telephonic conversation

they agreed on disen-
gagement of troops
along the Line of Actual
Control (LAC) at the ear-
liest, the Ministry of Ex-
ternal Affairs said.
Doval and Wang are
special representatives
for border talks between
the two countries. In a
statement, the MEA de-
scribed the talks as
“frank and in-depth ex-
change of views” and
said they agreed that
both sides should com-
plete the ongoing disen-
gagement process along
theLAC“expeditiously”.
The troops of India
and China are engaged
in an eight-week stand-
off in several areas in
eastern Ladakh includ-
ing Pangong Tso, Gal-
wan Valley and Gogra
Hot Spring.
The Chinese military
on Monday began with-
drawing troops from
Galwan Valley and Go-
gra Hot Spring.
The MEA said both
sides agreed that it was
necessary to “ensure at
the earliest complete
disengagement of the
troops along the LAC
and de-escalation from
India-China border are-
as for full restoration of
peace and tranquillity.”

that the dedication

sentatives of urban
bodies and sanitation
workers have worked,
have resulted in suc-
cessfully stopping the
spread of corona in-
fection.
“The hard work of all
of you including the
doctors, nursing work-
ers, anganwadi workers
and police involved in
the battle against Coro-
na has increased the
honor and respect of
Rajasthan in the coun-
try,” Gehlot said while
interacting with public
representatives of ur-
ban bodies and sanita-
tion through video con-
ference from the Chief
Minister’s residence on
Monday.
Around 1600 par-
ticipants from 196 ur-
ban bodies across the
state were directly
involved in the event.

them to engage with
team spirit in the battle

Kuwait: The legal and
legislative committee
of Kuwait’s National
Assembly has approved
the draft expat quota
bill which could result
in 8 lakh Indians leav-
ing the country.
The National Assem-
bly’s legal and legisla-
tive committee has de-
termined that the draft
expat quota bill is con-
stitutional, Gulf News
reported citing local
media report. The Bill,
according to which Indi-
ans should not exceed 15
per cent of the popula-
tion, is to be transferred
to the respective com-
mittee so that a compre-
hensive plan is created.
The outlet reported
that ‘this could result in
800,000 Indians leaving
Kuwait, as the Indian
community constitutes
the largest expat com-
munity in Kuwait, total-
ling 1.45 million’.
Of the 4.3 million
population of Kuwait,
expats account for 3
million.

CROSSES 7 LAKH MARK
New Delhi: India’s COVID-19 tally neared the 7
lakh mark with 7,19,448 cases after 24,248 new
cases were reported in the last 24 hours, said
the Union Ministry of Health and Family Welfare.
There are 2,59,046 active cases in the country
while 4,40,099 patients have been cured or
discharged. While one patient has migrated. 472
new deaths were reported in the last 24 hours in
the country due to COVID-19, taking the number
of patients succumbing to the deadly virus to
20,173. As per the Health Ministry, Maharashtra
continues to be the most impacted state from the
infection with 2,06,619 cases and 8,822 fatalities
due to the virus. Tamil Nadu in second place has a
total of 1,11,151 cases and 1,510 fatalities.
SC dismisses plea, fines

Jaipur: Chief Minister
Ashok Gehlot has said
that public needs to un-
derstand that the threat
posed by Corona has
not died down. “Experts
have opined that in the
coming days the pan-
demic could take up a
major shape and creat-
ing awareness about it
is the biggest weapons
against it. It is the re-
sponsibility of the offic-
ers that the general
public is made aware
and alert about Corona
infection and how to
stop it from spreading
further,” Gehlot said
while chairing Corona
review meeting at CMR
on Monday.
Terming that all the
efforts in combating Co-
rona leading to this
point will be successful
only if we continue to
curtail Corona spread
in the coming days, Ge-
hlot instructed officials
to take stern action
against people who are
fluting health protocol
and make them aware
of the threats. “All the
necessary facilities
needed for Corona com-
bat are functioning
properly in state and in
the coming days too, no
lacunae will occur in
test, treatment or any
help in Corona fight.
The state government
will ensure that re-
source crunch does not
appear before the state
government in treat-
ment of citizens.” he

ficials to micro-manage
the sample for quick
recovery of test results.
He stressed that the
state government is
committed to bring
down the death rate in
the state. “Focus should
be on reducing the
death rate as much pos-
sible. Experts have sug-
gested to focus on plas-
ma therapy and doctors
should mull that if
plasma therapy treat-
ment is proving to be
the right treatment for
it, then special camps
should be operated for
plasma donation,” he

ly raped a girl and per-

and died, police said on
Monday. “A youth alleg-
edly raped a girl at Chau-
tra Ka Khera village in
Gendoli area of Bundi
district in Rajasthan yes-
terday night. Perturbed
over the incident, she set
herself on fire early
morning today,” said
Azaz Ahmad, IO, Gen-
doli police station.
“The victim was taken

mortem has been carried

registered against the
youth, who was neigh-
bour of the girl, under

Jaipur: Creating public
awareness for preven-
tion and protection from
coronavirus is impor-
tant to fight the deadly
disease. Rajasthan CM
Ashok Gehlot knew the
importance of inform-
ing people, not just
about the dangers of the
disease but also simple
ways to beat it.
It is with this aim,
CM started fortnightly
COVID-19 public aware-
ness campaign on June
21. It was a huge cam-
paign that covered not
just cities but reached
out to people in villages
and even in tiny ham-
lets. It was a booster
that health minister Dr
Raghu Sharma also
happens to be the min-
ister of information
and public relation. His
acute planning made
this campaign success-
ful and became a model
for rest of the country.
Initially, the cam-
paign period was to run
up to June 30, however,
given the popularity, it
was extended till July
07. Commissioner of in-
formation and public
relations Mahendra
Soni said that CM had
urged everyone from
public representatives,
social organizations,
government employees,
and common man for
active participation in
the campaign like a co-
rona warrior.
“As a result, corona
se darna nahi satark
rahna hai (Be alert
don’t be afraid of the
corona) has reached
40000 villages and 7500
wards,” Soni said.
According to him, eve-
ry Rajasthani is united
in fight against corona.
They have been taking
necessary precautions
like not leaving home
without wearing masks,
maintaining physical
distance, not spitting in
public places, and regu-
larly washing hands,
which is why the conta-
gion has been stymied.
The holy month of Savan has started with moderate rainfall in parts of Rajasthan on Monday, while heavy rains lashed isolated places in the state, according to the Meteorological Department here. Ghatol in
Banswara district recorded the maximum rainfall of 8 cm during the 24 hours till Monday morning, it said. Mundwa (Nagaur), Shergarh (Jodhpur) recorded 7 cm and 6 cm of rainfall, respectively, during this

covered two handsets
from the dead body
of late Vishnoi. One
was his official CUG
sim while other was
personal which was
locked by a pattern
which the CBI team
hasn’t been able to
open so far.
This handset is
very important to the
case as the sources
say that late Vishnoi
had received a call on
his personal mobile at
around 11 pm on the
night of May 22 after
which he had turned
sad & silent. Police
had recovered two
handsets and two sui-
cide notes from the
suicide room. Both
handsets were sent to
FSL but the pattern
lock didn’t let the in-
vestigation move for-
ward. So it is really
vital that the experts
unlock the phone and
know details of the
last call received by
late Vishnoi.
According to
sources, CBI will be
able to corroborate
the documentary
evidence it already
has with the mobile
details which will
help it crack the
case. Sources say
that the CBI is on its

