This survey report provides information obtained through media analysis, regarding the news
trends across major publications in the country. This survey report will pay particular
attention to the news trends in the first quarter of FY2021-22, when the country was reeling
under heavy pandemic. These observations do have limitations which will be noted and are
based on total numbers of stories categorised by different sectors. Not only India, but the
entire world is experiencing a devastating wave of COVID-19. The spread of COVID-19 in
India was initially characterized by fewer cases and lower case fatality rates compared with
numbers in many developed countries, primarily due to a stringent lockdown and a
demographic dividend. However, economic constraints forced a staggered lockdown exit
strategy, resulting in a spike in COVID-19 cases. This factor, coupled with low spending on
health as a percentage of gross domestic product (GDP), created mayhem because of
inadequate numbers of hospital beds and ventilators and a lack of medical personnel,
especially in the public health sector. Nevertheless, technological advances, supported by a
strong research base, helped contain the damage resulting from the pandemic. In the first ten
days of May, India’s reported count of COVID-19 deaths was nearly 40,000, roughly
accounting for a third of deaths worldwide during this period. The media ecosystem
continues to be challenging this year – and that was before the pandemic. To inform the
citizens during these uncertain times, newsrooms and media houses across the country have
made pandemic coverage a priority. While there is an abundance of news to be reported on

double its revenue to Rs 2.68 lakh crore by 2025.
Print newspapers in India have been seeing a significant surge in revenue, making it the

TREND ANALYSIS OF COVID-19 OUTBREAK IN
INDIA
More than 15 countries including the US,
Russia, France and the United Kingdom
rushed critical emergency use equipment to
enable India counter the COVID-19’s deadly
second wave. Ministry of External Affairs
announced that several countries are sending
hundreds of oxygen concentrators, respirators
and large quantities of liquid oxygen to help
India at this hour of the pandemic. The Delhi
High Court announced that it will take up
court proceedings through virtual mode from
April 9 to April 23. India became the first
country in the world to report over 4 lakh new
cases on April 30, 2021. It was being
speculated that the COVID-19 wave that
plunged India into the world’s biggest health
crisis has the potential to worsen in the
coming weeks, with some research models
projecting that the death toll could more than
double from current levels. Several states of
the country introduced lockdowns, although
Prime Minister Narendra Modi resisted a
national effort after one imposed by the
Central government last year fueled a
humanitarian crisis with migrant workers
fleeing the cities on foot and in some cases
bringing the virus with them. A devastating
second wave of coronavirus in India has seen
hospitals and crematoriums overwhelmed and
widespread shortages of oxygen and
medicines. Hospitals across India are also
experiencing oxygen shortages, with some
forced to put up signs warning of a lack of
supplies. War of words erupted between the
Central government and several state
governments such as Delhi & Maharashtra
government over oxygen supply.
Fitch group company (India Ratings) said “the
second wave of COVID-19 infections will be
less disruptive than the first wave for the
business environment as corporates are
better prepared”. But it was being reported
that smaller businesses including micro, small
and medium enterprises are laying off more
employees as demand and sales have
plummeted due to localised lockdowns
implemented by the state governments. The
Centre for Monitoring Indian Economy,
recently said that “the unemployment rate in
the country has touched a four-month high
as over 70 lakh jobs have been impacted.”
Amid the concerns regarding shortage of
COVID-19 vaccines in the national capital, the
Delhi government recently stated that “the
vaccination of the 18-44 age group remained
suspended for the fifth consecutive day” and
further informed that there is no COVAXIN
stock available for any age group.

