY FRAMEWORK
4. refers to the program being promoted by DOLE that
provides family welfare services to workers, as
described under Department Order No. 56-03 which
is carried out in the workplace through a Family
Welfare Committee (FWC) or similar welfare-based
special body composed of representatives of labor,
management and the plant clinic, if there is any.

The Family Welfare Program is carried out by the employer

Herewith presented in this slide are the FWP’s ten dimensions. In practice, an establishment may be considered compliant as long as it implements at least three dimensions, which includes Reproductive Health and Responsible Parenthood.
These are examples of activities undertaken under the RPRH dimensions undertaken by some establishments monitored by the BWSC:
RESPONSIBLE PARENTHOOD & REPRODUCTIVE HEALTH
Sample Activities:
Provision of free family planning services to employees and their spouses which shall include, but not limited to the application or use of contraceptive and intrauterine devices (Art. 134);
Advocacy activities/information sessions on the importance of birth spacing, reproductive health/responsible parenthood, family planning methods, respect for life and informed choice;
Information sessions on incentive bonus schemes to encourage family planning among workers; seminars on 10 dimensions of RH;
Availability of plant clinic staff (doctor/nurse) to cater to the needs of the workers;
Capability building activities for labor and management leaders/members of Family Welfare Committees (FWC), plant clinic staff (nurses, midwives, doctors) and peer educators;
Breastfeeding facilities/lactation station, etc.
EDUCATION/GENDER EQUALITY
Sample Activities:
Gender related concerns i.e. advocacy on gender issues and gender equality e.g. seminars/training on gender sensitivity, gender and development (GAD);
Participation/observance of the women’s month/day celebration;
Education on women related laws and policies such as:
Solo Parents Welfare Act;
Maternity Leave;
Paternity Leave;
Violence Against Women and their Children (VAWC);
Magna Carta of Women;
Early Childhood Care and Development (ECCD);
Anti-sexual Harassment Law including the posting/dissemination of RA 7877, Creation of committee on decorum and investigation (CODI) and company policy against SH;
Expanded breastfeeding promotions act;
Information on the rights and privileges of workers;
Scholarship/educational assistance e.g. educational loan, employee dependent scholarship, educational assistance to training;

SPIRITUALITY/VALUE FORMATION

Support to workers spiritual upliftment and religious activities e.g. attendance to holy masses, bible sharing/reading, recollections, prayer meetings, black rosaries, etc.;
Parent effectiveness and value formation of workers or work values/ethics;
Awards and recognition for employees (productivity incentive),etc.
INCOME GENERATION/LIVELIHOOD/COOPERATIVE
Sample Activities:
Support of company to livelihood endeavors/activities of their workers; involvement in DOLE livelihood programs/services e.g. DILP, WINAP;
Promotion of entrepreneurship/self-reliant projects i.e. credit cooperative, sari-sari store, waste material processing, gardening, sales of scrap materials, basket weaving, food preservation; and
Allowing workers to attend livelihood seminars, etc.
MEDICAL/ HEALTH CARE/ HIV AWARENESS
Sample Activities:
Available plant clinic for workers;
Capability building/education opportunities for medical staff;
Health education program such as primary health care counseling in the workplace;
Available and free services of a first-aider, nurse, physician and dentist in the workplace for workers and dependents;
Medical health care for workers and dependents; hospitalization benefits; subsidized medicine;
Provision of first aid kit, clinic equipment available to workers;
Free dental/EENT services; free annual exams and regular medical check-up;
Information dissemination on HIV/Aids; IEC rack for medical bulletin, etc
NUTRITION
Sample activities:
Inclusion of nutrition related programs as non-wage benefits in CBAs/company policies or program of company without union e.g. conduct of activities for nutrition friendly workplaces;
Access to adequate safe food and water for employees; free or subsidized meals in canteens;
Rice subsidy; posting of food pyramid on clinic, canteen and pantries;
Nutrition education; weekly canteen menu;
Observance and support to nutrition month of July per Section 7, P.D. 491 or the Nutrition Act of the Philippines;
Support to feeding programs, use of iodized salt in compliance with RA 8177 or the ASIN Law, etc.
Environmental Protection/Hygiene and sanitation
Sample Activities:
Information dissemination on safe and healthful work environment;
Promotion of 5S;
Pest control;
Education on proper garbage disposal and waste management;
Free/subsidized potable water and sewerage system;
Tree planting/reforestation;
Climate change, disaster risk reduction management;
Clean-up drive activities in support to the community;
Fire-fighting activities;
Issuance of protective equipment e.g. safety goggles and other gears, safety shoes, hard hats, ear muffs, reflectorized vest, dust mask,
Free uniforms;
Drug-free policy at the workplace;

Sample Activities:
Support of company to sport related activities e.g. sport tournament i.e. golf, tennis, basketball, volleyball, etc.;

Company provision of free subsidized housing/quarters for night shift workers;
Housing assistance/loan with no or minimal interest;
Relocation assistance/allowance;
Barangay infrastructure development assistance;
Development of springs and digging of deep wells;
Sale of company scrap materials at minimal prices to workers who would like to repair their houses or construct fences for piggery and poultry

Free or subsidized transportation services/shuttle service for workers;