through and may

The Governor was
giving online lecture on
‘Atmanirbhar Bharat
and Swadeshi’ organ-
ised by the Banaras Hin-
du University.
He said Atmanirbhar
Bharat is a post COVID
concept. It is an impor-
tant national project
whose aim is not just to
fightillimpactof corona
but also reconstruction
of India’s future.
“Post COVID, India
will have to become a
world power with re-
newed vigour and deter-
mination,” he added.
According to the gov-
ernor, swadeshi is a
thought and adopted as
economic model for our
protectionist economy
and it is key to At-
manirbhar Bharat.
However, he said that
it didn’t mean breaking
off relation with the
world but in the age of
globalisation, we also
need to produce things
locally and make them
competitive by giving
economic support to lo-
cal manufacturers.
Mishra was of the
view that India is a vi-
brant democracy and
has advantage over Chi-
na. Those who support
democracy, human
rights and elimination
of child labour would
prefer to deal with India
than China.

Shanti Dhariwal made
an important an-
nouncement while ad-
dressing the VC held by
CM Gehlot with local
body representatives.
He said that the State
Govt will distribute
two square meals a day
at a subsidised cost to
poor & needy through
Indira Rasoi. The
wholesome meal will
be available at Rs 8 at
permanent canteens
rather than mobile
vans. About 1, 30,000
people will benefit
through the scheme.
He informed that sur-
vey for the project is
over. Land for modern
kitchen will be allotted
free of cost by his de-
partment, he said.
Govt will give Rs 5 lakh
to each canteen along
with Rs 2 lakh for
maintenance. Initially,
there will be 20 can-
teens in Jaipur, while
Ajmer will have 10 can-
teens.Later,thescheme
will be taken up by mu-
nicipal bodies in other
cities. Dhariwal said
that CM Gehlot has
earnedpraiseacrossthe
country for his role dur-
ing the Corona crisis.
He praised the cleaning
staff, who didn’t refuse
for any duty assigned to
them. He took a dig at
govt employees saying
that people make excus-
es when given election
duty, but municipal
workers went to places
where even the doctors
refused to go. He was
satisfied that only a
very less number of
cleaning staff was in-
fected by the virus.

High Court rejected his
bail plea.
Justice Satish Ku-
mar Sharma, who had
reserved the verdict on
bail after a marathon
hearing on June 2, also
rejected the bail appli-
cation of co-accused
Rashid Shekh. The
court in its detailed or-
der stated that Singhvi
was the main accused
against whom strong
evidence is available
and therefore granting
him bail will send a
wrong signal to other
people involved in cor-
ruption.
The court also reject-
ed the logic of granting
bail considering other
courts granting bails to
other co-accused in the
same case saying that
each case has to be
judged in its own light.
The court mentioned
recovery of Rs 2.55
crore bribe money
while Singhvi was PS
(Mines) and the call re-
cordings clearly set
apart Singhvi’s case
from other co-accused
in the case. The court
also mentioned Singh-
vi’s attempt to evade
surrender despite Su-
preme Court orders.

Raju Thehat on regular
parole for 20 days. The
state government had
refused to recommend
parole to him, saying
that there is a strong
possibility of a gang
war if Thehat comes
out of jail. In the report

mentioned that Raju’s
release on parole can
lead to a big crime due
to his mutual rivalry.

counselling as well as

it found that 89 seats in-

result of hard work and
patience of the health &
medical teams with ac-
tive support of the ad-
ministration which got
into its act on March 26
when the first case sur-
faced. It started with a
door-to-door survey fol-
lowed by mass sampling
and then active tracking
by sealing the area.
The much discussed
‘Ramganj Model’ now
adopted in many places
including Madhya
Pradesh had three layer
screening which was
done by 10,976 teams
screening 30,84,948 peo-
ple out of which 1,14,781
were found high risk.
The search narrowed
down to 7,474 patients
screened by the doctors.
The success of health of-
ficials is reflected in the
rest of the walled city as
well which now has only
45 active cases.

GUIDELINES
n the midst of controversy over
Indian Council of Medical Re-
search trying to hasten the pro-
cess of vaccine development, In-
dia overtook Russia to become
the third worst-hit country by Covid-19.
With close to 700,000 cases against the com-
munist country’s tally of 673, 564, India is
now behind US and Brazil after a record
spike of nearly 25,000 new cases. It now has
19,289 fatalities against Russia’s 10, 027.
The only glimmer of hope lies in the recov-
ery rate which is almost 61 per cent. Maha-
rashtra continued to lead the table in India
with southern states of Tamil Nadu, Kar-
nataka, Andhra Pradesh and Telangana
kept adding cases at a pace faster than the
country’s growth rate. Not that Delhi is far-
ing any better with nearly 100,000 cases.
The high recovery rate doesn’t mean that gov-
ernments are lowering guards yet. As state after
state mobilise resources to save lives, many of
them are cancelling university examinations to
prevent the pandemic from spreading among
the youth. Rajasthan became the latest state to
cancel all university examinations for the aca-
demic year 2019-20. Chief Minister Ashok Ge-
hlot said in a tweet that the government has
decided “not to hold graduate and post-graduate
examination in all universities and technical
institutions” for the current academic year. The
government said that the students will be pro-
moted to the next class and their marks will be
decided according to the guidelines of the Min-
istry of Human Resource and Development.
Punjab government also cancelled all ex-
aminations but left the universities with
the option of holding planned online ex-
aminations. Earlier, Odisha, Madhya
Pradesh and Haryana had announced can-
cellation of examinations in their respec-
tive states. Lucknow University has also
cancelled its exams scheduled to begin
from July 7. Some of Maharashtra’s stu-
dents are in a state of flux, while others
will have no exams.
Like in Rajasthan, students in other states
too will be promoted and their marks deter-
mined as per MHRD guidelines which are yet
to be finalised. The marking system could leave
lot of deserving students sulking and the unde-
serving ones happy. More worrying is the idea
of having a generation of ‘promoted’ students
in the country.
The delay in finalisation of guidelines
for the conduct of exams by a special com-
mittee appointed by the University Grants
Commission (UGC) is at the root of the
problem. It led to speculation among stu-
dents that the exams will be put off. The
committee chairman RC Kuhad has said
that it will be a few more days before the
guidelines are submitted to the UGC.
This sluggish approach of the committee on
an issue concerning the fate of thousands of
students is lamentable. The government would
do well to hasten this process instead of raising
“unrealistic hopes” for a Covid-19 vaccine.

bly sensible leadership, the
coronavirus pandemic
would have racked up
somewhere near a million
infections at this point and
killed about 36,000 people.
That’s what would have
happened here if we’d had
a German-style response.
Instead, as of the begin-
ning of July, the infection
rate in the United States is
a world-leading 2.7 million
andthedeathtollhastopped
128,000. There are countries
with worse death rates per
million people, but, with a
couple of exceptions,
they’re either small (like
Belgium) or presided over
by leaders (like Boris John-
son in the UK) as idiotic as
ours. That is tragic enough.
But now comes Act Two.
If the United States had
practically any administra-
tive team other than the
Trump-Penceclownshow,it
wouldhaveatleastflattened
the curve at this point, no
matterhowmanyinfections
and deaths had occurred
during the first wave of the
outbreak.Americanswould
then be cautiously enjoying
their summers, bracing for
a second wave of infections
that most epidemiologists
have predicted for the fall.
Instead, while Europe and
much of Asia are tracking
down and containing small
pockets of infection that
reach at most into three dig-
its, the United States is deal-
ing with its highest daily
number of infections yet —
over 50,000 a day.

