1. International standards used locally
worldwide – OMAE2018-78776
Adopting ISO standards for the (offshore) oil and gas industry as
national standard by 34 European countries in a single process
Jarno Dakhorst, consultant Energy
OMAE 2018 | Madrid, Spain | 17-22 June 2018 1
2. Outline
• Introduction into standardisation
• Standardisation in oil and gas sector
• European approach
• Offshore structures and Arctic operations standards
2OMAE 2018 | Madrid, Spain | 17-22 June 2018
4. Why standardisation?
4OMAE 2018 | Madrid, Spain | 17-22 June 2018
Overcoming
trade barriers
Vision oil & gas sector
Licence to operate
Speaking the same
language
Harmonisation of
specifications
5. What is standardisation?
Standardisation …
• … is an open multi-stakeholders process => all parties
concerned invited to participate for broad support
• … is a consensus-building process => no sustained
opposition
• … is a transparent process => all agreements are
publicly available for comments and use
5OMAE 2018 | Madrid, Spain | 17-22 June 2018
6. What are standards?
Standards…
• … are documents with agreements on products,
services and systems
• ... are designed for voluntary use
• ... address today’s challenges:
― facilitating international trade
― spreading knowledge, transferring technology as well as good
management and conformity assessment practice
― promoting safety and security
― assisting in environmental and health protection
― deploying advances in IT and new technologies
― contributing to good (public) governance
6OMAE 2018 | Madrid, Spain | 17-22 June 2018
7. What is relationship between regulation,
standardisation, certification?
7
One way to
demonstrate
is applying
standards
Regulator has
confidence in
value of certificate
to demonstrate
compliance with
law
Third party
conformity
assessment
increases
credibility
Organisation has to
comply with legal
requirements

9. ISO/TC 67 – Title and scope
• Title:
― Materials, equipment and offshore structures for the
petroleum, petrochemical and natural gas industries
• Scope:
― Standardisation of the materials, equipment and offshore
structures used in the drilling, production, transport by
pipelines and processing of liquid and gaseous hydrocarbons
within the petroleum, petrochemical and natural gas industries
Excluded: aspects of offshore structures subject to IMO
requirements (ISO/TC 8).
9OMAE 2018 | Madrid, Spain | 17-22 June 2018
10. ISO/TC 67 – Goals
• Prepare standards required by the industry
• Prepare standards that are adopted worldwide by
bodies such as ABNT (Brazil), API (USA), CEN
(Europe), GOST R (Russian Federation), GSO (Gulf
Region) and SAC (China)
• Prepare standards that are recognised by regulators
• Publish standards that enable companies to minimise
their specifications
• Deliver standards to the target dates on the agreed
work programme

16. CEN/TC 12 – Title and scope
• Title:
― Materials, equipment and offshore structures for the
petroleum, petrochemical and natural gas industries
• Scope:
― Similar to ISO/TC 67, except that gas infrastructure from the
input of gas into the onshore transmission network up to the
inlet connection of gas appliances (covered by CEN/TC 234),
installations and equipment for LNG (covered by CEN/TC
282) are also excluded
― Standardisation is to be achieved wherever possible by
adopting ISO/TC 67 standards
16OMAE 2018 | Madrid, Spain | 17-22 June 2018
17. CEN/TC 12 – Mode of operation
• Standards are usually developed under Vienna
Agreement in ISO/TC 67 working groups, with active
participation of European experts (at least 5 countries)
• European experts are expected to check that EU
environmental and regulatory issues are taken into
account as well as CEN policy on normative references
• Published ISO standards are in principal identically
adopted as European standards (i.e. EN ISO) and with
that as national standards in 34 countries
• This approach is coherent with CEN/TC 12’s motto
“International standards used locally worldwide”
• Ad-hoc groups are established to tackle specific issues
