Lucknow: The Covid
management endeav-
our of Uttar Pradesh
government received a
huge international rec-
ognition in the form of
high praise by the
World Health Organisa-
tion (WHO). The global
health body has show-
ered praise on Uttar
Pradesh Government
for its COVID-19 man-
agement strategy that
helped in getting con-
trol over the coronavi-
rus pandemic.
“The UP govern-
ment’s strategic re-
sponse to COVID-19 by
stepping up contact
tracing efforts is exem-
plary and can serve as a
good example for other
states,” said Dr. Roderi-
co Ofrin, WHO Country
Representative.
The global health
body appreciated the ef-
forts made by Chief
Minister Yogi Adity-
anath and his govern-
ment for the manage-
mentespeciallyintrack-
ing the high-risk con-
tacts. Over 70,000 front-
line health workers
worked across the state
to reach out to high-risk
contacts of COVID-19
positive cases.
Acknowledging con-
tact tracing as an essen-
tial public health tool
for controlling the pan-
demic, Dr. Ofrin stated,
“Systematic tracking of
contacts through a
proper mechanism is
key, along with a well-
trained health work-
force to implement the
surveillance activities.”
It is to be mentioned
that the government
has increased the test-
ing to keep a check on
COVID-19 infections
and also requested the
people of the state to re-
main alert and follow
all the precautions.
Uttar Pradesh has al-
ready set a record in the
country for having done
most tests in the coun-
try. On an average, more
than 1.75 lakh Covid
tests are being done in
the state, again the
highest in the country.

The story had begun
much before the danger
bells rang. It was in the
month of February, 2020
itself when the first case
of Covid was reported.
Fully realising that ‘the
sweat in peace time
saves blood in the war
time’, Yogi immediately
assessed his health in-
frastructure and chart-
ed out requirements
even before the other
states and even coun-
tries started taking cog-
nisance of Coronavirus.
Team-11 in a novel
initiative, later to be
emulated by other
states, the CM set up a
Team-11 comprised of
11 senior officers, to re-
view the measures tak-
en by the government in
management of Covid.
Each officer was given a
specific task to be car-
ried out by him in coor-
dination of other offic-
ers. CM used to take
meetings of Team-11 on
a daily basis. The
prompt monitoring in
such a manner helped
the state control the
spread of Corona better
than any other state in
the country. The offic-
ers/team was selected
keeping in view the is-
sues public was likely to
face because of Covid
restrictions. For exam-
ple in the Agriculture
sector, it was for the gov-
ernment to ensure has-
sle-free harvesting and
in the Industrial sector,
it was to be looked into
thatallimportantindus-
tries like those dealing
withmedicines,medical
equipment’s were run
without any difficulty.

New Delhi: BJP’s performance in the Greater Hyderabad
Municipal Corporation (GHMC) polls is a “moral victory”
for the party and it has emerged as the “only alterna-
tive” to the ruling TRS in Telangana, its general secretary
Bhupender Yadav said on Friday.The BJP’s performance
has confirmed the trend that it is replacing the Congress
as the main challenger to the TRS, Yadav said.

efforts to check the
spread of COVID-19,
people must continue to
take all precautions
against the pandemic.
The Chief Minister
added that his govern-
ment was able to control
encephalitis deaths by
upto 95% this year.
Yogi was speaking at the
inaugural function of
the Founder’s Week cel-
ebrations of Maharana
Pratap Shiksha Pari-
shad (MPSP).

Dinesh Sharma and
Chief of Defence Staff
(CDS) Bipin Rawat also
attended the event.
The Chief Minister said
the state government
and the Centre are put-
ting in huge efforts to
check the spread of
COVID-19 and are also
preparing for vaccina-
tion in the future but
“We have to continue
taking precautions and
follow COVID-19 proto-
cols”, he said.
Enumerating achieve-
ments of the state gov-
ernment in control-
ling COVID-19, the
CM credited Centre’s
Swachh Bharat cam-
paign for bringing
down deaths in UP.
“This year, we are
able to control encepha-
litis deaths up to
95%and PM Modi’s vi-
sionary Swachh Bharat
campaign helped a lot
in achieving this tar-
get,” he said.
The CM also addressed
the youths and said that
they should adopt right
icons in their life to stay
strong.
“Youths should set
goals and choose the
right icons for life,” he
said.

brought in newer ways
of working from home,
going out of house with
a mask on and has also
added the latest trend
of tying the nupital
knot online to its kitty.
One such digital-mar-
riage was reported from
Jaunpur. Due to COV-
ID-19 protocols and the
risks associated with
the infection, the
groom, who is present-
ly in Saudi Arabia, was
not able come to India,
to the bride’s place for
solemnising the mar-
riage ceremony.
The tech-savy couple
wasted no time and ful-
filled all the marriage
rituals online on Thurs-
day night. As such, peo-
ple were witness to a
marriage that was done
via video conferencing.