rently suffering the conse-
quences of that disparity.
Every day, the United States
is now adding three times
the number of infections
that South Korea has had
during its entire outbreak.
TheTrumpadministration’s
response to the threat of a
second wave is, why wait?
Donald Trump doesn’t
like masks. He has refused
to wear them. He has ig-
nored the advice of health
officials, members of his
administration and his
congressional enablers.
Trump is such an outlier
on the mask issue that even
Dick Cheney has consent-
ed to being photographed
wearing facial protection.
Astonishingly, the presi-
dent said, in an interview
with The Wall Street Jour-
nal, that some people are
wearing masks “to signal
disapproval of him.” To the
extent that people associate
Trump with death itself or
are wearing masks so that
they can live long enough to
vote the Grim Reaper out of
office, the president is right.
The pandemic in America
has indeed become all about
Trump:hisappallinginepti-
tudeandsociopathiccruelty.
Trump not only went
ahead with the rally last
month, he seemed to do eve-
rything possible to ensure
that it would be a public
health hazard. His advance
team had eight people who
tested positive with the dis-
ease. His organizers re-
moved stickers from seats
that were designed to main-
tain a modicum of distance
between audience mem-
bers. In the end, the 6,000
people who showed up were
all crowded together like
sardine superspreaders.
Most followed their leader
by not wearing masks. Tul-
sa subsequently experi-
enced a new uptick in COV-
ID-19 cases, though it’s not
clear how many can be
traced back to the rally.
That’s because Oklahoma
has an inadequate contact
tracing system.

nticipatory bail was granted
by Karnataka High Court to
a 27-year-old man against
whom FIR was lodged under
section 376 of the Indian Pe-
nal Code for committing
rape on a woman.
Justice Krishna S. Dikshit
took serious note of the uncom-
mon fact that the women, after
being ravished, had conveni-
ently gone to sleep.
The Judge while granting
bail to the accused, also con-
sidered the fact that the vic-
tim had gone to the office in
the odd hours and she enjoyed
drinks with the accused.
Anticipatory bail is granted
under Section 438 of the Code
of Criminal Procedure by the
Sessions Court/High Court, is-
suing directions to the con-
cerned Police station to release
the accused on bail in the event
of his/ her arrest. The peculi-
arity of this section is that the
accused is not required to ap-
pear in court when the matter
is taken up. The material that
is considered by the court is the
case diary of a police station
where the FIR is lodged.
Based on half-cooked ma-
terial of the case diary, the
court considers the plea of
the accused.
It appears that Karnataka
High Court, based on facts be-
fore it, prima facile was of the
view that the victim was a con-
senting party.
Since full facts are not be-
fore me I refrain myself
from making any comment
on the order passed by Kar-
nataka High court but if the
matter would have been be-
fore me I would have asked
the prosecution following
questions:
	z Whether the investigation was
conducted from the angle that
the drinks had matter which
could cause unconsciousness?
	z Whether the glass from which
the victim allegedly sipped the
drink, was examined by FSL
(forensic science laboratory)?
	z Whether the offence of rape
was committed before taking
drinks or afterward?
	z What was the relationship
between the accused and the
victim? Whether the victim
was a staffer in the office of the
accused?
	z Whether custodial interroga-
tion was necessary for extract-
ing the truth?
	z What was the status of the
accused?
After considering the an-
swer to these questions it
could be very well inferred
the fact situation. The sleep
of the victim could be the ef-
fect of intoxication.
The State of Karnataka in
the facts of the case is required
to file SLP (Special Leave Peti-
tion ) in the Supreme Court.

without her consent amounts
to the offence of rape.
The accused persists in en-
joying whiskey which is
gulped by her in large quan-
tity and she lost sense. Tak-
ing advantage of the situa-
tion the accused commits
sexual intercourse with her,
the act of the accused is also
an offence of rape.
The sleep of the victim was
the aftereffect of a heavy dose
of liquor gulped by her on be-
ing persisted by the accused.
In the SLP it may be stated
that this possibility can not
be ruled out that the accused
made a sketch to have sex
with the victim and thereaf-
ter filled colours in the
sketch. She was requested to
reach his office as she was
urgently required. When
she reached, she was offered
liquor and she was persuad-
ed till the last moment until
she agreed to consume liq-
uor. She was treated nicely
and when she lost senses
rape was committed on her.
In Alwar (Rajasthan) a for-
eigner woman agreed to have
sex with a young man but with
a condition that he will use a
condom before sex.
The young man failed to
abide by the condition and
had sex with the woman.
Even though the woman con-
sented to have se but it was
treated conditional consent
and the case under Section
376 of Indian Penal Code was
registered against the young
man for committing offence
of rape and he was arrested.
In the eyes of the judiciary,
the accused and the victim both
standonequalpedestals,andthe
judiciary is required to strike
the balance between the two.

day set aside the Delhi
High Court order seek-
ing records of judicial
proceedings before spe-
cial courts in Delhi and
Mumbai in connection
with the transfer of ac-
tivist Gautam Nav-
lakha to Mumbai in
Bhima Koregaon case.
A bench headed by
Justice Arun Mishra
said that Delhi High
Court should not have
entertained interim
bail plea of Navlakha

case as the case comes

The bench also ex-

Mumbai: Filmmaker Sanjay Leela Bhansali ar-
rived at Bandra police station on Monday to join
investigations in the death of actor Sushant Singh
Rajput. Bhansali has been summoned by the
Bandra police to record his statement and will be
questioned regarding the films he had offered to
the late actor, which didn’t materialise. Bhansali
arrived at the police station at around 12:30 pm
and was accompanied by his lawyer and a few of
his staffers. Over 29 persons have recorded their

LINKING EXTENDS TO MAR 31, 2021
New Delhi: The govern-
ment extended the last
date for linking Aadhaar
and PAN to March 31
next year. The decision
was taken keeping the
COVID-19 pandemic and
the resulting difficulties
in mind. “Understanding
and keeping in mind the
times that we are in, we
have extended deadlines.
PAN - AADHAAR linking
can be done till 31st
March, 2021. We do hope

better,” the (IT) Depart-
ment tweeted. Earlier, in
another big relief to tax
assessees, the IT Depart-
ment had extended the
last date of payment of
self-assessment tax, in
case of tax liability upto
Rs 1 lakh till November

New Delhi: The World
Bank signed a 750 mil-
lion dollar (about Rs
5,600 crore) agreement
with the government
for MSME Emergency
Response Programme
to support the increased
flow of finance into the
hands of micro, small,
and medium enterpris-
es (MSMEs) severely
impacted by the Cov-
id-19 crisis.
The programme will
address immediate li-
quidityandcreditneeds
of nearly 15 lakh viable
MSMEs to help them
withstand the impact of
the current shock and
protect millions of jobs.
This is the first step
among a broader set of
reforms that are needed
to propel the MSME sec-
tor over time. The

(CBDT) and Central

and Customs (CBIC),
the Union Finance Min-
istry said on Monday.

