Main project features The aim of the projectwas to prepare integrated solid waste management
projects approved by EU and ready for financing and implementation under IPA
funds for eightmunicipal solid waste associations ("Unions") in Eastern and
Central Turkey in conformitywith EU Regulations and Turkish laws.Furthermore,
the technical capacity of municipalities was to be strengthened through staff
training and study visits.
The total population included in the service area and thus affected by the projects
is approx. 2.7 million,estimated to raise to 3.2 million by2045.The projects will
close down approximately73 old dumpsites,and instead establish 8 major
sanitarylandfills (with a total of 24 million m³ capacity) and equallymany
composting plants and materials recoveryfacilities (MRFs), and about10 transfer
stations – and include more than a 250 different waste trucks and about 50,000
new waste storage containers ofdifferenttypes in addition to movable landfill
equipment.
The services included the preparation ofthe following outputs:
• Integrated Solid Waste Master Plans for eightunions,comprising more than
2.7 million inhabitants
• Solid waste characterisation studies conducted for eightregions for summer
and winter conditions and included estimation ofwaste quantities as well as
its composition
• Mapping and Geotechnical/Hydrological Surveying and investigations were
conducted for 45 major projectsites and a large number ofsmall dumpsites
that are planned to be reinstated by removal of the waste.Full geotechnical
reports and maps (1:500 and 1:1000) according to the Turkish Standard were
produced
• Design ofSanitary Landfills and Transfer Stations conducted as Employer's
design in detail on the level of BoQ for the landfill body (excavations,
backfilling),storm/rainwater,leachate,and gas collection systems,bottom
and top sealing,roads,electric and electro-mechanical installations,waste
hopper,etc.
• Conceptual design ofwastewater treatmentplants (biological membrane
filtrations and nano-filtration units),mechanical/manual sorting plants for
recyclables (MRF), windrow composting plants/bio-drying facilities/RDF
plants,buildings,and other facilities.
• Design ofcollection systems including collection trucks and solid
storage/collection equipmenttogether with long-haul large compaction
containers and truck-trailers
• Conceptual Design ofclosure ofdumpsites included 17 medium sized
dumpsites to be closed and rehabilitated according to Turkish/EU regulation
by storm water,leachate and gas management,fencing,and impermeable
top cover. A large number of small dumpsites are planned to be removed and
thus reinstated to the natural situation
• Feasibilitystudies and Cost/BenefitAnalysis comprised an assessmentofthe
current institutional and operational systems,analyses ofhousehold income
and affordability, full analyses the projects'financial and economic viability,
the financing plans,determination ofthe grant rates,and sensitivityand risk
analyses.The costestimations were based on the design reports,Turkish
costcatalogue and their BoQs
• EIA Studies and EIA procedures were conducted according to Turkish laws
and regulations and included two public hearings in each ofthe project areas,
full EIA reports,and non-technical summaries
• IPA application forms have been filled in according to available templates
comprising the basic information aboutthe eightprojects making application
for EU grants possible
• Tender Dossiers and full tender documentation have been elaborated for the
projects including Instruction to tenderers,draftcontracts,all forms,technical
specifications,budgets,terms ofreferences,etc. according to PRAG/FIDIC
rules and templates:Works - FIDIC Construction (Red book) and FIDIC Plant

Mr Jan Skajaa is a specialistin environmental engineering with a successful track record and more than 25 years of
experience as a team leader,project manager,and solid waste managementand procurementexpertwith emphasis on
master planning,feasibilitystudies,and tender documents for integrated waste managementsystems,including
technical analysis,economic/financial analyses, design documentation,and tender documents (according to FIDIC and
PRAG) for Works,Services and Supply.
He is highlyexperienced in managing large waste managementinfrastructure planning and implementation projects
and has proven ability to successfullyachieve the main objectives of the projectand deliver on time and in the highest
quality, all required outputs.
As a Team Leader and project manager Mr Skajaa has achieved extensive knowledge and a deep understanding of
institutional/organisational developments within the solid waste sector in manycountries and regions. He has extensive
knowledge on preparation ofMaster Plans and FeasibilityStudies for the implementation ofintegrated collection,
transport,treatmentand disposal systems,including associated recycling studies,economic/financial analyses,and
social studies.
Mr Skajaa has worked as an expert in projects concerned with PPP transactions and has been deeplyinvolved in
establishmentofinter-municipal corporations and jointentities,and strategic planning for strengthening ofpublic utilities
wanting to embark on a PPP transaction process,including assessments ofmanagerial and operational restructuring of
public owned enterprises and utilities.
He has broad experience with overall projectmanagementand coordination,including managementand supervision of
in-house keyand non-key experts, administrative staff, and sub-suppliers/consultants.
He is excellentin the preparation of projectwork plans,resource needs assessment,job descriptions,preparation of

