2. Background
• The Philippine Country Coordinating Mechanism (PCCM) submitted a
Funding Request (FR) in March 2020
• USD 20,338,651, plus USD 2M in Matching Funds:
USD 1M for addressing human rights-related barriers to access HIV
services
USD 1M for strengthening and scaling-up KP-led service delivery
3. Matching Fund: Human Rights
• Several advocacy activities under 2 advocacy objectives:
1. To increase domestic investments for HIV programmes
2. To improve the quality, scope and scale of HIV programmes
• To be implemented by a Sub-Recipient – ongoing selection
4. Feedback of Global Fund Technical Review Panel
“Advocacy is mentioned but the funding request does
not include a description of the focus nor on how it will be
planned, delivered and measured… Without clear
objectives, participatory and inclusive processes that
include CBOs and key populations, and clarity on the levels
of influence, it is unlikely that the activities will achieve
measurable outcomes.”
5. TRP Recommendations
1. Develop a National Advocacy Plan that is focused, structured, and the
product of a participatory process with key stakeholders for ownership
• Note that under the MFR-HR, a CSO advocacy plan will be developed and
implemented.
2. Harmonize indicators of the National Advocacy Plan and CSO Advocacy Plan
that can serve to monitor the impact of the two key advocacy objectives of
the MFR-HR

3. GF Secretariat to monitor the development and implementation of the
Advocacy Plans, paying special attention to the development of the M&E
framework.
4. In order to address sustainability, and as part of the advocacy strategies:
• Explore programmatic approaches, e.g., piloting social contracting
mechanisms for prevention
• Monitor evidence of increased domestic investment in prevention.
7. TRP Recommendations
TRP recommendations fall within the mandate of PNAC.
Therefore, the Council is requested to lead in their
development and implementation.