NHAI said on Monday.
NHAI has been man-
dated the task to devel-
op, maintain and man-
age National Highways,
the arterial roads of the
country, for inter-state
movement of passen-
gers and goods.
“In its effort to im-
prove the quality of
roads,NHAIhasdecided
to undertake perfor-
mance assessment and
rankingof thehighways
in the country,” NHAI
said in a statement.
The assessment audit
and ranking of NHs are
aimed to take corrective
recourse,whereverneed-
ed, to improve the quali-
ty and provide higher
level of service to high-
way commuters, it said.
The assessment pa-
rameters are based on
different international
practices and studies
for bench-marking
highway performances
in Indian context.
“The criteria for the
assessment have been
broadly categorised in
three main heads: High-

NATIONAL POSITIVE RATE AT 6.73% OVER 10 MILLION TESTS DONE: ICMR
New Delhi: The coordinated efforts of Centre & state
govts to effectively manage COVID-19 pandemic
has resulted in reduced COVID-19 positive rate
in the country. The national coronavirus positive
rate stands at 6.73 per cent, as per the MoHFW
on June 6. Further, the tests conducted per million
population in the country is at 6,859. The Centre has
emphasised on increasing testing, prompt contact
tracing and timely clinical management of the cases.
New Delhi: India has conducted over 10 million (1
crore) tests to diagnose COVID-19 so far, officials
from the ICMR said, as the cases of coronavirus rose
up to 6,97,413 in the country. In the past 24 hours,
about 1,80,596 samples were tested on July 5 in the
country with a total of 1,00,04,101 samples have been
tested till date. A senior ICMR official said, “In the last
14 days, average tests were 2.15 lakh and in last five
days 1 million tests have been conducted respectively.”

money from SHOs al-
legedly on behalf of

positive for corona.
This sent the cops in a
tizzy and in a haste,
doctors were called to
get samples of offi-
cials since the bureau
sleuths had been in-
terrogating him.
As per government

guidelines, a person is
subject to routine check-
up and coronavirus test.
Sharma was also tested
for coronavirus and his
third report came posi-
tive. The news has sent
shockwaves in ACB
headquarter where
top ACB sleuths had
been interrogating
him for past few days.

have reached 20,688,
more than 16,000 people

At present, Rajasthan

ery ratio in the country
and 79% people have

due to COVID-19 is also
2.26% in the state. There
are a total of 3,949 active
cases in the state, which
are recovering rapidly
with normal treatment.
The minister added
that government’s focus
is on maximum testing
to control the spread of
virus. So far, 9,20,600
tests have been done,
which makes the state
ahead of many other
states. The doubling
rate has also reached 31
days in the state.

A
fter a 48 hour long
wait, finally Ge-
hlot’s former
Chief Secretary DB
Gupta was appointed as
CM’s Advisor on Sunday
late night but still the
manner in which the ‘de-
velopment’ occurred,
has not been erased
from the memories of
those associated with
Rajasthan bureaucracy.
In fact, there are some
quarters, that are extreme-
ly close to the both the for-
mer and current Chief
Secretaries, who claim
that a ‘cordial deal’ had
been forged between DB
GuptaandRajeevaSwarup
on stepping down and tak-
ing over the position.
However, the manner
in which the ‘drama’
played out, according to
officials, must have re-
sulted in love lost among
the two senior IAS offi-
cials of Rajasthan. Thus
the entire bureaucracy
is abuzz with the ques-
tion as to who broke the
month old ‘agreement’?
Knowledgeable sourc-
es reveal that in the
month of May, DB and
Rajeeva had met and
chalked out an agree-
ment among themselves!
This agreement was re-
lated to DB’s voluntarily
leaving the CS’s chair
and taking some other
post, while Rajeeva
would be next in line to
fill in his ‘chair’. Accord-
ing to their understand-
ing, Gupta was to vacate
the office on July 31,
which would give Swarup
a time of four months in
the office, which would
make him eligible for an
extension after October
31, when he is slated to
retire. According to the
rules,anofficerhastoserve
in the office for two months
to be eligible for extension,
and July 31 would work for
Swarup since it would give
state government time to
prepare its argument to be
presented before Govern-
ment of India (DOPT) for
the extension.
Notably, had DB retired
on July 31, it would still
have given three months
i.e. August, September
and October to Rajeeva
and then the Personnel
department could have
used this time as well
for moving files
related to ex-
t e n s i o n .
H oweve r,
the high
point of
this en-
tire exer-
cise was that after the
extension would have
ended, currently ACS
PWD and wife of former
CS DB Gupta - Veenu
Gupta - was to be named
the next Chief Secretary!
But what transpired on
that evening of July 3 that
this understanding was
broken to pieces and DB
was forced to vacate the
seat on July 3, a full 27 days
prior to the scheduled
time. And who, among DB
and Rajeeva, broke this un-
derstanding?
The answer, as they
say, is blowing in the
winds. A highly placed
source from Delhi politi-
cal circles has revealed
that apart from DB’s per-
formance issues in
Jaipur, a powerful phone
call from New Delhi was
also instrumental in
shifting DB and putting
Rajeeva in his place be-
fore the scheduled date
of July 31. At the same
time, Rajeeva’s hard work
and performance during
Corona crisis had im-
pressed CM Gehlot,
since Rajeeva, in
absence of sub-
ordinate staff
in the Home
d e p a r t -
m e n t
d u r i n g
lockdown period had him-
self drafted not only state
government’s Corona cir-
cular but also assisted Gov-
ernment of India’s officers
to finalise the circular. In
fact, it was an extremely
technical endeavour, but a
knowledgeable ‘munshi’
played this role very well,
which raised Rajeeva’s
graph in the eyes of the
Chief Minister. And this is
how Gehlot ‘discovered’ a
new talent in Rajeeva and
‘blessed’ him with the chair
of the Chief Secretary.
Prior to issuance of
Rajeeva’s formal orders
as the new Chief Secre-
tary, a serious develop-
ment took place in DB’s
chamber where on the
evening of July 3, around
6.30 pm, Principal Secre-
tary to CM Kuldeep Ran-
ka reached CS’s chamber
and politely conveyed
CM’s desire to put Rajee-
va as the new CS. Ranka
requested DB to sign Ra-
jeeva’s orders as well as a

but a ‘stunned’ DB flatly re-
fused to do so, till he him-
self speaks to the Chief
Minister. It was then that
Ranka made DB speak with
CM Gehlot, who reportedly
shared with him of his ‘po-
litical compulsions’ and
thereafter the next moment
DB accepted and executed
Gehlot’s mandate to sign
Rajeeva’s orders, which
were a part of a major IAS
transfer list. After signing
the list, DB left the office for
hisresidence…andinthisa
high profile drama ‘Exit
DB’wassmoothlyexecuted,
under a close Gehlot super-
vision. Now the latest up-
date is that DB issue is by
now completely sorted
out and an ever smiling
face DB is all set to join
Gehlot team of advisors,
which not only includes
Arvind Mayaram and Go-
vind Sharma, but a ‘dis-
creet and low profile’

