Changes, developments, and modernization
are inevitable and seem to be a way to make
a specific community economically
productive and socio-cultural successful.
Through the construction and development
of new functions and modern design
concepts which contribute positively to the
process of urbanization and social changes.
However, these developments somehow
affected the history and culture of an area
as people demanded and expected
improvements through the years.

What is the status of Naga Central Business District 1 Sector 3 in terms of environmental
issues and natural conditions?

ease the concerns when it comes to accessibility and mobility in the sector?
How does poor urban planning affect the socio-cultural aspects of the community and the
people in the area? And what could be the potential strategies and urban design solutions that
could apply to address these concerns?

OBJECTIVES
1
To identify the different accessibility
and mobility problems that concern
the local drivers, commuters, bikers,
and private vehicle owners of the said
area.
To address the existing socio-cultural
problem that concerns the locals,
including minority groups and
organizations, historical and cultural
conservatives, businesses, and
socioeconomic status because of the
existing poor urban planning.
7. ENVIRONMENTAL
CONCERNS
Focusing on the conservation and development of its existing natural resources and local environment. Reconsider re-planting natural
vegetation such as sun-shading trees and ornamental plants within Naga City's central business district one. Due to the continued use of single-
use plastics in these years, which is also one of the major reasons for flooding and waste pollution, the researcher, with the guidance and
assistance of the LGU, will first strengthen the implementation of the existing ordinance about the recycling and reduction of single-use plastics
in the city, specifically their 10-year Solid Waste Management Plan by the program called “wide plastic bank ecosystem” that was started last
2020. Simultaneously, in this will strengthen the re-implementation of the existing waste disposal management system and will start to conduct
prior research about a “zero-waste management system”

MOBILITY
Provide potential strategies for encouraging people to walk and use public
transportation, when necessary, given a commendable, safe, and walkable
environment & apply a friendly, safe, and accessible bike lane.
Design and plan a relocation site for the city's street vendors who
obstructed and bombarded the city's sidewalks without interfering with
their profit and target market, or consumers. and re-implement local
ordinances about this problem. A feasible solution that will widen and
make the sidewalks functional and accessible to the locals and
commuters, which will encourage them to walk.

Re-consider and preserve the existing historical and cultural site or property in the said sector using
modern technology and local awareness with the help of the local government unit (LGU) and
independent organizations such as the Heritage Conservation Society and Cultural conservation
organizations through public awareness city ordinances.

STATIONS AND ALL WAITING SHEDS AND PROVIDING

SECTION 1. - TITLE. - This ordinance shall
be known as the “Ordinance Creating the
Historical and Cultural Landmarks
Preservation Task Force”.
SECTION 2. - DEFINITION OF TERMS. - As
used in this ordinance, the terms: (...)

that all historical and cultural
buildings and structures in the City of
Naga shall be preserved and restored
and for this purpose, it shall be
prohibited for any owner,
administrator or any person or
corporation managing or administering
the same to destroy or demolish these
buildings and structures.
SECTION 4. - The Historical and Cultural
Landmarks Preservation Task Force shall be
comprised of the following: (...)

a. TRIMOBILE STATIONS - Color-coded
waiting sheds within the Central Business
District for trimobile passengers.
b. WAITING SHED - a covered structure
constructed for the use by the general
public as a temporary cover against rain or
sun while waiting for transportation and
for similar purposes.
c. VENDING - the sale of any item from any
makeshift stall, stand or other similar
contraptions.
SECTION 2. - PROHIBITIONS. - Vending is
hereby prohibited inside trimobile stations
and waiting sheds and within a radius of 1
meter from the posts of the same structure.

Mayor may temporarily allow vending

SOLUTION
The vacant area between PNB and Imperial
Building is a potential space for developers and
investors. Such as a place for pay parking. Free
parking is frequently regarded as a fundamental
public good by municipal officials and citizens, but
it also encourages drivers to park in spots that are
longer than allowed by the signs, slows down
traffic, and can cost businesses money.

In connection with the replanting program of the
natural vegetation and trees inside the Centro, on
the initiative of the researchers, the city will start
to introduce a suitable "sustainable drainage
system" inside the main city first, specifically in
Sector 3, linking and integrating it with the
replanting program with the support and further
consultations to the allied professionals and
stakeholders.

together with the self-cleaning urban walls and fences.
Tree guards serves as an urban solution that help plants
breath and avoid damaging as well the pavements.

The researchers encountered various issues and problems during
data collection due to limited access to some restricted data and
information from local to international archives.

Academic researchers, like students, may have to meet
deadlines for submitting manuscripts to journals or face
other time constraints related to their research.

Researchers' cultural backgrounds or perspectives on a subject can
influence their views of it, potentially impacting the validity of a

Researchers observed that the research samples and the
selection of respondents were not appropriate for the target of
the study, resulting in its failure to be met.

The researcher also experienced an inadequate sample size for
statistical analysis due to some factors and circumstances,
especially in connection with the data gathering method.

The researcher's citing and referencing of prior research studies serves
as the foundation of their thesis or study's literature review, but due to
unforeseen circumstances and time constraints, this target goal has
fallen short.
