RATIONALE
This study focused on the factors affecting skills competencies of the
Shielded Metal Arc Welding students of the Doña Rosario National High
School during the academic year 2021-2022 & 2022-2023 respectively.
This study was conducted at Doña Rosario National High School
(DRNHS), Doña Rosario, Tubay, Agusan del Norte.
The school was formerly an Annex of Tubay National High School. It is
located at Barangay Doña Rosario, Tubay, Agusan del Norte. At present, Doña
Rosario National High School has a total population of nine hundred thirty
seven students (937).
RATIONALE
The researcher utilized all the Grade 12 Shielded Metal Arc Welding (SMAW) students
of Doña Rosario National High School (DRNHS) for the Academic Year 2022 - 2023. All in all,
there are forty-five (45) respondents involved in the study. Last March 2023, the respective
respondents of the study had a work immersion at various welding shops in Cabadbaran City
wherein they performed different Shielded Metal Arc and Welding (SMAW) Skills. Their work
immersion consisted eighty hours. After the said work immersion, the researcher floated a
survey questionnaire to these respondents to find out the level of their skills competencies.
Moreover, the respondents answered two sets of questionnaires, the first set is for the school
year 2021-2022’s Mode of Delivery and Shielded Metal and Arc Welding Skills Competencies
and the second set is for the current school year, 2022-2023. The two sets of questionnaires
contain the same items but only differ in school year.
RATIONALE
The descriptive type of research was used in the study. The main
instrument that the researcher used was a self- made questionnaire which
was validated by experts for Part 1 which is the Mode of Delivery. For Part
II which is the Assessment of Skills Competency was based from TESDA’s
Training Regulation NC II. Part 1 asked for the Mode of Delivery of
Learning specifically in Content Knowledge and Pedagogy, Planning and
Management of Teaching and Learning Process, Assessment of Learning
and Support for Learner Participation and answered twice by the same set
of respondents to compare the Mode of Delivery of their lessons during
and after the pandemic. Part II embed items for the assessment of skills
competency.
RATIONALE
The questionnaires were distributed to the respondents on the
second week of April, Second Semester of Academic Year 2022- 2023.
The findings or the results of this study confirmed and strongly
emphasized that there is indeed a significant relationship between the
mode of delivery of the teachers towards the skills competencies that
were acquired by the students or the respondents. Moreover, still based
on the statistical analysis of the this study, there is a significant difference
between the skills competency of the respondents in academic year 2021-
2022 or during the pandemic and the academic year 2022-2023 which is
after the pandemic.

FINDINGS
The following were the findings of the study.
1.The mode of delivery used by the teachers during and after the pandemic
1.1.Content Knowledge and Pedagogy During the Pandemic – The results reflected that the
teachers often gives standardized tests such as summative tests, teaches in an efficient and
effective way and involves the students in the planning and teaching of their lessons to make
learning an engaging one despite the pandemic. However, sometimes the teachers give fluid
connections between content understanding and pedagogical representation of the lessons during
the pandemic as shown in the results of the study.
1.2 Content Knowledge and Pedagogy After the Pandemic- the mode of delivery of the teachers
when it comes to content knowledge and pedagogy are successfully met by the students as
reflected in the results which means the teacher involves students in the planning and teaching of
their lessons to increase enjoyment and engagement in learning as well as teaching the students in
an effective and efficient way to find information on their own.
FINDINGS
1.3 Planning and Management of Teaching and Learning Process During the Pandemic - in
planning and management of teaching and learning process during the pandemic gives a desirable
result. This simply means that the indicators were successfully met by the students or the
respondents as reflected in the Verbal Description (VD) Often. This further signifies that the
teachers follow the K to 12 Curriculum Guide and taught lessons that are contextualized and
localized that actualized the long term objectives and policy framework of education despite the
ongoing pandemic of 2022.
1.4 Planning and Management of Teaching and Learning Process During the Pandemic - planning
and management of teaching and learning process after the pandemic gives a more desirable
result than during the pandemic. This further signifies that the indicators were successfully met by
the students or the respondents as reflected in the Verbal Description (VD) Often. This simply imply
that the teachers follow the K to 12 Curriculum Guide and taught lessons that are contextualized
and localized that actualized the long term objectives and policy framework of education especially
that the mode of delivery is no longer an alternative one, but a full blast face to face classes.
FINDINGS
1.5 Assessment of Learning During the Pandemic - the assessment of
learning for the school year 2021-2022 come up with desirable results
which means that the teachers regularly or frequently gives standardized
tests through alternative delivery mode which is the modular method.
Results also suggest that the teachers always monitor students’ outputs
and performances.