Hayat’s daughter Tah-
reen Zaidi was married
to Akil Abbas of Saudi
Arabia.

The number of active
cases in the state pres-
ently stood at 22,665 of
which 10,653 are in home
isolation while 2,135 oth-
ers are undergoing treat-
ment in private hospi-
tals, Additional Chief
Secretary, Health, Amit
Mohan Prasad said.
As many as 5,20,637
people have recovered
and been discharged
from hospitals of which
2,247 people have been
discharged in the past 24
hours. Recovery rate in
UP now stands at 94.46
per cent.
Out of 29 deaths, five
were reported from Luc-
know, three from Jaun-
pur,twoeachfromPraya-
graj, Varanasi, Meerut,
Muzaffarnagar and
Mainpuri,KanpurDehat
among others. The high-
est number of fresh cas-
es with 259 have been re-
ported from Lucknow
followed by 224 from
Meerut, 120 from Vara-
nasi,and117fromGhazi-
abad, the bulletin said.

tive, the State govern-
ment has decided to
engage highly quali-
fied professionals from
business and manage-

tion and facilitation
streams.
Alok Kumar, who is
also the Member-Secre-
tary of the Governing
Board of ‘Invest UP’,
informed , “In all 44
professionals are pro-
posed to be recruited to
enhance the efficiency
of services to investors
and industrialists. In
the first phase, five
well-qualified persons
will be recruited, in-
cluding a Chief Oper-
ating Officer (COO) to
lead the investment
promotion functions of
the agency under the
guidance of the Chief
Executive Officer
(CEO).”

Chief Operating Offic-
er (COO) will be ap-
proved by Hon’ble
Chief Minister, who is
the Chairperson of the

the most, Chief Minis-
ter Yogi Adityanath has
made it ‘personally of-
ficial’ that Hyderabad
will switch names with
‘Bhagyanagar’.
Tweeting after a mo-
mentous performance
in recent Hyderabad
polls, Yogi on Friday
Tweeted, “Bhagyana-
gar Ka Bhagyoday Pra-
rambh ho Raha hai
(Bhagyanagar’s good
fortune has begun).” He
also thanked people of
Hyderabad compli-
menting them as people
of Bhagyanagar.

After a high-octane
campaigning by CM
Yogi Adityanath in Hy-
derabad recently, the
BJP made significant
electoral inroads here
in the fiercely contested
GHMC polls, almost giv-
ing a scare to the ruling
TRS, which just man-
aged to retain control of
the civic body it won
four years ago.
BJP’s resurgent per-
formance prompted the
state leadership to de-
scribe it as a “saffron
strike”, while party in-
charge Bhupendar Ya-
dav said it has now
emerged as the “only
alternative” to the K
Chandrasekhar Rao-led
regional dispensation
with people accepting
Prime Minister Naren-
dra Modi’s brand of
good governance.
The Telangana Rash-
tra Samiti admitted the
results were not on ex-
pected lines, but its

appointed about it.
The BJP emerged as
the principal challeng-
er to the TRS though the
state’s ruling party was
still ahead of its rivals,
and the saffron surge
could bring its cadre

the 2016 GHMC polls as
an ally of the Telugu De-
sam Party, the saffron
party has managed a
ten time jump all alone.
Upbeat over the par-
ty’s impressive perfor-
mance in the city civic
poll, BJP state presi-
dent Bandi Sanjay Ku-
mar said it was a “saf-
fron strike” in which
the electorate reposed
faith in the BJP and
voted against the rul-
ing TRS.
Today’s good show
follows the surprise de-
feat handed by BJP to
the TRS in the recent
Dubbak Assembly by-
poll.

that Prime Minister
Narendra Modi’s lead-
ership and his model of
good governance have
acceptability across re-
gions,” Yadav, who was
deputed as in-charge for
the local elections in
Hyderabad, said.
The GHMC elections
would be an unpleasant
experience for the rul-
ing TRS as it had swept
the last city polls in
2016, winning 99 out of
the 150 wards.
The TRS now has to
deal with a resurgent
BJP, which improved its
strength substantially.

tremely low margins.