tain square projects
in Mansarovar along
with Rajashan Hous-
ing Board (RHB)

on Monday. Dhariwal
expressed satisfaction
over ongoing work of
both the projects and
appreciated RHB for
non-stop work during
lockdown due to co-
rona pandemic.
The UDH minister
said that despite this
land being invaluable,
Chief Minister Ashok
Gehlotwantedabigpark
for common men. He
saidthattheparkspread
over 52 acre will be big-
ger than the central
park. He informed that
foundation work for the
park like tenders for
clearingthelandandlay-
ing new soil was com-
pleted during the lock-
down period. Once the
lockdown was lifted, the
RHB cleared garbage
and removed 10-15 big
structuresfromtheland.
“Now, we will have
big plantation drive
during monsoon season
in which educational
institutes, social organ-
isations, NGOs and pub-
lic will also participate.
Some organisations
have already given pro-
posal for planting trees
and taking care of
them,” he said.
CM is likely to launch
plantation drive soon by
plantingKalpvrikshand
Rudraksh. “I would like
to congratulate RHB
commissioner and his
team that completed two
months work in just one
month.” There was so
much filth and garbage,
which was cleared by
workingroundtheclock.
They cleared 12 lakh cu-
bic feet and cleaned 18
lakhsquaremeterarea,”
the minister said.

developed on interna-
tional parameters and
will have 75% green
area that is bigger
than the central park.
According to him, total
area would be 22 lakh
square feet of which 18
lakh would be park and
four lakh would be foun-
tain square. It will also
have 3.5 km long and 20-
feet wide clay jogging
track.Theparkwillhave
21,000 trees and plants of
different varieties.
The entrance gate
will be on Madhyam
Marg in addition to
three gates on VT Road,
Aravali Marg and New
Sanganer Road. Apart
from enough space for
food court and restau-
rants, it will have ade-
quate parking space.
Most important
thing is national flag
as high as the central
park will also be
hoisted here. The
fountain park will be
an added attraction
with musical foun-
tain and projector to
show short movies on
the fountain music.

Jaipur: The Congress
party will not let BJP
succeed in its ploy to
silence the opposition,
Chief Minister Ashok
Gehlot said on Mon-
day, asking why the
saffron party’s leaders
are rattled when Ra-
hul Gandhi questions
government policies.
“Gandhi is doing
what a responsible op-
position leader should
do, seek answers, advise
and offer cooperation on
matters of national im-
portance,” Gehlot tweet-
ed, adding, “Why are the
BJP leaders so much
rattled whenever Rahul
Gandhi questions the
government’s wrong
policies? What kind of
democracy does BJP
want- one where nobody
sees their mistakes and
asks nothing? The INC
will not let the BJP suc-
ceedinitsploytosilence
the opposition.”
The Chief Minister
also expressed con-
cern over the rising
number of COVID-19
cases in the country
and suggested that the
centre run a special
awareness campaign
like what Rajasthan
did. “It is most worry-
ing that India has now
overtaken Russia as
the third worst-hit
country in the world
by the coronavirus.
The government of In-
dia should launch an
awareness campaign
like the state govern-
ment has done in Ra-
jasthan,” he said in
another tweet.
Meanwhile, he
slammed NDA govern-
ment over rising corona
cases and said, “NDA
government should not
compromise with the
health of lakhs of pa-
tients & all care should
be taken in purchasing
critical equipment.” in
another tweet he said,
“Rahul Gandhi ji has
questionedthequalityof
ventilatorspurchasedby
thegovernmentfromPM
CARES fund based on
objections raised by hos-
pitals & doctors. Central
government is putting
the lives at risk by pur-
chasing sub-standard
ventilators in this fight
against coronavirus.”
Reminding Centre of
their failures, he tweet-
ed, “Rahul Gandhi ji
has highlighted only
three monumental
failures of BJP led
NDA govt in last 6
years: noteban, GST
implementation and
Covid-19. BJP led NDA
government would be
always remembered
for its monumental
failures. And we still
have four more years of
this government.”
Jodhpur: When
Leelaram (34) set out
from home with his
family of four in Feb-
ruary to visit his ail-
ing mother-in-law in
Mirpur Khas in Paki-
stan, he had no idea
that he would have to
leave his wife behind.
Caught unawares by
the coronavirus-in-
duced lockdown in In-
dia, the family was
stranded in the neigh-
bouring country for
months.
After India and Pa-
kistan agreed to re-
patriate such persons
stuck on both sides,
authorities allowed
Leelaram and his
three children to re-
turn. However, his
wife Janta (33), who
doesn’t have Indian
citizenship, wasn’t
given permission. The
family returned home
last week without Janta.
“We ran from pillar
to post but the Indian
embassy in Islamabad
did not grant her the
permission to return. I
had to come back to In-
dia with my children,
leaving my wife be-
hind,” said Leelaram.
He first came to India
from Pakistan in 1986
and was eventually
granted Indian citizen-
ship. He married Janta
12 years ago. Janta had
been living in India on
a long-term visa
(LTV). She had left to
visit her mother on a
No Objection to Re-
turn to India (NORI)
visa for 60 days. After
the family’s visas ex-
pired, the Indian em-
bassy in Islamabad
only gave an extension
to Leelaram and his
children. Leelaram
said Janta’s applica-
tion for Indian citizen-
ship is pending with

about his love for
cricket. In fact, not
only does he like to

cently, when new office
of RCA President was
to be inaugurated, Ka-
tariya was seen at RCA
after a long time.
It is noteworthy
that it was Katariya
who along with other
leaders like Dhar-
mendra Rathore and
Raghu Sharma, had
burnt midnight oil to
get PCC General Sec-
retary Vaibhav Ge-
hlot, elected to the
Presidency of RCA.
However, after his vic-
tory, Katariya dis-
tanced himself from
RCA, only to be seen on
the day of opening of
the new office. This has
raised curiosity of ob-
servers both from po-
litical and cricket field
who are mulling if the
minister is cosying up
to cricket, once again.
It is worth men-
tioning that Katariya
is also on board of a
few cricket clubs as
well that have made
a good name for
themselves. But Ka-
tariya is not only poli-
tician who appears to
have a fancy for the
gentleman’s game. On
the day of opening of
new office, MLA Baljet
Yadav was also seen
congratulating Vaib-
hav. Yadav had reached
RCA with Congress
leader Dharmendra
Rathore and has been
actively taking part in
Gehlot camp’s activi-
ties to take a share of
the ‘power pie’.

