FAMILY WELFARE PROGRAM
refers to the program being promoted by DOLE that
provides family welfare services to workers, as described
under Department Order No. 56-03 which is carried out
in the workplace through a Family Welfare Committee
(FWC) or similar welfare-based special body composed of
representatives of labor, management and the plant
clinic, if there is any.

Responsible Parenthood and Reproductive Health Act of 2012 or the
RH Law (RA 10354)

Steps Towards Setting a FWP in the Workplace
Provide the necessary support, assistance and
resources
Determine what is the particular need of the employees
Organize the Family Welfare Committee from among the
management, unions and workers and clinic workers
Coordinate with the DOLE Regional Office within your
jurisdiction for an orientation on FWP
The FWP thrives in the context of
tripartism among the workers, the
management, and the government
sector. Of these key players,
management involvement in any
plant-level program spells its success
or failure.
DOLEโ€™s Role under the Family Welfare Program
Shows companies that the promotion of such
packages ultimately benefits the company itself
Does not sponsor the actual provision of these
services, which are completely on the account of the
establishments
โ€ข i.e. the formation of Family Welfare Committees (FWCs)
responsible solely in the planning, organizing and
implementation of the in-plant FWP
Provides both labor and management groups with the
conceptual framework for such in-plant programs and
guidelines

Plant-level Family Welfare Committee
(FWC) Responsibilities
The FWC will be responsible for
planning, organizing and implementing,
monitoring an in-plant family welfare
program. The in-plant program shall
focus on the ten dimensions of the FWP.

incentives for family planning of P.D. 442
(Labor Code of the Philippine, As
Amended) and its IRR

FWP LEGAL/POLICY FRAMEWORK
Art. 134 of the Labor Code,
as Amended and its IRR
Establishments which are
required by law to maintain a
clinic or infirmary shall provide
free family planning services
to their employees which shall
include but not be limited to, the
application or use of
contraceptive pills and
intrauterine devices. (Art. 134 a)
Family Planning
refers to a program which enables
couples and individuals to decide freely
and responsibly the number and
spacing of their children and to have the
information and means to do so, and to
have access to a full range of safe,
affordable, effective, non-abortifacient
modem natural and artificial methods of
planning pregnancy- (IRR of The
Responsible Parenthood and
Reproductive Health Act of 2012)
The DOLE shall develop and
prescribe incentive bonus
schemes to encourage family
planning among female workers
in any establishment or
enterprise (Art. 134 b)
Employers who habitually employ more
than 200 workers in any locality shall
provide free family planning services to their
employees and their spouses which shall
include, but not limited to, the application or
use of contraceptives. (Par. 1,Section 11, Rule
XII Employment of Women and Minors)

FAMILY WELFARE PROGRAM refers to the program being promoted by DOLE that provides family welfare services to workers, as described under Department Order No. 56-03 which is carried out in the workplace through a Family Welfare Committee (FWC) or similar welfare-based special body composed of representatives of labor, management and the plant clinic, if there is any.

Steps Towards Setting a FWP in the Workplace Provide the necessary support, assistance and resources Determine what is the particular need of the employees Organize the Family Welfare Committee from among the management, unions and workers and clinic workers Coordinate with the DOLE Regional Office within your jurisdiction for an orientation on FWP
  • 21. The FWP thrives in the context of tripartism among the workers, the management, and the government sector. Of these key players, management involvement in any plant-level program spells its success or failure.

DOLEโ€™s Role under the Family Welfare Program Shows companies that the promotion of such packages ultimately benefits the company itself Does not sponsor the actual provision of these services, which are completely on the account of the establishments โ€ข i.e. the formation of Family Welfare Committees (FWCs) responsible solely in the planning, organizing and implementation of the in-plant FWP Provides both labor and management groups with the conceptual framework for such in-plant programs and guidelines
  • 23. Employerโ€™s Role under the Family Welfare Program Provide support, assistance and resources to the workplace FW Form a Family Welfare Committee (FWC) through the assistance of DOLE Regional Offices

  • 26. 26 Plant-level Family Welfare Committee (FWC) Responsibilities The FWC will be responsible for planning, organizing and implementing, monitoring an in-plant family welfare program. The in-plant program shall focus on the ten dimensions of the FWP.

  • 28. Art. 134 of the Labor Code, as Amended and its IRR Establishments which are required by law to maintain a clinic or infirmary shall provide free family planning services to their employees which shall include but not be limited to, the application or use of contraceptive pills and intrauterine devices. (Art. 134 a)

Family Planning refers to a program which enables couples and individuals to decide freely and responsibly the number and spacing of their children and to have the information and means to do so, and to have access to a full range of safe, affordable, effective, non-abortifacient modem natural and artificial methods of planning pregnancy- (IRR of The Responsible Parenthood and Reproductive Health Act of 2012)
  • 30. The DOLE shall develop and prescribe incentive bonus schemes to encourage family planning among female workers in any establishment or enterprise (Art. 134 b)
  • 31. Employers who habitually employ more than 200 workers in any locality shall provide free family planning services to their employees and their spouses which shall include, but not limited to, the application or use of contraceptives. (Par. 1,Section 11, Rule XII Employment of Women and Minors)
