 Distance education organization is implied in the role of administrator or
manager
 There is a growing body of literature that differentiates the leader from the
manager
 Leader- a visionary capable of action who guides an organization’s future, its
vision, mission, goals, and objectives.
 The leader guides the organization and its people who have faith in the leader and
have a clear understanding and acceptance of the organization's worthwhile and
shared vision and goals
 Broad base of knowledge about
distance education and is topped by
a clear vision for distance education
within the organization
 Includes functions as overall management for the distance education program,
decision making, planning, funding, and assessment
 Specific regulatory function might include
 Conducting or commissioning needs assessments and identifying market opportunities
 Strategic planning, including providing vision and leadership for the organization's
future distance education directions
 Program accreditation
 Entire financial aspect
 Program review and assessment
 Compliance with standard and principles of good practice
 Covers a much broader range of responsibilities than the design and development
courses
 Some include:
 Provision of instructional development and digital media production staff to support
faculty in online courses
 Licensing, operation, and maintenance of the course
 Licensing of other application that might be used as delivery or communications systems
 The processes of admitting students and managing and controlling their progress
 Students enrolled in online courses and programs have certain expectations
 They will receive the same access to support services as on campus students, and that
those services will be integrated with those to residential students
 As much information as possible will be provided online
 Contact information related to student services will be easily accessible, as well as the
contact people themselves
 Two primary functions of logical substation
 Web-based distance education systems, the entire network infrastructure would
come under the logical subsystem
 The logical subsystem would also include the hiring and human resources
management of the distance education office support staff, including professional
and clerical staff
 Should address
 Realistic market analysis
 Comp ability of potential distance learning programs with institutional values, goals,
and mission statements
 Readiness of the organization’s technology infrastructure
 Organization to support faculty teaching online courses and programs
 Organization to support off-campus students
 Institutional policies to accommodate distance education courses and programs
 Marketing plans and strategies
 Quality control
 Academic – academic calendar, course integrity, transferability, transcripts,
evaluation process, admission standards, curriculum approval process,
accreditation
 Fiscal – tuition rate, technology fee, FTE’s, consortia contracts, state fiscal
regulations
 Geographic – service area regional limitation, local versus out-of-state tuition
consortia agreements
 Governance – single versus multiple board oversight, staffing, existing structure
versus shadow colleges or enclaves
