DOAJ is independent. All funding is via donations, 50%
of which comes from sponsors and 50% from
members and publisher members. All DOAJ services
are free of charge including being indexed in DOAJ. All
data is freely available.
5. 5
DOAJ's mission is to increase the visibility, accessibility, reputation, usage and
impact of quality, peer-reviewed, open access scholarly research journals globally,
regardless of discipline, geography or language. DOAJ will work with editors,
publishers and journal owners to help them understand the value of best practice
publishing and standards and apply those to their own operations. DOAJ is
committed to being 100% independent and maintaining all of its services and
metadata as free to use or reuse for everyone

- What is so difficult about sharing ???
- Mindset: sharing is losing ?? Sharing is being
vulnerable to plagiarism
- Mindset: wanting toprotect your (intellectual) property
- Nothing wrong with that………
but use CC open access licenses
and keep your copyright
- The Platform Economy is growing : a paper is a
merchandise
- For profit publishers restrict sharing
Responses : Open Access, Open Science, Open Data,
Creative Commons licences
Barriers to sharing in science
9. 9
-
- Access for ALL
- More attention, readers, users
- More visibility, more feedback
- Better control of quality
- More cooperation
- More innovation
- More and faster usage
- More possibilities for local knowledge dissemination
- Bridging Knowledge GAP between North & South ?
Advantages of Open Access
10. 10
- journals need an impact factor
- Open Access journals are low quality
- Non English publications are of lower value
- Open Access must have APC
- publishers need copyright to protect works
- Bridging Knowledge GAP between North & South is
automatic with Open Access
Misconceptions in the North
12. 12
- Something free MUST be of lower quality
- Science in the North is the way we must have it in
the Global South too
- Local knowledge is of lower value
- Green Open Access is to be preferred
Misconceptions in Latin America
14. 14
- Free to read and download is enough, no need for
licensing or copyright
- Something free MUST be of low quality
- If you have to pay to be published it is wrong
- selective Open, share only public knowledge
Misconceptions in Asia
16. 16
- Specific differences between anglophone and
francophone countries
- No knowledge of Creative Commons
- If you have to pay to be published it is predatory
- Open Access in the Global South must be
the same as Open Access in the North
- Science in the North is the way we must have it in
the Global South too
- Local knowledge is of lower value
Misconceptions in Africa
18. 18
- Need to publish in impact factor journals
- Very few journals in DOAJ (except Egypt because
of Hindawi)
- Scholars don't have enough understanding of
OpenAccess (licensing and copyright)
- People don’t have a lot of information about CC
governance or their peers in the CC / open
movement
-There is a general lack of government and
publisher policies that include CC licenses
(preferred type of licenses for DOAJ indexed
journals)
CC in Africa
19. The Problem with Global Scientific Output
Global scientific publishing, including open access publishing, is still heavily
biased towards journals and authors from the Global North
This has led to a situation where scientific knowledge from the Global South is
very much underrepresented in the collective scientific output worldwide: a
problem which has been described as cognitive injustice
The DOAJ Ambassador Programme acts against this imbalance by promotion of
local language open access journals that will publish a great deal of local
knowledge
20. Definition of Cognitive Justice
The concept of cognitive justice, stemming from the reflections of the Indian
anthropologist Shiv Visvanathan and reworked in the SOHA network (open
science in Haiti and Africa), designates an epistemological, ethical and political
ideal aimed at the emergence and the free circulation of knowledge. socially
relevant all over the planet, not just in the North, in a science that practices
inclusive universalism, open to all knowledge and epistemologies, and not an
allegedly abstract universalism based on Western/ american-centered norms
that exclude what differs from themselves

- support Open Access publishers
in the Global South with a DOAJ Ambassador
programme of regional DOAJ representatives
- Promote publication, visibility, dissemination,
discoverability of local knowledge in OA journals
- Enable scholars, libraries, universities, in the Global
South to benefit from national AND international
knowledge production

of the Ambassador programme in 2016
24. Digital publishing, preservation of information and fast
access to scholarly resources are all being made possible
by new developments in Algeria
Investment and publications in North Africa.

Key initiatives : launching new platform
27. Proposal to coordinate DOAJ ambassador and
CC network activities starting in Algeria
• Host an awareness-raising event in Algeria at the University of Bejaia, on
Commons knowledge and use of CC licenses
• Host a webinar with CC network, DOAJ and editors from North Africa who
are interested in learning more on use CC licenses
• Other regions where CC supporters present at this meeting are active??
28. Other Discussion Items (HowTo)
• Organization of local chapters for the Creative Commons Network
• Way of Influencing: grassroot -> ambassadors -> government -> universities-
> publishers -> companies
• Education: open science- open education- open access . Importance of using
CC licenses
• Advocacy: raising awareness on advantages of open access, importance of
access to local knowledge
• Service providing: access to local open access journals through DOAJ
