This technical standard outlines the minimum information requirements needed to calculate the recycling efficiency of waste battery recyclers according to EU regulations. It details that the information must include a process description with flow charts of all recycling steps, input and output fractions by battery type and chemistry, chemical compositions, destinations of output, and recycling efficiencies calculated for each element. The first recycler is responsible for gathering this information for all steps in the recycling process, including those handled by subcontractors.

Recycling Efficiency: Minimum Information Requirements
1. Introduction
The Minimum Information Requirements as described in this Technical Standard
reflect the minimum information that is required to calculate the Recycling
Efficiency of a recycler of waste batteries according to Commission Regulation
493/20121, including all known national requirements.
The Minimum Information Requirements allow the audit of the declared Recycling
Efficiency of a recycler of waste batteries.
They aim to ensure the reliability and validity of the input data of the recycler
and of the calculation method and to create a level playing field and
transparency.
2. Minimum Information Requirements: Content
Following information is required to calculate the Recycling Efficiency of a
recycler of waste batteries:

• Qualitative description of the operations
• Flow chart including all steps in the recycling process for each
battery type to be added

It is the responsibility of the First Recycler to gather all the information for all the
