1. SDG 13 and Its
relevance to
Disability.

2. Introduction and Definitions:
SDGs=Sustainable development Goals, also
known as Global Goals.
There are 17 Goals with 169 targets covering a
broad range of sustainable development goals.
Vulnerability= Arises from circumstances of
people’s everyday lives, which are shaped by
factors both within and beyond their control
(Eriksen & Gill, 2010).
SDG Goal 13: Take Urgent Action to
combat Climate Change & its Impacts!
3. SDG 13…. WHAT???
– TARGETS
– 13.1 Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all countries
– 13.2 Integrate climate change measures into national policies, strategies and planning
– 13.3 Improve education, awareness-raising and human and institutional capacity on climate change mitigation,
adaptation, impact reduction and early warning
– 13.a Implement the commitment undertaken by developed-country parties to the United Nations Framework
Convention on Climate Change to a goal of mobilizing jointly $100 billion annually by 2020 from all sources to
address the needs of developing countries in the context of meaningful mitigation actions and transparency on
implementation and fully operationalize the Green Climate Fund through its capitalization as soon as possible
– 13.b Promote mechanisms for raising capacity for effective climate change-related planning and management in
least developed countries and small island developing States, including focusing on women, youth and local and
marginalized communities
4. The connection Between SDG
13 and the CRPD
– The UN Convention on the Rights of Persons with Disabilities
(CRPD), articles 11 and 32, requires that persons with
disabilities benefit from and participate in disaster relief,
emergency response and Disaster Risk Reduction strategies.
– Therefore the CRPD can act as an important tool to guide SDG
13 implementation and ensure accessibility and inclusion in all
programs.
5. Vulnerability & Resilience
within this Goal
– Goal 13 Speaks specifically to strengthening resilience and
Adaptive capacity to climate-related hazards and natural
disasters in all countries.
- In relation to vulnerabilities these will differ across countries and
within given context but this is addressed by the goals target to
educate and raise awareness.
6. Inclusive Consultative processes
– A post-2015 global development framework must take into account
the knowledge and suggestions of persons with disabilities living in
disaster prone countries, to make sure that goals, indicators and
developmental policies are fully inclusive of the rights of persons
with disabilities.
- Disability must be systematically taken-up across all of the disaster
management cycles.
- Disaster Risk Reduction strategies, climate resilience programmes
and conflict prevention/mitigation policies should make disability a
core, cross-cutting theme, which must be included in a post-2015
global development framework.
7. Disability Assets that are
brought to SDG Agenda
–
“Disabled people’ intricate, daily negotiations with risk,
hazard and barriers make them extremely well placed to
be at the heart of such forums in a way that would
benefit all as opposed to being seen as a marginal
viewpoint”
(Abott & Porter, 2013).

8. Conclusion
Climate change adversely affects people with
disabilities and we can no longer afford to remain
silent about these factors. By remaining silent we
imply that disability does not matter and at the
same time infringing upon constitutional rights of
people with disabilities.