Lucknow: Riding high

Janata Party (BJP)
registered victory on
three out of six Legis-
lative Council seats
here.
The party won three
of the six Uttar Pradesh
Legislative Council
seats for which results
were announced ini-
tially on Friday.
Altogether, polling
was held on 11 seats re-
served for graduates
and teachers in the bi-
ennial elections.
The BJP on Friday
won a maximum of
three of these seats, Sa-
majwadi Party one, and
Independent candi-
dates bagged the
remaining two.
The results for the
remaining five seats
had not been an-
nounced till the report
was published. Howev-
er, it is expected that
the BJP will win at
least three more seats,
the poll pundits have
predicted.
BJP's Umesh Dwive-
di, Shrishchandra
Sharma and Hari Sin-
gh Dhillon were de-
clared winners from
Lucknow, Meerut and
Bareilly-Moradabad
teachers' constituen-
cies, respectively, an of-
ficial statement issued
here said.
SP candidate Lal Bi-
hari Yadav won from
Varanasi teachers' con-
stituency, while Inde-
pendents Akash Agar-
wal and Dhruv Kumar
Tripathi won from Agra
and Faizabad teachers'
constituencies, respec-
tively, it said.
The counting for the
11 seats started on
Thursday and the re-
sults of the remaining
are likely to be an-
nounced by Friday
evening, officials said.
The voting for the 11
seats were held on De-
cember 1 and a total of
199 candidates were in
the fray.

version law in Bareilly,
days after a man com-
plained that someone
was harassing his
daughter in a bid to
change her religion.

Ordinance, 2020,

payment schedule will
be quarterly in 48 in-
stallments.
The Link Express
will start from Gorakh-
pur bypass NH 27 near
Jaitpur village and end
at Poorvanchal Ex-
pressway in Azamgarh
district. The length
of the expressway is
91.35 KM.
Gorkahpur, Ambed-
kar Nagar, Sant Kabir
Nagar and Azamgarh
will be benefited by this
project. Six per cent
physical work has been
finished so far.

Lucknow: In a won-
derful initiative
aimed at reducing
the load off students’
back, the Uttar
Pradesh government
will observe a No-
Bag Day here for one
day in a week.
As per the directives
from the government,
all schools will have to
observe a day for stu-
dents where they
would come to school
without their school
bags. The initiative
will benefit students
from class 1 to 8 in all
government schools in
the state.
The day on which
school kids will not
come with a school
bag, they will interac-
tive classrooms where
they will learn while
they play. The initia-
tive which is at the pri-
mary stage for now,
has come from Deputy
Chief Minister of Ut-
tar Pradesh Dinesh
Sharma under the new
education policy. The
idea was discussed at
the task force meeting
on Friday where the
authorities brain-
stormed over the pros
and cons of the possi-
ble move.
This is not the first
time that school bag
load is being discussed.
In 2018, the education
ministry had directed
the schools that stu-
dents should not be al-
lowed to prescribe any-
thing other than
NCERT textbooks in
classes so that weight
of school bag can be
regulated.
The weight of the
school bag for classes 1
and 2 should be 1.5 kg, 3
kg for classes 3 to 5, 4 kg
for classes 6 and 7, 4.5
kg for 8 and 9 and for
class 10, the weight can
be up to 5 kg was pre-
scribed at that time.

