This document summarizes risk management plans for two music festivals - ATL Hustle and Lil Weezyana Festival. For ATL Hustle, the risks of cold weather causing hypothermia and crowd injuries from stampedes are analyzed. Processes like selling warm clothing and spacing stages are suggested to mitigate these risks. For Lil Weezyana Festival and Bumbershoot Music Festival, the challenges of barricade collapses and crowd stampedes are examined. Increased security, medical support, and barricade improvements are recommended to respond to such incidents. Consultation with medical and law enforcement is emphasized for risk response planning.

The degree of harm that could happen from this hazard
could be hypothermia on our attendees which can cause
death.

The average high of temperature in Atlanta is 75.2°F while
the low is 57.2°F (https://www.weather-us.com). That is a
sharp drop in temperature which can expose a lot of people
out there at the festival to hypothermia due to the cold air
at night (https://www.cdc.gov). We will need to encourage
the attendees to bring warmer clothes for the night and we
can also help out by selling sweaters and jackets at the
event as well. Encourage them to keep drinking fluids that
we will be selling out there. Also since our demographic is
younger we can easily encourage them to stay active by
dancing and doing other activities to avoid hypothermia

We will have to consider having medical evacs at the event
on standby just incase someone does get hypothermia. We
will also have to consider increasing our merchandise
expenses so that sweaters can be sold at the event.
2. Who wouldyouplan to consult
with to implement a mitigation
andresponse plan?
I would talk to local hospitals to try to get a medical team
out there on standby just in case someone does get sick and
also to some local stores to see if they would want to
sponsor our event with some sweaters or we would have to
discuss prices to get some.

inclusionof a specific activity
or to hostthe event as a
whole, why or why not?
This risk is worth the inclusion of this event because it is
very unlikely for anyone to catch actual hypothermia at this
event, but the chance is still there. Since 2017 19 homeless
people died from hypothermia in Atlanta
(https://www.11alive.com) but they were all homeless and
didn’t have the right means to prevent unlike us.

In an article in the Miami New Times back in 2019 talked
about attendees at the Rolling Loud Festival getting
stampede (https://www.miaminewtimes.com). This was
because their stages were so close together which kind of
forced people to run into each other. They have a similar
target audience, so this is very possible for us as well. To
avoid this, we will space out the main stage from the street
entertainment far enough throughout the whole park to
avoid this problem and it also set up barricades and
boundaries in necessary spots.

and crowd blockers.

I would talk to the actual employees putting the event
together to make sure that everything is paced out enough
so that the attendees can move around freely and not run
into each other so much.

Yes, this risk is because it is a very avoidable problem and it
isn’t to cost effective or work effective to fix.

Event #1: Bumbershoot Music Festival
Describe the eventto include
answers to the questionsbelow.
What is the event?
Where does it take place?
When doesit takeplace?
Who is the target audience?
How many people attend?
Bumbershoot first launched in July 1971 as the Mayor’s
Festival ’71 and has evolved ever since and is now one of
the world’s best-loved urban music and arts festivals
(https://www.historylink.org). It takes place in Seattle;
Washington and it usually takes place within the late
summer early fall time range. The most recent festival
numbers are from 2018 where they had 48,024 people for
the weekend, bringing in about 16,000 people a day
(https://www.thestranger.com). Their target audience are
male and female between the ages of 18-30
(https://www.seattletimes.com).
What is/are the challenge(s) that
youlearned about?
The main challenge of this event was trying to attend to
everyone that was involved in the accident while also trying
to rebuild the barricade that was just broken so the show
can continue.
What seemed to be the plan, if
any, that was in place to
mitigate or respond to the
issue?
There wasn’t a plan in place. From the video that I saw
there was no security guards in place in that area where the
barricades collapsed so I believe that the people working
festival thought that it would be enough to hold the crowd
(https://komonews.com).
Hindsight is 20/20, what
processes would you suggest
putting in place to mitigate and
respond to the same challenges
that this event experienced?
I would for one place security around the front of the stage
to help have more crowd control and I would also by
heavier and more thicker barricades that wouldn’t be as
easy to push over.
Who would you plan to consult
with to implement a mitigation
and response plan for of the
scenarios and why?
I would consult with security and also med evacuation. I
would want the security to understand the importance of
keeping the crowd under control as best they can so we can
try to avoid injuries but that’s why I would mitigate a plan
with local med evacs to have them on standby because
realistically anything can still happen.

that you identified, do you think
the risk is worth the inclusion in
the event? Why or why not? Do
you think the issue could have
been avoided?
Bumbershoot is for a younger audience that love more
urban music so inevitably there will always be a little more
rowdiness at there festival which ultimately will cause
someone to get injured. In this case I do think the risk was
worth the inclusion in the event because even though
people did get injured it was nothing serious and then after
that mishap the artist performing at the time cancelled his
show to get everything setup. With more security and
better barricades this event could’ve been avoided but this
is a learning point for Bumbershoot.
Event #2: Lil Weezyana Festival

Who is the target audience?
How many people attend?
The Lil Weezyana event is a music festival created by rapper
Lil Wayne held in New Orleans by the Mercedes Benz
Superdome in the summertime. The festivals proceeds go
towards goes to various charities through the Greater New
Orleans Foundation and Tha Carter Fund, which supports
after-school programs in Louisiana
(https://www.billboard.com). The target audience for this
event are Lil Wayne fans of all ages and gender and New
Orleans natives. An estimate of 15,000 people attended this
event (https://www.usatoday.com/story).
What is/are the challenge(s) that
youlearned about?
The main challenge of this event was trying to calm the
crowd and even some of the employees working the event.
Everyone was in a frenzy once the crowd started running.
What seemed to be the plan, if
any, that was in place to
mitigate or respond to the
issue?
There was no plan for this event. Once the madness broke
out at the concert all the attendees and even some of the
employees at the vendors started to run which caused
people to fall and get trampled over in the stampede. A lot
of the attendees and employees of the event still don’t
even know what was the cause of this. Some people believe
that it was maybe a gunshot, but the police say that there
were no shots fired at the event

Hindsight is 20/20, what
processes would you suggest
putting in place to mitigate and
respond to the same challenges
that this event experienced?
To help mitigate a situation like this I would definitely have
more police offers especially since this is in an open field it’s
a lot harder to keep track of everyone so I would try to have
police offers at every major area at the festival. I would also
up the security so that they can report to the police if they
see any strange activity going on. I also believe that having
the extra police we’ll cause the crowd to feel a little more
secure and could stop them from panicking so fast.
5. Who would you plan to consult
with to implement a mitigation
and response plan for of the
scenarios and why?
I would definitely consult with the local police department
to try get more officers out there for the event for better
security. I would consult with the security staff and tell
them to be more vigilante at the event for anything
suspicious and would also tell this to all the vendors as well
so that everyone has eyes on the people at the event.

you think the issue could have
been avoided?
The risk was not worth the inclusion in this event. People
that were involved in this event got a chance to walk away
with just cuts and bruises but if it was an actual real
gunman out there it could have been more disastrous. A
woman named Melasky who attended the festival said she
was "terrified, as many were. I feel like our city failed us at a
festival. The security was terrible. This could have been
disastrous." (https://www.nola.com). Even she said the
security was terrible so if the security was beefed this whole
debacle could have been avoided.
