refers to the program being promoted by
DOLE that provides family welfare services
to workers, as described under Department
Order No. 56-03 which is carried out in the
workplace through a Family Welfare
Committee (FWC) or similar welfare-based
special body composed of representatives of
labor, management and the plant clinic, if
there is any.

10. Steps Towards Setting a FWP in the Workplace
Provide the necessary support, assistance and

jurisdiction for an orientation on FWP

Plant-level Family Welfare Committee
(FWC) Responsibilities
The FWC will be responsible for
planning, organizing and implementing,
monitoring an in-plant family welfare
program. The in-plant program shall
focus on the ten dimensions of the FWP.

18. Art. 134 of the Labor Code,

required by law to maintain a
clinic or infirmary shall provide
free family planning services
to their employees which shall
include but not be limited to, the
application or use of
contraceptive pills and
intrauterine devices. (Art. 134 a)
19. Family Planning
refers to a program which enables
couples and individuals to decide freely
and responsibly the number and
spacing of their children and to have the
information and means to do so, and to
have access to a full range of safe,
affordable, effective, non-abortifacient
modem natural and artificial methods of
planning pregnancy- (IRR of The
Responsible Parenthood and
Reproductive Health Act of 2012)
20. The DOLE shall develop and
prescribe incentive bonus
schemes to encourage family
planning among female workers
in any establishment or
enterprise (Art. 134 b)

Social security
measures
• may include pension plans, insurance benefits, savings deposits
or other social security measures for workers who have
participated effectively in the FP program
Privilege leaves
• Bonuses in terms of additional leave credits and time offs for
those who have accepted contraceptive methods and for
successfully avoiding pregnancy
Cash bonuses
• Cash benefits may be awarded to female workers who do not
utilize maternity benefits for a certain number of years
• Commodity or benefit bonuses to worker motivators for
recruitment of acceptors and for successfully encouraging
continuation of contraception
• Group bonuses for group of workers by divisions/departments
for exceeding certain levels of contraceptive acceptance or for
accumulating certain number of aggregate years of non-
pregnancy
Prizes and awards
• To be given on competitive basis to individuals, couples, or
divisions/departments for effectiveness of contraceptive
methods accepted
22. Employers who habitually employ more
than 200 workers in any locality shall
provide free family planning services to their
employees and their spouses which shall
include, but not limited to, the application or
use of contraceptives. (Par. 1,Section 11, Rule
XII Employment of Women and Minors)