he Boeing 737
Max began fly-
ing commer-
cially in May
2017 but has
been grounded for over a
year and a half following
two crashes within five
months. On October 29,
2018, Lion Air Flight 610
took off from Jakarta. It
quickly experienced prob-
lems in maintaining alti-
tude, entered into an un-
controllable dive and
crashed into the Java Sea
about 13 minutes after
takeoff. Then on March 10,
2019, Ethiopian Airlines
Flight 302 from Nairobi
suffered similar problems,
crashing into the desert
around six minutes after
leaving the runway.
In total, 346 people lost
their lives. After the sec-
ond crash, United States
regulator the Federal Avia-
tion Administration decid-
ed to ground all 737 Max
planes, of which around
350 had been delivered at
the time, while they inves-
tigated the causes of the
accidents.
Now, 20 months later, the
Federal Aviation Adminis-
tration has announced that
it is rescinding this order
and has set out steps for the
return of the aircraft to
commercial service. Brazil
has responded quickly, also
approving the 737 Max. So,
what went wrong – and can
we be confident that it has
been fixed?
The causes of the two ac-
cidents were complex, but
link mainly to the 737’s ma-
noeuvring characteristics
augmentation system,
which was introduced to
the 737 Max to manage
changes in behaviour cre-
ated by the plane having
much larger engines than
its predecessors.
There are some impor-
tant points about the ma-
noeuvring characteristics
augmentation system
which we must consider
when reviewing the “fix-
es”. The manoeuvring
characteristics augmenta-
tion system prevented stall
(a sudden loss of lift due to
the angle of the wing) by
“pushing” the nose down.
Stall is indicated through
an angle of attack sensor
– the 737 Max is fitted with
two, but manoeuvring
characteristics augmenta-
tion system only used one.
If that angle of attack sen-
sor failed, then the system
could activate when it
should not, unnecessarily
pushing the nose down.
The design meant that
there was no automatic
switch to the other angle of
attack sensor, and manoeu-
vring characteristics aug-
mentation system kept
working with the errone-
ous sensor values. This is
what happened in both
crashes.
The design of the ma-
noeuvring characteristics
augmentation system
meant that it was repeated-
lyactivatedif itdetermined
that there was a risk of a
stall. This meant that the
nose was continually
pushed down, making it
hard for pilots to keep alti-
tude or climb. The system
wasalsohardtooverride.In
both cases, the flight crews
were unable to override the
manoeuvring characteris-
tics augmentation system,
although other crews had
successfully managed to do
so in a similar situation,
and this contributed to the
two accidents.
THE FIXES
Have these things been
fixed? The Federal Avia-
tion Administration has
published an extensive
summary explaining its
decision. The manoeu-
vring characteristics aug-
mentation system software
has been modified and now
uses both angle of attack
sensors, not one.
The manoeuvring char-
acteristics augmentation
system software also now
only activates once, rather
than multiple times, when
a potential stall is signalled
by both the angle of attack
sensors. Pilots are provid-
ed with an “AoA [angle of
attack] disagree warning”
which indicates that there
might be an erroneous ac-
tivation of manoeuvring
characteristics augmenta-
tion system software. This
warning was not standard
equipment at the time of
the two accidents – it had to
be purchased by airlines as
an option.
Importantly, pilots will
now be trained on the op-
eration of the system and
management of its prob-
lems. Pilots claimed that
initially they were not even
told that manoeuvring
characteristics augmenta-
tion system existed. This
training will have to be ap-
proved by the Federal Avia-
tion Administration.

HYDERABAD CIVIC POLL
olarisation of votes is profitable politics.
This is evident from the significant
surge in the Bharatiya Janata Party’s
tally in the Greater Hyderabad Munici-
pal Corporation. The party which had
only four out of 150 divisions has won 48 divisions,
a massive gain of 44, after an extremely divisive
campaign unleashed by senior BJP leaders includ-
ing Union Home Minister Amit Shah and UP Chief
Minister Yogi Adityanath. Ruling Telangana Rash-
tra Samithi (TRS), which held 99 divisions, has this
time won 58 suffering a loss of 41 divisions. The
All India Majlis-e-Ittehadul Muslimeen (AIMIM)
of Asaduddin Owaisi with 44 divisions has been
able to hold on to its 2016 tally of 44.
These elections are important for the BJP as five
districts contiguous to Hyderabad come under the
GHMC limits. Together they account for five Lok
Sabha and 24 assembly seats would give the BJP a
decisive edge over K. Chandrasekhar Rao’s TRS in
future electoral battles. The party is naturally
buoyed by the success, KCR will have to analyse its
losses. The results are a backlash against his gov-
ernment’s handling of the flood situation and
other local issues.
It was somewhat a pyrrhic victory for the BJP,
however. The party suffered a much bigger setback
in Maharashtra where it lost the prestigious Nag-
pur graduate constituency, BJP’s stronghold for 25
years, to the Congress. It is the home turf of Union
minister Nitin Gadkari and former Maharashtra
Chief Minister Devendra Fadnavis. What’s more, it
also lost two Pune seats to Congress and the NCP.

