Overview
• The Netherlands need to import biomass to meet
renewable energy targets
• Companies valorising biomass for electricity, heat or fuel
production look among other things at:
• Quality => do technical specifications of biomass meet
company’s specifications for efficient and clean processing
• Sustainability => is biomass sourced in a way that planet,
people, profit are respected
• Conformity assessment (CA) is a way to demonstrate
compliance with quality and sustainability requirements

Standardization activities (1)
• Quality:
• CEN/TC 19 ‘Petroleum products and liquid and gaseous (bio)fuels’
=> bio-ethanol, biodiesel, blending in fossil fuels
• CEN/TC 335 ‘Solid biofuels’ => finished programme, both woody
and non-woody, focus on non-industrial use
• CEN/PC 408 ‘Biomethane’ => automotive, injection in grid
• CEN/TC 411 ‘Biobased products’ => horizontal topics like
biobased content, certification and declaration tools
• ISO/TC 238 ‘Solid biofuels’ => transforming European standards to
international standards, also applicable to industrial use

Standardization activities (2)
• Sustainability:
• NTA 8080 certification system for sustainably produced biomass
for energy application => input in and aligned with CEN and ISO
• CEN/TC 383 ‘Sustainably produced biomass for energy
applications’ => focus on RED (biofuels and bioliquids)
• CEN/TC 411 ‘Biobased products’ => also sustainability criteria for
biobased products
• ISO/PC 248 ‘Sustainability criteria for bioenergy’ => environmental,
social and economic criteria for all types of biomass and bioenergy

Experiences in the Netherlands
• Port of Rotterdam is main port of Europe (but also other
major ports in NL) with a broad variety of commodities
(incl. biomass) being transferred and stored
=> several parties offer conformity assessment services
(many operating globally)
• Both national and international biomass supply chains
using conformity assessment
• Quality is a mature market (e.g. coal), although biomass
new product to portfolio
• Sustainability is an new and emerging market, mainly
addressing biomass (energy and products applications)

NEN and conformity assessment
NEN is not a conformity assessment body, but:
• facilitates standardization process
• facilitates unambiguous and transparent conditions for
certification by developing certification schemes
• facilitates continuous and credible process of conformity
assessment process by acting as scheme owner
NEN is more visible now, because of coordinating role
during actual process of certification

Ukraine and biomass certification
Two key issues for implementation of biomass certification
in Ukraine:
• (pilot) projects with respect to quality and sustainability
certification => creating a biomass market (both local
and international)
• eligible conformity assessment bodies (CABs) and
auditors with appropriate competences in biomass area
The Netherlands can help by:
• importing biomass (products) fulfilling conditions
• capacity building amongst CABs
