PROFILE
Nic Caine is a professional with 30 years’ experience in procurement, project/programme management and
management consultancy. He has a demonstrable track record of successful delivery on projects ranging from
ICT/business change to major services provision across government, health and the wider public sector
including devolved administrations. His approach is characterised by effective team work, excellent

NI Procurement and Logistics Service. Since 2008 as a sub-contractor via a framework contract. Reporting
to Prime Contractor lead and to Head of Procurement. Has also worked for Norfolk and Suffolk County
Councils and Cork Institute of Technology.
2000-2007 Senior Consultant, Office of Government Commerce
Role included the provision on a consultancy basis of advice, guidance and assistance to public sector
customers, and management of projects.
1998 to March 2000 - Service Manager, Legal and Commercial Practice, Central Computer and
Telecommunications Agency
Responsible for the legal guidance area of CCTA and undertaking assignments in own right. Role included
contract and assignment management of private sector solicitors, customer relationship management and
contributing to/publishing a quarterly legal journal. Also introduced the first CCTA legal conferences,
resulting in new revenue streams.

Palace of Westminster and Royal Household.
Highlight achievements:
2014/15: NI Business Services Organisation (BSO), GPSoC NI – multi-million pound project as part
of NHS HSCIC Competitive Dialogue for replacement GP ICT. Procurement planning and delivery
to enable critical business continuity deadlines to be met efficiently and effectively;
2013: NI BSO, Technology Partnership– a key strategic regional ICT enabling framework contract of
up to £100 million value. As advisor and team member, produced bespoke procurement
documentation and plans for/participation in Competitive Dialogue to increase the efficiency of the
project enabling its delivery and benefit realisation in required timescales;
2011: Norfolk County Council, Broadband Delivery Project – Nic’s Procurement Strategy assisted
the credibility of the Council’s successful bid for central government funding;
2010: European Centre for Connected Health, Remote Telemonitoring NI – key role in the
successful delivery of a European Competitive Dialogue procurement of over £12 million in value.
As procurement advisor/deliverer, designed and managed a process that enabled effective
operation in a complex, multi-stakeholder environment, including Permanent Secretary, Trust CEOs,
clinicians, Head of Procurement and bidders;
2009: Department of Health, NI, Medicines Management Technology Support – Nic’s Procurement
Strategy produced clear recommendations while balancing strong professional interests with a
commercial approach. Accepted by and attracted favourable comments from the Project Board
2007: OGC Government Procurement Graduate Scheme – Project Manager introducing an entirely
new scheme to implement a key recommendation of “Transforming Government Procurement”. Built
the Project from the ground up, including cross-government stakeholder organisation, and led
project team. The project delivered successfully on time and to budget;