The Covid-19 vaccine is just a few weeks
away. Quoting experts, Prime Minister
Narendra Modi told an all-party meet-
ing that a vaccine could be rolled out in
the next few weeks. The encouraging news comes
close on the heels of the United Kingdom an-
nouncing an emergency rollout of Pfizer’s vaccine
from next week.
“It is believed that a vaccine would be available in
thenextfewweeks,”hesaid,addingthatvaccination
willbeginassoonasscientistsgivetheirnod.Earlier,
SerumInstituteof India’sCEOAdarPoonawallahad
said that the Centre was likely to buy 30-40 crore vac-
cinesbyJuly2021.Healsosaidthattheyweretoapply
for an emergency use trial in two weeks’ time. As
Poonawalla said this on November 28, his institute
should be preparing for its next move.
On logistics, the prime minister said that after
getting inputs from states the cold chain and other
support would get the necessary fillip. On the dis-
tribution network also the PM dispelled doubts,
claiming that it was much better than in many
other countries. The price of vaccines as yet re-
mains undecided.
According to a Duke University study, India has
secured 1.6 billion doses of coronavirus vaccine
for its people with healthcare, frontline workers
and the elderly to be vaccinated on priority.
Against 95,71,559 positive cases in the country,
90,16, 289 patients had recovered. The high recov-
ery rate has helped clear the gloom surrounding
the coronavirus. The good part is that three vac-
cines were being developed indigenously.

registered four pre-
liminary enquiries into the
alleged non-compliance
of high court directives
by officials of the Jammu
Development Author-
ity (JDA) and others to
“cover up” the complicity
in illegal acts of encroach-
ment of land. The first
enquiry registered by the
CBI relates to matter per-
taining to the encroach-
ment on 784 kanals, 17
marla of land in Gole,
tehsil Jammu which was
transferred to JDA. A pre-
liminary enquiry (PE) is
the first step initiated by
CBI to assess criminality
in prima facie allegations
levelled by a complainant.
PNB SCAM: NO BAIL FOR TOP
OFFICIAL OF CHOKSI’S FIRM
Mumbai: A special CBI court rejected the bail
plea of Vipul Chitalia, V-P of the Gitanjali Group
of Companies arrested in the multi-crore Punjab
National Bank (PNB) scam. Chitalia, who was
arrested by the Central Bureau of Investigation
in March 2018, had filed a bail application for
the second time. Special CBI judge V C Barde
rejected the application. CBIhad alleged that Chi-
talia was the “mastermind” for putting through
fraudulent transactions along with absconding
accused Mehul Choksi, owner of Gitanjali group.

Gadkari unveils
NH projects in
Nagaland
New Delhi: Union Min-
ister Nitin Gadkari on
Friday inaugurated a
major National High-
way project in Naga-
land and laid a founda-
tion stone for 14 other
NH projects with a cost
of about Rs 4,127 crores.
According to the of-
ficial press release,
Gadkari virtually inau-
gurated and laid foun-
dation stones for 15 Na-
tional Highways pro-
jects in Nagaland today.
These NH Projects have
a length of about 266
km involving a cost of
about Rs 4,127 crores.
Nagaland Chief Minis-
ter Nephi Rio was also
present on the occasion.
Speaking on the occa-
sion, Gadkari stated
that Union Government
is committed to the de-
velopment of North
East and Nagaland and
informed that 667 km
were added to the NH
network in Nagaland
during the last 6 years,
which depicts growth
of nearly 76 percent.
“The NH network in
the State today has been
extended to 1,547 km up
from 880.68 km till
2014”, he added.

ion health ministry
said.

daily new cases in a
span of 24 hours, it
said on Friday.

caseload which stands
at 4,16,082 as on date,
the ministry said.
While 36,595 persons
in India were found to
be infected with COV-
ID-19 in a span of 24
hours, 42,916 new re-

period, it said.
"The difference of
6,321 between new re-
coveries and new cases
has led to a net decline
of 6,861 cases from the
total active caseload in
a day," the ministry

according to an agree-
ment signed between

The NMRC already
operates the Aqua Line
over a 29.07-km distance
between Noida and
Greater Noida in Gau-

and is planning a new
9-km corridor between
the twin cities, accord-
ing to officials.

