Essential Job Functions
• Promoting quality achievement and performance improvement across the CJIS FBI NGI
organization
• Assessing product specifications and customer requirements in the Biometrics and Cloud
technologies

MANAGER/DOMAIN ANALYST
An accomplished process and domain analyst, Ms. Ruscin specializes in Object-Oriented design and
analysis with extensive experience with the full life cycle of the agile software process. Responsibilities
include inter-department defect tracking and resolution, project documentation. Define, analyze, validate
and document requirements, requirements scheduling and critical path issues, as well as proof of concept
modeling. Design and test various software projects. Ms. Ruscin has over 8 years of experience creating
tests cases and scenarios from complex requirements.
Ms. Ruscin has worked with Electronic Systems Center Air Force Materiel Command, USAF to develop
Net Centric Operations between air and ground nodes. These stretch across the Enterprise utilizing
prototype web services and a Services Oriented Architecture (SOA) approach. Ms. Ruscin has worked
with project stakeholders and system operators to understand the domains of both the air and ground nodes
and elicit requirements for the Airborne Web Services (AWS) contract.
Ms. Ruscin defined, maintained and managed the requirements management processes and tools for the
AWS project. In doing so, Ms. Ruscin has developed a strong working relationship with the project
stakeholders and the software development team.
Ms. Ruscin, with the input of the stakeholders, developed story boards and use cases utilizing real data
from the USAF to develop scenarios used in demonstrating the AWS capabilities and in customer
acceptance testing.
Ms. Ruscin has supported the AWS project from the requirements phase through to the testing and release
phase in the fast-paced agile development of each of the project’s releases.
Past responsibilities include working with the customer to analyze the DoD acquisition process. By
gathering and defining the process requirements, validating the requirements with the proof of concept,
designing and testing cases and test scenarios for a software system she helped the customer enhance the
Air Force acquisition process. Ms. Ruscin was affiliated with this contract for over 4 years.

updating, interviewing, and all other aspects of maintaining personnel records and employee morale.