abandon? Never. Or, at least,
rarely. Liz Flahive and Carly
Mensch’sbrilliantnewshow
about a bunch of misfit
women in 1985 Los Angeles
joining forces (and I mean
forces) to make a pilot for a
TV show, The Gorgeous La-
diesof Wrestling(orGLOW),
is a fictionalised account of
the true story behind an 80s
wrestling franchise.
Dreadful alcoholic mi-
sogynist director Sam Sil-
via (terrific standup Marc
Maron) puts out the call for
“unconventional” women
to attend a mystery audi-
tion in an out-of-town gym.
Among them is Mad Men
and Community’s Alison
Brie as serious actor Ruth
Wilder. She is at a low ebb
when she arrives to find all
the other women who can’t
get cast in 80s Hollywood
sitting on benches, unsure
what they are doing there.
The women in this are
real – not Hollywood “real”.
A breastfeeding woman
looks like we do, half hang-
ing out of her bra with a bag
of peas over the bleeding
nipple her son’s just bitten.
The fat women are fat, not
just a tad overasize10.They
say and do things that wom-
en on TV usually don’t.
Ruth looks as if she is be-
ing cut from the auditions
when her friend Debbie
(NurseJackie’sBettyGilpin)
arrives,screamingbluemur-
der and accusing her of
sleepingwithherhusband.It
should be an “oh, come on”
moment but every time this
show pulls a similar set-
piece, I find myself whoop-
ing American-style rather
than booing. “Is this real?”
asks one of the girls as the
two women scrap. “Who
cares?”repliesanother,sum-
ming up both wrestling and
theessenceof thisshow.Brie
and co are grabbing my
hand,pullingmethroughthe
ropes and I’m going with it,
grinning like a giddy fool.
The two women are
forced to work together
justastheirfriendshipun-
spools, director Sam has a
past that is about to catch
up with him, and the oth-
er women take it in turns
to ease their way to the
front as the episodes go on.
And there are so many sur-
prises. Rhonda, the quirky
Britishgirlwiththefamiliar
face, turns out to be singer
Kate Nash in a brilliant
break-outrole.Sheisatonce
dazzling and a total natural.
There are so many
magnificent wom-
en in this cast,
all of whom
had to learn
hardcore wrestling moves
to make the fake look “real-
fake” and not “body-dou-
bled fake”.
Sydelle Noel as ex-film
star Cherry Bang has quiet
power and a nice line in put-
downs. When spoilt rich kid
Melrose (Jackie Tohn)
winds her up, she chokes
her with a “sleeper hold”
until she passes out. “That’s
lunch,” she deadpans and
leaves the ring.
The one thing the awful,
bourbon-soaked director
gives the women (while hav-
ing his cake, naturally) is
an opportunity to express
themselves on screen in
an unselfconscious, pow-
erful way. Yes, the TV
pilot is funded by a giddy
rich boy with a Malibu
beach house and a robot
butler, but it’s the women
who take charge. I haven’t
seen a US show as smart,
grimy, snappy and ludi-
crous in a long time. It is
everything I want right
now with a big, lurid cherry
on top. If GLOW isn’t the
best fun you have in front of
a screen this year, I’ll give
you 10 bucks.