Two girls die of food poisoning
after eating chowmein at fair

died and five others
were taken ill due to
suspected food poison-
ing in Narhi village in
Uttar Pradesh’s Ballia
district, officials said
on Friday.
“There was a fair in
the village on Wednes-
day and some people ate
chowmein at a stall.
Seven people got ill on
Thursday and were ad-
mitted to a private hos-
pital,” Additional Chief
Medical Officer
(ACMO) Harinandan
said.
Mahima (7) and Priya
Rai died during treat-
ment, the ACMO said.
The official said the
treatment of five oth-
ers, aged between four
and 10, is underway.
3 men arrested
with Rs 50 lakh
worth heroin
Sonbhadra: Three men
were arrested on Friday
with heroin worth
about Rs 50 lakh in Ut-
tar Pradesh’s Sonbhad-
ra district, police
said.
The arrests were
made on a tip-off from
Chopan area and the
three accused -- Neeraj
Kumar Singh, Mahesh
Bind and Ravi Sonkar
-- were arrested with 500
grams of heroin worth
about Rs 50 lakh, Super-
intendent of Police Am-
rendra Prasad Singh
said.

are trying to elicit more
information from them

Speeding bus
runs over
kids, 3 dead

dren died and five oth-
ers were injured when
a speeding bus lost
control and rammed
into them when they
were waiting for trans-
port in Uttar Pradesh’s
Shamli district on Fri-
day.
An infant, a toddler
and a 12-year-old boy
died when the state-
run bus ran over the
passengers who were
standing at a bus stop
on the Delhi-Saharan-
pur highway in Thana
Bhawan town, police
said. The bus driver
has been arrested, po-
lice said.

Lucknow, belonging
to different religions,
were stopped by the
police from marrying
on Wednesday under
the state’s recent or-
dinance on preven-
tion of unlawful con-
version of religion.
The wedding of Rai-
na Gupta and Moham-
med Asif was to take
place as per both Mus-
lim and Hindu rituals.
This was with the bless-
ings of both families.
However, marriages
performed in this
manner require both
parties to convert for
the ceremony.
The couple has been
convinced by the police
to give an application
under the Special Mar-
riage Act, so that nei-
ther party has to con-
vert for the marriage to
take place.
Such a notice is to be
given 30 days in ad-
vance and is displayed
to invite objections if
any during the period.
The families have de-
ferred the wedding.
A relative of the
bride said, “This is
very upsetting. We
were left shamefaced in
front of our guests
who did not even have
dinner.”
This is not the first
action since the ordi-
nance came into force.
On Wednesday, the po-
lice arrested a Muslim
youth in Bareilly over
allegations that he was
trying to forcibly con-
vert a Hindu woman to
marry him while also
threatening the family.

