• PDP is the government’s guide to development planning for six years
• Reflects government’s socioeconomic policies, strategies and programs in

• Formulated in collaboration with government agencies, private sector,
LGUs, and others

20. CLUP vs CDP
• CDP is a sectoral plan; contains priority cross-sectoral programs and projects for
land uses provided/allocated in the CLUP
• Local development council is responsible for developing and updating the CDP
• CLUP is a spatial plan which is developed and updated by the Local Sanggunian
• CDP is reviewed by the Provincial Development Council to ensure alignment with
higher-level development plans (i.e., Provincial Development and Physical
Framework Plan, Regional Development Plan, Philippine Development Plan)
• CLUP is reviewed by Provincial Land Use Committee (component cities and
municipalities) and Regional Land Use Committee (highly urbanized and
independent cities)
