  3. 3. <ul><li>The Madrid International Plan of Action on Ageing (MIPAA) is an international agreement endorsed by the UN General Assembly recognising the potential of older people to contribute to development of their societies . </li></ul><ul><li>It consists of: </li></ul><ul><ul><li>Political Declaration of commitment to addressing the issues of ageing and incorporating them into national policies </li></ul></ul><ul><ul><li>Plan of Action : 33 objectives and 117 recommendations for implementation </li></ul></ul>The Madrid Plan of Action

Its main provisions <ul><li>Ageing should be incorporated into global development agendas </li></ul><ul><li>The rights of older people to an equal share of development resources </li></ul><ul><li>Governments to include older people in national-development and social-policy processes </li></ul><ul><li>Detailed sections issues of concern for older people and their families – e.g. poverty, HIV/AIDS, violence and abuse, access to health services and social protection </li></ul><ul><li>Collaboration and partnership between governments, civil society, international agencies and the private sector </li></ul>
  5. 5. Older people’s contributions <ul><li>Josephine is 78 years old. She rents a shack in a slum in Nairobi. She cares for five children who were abandoned by a relative. She does not get a pension so she sells vegetables and second hand clothes so they can go to school and be fed. She works most days from 5am to midnight and considers business to be one of her main talents. </li></ul>

Social Protection Floor 2009 <ul><li>UN Global Initiative – one of nine to combat the global crisis </li></ul><ul><li>Promotes universal access to essential social transfers and services </li></ul><ul><li>Currently 80% of global population lack regular transfers and services </li></ul><ul><li>Provides for availability, continuity geographical and financial access to essential services </li></ul><ul><li>Ensures a basic set of essential social transfers in cash and in kind (entitlements information and policies) in old age, childhood and at times of disability </li></ul><ul><li>MDG progress will be ‘accelerated’ by ‘ promoting universal access to public and social services and providing social protection floors ’ (MDG outcome document September 2010) </li></ul>

The Bottom-up Approach to review and appraisal <ul><li>Government, the UN system and civil society is invited to participate in a bottom-up approach to the review and appraisal of the Plan (Economic and Social Council, res. 2003/14 of 21 July 2003) </li></ul><ul><li>UNDESA Guidelines for review and appraisal of the Madrid International Plan of Action on Ageing http://www.un-ngls.org/orf/pdf/Guidelines-Ageing-final-Sept06-0-n1.pdf </li></ul><ul><li>Identify national policies in response to ageing and review their implementation with older persons </li></ul>

Age Demands Action <ul><li>Age Demands Action now in 50 countries </li></ul><ul><li>Global campaign that champions older people's rights and fights age discrimination </li></ul><ul><li>Programme to support learning and sharing of experiences between network members </li></ul><ul><li>In Kyrgyzstan activities began with a round table and press conference. An older people’s fair took place attended by several government ministers and representatives. The delegation of older people met the President, Rosa Otunbaeva to talk about the main themes of MIPAA. She delivered a speech emphasising the role of older people in development </li></ul>
