The Programme for Development and Training (PDT) of the Commonwealth Telecommunications Organisation is an extensive international knowledge exchange and capacity building programme in the field of ICTs. Delivered in over thirty countries, the PDT provides bespoke professional training, consultancy and advisory services in policy and regulation, business development and management and technology to governments, regulatory agencies and telecommunications operators around the world, to help support the growing demands and challenges they face in a rapidly evolving ICT environment.

2. The Commonweath Telecommunications Organisation (CTO) supports the global ICT
development agenda and seeks to:
1. promote the efficient development of ICTs within the Commonwealth and
beyond.
2. expand the provision and use of ICTs in order to:
• to meet the needs and aspirations of citizens and consumers;
• support the social and economic development objectives of governments and
civil society;
• facilitate the successful development of ICTs and other businesses.
