Tottenham Court Road Station Upgrade Project
As with any major city centre infrastructure scheme, there are a multitude of consents (Schedules 3 and 7) to be
granted by local authorities who, for TCRSU, include: London Borough of Camden, Westminster City Council,
TfL highways and buses. Managing the coordination of traffic and highway consents for the TCRSU project,
Kelley works very closely with all section heads to understand their requirements that have a direct impact on
the highways, traffic and pedestrian flows around the very complex and congested work site located in one of
the busiest areas in London. Kelley seeks consent approval from the key stakeholders whilst building strong
relationships with them based on trust and professionalism over her five years on the project, facilitating
approval processes and de-risking programme delays due to issues around traffic management ie. remodelling
of interchange between Charing Cross Road/Tottenham Court Road/Oxford Street to allow the works to
proceed without delay.
Hand in hand with the consents side of Kelley’s role, she also oversees the Stakeholder/Community Liaison
element of the project, being the key interface between the project, stakeholders and the community; she
coordinates, organises and heads efforts to represent the client favourably via sending out activity notifications
and one-to-one meetings.
Managing responses to complaints and enquiries received through the Crossrail Helpline and the day-to-day
communications with the local businesses and communities. Activity notifications informing the community and
businesses regarding specific elements of the works. Managing the TCRSU site photography each monthly,
ensuring both TWBN and London Underground received the latest images that captured each element of the
core works. Working closely with the Settlement Monitoring Team. Managing the TWBN charity contributions
and donations raised by on going initiatives.
Working closely with the Settlement and Monitoring team to commission and now decommission thousands of
prisms and monitoring equipment from the facades of all neighbouring buildings in close proximity to the
project area. Preparation and presentation for Considerate Constructor Scheme audit visits (TCRSU winners
of Gold/Silver and Bronze Awards). Kelley produces monthly project updates with circulation of 650
stakeholders.

Kelley worked within the team responsible for delivering the external communications strategy for the East
Route extension of the £200m upgrade project, ensuring key stakeholders, local residents and businesses were
regularly updated via face-to-face liaison; activity notifications and project update newsletters. This meant they
held latest information to consider the works, in turn reducing the potential for complaints. Provided support for
the stakeholder management team, and played a key role in the planning and delivery of a communications plan
for challenging engineering works in a residential area over the Christmas period.

Consultation and communication for all aspects of the project with statutory and non-statutory bodies including
management of objections as part of the Transport and Works Act Order (1992) application. The proposed
project spanned the A40 route between Shepherd Bush to Ealing to Uxbridge Town. Kelley was responsible for
the Uxbridge phase of the project, managing expectation and objections through negotiating with stakeholders,
meetings and response. Attending weekly meetings with Uxbridge Council members and feeding back to the
project team their high level concerns of the proposed tram project.
Interface management with other functions of the project within TfL’s major projects business Unit. Draft
responses for approval whilst consulting the project team for additional advice where necessary, provide
support to both the project and property teams with property owners and their issues, negotiate with objectors
whilst preparing undertakings in conjunction with the legal team, acting as an interface between the Local
Authority and the Powers and Consents team as well as participating in public consultation activities.
Use of Customer Relationship Management packages (Percs, Respond and Expedition) including; correctly
identifying stakeholders, logging all incoming and outgoing correspondence, rationalisation of double entries,
ensuring contacts and communications are correctly linked.
Assistant Project Manager Network Rail – TPWS Project Jan 2003 to Nov 2006
Dealing with all matters relating to the close out of the project under the guidance and consultation of the Senior
Project Manager. Responsibilities included liaison with the client and project team to resolve key project issues
and close out reporting.
Data Systems Manager Network Rail – TPWS Project Nov 2001 to Jan 2003
Interfacing with contractors and Network Rail staff to manage the successful collection and input of data into
TAMAR using managed resources. Kelley took over the position when TAMAR, the asset data system for the
TPWS project, was in a poor state and successfully turned it around to achieve high audit marks for compliance
to Network Rail data requirements and scope. This role required strong co-ordination skills, communication with
project stakeholders and the ability to meet client expectations.