The total population included in the service area and thus affected by the projects is approx. 2.7 million,estimated to raise to 3.2 million by2045.The projects will close down approximately73 old dumpsites,and instead establish 8 major sanitarylandfills (with a total of 24 million m³ capacity) and equallymany composting plants and materials recoveryfacilities (MRFs), and about10 transfer stations – and include more than a 250 different waste trucks and about 50,000 new waste storage containers ofdifferenttypes in addition to movable landfill equipment. The services included the preparation ofthe following outputs: • Integrated Solid Waste Master Plans for eightunions,comprising more than 2.7 million inhabitants • Solid waste characterisation studies conducted for eightregions for summer and winter conditions and included estimation ofwaste quantities as well as its composition • Mapping and Geotechnical/Hydrological Surveying and investigations were conducted for 45 major projectsites and a large number ofsmall dumpsites that are planned to be reinstated by removal of the waste.Full geotechnical reports and maps (1:500 and 1:1000) according to the Turkish Standard were produced • Design ofSanitary Landfills and Transfer Stations conducted as Employer's design in detail on the level of BoQ for the landfill body (excavations, backfilling),storm/rainwater,leachate,and gas collection systems,bottom and top sealing,roads,electric and electro-mechanical installations,waste hopper,etc. • Conceptual design ofwastewater treatmentplants (biological membrane filtrations and nano-filtration units),mechanical/manual sorting plants for recyclables (MRF), windrow composting plants/bio-drying facilities/RDF plants,buildings,and other facilities. • Design ofcollection systems including collection trucks and solid storage/collection equipmenttogether with long-haul large compaction containers and truck-trailers • Conceptual Design ofclosure ofdumpsites included 17 medium sized dumpsites to be closed and rehabilitated according to Turkish/EU regulation by storm water,leachate and gas management,fencing,and impermeable top cover. A large number of small dumpsites are planned to be removed and thus reinstated to the natural situation • Feasibilitystudies and Cost/BenefitAnalysis comprised an assessmentofthe current institutional and operational systems,analyses ofhousehold income and affordability, full analyses the projects'financial and economic viability, the financing plans,determination ofthe grant rates,and sensitivityand risk analyses.The costestimations were based on the design reports,Turkish costcatalogue and their BoQs • EIA Studies and EIA procedures were conducted according to Turkish laws and regulations and included two public hearings in each ofthe project areas, full EIA reports,and non-technical summaries • IPA application forms have been filled in according to available templates comprising the basic information aboutthe eightprojects making application for EU grants possible • Tender Dossiers and full tender documentation have been elaborated for the projects including Instruction to tenderers,draftcontracts,all forms,technical specifications,budgets,terms ofreferences,etc. according to PRAG/FIDIC rules and templates:Works - FIDIC Construction (Red book) and FIDIC Plant

OTHER INFORMATION OF RELEVANCE TO THE ASSIGNMENT Mr Jan Skajaa is a specialistin environmental engineering with a successful track record and more than 25 years of experience as a team leader,project manager,and solid waste managementand procurementexpertwith emphasis on master planning,feasibilitystudies,and tender documents for integrated waste managementsystems,including technical analysis,economic/financial analyses, design documentation,and tender documents (according to FIDIC and PRAG) for Works,Services and Supply. He is highlyexperienced in managing large waste managementinfrastructure planning and implementation projects and has proven ability to successfullyachieve the main objectives of the projectand deliver on time and in the highest quality, all required outputs. As a Team Leader and project manager Mr Skajaa has achieved extensive knowledge and a deep understanding of institutional/organisational developments within the solid waste sector in manycountries and regions. He has extensive knowledge on preparation ofMaster Plans and FeasibilityStudies for the implementation ofintegrated collection, transport,treatmentand disposal systems,including associated recycling studies,economic/financial analyses,and social studies.
