The weather challenge selected was Damaging Winds.

What could be the degree of
harm that could happen as a
result of this risk/hazard?
Damaging winds can cause a medium high hazard, since it
can cause downed trees and power lines, flying debris,
building or structure collapses, injuries and even death.
These types of winds are considered damaging when they
exceed 58 mph. (The National Weather Service, 2023)
Thoroughly explain processes
that would need to be
implemented to reduce,
eliminate, and respond to the
risk/hazard. Is it realistic to
completely eliminate the risk?
In preparation for the event and the winds, any dead trees
or overhanging branches will be removed. The area will be
inspected before the day of the event, and before the event
start to make sure that everything is safely placed. Since is a
street festival, the event needs to be taken place near
indoor places or store so people can locate themselves in
case of high winds impacting the event. The event is also
going to create shelter areas for staff and attendees in case
of an extreme emergency. Exist locations will be always
reminding it and safety procedures will be public to the
attendees by announcements on the stage, banners &
posters, and app updates every hour. In case of downed
power line, this will be reported to the local utility
emergency center and to the police. The damage area will
be temporarily close so risk any injuries. The event will
make sure to locate the nearest emergency room and have
Police and EMT’s nearby in case of an extreme emergency.
The event will be monitored with the help of the news, and
if is completely dangerous to have the event; it will be
cancelled. All of this update will be posted on social media,
the event’s apps and websites. An evacuation plan and risk
2. management plan will be created to increase the safety of
the event.

Off duty Police Officers, EMT, Firefighters, Local Utility
Emergency Center, Hospital Emergency Room, Canopy legs
bags and sand, tents, and First Aid kits, insurance
premiums, training, and education (additional education
that will be provided to staff to ensure that they are aware
of how to prevent potential accidents.)
Who would you plan to consult
with to implement a mitigation
and response plan?
I will be consulting with a Risk Management Team, which
are individuals that are completely focus on any risk that
the event may experience. Also with staff, volunteers and
off duty polices officers. This will be better in case we need
to activate any type of plan at any given time. In case of
extreme damage, the insurance or broker that is acquire for
the event will also be contacted.
Is the risk/hazard worth the
inclusion of a specific activity
or to host the event as a
whole, why or why not?
Since the potential risk outweighs the benefits of having the
event on the conditions the event cannot be hosted. In this
case, damaging winds can cause serious injuries because
the event is outdoor. On the other hand, it can require a
tent that is built across the street of the festival that can
minimize the risk of the event. However, the conflict is that
trees and electrical lines can fall, and floor debris can fly
anywhere, this will have a negative reflection on the event’s
experience. Safety procedures can be followed, but at the
end of the day everyone is advice to stay home, highly
causing the event to be cancelled.

facial injuries and even death.

provided. The area will be secure so there’s no additional
risk of attendees getting injured. The accident will be

documented, and evidence will be taken since this can help
know what contributed the slip or fall. The victims contact
information will be obtained, and witnesses too for legal
purposes. Caution signs, or staff will be placed to guide
other attendees to other places so any other injury can be
avoided. Lastly the insurance provider will be notified as
soon as possible since they can algo provide guidance to
legally help the injured attendee.

I will be consulting with a Risk Management Team, which
are individuals that are completely focus on any risk that
the event may experience. Also with staff, volunteers, and
off duty police officers. This will be better in case we need
to activate any type of plan at any given time. At last, I will
be communicating with the insurance provider to get some
legal guidance about the accident.
Is the risk/hazard worth the
inclusion of a specific activity

whole, why or why not?
The potential risk doesn’t outweigh the benefits of the
event, therefore that event can be hosted. The odds of
having an extreme dangerous slip/ and fall accident is low
but never impossible, this is why safety procedures will be
put to practice and safety plans will be done to avoid any
sort of injury.

The event is Electric Daisy Carnival, also known as EDC. This
event is known to be a dance music festival or a rave. Is
taken place in Las Vegas, even though it took place in Los
Angeles for many years. This event began in 1997 as a
warehouse party in Los Angeles, and since then it has grown
in popularity. The target audience of this is evet are 18-25
years old that love the outdoors, are tech savvies and
consecutively attend music festival. In 2010 and they
4. received up to 185,000 people. This led them to face many
challenges through the night.
What challenges were faced by the
event?
The event face crowd control and drug abuse challenges. In
2010, the event was allowing attendees starting at 16 y/o.
This led to security not checking ID properly and receiving
up 185,000 people. The crowd kept growing even if the
space was getting smaller and smaller by the time. They had
hundreds of minors very close to alcohol and drugs, this
cause security be unable to handle the chaos and numerous
injuries and deaths. A 15-year-old ended up overdosing and
dying at the event. This cause the founder and event
planners to change the age restriction to +18-year-old to be
able to attend.
What seemed to be the plan, if
any, that was in place to
mitigate or respond to the
issue?
At the time of the crowd control, they had no plan to be put
to practices. However, the event did have safety plan in
case drug abuse happened. They had on-site doctors and
safety provision that allowed them to give medical attention
to those who got ill because of drugs, alcohol, heat waves,