1.6 Assessment of Learning After the Pandemic - the teachers’ assessment
of learning towards the students are always met as evidenced by students’
achievements based on goals and standards. Moreover, the results of the
study further suggests that the teachers regularly monitor student’s
progress
FINDINGS
1.7 Support for Learner Participation During the Pandemic - the support for learner
participation during the pandemic was experienced by the students as reflected in the
results. This means that the teacher allows student collaboration, encourages
participation for a positive learning environment while keeping the activities clear and
engaging. Results further signify that the teachers give students additional time for the
students to keep up with their outputs and performances.
1.8 Support for Learner Participation After the Pandemic - The teachers give students
tasks to be performed during the lessons, encourages student participation in the
classroom for a positive learning environment and provides the students additional time
when it comes to their outputs and performances for them to keep up with the lessons.
FINDINGS
2. The level of skills competencies of the Shielded Metal Arc Welding students during and
after the pandemic
2.1 The Skills Competency of the Grade 11 SMAW Students for S.Y. 2021-2022 During the
Pandemic - the skills competency of the Shielded Metal Arc Welding (SMAW) students of
Doña Rosario National High School for the academic year 2021-2022 during the
pandemic time. This suggests that the SMAW students are less competent in the twelve
indicators of the National Certificate II (NC II) self-assessment guide. The results also
suggest that the SMAW students of the same year are incompetent specifically in welding
subsequent passes and performing capping respectively. All in all, the respondents are
less competent in the NC II indicators of the same year having an average of 2.23.
FINDINGS
2.2 The Skills Competency of the Grade 12 SMAW Students for S.Y. 2022-
2023 After the Pandemic - the skills competency of the Grade 12 Shielded
Metal Arc Welding students of Doña Rosario National High School are
competent in the 12 Technical Education and Skills Development Authority
(TESDA) NC II indicators for the present year, school year 2022-2023.
Moreover, the SMAW students are very competent in observing safety
practices and passing weld visual inspection. All in all, the Grade 12
Shielded Metal Arc Welding (SMAW) students of Doña Rosario National
High School are competent in the TESDA NC II indicators of skills
competency with an average of 4.02.
FINDINGS
3. The relationship between the mode of delivery of the teachers and the
level of skills competencies of the Shielded Metal and Arc Welding
students - The results showed that there is a significant relationship
between the mode of delivery of the teachers towards the skills
competency acquired by the SMAW students. However, in the planning
and management of teaching and learning process, results showed that
there is no significant relationship between the skills competency of the
respondents. Thus the null hypothesis that there is no significant
relationship between the mode of delivery of teachers and the skills
competency of the respondents is rejected.
FINDINGS
4. The difference between the levels of skills competencies of the Shielded
Metal and Arc Welding students during and after the pandemic - there
was a very high significant difference between the skills competency
during and after pandemic (𝑊=45.5,𝑝<0.001 ) which is evident in Table 10
and Table 11. Thus the null hypothesis that there is no significant
difference between the mode of delivery of teachers and the skills
competency of the respondents is rejected.
FINDINGS
5. Possible Intervention of the Results of the Study – based on the results,
it is clearly reflected that the pandemic was the main reason why the
Grade 11 Shielded Metal and Arc Welding (SMAW) students are
incompetent in Academic Year 2021-2022 and Competent in Academic
Year 2022-2023. Therefore, the mode of delivery of the teachers must still
be continued despite any pandemic that would come along.
CONCLUSIONS
Based on the findings of the study, the Grade 12 Shielded Metal Arc
Welding (SMAW) students of Doña Rosario National High School for the
Academic Year 2021-2022 are incompetent during the pandemic and
competent for the Academic Year 2022-2023 after the pandemic. The
obtained data suggested that there is a significant relationship between
the mode of delivery and the skills competencies of the Shielded Metal
Arc Welding (SMAW) students of Doña Rosario National High School.
Statistical analysis proved that there is a significant difference between the
skills competency of the Shielded Metal and Arc Welding (SMAW)
students of Doña Rosario National High School during and after the
pandemic.
RECOMMENDATIONS
Based on the results and findings of the study, the following
recommendations were presented.
1. The school concern must continue to provide the training needed by
the Shielded Metal and Arc Welding (SMAW) students of Doña Rosario
National High School. Through this, the students would still become
competent in future asessments.
2. The school concern must provide adequate and functional tools
and equipments that are essential for the instructors to keep up with the
ever increasing number of students taking up Shielded Metal and Arc
Welding (SMAW) Technical Vocational strand in the Senior High School.
RECOMMENDATIONS
3. A follow-up study should be made along this line to find out the further
improvements of the Shielded Metal and Arc Welding (SMAW) students of
Doña Rosario National High School.