February 17, 2012, at the

After a probe, a charge

Vishal Srivastav Lucknow: The Covid management endeav- our of Uttar Pradesh government received a huge international rec- ognition in the form of high praise by the World Health Organisa- tion (WHO). The global health body has show- ered praise on Uttar Pradesh Government for its COVID-19 man- agement strategy that helped in getting con- trol over the coronavi- rus pandemic. “The UP govern- ment’s strategic re- sponse to COVID-19 by stepping up contact tracing efforts is exem- plary and can serve as a good example for other states,” said Dr. Roderi- co Ofrin, WHO Country Representative. The global health body appreciated the ef- forts made by Chief Minister Yogi Adity- anath and his govern- ment for the manage- mentespeciallyintrack- ing the high-risk con- tacts. Over 70,000 front- line health workers worked across the state to reach out to high-risk contacts of COVID-19 positive cases. Acknowledging con- tact tracing as an essen- tial public health tool for controlling the pan- demic, Dr. Ofrin stated, “Systematic tracking of contacts through a proper mechanism is key, along with a well- trained health work- force to implement the surveillance activities.” It is to be mentioned that the government has increased the test- ing to keep a check on COVID-19 infections and also requested the people of the state to re- main alert and follow all the precautions. Uttar Pradesh has al- ready set a record in the country for having done most tests in the coun- try. On an average, more than 1.75 lakh Covid tests are being done in the state, again the highest in the country. It was in the month of February, 2020 itself when the first case of Covid was reported. Team-11 in a novel initiative, later to be emulated by other states, the CM set up a Team-11 comprised of 11 senior officers, to re- view the measures tak- en by the government in management of Covid. Each officer was given a specific task to be car- ried out by him in coor- dination of other offic- ers. CM used to take meetings of Team-11 on a daily basis. The prompt monitoring in such a manner helped the state control the spread of Corona better than any other state in the country. The offic- ers/team was selected keeping in view the is- sues public was likely to face because of Covid restrictions. The BJP on Friday won a maximum of three of these seats, Sa- majwadi Party one, and Independent candi- dates bagged the remaining two. The results for the remaining five seats had not been an- nounced till the report was published. Howev- er, it is expected that the BJP will win at least three more seats, the poll pundits have predicted. BJP's Umesh Dwive- di, Shrishchandra Sharma and Hari Sin- gh Dhillon were de- clared winners from Lucknow, Meerut and Bareilly-Moradabad teachers' constituen- cies, respectively, an of- ficial statement issued here said. SP candidate Lal Bi- hari Yadav won from Varanasi teachers' con- stituency, while Inde- pendents Akash Agar- wal and Dhruv Kumar Tripathi won from Agra and Faizabad teachers' constituencies, respec- tively, it said. The counting for the 11 seats started on Thursday and the re- sults of the remaining are likely to be an- nounced by Friday evening, officials said. The voting for the 11 seats were held on De- cember 1 and a total of 199 candidates were in the fray. The BJP, the SP, the Congress and teachers' associations contested the polls. Of the 11 seats, five are graduates' constitu- encies and six teachers' constituencies. The term of office of the MLCs from these constituencies expired on May 6. Less than a month ago, the BJP had swept away the bypolls in the state by a crushing win against its oppo- nents. The cabinet has given the permission to form a consortium for this project. MD of Bank of India Brijlal handed over a loan sanction letter of `500 crore to ACS Awanish Awasthi. Prior to this, Rs 750 crore had been given by Punjab National Bank, `250 crore by UCO Bank, `250 crore by Bank of Maharashtra, Rs 250 crore by the Un- ion Bank of India and `300 crore by Canara Bank for the project. The loan amount will be taken from the banks from time to time ac- cording to need by UP- EIDA. Upfront fees and processing fees for the loans have been waived off for UPEIDA by the banks. The loans are to be re- payed in 12 years, start- ing after the moratori- um of three years. The payment schedule will be quarterly in 48 in- stallments. The Link Express will start from Gorakh- pur bypass NH 27 near Jaitpur village and end at Poorvanchal Ex- pressway in Azamgarh district. The length of the expressway is 91.35 KM. As per the directives from the government, all schools will have to observe a day for stu- dents where they would come to school without their school bags. The initiative will benefit students from class 1 to 8 in all government schools in the state. The day on which school kids will not come with a school bag, they will interac- tive classrooms where they will learn while they play. The initia- tive which is at the pri- mary stage for now, has come from Deputy Chief Minister of Ut- tar Pradesh Dinesh Sharma under the new education policy. The idea was discussed at the task force meeting on Friday where the authorities brain- stormed over the pros and cons of the possi- ble move. This is not the first time that school bag load is being discussed. In 2018, the education ministry had directed the schools that stu- dents should not be al- lowed to prescribe any- thing other than NCERT textbooks in classes so that weight of school bag can be regulated. The weight of the school bag for classes 1 and 2 should be 1.5 kg, 3 kg for classes 3 to 5, 4 kg for classes 6 and 7, 4.5 kg for 8 and 9 and for class 10, the weight can be up to 5 kg was pre- scribed at that time. On October 29, 2018, Lion Air Flight 610 took off from Jakarta. It quickly experienced prob- lems in maintaining alti- tude, entered into an un- controllable dive and crashed into the Java Sea about 13 minutes after takeoff. Then on March 10, 2019, Ethiopian Airlines Flight 302 from Nairobi suffered similar problems, crashing into the desert around six minutes after leaving the runway. In total, 346 people lost their lives. After the sec- ond crash, United States regulator the Federal Avia- tion Administration decid- ed to