While one patient has migrated. 472 new deaths were reported in the last 24 hours in the country due to COVID-19, taking the number of patients succumbing to the deadly virus to 20,173. As per the Health Ministry, Maharashtra continues to be the most impacted state from the infection with 2,06,619 cases and 8,822 fatalities due to the virus. It is the re- sponsibility of the offic- ers that the general public is made aware and alert about Corona infection and how to stop it from spreading further,” Gehlot said while chairing Corona review meeting at CMR on Monday. Terming that all the efforts in combating Co- rona leading to this point will be successful only if we continue to curtail Corona spread in the coming days, Ge- hlot instructed officials to take stern action against people who are fluting health protocol and make them aware of the threats. “All the necessary facilities needed for Corona com- bat are functioning properly in state and in the coming days too, no lacunae will occur in test, treatment or any help in Corona fight. It is with this aim, CM started fortnightly COVID-19 public aware- ness campaign on June 21. It was a huge cam- paign that covered not just cities but reached out to people in villages and even in tiny ham- lets. It was a booster that health minister Dr Raghu Sharma also happens to be the min- ister of information and public relation. His acute planning made this campaign success- ful and became a model for rest of the country. Initially, the cam- paign period was to run up to June 30, however, given the popularity, it was extended till July 07. Commissioner of in- formation and public relations Mahendra Soni said that CM had urged everyone from public representatives, social organizations, government employees, and common man for active participation in the campaign like a co- rona warrior. “As a result, corona se darna nahi satark rahna hai (Be alert don’t be afraid of the corona) has reached 40000 villages and 7500 wards,” Soni said. According to him, eve- ry Rajasthani is united in fight against corona. They have been taking necessary precautions like not leaving home without wearing masks, maintaining physical distance, not spitting in public places, and regu- larly washing hands, which is why the conta- gion has been stymied. The holy month of Savan has started with moderate rainfall in parts of Rajasthan on Monday, while heavy rains lashed isolated places in the state, according to the Meteorological Department here. Ghatol in Banswara district recorded the maximum rainfall of 8 cm during the 24 hours till Monday morning, it said. Mundwa (Nagaur), Shergarh (Jodhpur) recorded 7 cm and 6 cm of rainfall, respectively, during this period. Many other places recorded rainfall below 6 cm. CBI is now trying to break the pattern lock on late Vishnu Dutt Vishnoi’s mo- bile handset with help from cyber ex- perts. Police had re- covered two handsets from the dead body of late Vishnoi. One was his official CUG sim while other was personal which was locked by a pattern which the CBI team hasn’t been able to open so far. This handset is very important to the case as the sources say that late Vishnoi had received a call on his personal mobile at around 11 pm on the night of May 22 after which he had turned sad & silent. Police had recovered two handsets and two sui- cide notes from the suicide room. Both handsets were sent to FSL but the pattern lock didn’t let the in- vestigation move for- ward. So it is really vital that the experts unlock the phone and know details of the last call received by late Vishnoi. According to sources, CBI will be able to corroborate the documentary evidence it already has with the mobile details which will help it crack the case. The Governor was giving online lecture on ‘Atmanirbhar Bharat and Swadeshi’ organ- ised by the Banaras Hin- du University. He said Atmanirbhar Bharat is a post COVID concept. It is an impor- tant national project whose aim is not just to fightillimpactof corona but also reconstruction of India’s future. “Post COVID, India will have to become a world power with re- newed vigour and deter- mination,” he added. He said that the State Govt will distribute two square meals a day at a subsidised cost to poor & needy through Indira Rasoi. Land for modern kitchen will be allotted free of cost by his de- partment, he said. Govt will give Rs 5 lakh to each canteen along with Rs 2 lakh for maintenance. He took a dig at govt employees saying that people make excus- es when given election duty, but municipal workers went to places where even the doctors refused to go. Justice Satish Ku- mar Sharma, who had reserved the verdict on bail after a marathon hearing on June 2, also rejected the bail appli- cation of co-accused Rashid Shekh. The court in its detailed or- der stated that Singhvi was the main accused against whom strong evidence is available and therefore granting him bail will send a wrong signal to other people involved in cor- ruption. The court also reject- ed the logic of granting bail considering other courts granting bails to other co-accused in the same case saying that each case has to be judged in its own light. The court mentioned recovery of Rs 2.55 crore bribe money while Singhvi was PS (Mines) and the call re- cordings clearly set apart Singhvi’s case from other co-accused in the case. The court also mentioned Singh- vi’s attempt to evade surrender despite Su- preme Court orders. The state government had refused to recommend parole to him, saying that there is a strong possibility of a gang war if Thehat comes out of jail. With close to 700,000 cases against the com- munist country’s tally of 673, 564, India is now behind US and Brazil after a record spike of nearly 25,000 new cases. It now has 19,289 fatalities against Russia’s 10, 027. The only glimmer of hope lies in the recov- ery rate which is almost 61 per cent. Maha- rashtra continued to lead the table in India with southern states of Tamil Nadu, Kar- nataka, Andhra Pradesh and Telangana kept adding cases at a pace faster than the country’s growth rate. Not that Delhi is far- ing any better with nearly 100,000 cases. The high recovery rate doesn’t mean that gov- ernments are lowering guards yet. As state after state mobilise resources to save lives, many of them are cancelling university examinations to prevent the pandemic from spreading among the youth. Rajasthan became the latest state to cancel all university examinations for the aca- demic year 2019-20. Chief Minister Ashok Ge- hlot said in a tweet that the government has decided “not to hold graduate and post-graduate examination in all universities and technical institutions” for the current academic year. The government said that the students will be pro- moted to the next class and their marks will be decided according to the guidelines of the Min- istry of Human Resource and Development. Punjab government also cancelled all ex- aminations but left the universities with the option of holding planned online ex- aminations. Earlier, Odisha, Madhya Pradesh and Haryana had announced can- cellation of examinations in their respec- tive states. Lucknow University has also cancelled its exams scheduled to begin from July 7. Some of Maharashtra’s stu- dents are in a state of flux, while others will have no exams. Like in Rajasthan, students in other states too will be promoted and their marks deter- mined as per MHRD guidelines which are yet to be finalised. The marking system could leave lot of deserving students sulking and the unde- serving ones happy. More worrying is the idea of having a generation of ‘promoted’ students in the country. The delay in finalisation of guidelines for the conduct of exams by a special com- mittee appointed by the University Grants Commission (UGC) is at the root of the problem. It led to speculation among stu- dents that the exams will be put off. The committee chairman RC Kuhad has said that it will be a few more days before the guidelines are submitted to the UGC. This sluggish approach of the committee on an issue concerning the fate of thousands of students is lamentable. The government would do well to hasten this process instead of raising “unrealistic hopes” for a Covid-19 vaccine. IN-DEPTH I f the United States had quick-thinking and efficient leadership, the pandemic would have in- fected about 100,000 people and killed only a couple thousand.That’stheexperi- ence of South Korea, times seven to account for the dif- ference in population. Anticipatory bail is granted under Section 438 of the Code of Criminal Procedure by the Sessions Court/High Court, is- suing directions to the con- cerned Police station to release the accused on bail in the event of his/ her arrest. The peculi- arity of this section is that the accused is not required to ap- pear in court when the matter is taken up. The material that is considered by the court is the case diary of a police station where the FIR is lodged. Based on half-cooked ma- terial of the case diary, the court considers the plea of the accused. It appears that Karnataka High Court, based on facts be- fore it, prima facile was of the view that the victim was a con- senting party. Since full facts are not be- fore me I refrain myself from making any comment on the order passed by Kar- nataka High court but if the matter would have been be- fore me I would have asked the prosecution following questions: z Whether the investigation was conducted from the angle that the drinks had matter which could cause unconsciousness? z Whether the glass from which the victim allegedly sipped the drink, was examined by FSL (forensic science laboratory)? z Whether the offence of rape was committed before taking drinks or afterward? z What was the relationship between the accused and the victim? Whether the victim was a staffer in the office of the accused? z Whether custodial interroga- tion was necessary for extract- ing the truth? z What was the status of the accused? After considering the an- swer to these questions it could be very well inferred the fact situation. The sleep of the victim could be the ef- fect of intoxication. The State of Karnataka in the facts of the case is required to file SLP (Special Leave Peti- tion ) in the Supreme Court. assailing the order. In the SLP it may be stated that this possibility can not be ruled out that the accused made a sketch to have sex with the victim and thereaf- ter filled colours in the sketch. She was requested to reach his office as she was urgently required. When she reached, she was offered liquor and she was persuad- ed till the last moment until she agreed to consume liq- uor. She was treated nicely and when she lost senses rape was committed on her. In Alwar (Rajasthan) a for- eigner woman agreed to have sex with a young man but with a condition that he will use a condom before sex. The young man failed to abide by the condition and had sex with the woman. Even though the woman con- sented to have se but it was treated conditional consent and the case under Section 376 of Indian Penal Code was registered against the young man for committing offence of rape and he was arrested. In the eyes of the judiciary, the accused and the victim both standonequalpedestals,andthe judiciary is required to strike the balance between the two. New Delhi: The World Bank signed a 750 mil- lion dollar (about Rs 5,600 