Hindsight is 20/20, what
processes would you suggest
putting in place to mitigate and
respond to the same challenges
that this event experienced?
I would’ve increase security and even if it may not be
possible, put off duty police officers to ID attendees to
decrees the amount of underage people that tries to attend
the event. I also would’ve put dogs at the entrance to
control the drug usage of the event, and still ID people at
the bar, inside of the event if they want to purchase alcohol.
Aside from that I believe that the event took concise
procedure in terms of alcohol and drug usage.
Who would you plan to consult
with to implement a mitigation
and response plan for of the
scenarios and why?
I would’ve consult with a risk management team, which
would be individuals that are specialize in safety
procedures. I would’ve also consult with insurance
providers to receive better legal guidance about any type of
conflict, and I would’ve provided additional training and
education to help staff and volunteers learn how to
approach and manage any type of risk and hazard.
Dependent on the risk/hazard
that you identified, do you think
the risk is worth the inclusion in
the event? Why or why not? Do
you think the issue could have
been avoided?
In terms of the crowd control, this could’ve been avoided if
security was properly trained and completed their job
correctly. On the other hand, when it comes to the alcohol
and drug usage is very difficult to avoid. Unfortunately,
these types of events feed of the placebo that alcohol and
drug cause, therefore it will be difficult to control it or
eliminated.

Bloc Festival is an electronic music festival that partakes in
England. It began in 2006 and it included all types of
electronic music genres, from electro to IDM, reggae, hip
hop and more. 2016 was the last time this festival was
celebrated, but 2012 was the most famous recognition it
has gotten. The target audience of this is event are 18-25
years old that love the outdoors, are tech savvies and
consecutively attend music festival. For this event they
received up to 15,000. While it might not sound like a lot,
the space was too small to receive this number of
participants. This led the event to face many challenges and
later be cancelled.
What challenges were faced by the
event?
The event faced crowd control challenges. They received to
many people, causing food & beverage to run out even
before the event started and many injuries. On the bright
side, there were no signs of death since the event got
cancelled as soon as they organizers couldn’t handle the
event anymore.
What seemed to be the plan, if
any, that was in place to
mitigate or respond to the
issue?
After conducting research, it seems that there was no plan
created. This can be perceived y how the promising to have
Snoop Dog as opening act, but he never went on stage.
Attendees claimed that the event had poor speaker sounds
and that bars ran out of alcohol by 10:30pm (Baggs Michael,
2012). Afterwards the event became a chaos since security
kept letting people in. This resulted in having more people
than space. Police couldn’t control the chaos and before
1am people were sent back home for safety reasons.
Hindsight is 20/20, what
processes would you suggest
putting in place to mitigate and
respond to the same challenges
that this event experienced?
It was evident that the event wasn’t properly organized,
therefore not properly executed. This event lacked a proper
budget, risk management plan, promotions, additional
concessions, and more. I believe that it needs a strong
mitigation of training and education from all parts of the
staff, Insurance providers for legal guidance, legal and
regulatory compliances, and a event plan in general. This
would’ve helped better the execution of the event and
enhance a better experience.

and response plan for of the
scenarios and why?
I would’ve created a more concise event plan and received
a lot of feedback before setting up the event. This would’ve
helped have a better preparation of the event. Afterwards, I
would’ve consult with a risk management team, which
would be individuals that are specialize in safety
procedures. I would’ve also consult with insurance
providers to receive better legal guidance about any type of
conflict, and I would’ve provided additional training and

approach and manage any type of risk and hazard.

This issue could’ve been avoided if the event was properly
planned. Unfortunately, that wasn’t the case, but I’m glad
that they cancelled the event before anything more tragic
could’ve happened. Even though the event wasn’t done
correctly, attendees were mature enough to put a stop to
the event and prioritize their safety. At the time of creating
an event, this is a risk that is worth the inclusion since it
helps avoid any sort of conflict for the event and the
participants.