ground all 737 Max planes, of which around 350 had been delivered at the time, while they inves- tigated the causes of the accidents. Now, 20 months later, the Federal Aviation Adminis- tration has announced that it is rescinding this order and has set out steps for the return of the aircraft to commercial service. Brazil has responded quickly, also approving the 737 Max. So, what went wrong – and can we be confident that it has been fixed? The causes of the two ac- cidents were complex, but link mainly to the 737’s ma- noeuvring characteristics augmentation system, which was introduced to the 737 Max to manage changes in behaviour cre- ated by the plane having much larger engines than its predecessors. There are some impor- tant points about the ma- noeuvring characteristics augmentation system which we must consider when reviewing the “fix- es”. The manoeuvring characteristics augmenta- tion system prevented stall (a sudden loss of lift due to the angle of the wing) by “pushing” the nose down. Stall is indicated through an angle of attack sensor – the 737 Max is fitted with two, but manoeuvring characteristics augmenta- tion system only used one. If that angle of attack sen- sor failed, then the system could activate when it should not, unnecessarily pushing the nose down. The design meant that there was no automatic switch to the other angle of attack sensor, and manoeu- vring characteristics aug- mentation system kept working with the errone- ous sensor values. This is what happened in both crashes. The design of the ma- noeuvring characteristics augmentation system meant that it was repeated- lyactivatedif itdetermined that there was a risk of a stall. This meant that the nose was continually pushed down, making it hard for pilots to keep alti- tude or climb. The system wasalsohardtooverride.In both cases, the flight crews were unable to override the manoeuvring characteris- tics augmentation system, although other crews had successfully managed to do so in a similar situation, and this contributed to the two accidents. THE FIXES Have these things been fixed? The Federal Avia- tion Administration has published an extensive summary explaining its decision. The manoeu- vring characteristics aug- mentation system software has been modified and now uses both angle of attack sensors, not one. The manoeuvring char- acteristics augmentation system software also now only activates once, rather than multiple times, when a potential stall is signalled by both the angle of attack sensors. Pilots are provid- ed with an “AoA [angle of attack] disagree warning” which indicates that there might be an erroneous ac- tivation of manoeuvring characteristics augmenta- tion system software. This warning was not standard equipment at the time of the two accidents – it had to be purchased by airlines as an option. Importantly, pilots will now be trained on the op- eration of the system and management of its prob- lems. Pilots claimed that initially they were not even told that manoeuvring characteristics augmenta- tion system existed. These elections are important for the BJP as five districts contiguous to Hyderabad come under the GHMC limits. Together they account for five Lok Sabha and 24 assembly seats would give the BJP a decisive edge over K. Chandrasekhar Rao’s TRS in future electoral battles. The party is naturally buoyed by the success, KCR will have to analyse its losses. The results are a backlash against his gov- ernment’s handling of the flood situation and other local issues. It was somewhat a pyrrhic victory for the BJP, however. The party suffered a much bigger setback in Maharashtra where it lost the prestigious Nag- pur graduate constituency, BJP’s stronghold for 25 years, to the Congress. The first enquiry registered by the CBI relates to matter per- taining to the encroach- ment on 784 kanals, 17 marla of land in Gole, tehsil Jammu which was transferred to JDA. PNB SCAM: NO BAIL FOR TOP OFFICIAL OF CHOKSI’S FIRM Mumbai: A special CBI court rejected the bail plea of Vipul Chitalia, V-P of the Gitanjali Group of Companies arrested in the multi-crore Punjab National Bank (PNB) scam. Chitalia, who was arrested by the Central Bureau of Investigation in March 2018, had filed a bail application for the second time. Special CBI judge V C Barde rejected the application. A bench headed by Chief Justice of India SA Bobde also issued notice to Saxena on the plea filed by the ED chal- lenging the High Court order. It had challenged the June 8 order of the High Court dismissing its plea to revoke ap- prover status of Rajiv Saxena in the case.—ANI New Delhi: Delhi High Court granted custody parole to Sukhdev Ya- dav alias Pehalwan, serving a 20-year jail term without remission for the murder of busi- ness executive Nitish Katara in 2002, to attend the marriage of his daughter. Justice Anu Malhotra allowed Pehalwan to go to Kushinagar to attend his daughter’s wedding, scheduled on December 6, and other related functions in custody pa- role for five days. According to the of- ficial press release, Gadkari virtually inau- gurated and laid foun- dation stones for 15 Na- tional Highways pro- jects in Nagaland today. These NH Projects have a length of about 266 km involving a cost of about Rs 4,127 crores. Nagaland Chief Minis- ter Nephi Rio was also present on the occasion. Speaking on the occa- sion, Gadkari stated that Union Government is committed to the de- velopment of North East and Nagaland and informed that 667 km were added to the NH network in Nagaland during the last 6 years, which depicts growth of nearly 76 percent. “The NH network in the State today has been extended to 1,547 km up from 880.68 km till 2014”, he added. The apex court on No- vember 9 last year had paved the way for the construction of a Ram Temple by a trust at the disputed Ram Janamb- hoomi-Babri Masjid site at Ayodhya, and direct- ed the Centre to allot an alternative five-acre plot to the Sunni Waqf Board for building a new mosque at a “prom- inent” place in the town in Uttar Pradesh. He was admitted to Shubham Hospital Si- gra where his condition is said to be extremely critical. Varanasi Commis- sioner IAS Deepak Agrarwal made a lot of efforts to get Singh’s treatment done at Ve- danta Hospital but it was not possible to take him anywhere else from Varanasi.