crore) agreement with the government for MSME Emergency Response Programme to support the increased flow of finance into the hands of micro, small, and medium enterpris- es (MSMEs) severely impacted by the Cov- id-19 crisis. The programme will address immediate li- quidityandcreditneeds of nearly 15 lakh viable MSMEs to help them withstand the impact of the current shock and protect millions of jobs. This is the first step among a broader set of reforms that are needed to propel the MSME sec- tor over time. New Delhi: The gov- ernment is not consid- ering any proposal to merge the Central Board of Direct Taxes (CBDT) and Central Board of Indirect Taxes and Customs (CBIC), the Union Finance Min- istry said on Monday. The Centre refuted as “baselessandunverified” a media report which claimed that the Union government is consider- ing a proposal to merge the CBDT and CBIC. As per the Ministry of Finance, a leading newspaper published a news item which stat- ed that the Govern- ment is considering such a proposal. “This news item is factually incorrect as the Government has no proposal to merge the two Boards created un- der the Central Boards of Revenue Act, 1963,” the Ministry said. Ram Rahim made accused in theft of Sikh holy scriptures NATIONAL POSITIVE RATE AT 6.73% OVER 10 MILLION TESTS DONE: ICMR New Delhi: The coordinated efforts of Centre & state govts to effectively manage COVID-19 pandemic has resulted in reduced COVID-19 positive rate in the country. The national coronavirus positive rate stands at 6.73 per cent, as per the MoHFW on June 6. Further, the tests conducted per million population in the country is at 6,859. The Centre has emphasised on increasing testing, prompt contact tracing and timely clinical management of the cases. New Delhi: India has conducted over 10 million (1 crore) tests to diagnose COVID-19 so far, officials from the ICMR said, as the cases of coronavirus rose up to 6,97,413 in the country. In the past 24 hours, about 1,80,596 samples were tested on July 5 in the country with a total of 1,00,04,101 samples have been tested till date. This sent the cops in a tizzy and in a haste, doctors were called to get samples of offi- cials since the bureau sleuths had been in- terrogating him. As per government andjailadministration’s guidelines, a person is subject to routine check- up and coronavirus test. Sharma was also tested for coronavirus and his third report came posi- tive. The news has sent shockwaves in ACB headquarter where top ACB sleuths had been interrogating him for past few days. The ACB had arrested Sharma while collect- ing Rs 5 lakh in the name of then DIG Bharatpur who has been since removed from his post. ACB had sought remand of Shar- ma twice and time limit of secondremandwasto end on Monday. On learning about Sharma, bureau sleuths immedi- ately informed health department, which sent teams to sanitize ACB headquarter and took samples of around 50 cops working in the agency. ACB officials have instructed 11 mem- bers, including re- search officer Prith- viraj Meena, to be on quarantine. Meena on Monday ques- tioned a total of 18 SHOs of Bharatpur range in the case. Nine SHOs from Bharatpur, five from Sawai Madhopur and four from Dholpur reached ACB head- quarters. The minister added that government’s focus is on maximum testing to control the spread of virus. So far, 9,20,600 tests have been done, which makes the state ahead of many other states. In fact, there are some quarters, that are extreme- ly close to the both the for- mer and current Chief Secretaries, who claim that a ‘cordial deal’ had been forged between DB GuptaandRajeevaSwarup on stepping down and tak- ing over the position. However, the manner in which the ‘drama’ played out, according to officials, must have re- sulted in love lost among the two senior IAS offi- cials of Rajasthan. Thus the entire bureaucracy is abuzz with the ques- tion as to who broke the month old ‘agreement’? Knowledgeable sourc- es reveal that in the month of May, DB and Rajeeva had met and chalked out an agree- ment among themselves! This agreement was re- lated to DB’s voluntarily leaving the CS’s chair and taking some other post, while Rajeeva would be next in line to fill in his ‘chair’. Accord- ing to their understand- ing, Gupta was to vacate the office on July 31, which would give Swarup a time of four months in the office, which would make him eligible for an extension after October 31, when he is slated to retire. According to the rules,anofficerhastoserve in the office for two months to be eligible for extension, and July 31 would work for Swarup since it would give state government time to prepare its argument to be presented before Govern- ment of India (DOPT) for the extension. Notably, had DB retired on July 31, it would still have given three months i.e. August, September and October to Rajeeva and then the Personnel department could have used this time as well for moving files related to ex- t e n s i o n . H oweve r, the high point of this en- tire exer- cise was that after the extension would have ended, currently ACS PWD and wife of former CS DB Gupta - Veenu Gupta - was to be named the next Chief Secretary! But what transpired on that evening of July 3 that this understanding was broken to pieces and DB was forced to vacate the seat on July 3, a full 27 days prior to the scheduled time. And who, among DB and Rajeeva, broke this un- derstanding? The answer, as they say, is blowing in the winds. A highly placed source from Delhi politi- cal circles has revealed that apart from DB’s per- formance issues in Jaipur, a powerful phone call from New Delhi was also instrumental in shifting DB and putting Rajeeva in his place be- fore the scheduled date of July 31. Ranka requested DB to sign Ra- jeeva’s orders as well as a 102IASofficerstransferlist but a ‘stunned’ DB flatly re- fused to do so, till he him- self speaks to the Chief Minister. It was then that Ranka made DB speak with CM Gehlot, who reportedly shared with him of his ‘po- litical compulsions’ and thereafter the next moment DB accepted and executed Gehlot’s mandate to sign Rajeeva’s orders, which were a part of a major IAS transfer list. According to him, total area would be 22 lakh square feet of which 18 lakh would be park and four lakh would be foun- tain square. It will also have 3.5 km long and 20- feet wide clay jogging track.Theparkwillhave 21,000 trees and plants of different varieties. The entrance gate will be on Madhyam Marg in addition to three gates on VT Road, Aravali Marg and New Sanganer Road. Apart from enough space for food court and restau- rants, it will have ade- quate parking space. Most important thing is national flag as high as the central park will also be hoisted here. The fountain park will be an added attraction with musical foun- tain and projector to show short movies on the fountain music. First India Bureau Jaipur: The Congress party will not let BJP succeed in its ploy to silence the opposition, Chief Minister Ashok Gehlot said on Mon- day, asking why the saffron party’s leaders are rattled when Ra- hul Gandhi questions government policies. “Gandhi is doing what a responsible op- position leader should do, seek answers, advise and offer cooperation on matters of national im- portance,” Gehlot tweet- ed, adding, “Why are the BJP leaders so much rattled whenever Rahul Gandhi questions the government’s wrong policies? And we still have four more years of this government.” Jodhpur: When Leelaram (34) set out from home with his family of four in Feb- ruary to visit his ail- ing mother-in-law in Mirpur Khas in Paki- stan, he had no idea that he would have to leave his wife behind. Caught unawares by the coronavirus-in- duced lockdown in In- dia, the family was stranded in the neigh- bouring country for months. After India and Pa- kistan agreed to re- patriate such persons stuck on both sides, authorities allowed Leelaram and his three children to re- turn. However, his wife Janta (33), who doesn’t have Indian citizenship, wasn’t given permission. The family returned home last week without Janta. “We ran from pillar to post but the Indian embassy in Islamabad did not grant her the permission to return. I had to come back to In- dia with my children, leaving my wife be- hind,” said Leelaram. He first came to India from Pakistan in 1986 and was eventually granted Indian citizen- ship. He married Janta 12 years ago. Janta had been living in India on a long-term visa (LTV). She had left to visit her mother on a No Objection to Re- turn to India (NORI) visa for 60 days. After the family’s visas ex- pired, the Indian em- bassy in Islamabad only gave an extension to Leelaram and his children. Dreadful alcoholic mi- sogynist director Sam Sil- via (terrific standup Marc Maron) puts out the call for “unconventional” women to attend a mystery audi- tion in an out-of-town gym. Among them is Mad Men and Community’s Alison Brie as serious actor Ruth Wilder. She is at a low ebb when she arrives to find all the other women who can’t get cast in 80s Hollywood sitting on benches, unsure what they are doing there. The women in this are real – not Hollywood “real”. A breastfeeding woman looks like we do, half hang- ing out of her bra with a bag of peas over the bleeding nipple her son’s just bitten. The fat women are fat, not just a tad overasize10.They say and do things that wom- en on TV usually don’t. Ruth looks as if she is be- ing cut from the auditions when her friend Debbie (NurseJackie’sBettyGilpin) arrives,screamingbluemur- der and accusing her of sleepingwithherhusband.It should be an “oh, come on” moment but every time this show pulls a similar set- piece, I find myself whoop- ing American-style rather than booing. “Is this real?” asks one of the girls as the two women scrap. “Who cares?”repliesanother,sum- ming up both wrestling and theessenceof thisshow.Brie and co are grabbing my hand,pullingmethroughthe ropes and I’m going with it, grinning like a giddy fool. The two women are forced to work together justastheirfriendshipun- spools, director Sam has a past that is about to catch up with him, and the oth- er women take it in turns to ease their way to the front as the episodes go on. And there are so many sur- prises. Rhonda, the quirky Britishgirlwiththefamiliar face, turns out to be singer Kate Nash in a brilliant break-outrole.Sheisatonce dazzling and a total natural. There are so many magnificent wom- en in this cast, all of whom had to learn hardcore wrestling moves to make the fake look “real- fake” and not “body-dou- bled fake”. Sydelle Noel as ex-film star Cherry Bang has quiet power and a nice line in put- downs. When spoilt rich kid Melrose (Jackie Tohn) winds her up, she chokes her with a “sleeper hold” until she passes out. “That’s lunch,” she deadpans and leaves the ring. The one thing the awful, bourbon-soaked director gives the women (while hav- ing his cake, naturally) is an opportunity to express themselves on screen in an unselfconscious, pow- erful way. Yes, the TV pilot is funded by a giddy rich boy with a Malibu beach house and a robot butler, but it’s the women who take charge. I haven’t seen a US show as smart, grimy, snappy and ludi- crous in a long time. It is everything I want right now with a big, lurid cherry on top. If GLOW isn’t the best fun you have in front of a screen this year, I’ll give you 10 bucks.