AAP MLA Atishi said “Delhi has already
shut 235 of the 368 inoculation centres for
this category due to a shortage of vaccines.”
Few other states including Maharashtra
suspended vaccination for 18-44 age group,
citing shortage of doses. Amid the COVID-19
outbreak in the country, cases of
Mucormycosis (Black Fungus) have emerged
in patients who were in the recovery phase of
the disease. Hundreds of corpses were also
found floating in the Ganga river or buried in
the sand of its banks in the northern state of
Uttar Pradesh, fearing they were COVID-19
infected.
Prime Minister during his latest address to the
nation said "The Centre is taking back total
control of vaccination now, will be
implemented in next two weeks. The Centre
will give free vaccines to states for all above

As the second wave of coronavirus in the
country continues to slow down, several states
have started easing the strict restrictions which

with 50 per cent seating capacity.
Malls, markets and market complexes were
allowed to open between 10 am to 8 pm on
odd-even basis in accordance with their shop
numbers. Private offices also opened up with
50 per cent manpower. In Uttar Pradesh, the
curfew continues to remain in districts that
have more than 600 actives cases. With states
unlocking across the country and the Delta
variant still around, health experts are
continuously stressing on the need to re-open
with a robust vaccination strategy and COVID
appropriate behaviour.
The Drugs Controller General of India (DGCA)
has granted its nod to Indian pharmaceutical
giant Cipla to import Moderna’s COVID-19
vaccine for restricted emergency use in the
country. The Directorate General of Civil
Aviation (DGCA) extended the restrictions on
scheduled international passenger flights to and
from India extended till July 31st, 2021. DGCA
also stated “However, international
scheduled flights may be allowed on selected
routes by the competent authority on a case-
to-case basis.”
US President Joe Biden and house unanimously
passed a resolution recognizing the devastating
impact of COVID-19 in India and expressing
the sense of the House of Representatives to
urgently facilitate assistance. Indian Council of
Medical Research (ICMR) recently stated that
India crossed the milestone of conducting 400
million tests for COVID-19 since the pandemic
began, with the last 50 million tests being
conducted over the last 24 days. The United
States’ National Institutes of Health reported
that India’s first indigenously developed
COVID-19 vaccine Covaxin is able to
effectively neutralise the Alpha and Delta
variants of SARS-CoV-2.

ASSEMBLY POLLS: CHANGING POLITICAL

69 seats spread across West Bengal and
Assam went to the polls on April 1st
and
campaigning continued in other parts of West
Bengal, Assam, Tamil Nadu, Kerala and
Puducherry. A major involvement of Supreme
Court with respect to election rallies, violence
and Mamata Banerjee getting injured during
the election campaign in the state was seen.
West Bengal Chief Minister and TMC Chief
Mamata Banerjee declared that all her public
meetings stand cancelled and she will address
rallies virtually for the remaining two phases
of the Bengal assembly elections.
The Election Commission banned roadshows,
bike/cycle rallies for the remainder of the
West Bengal assembly polls in light of the
second wave of covid infections. Election
Commission also restricted the number
allowed to attend a public meeting to 500.
Prime Minister Narendra Modi also
cancelled the rallies in West Bengal to chair
COVID-19 meetings in Delhi. A voter
turnout of 79.09 % voter was recorded in the
sixth phase of the -West Bengal assembly
polls. Voting for 234-seat Tamil Nadu
assembly was held on April 6th
in a single
phase. Bharatiya Janata Party managed to
retain power in Assam with 60 seats and was
way ahead of the Indian National Congress
which ended up with 29. Parties such as the
AIUDF and AGP did manage to put up a
good performance with 16 and 9 seats
respectively.

West Bengal Chief Minister Mamata Banerjee
has filed an election petition in the Calcutta
High Court challenging the Assembly election
result of Nandigram constituency, where she
had contested and lost. In her plea to the high
court, Mamata Banerjee has alleged that BJP
leader Suvendu Adhikari used corrupt
practises such as bribery, undue influence &
spreading enmity to win Nandigram election.
West Bengal President Dilip Ghosh in his
recent interview stated that “BJP will submit
an election petition in the Supreme court
against the West Bengal assembly election
2021 and would demand a recounting of the
same.”
Dravida Munnetra Kazhagam (DMK)
President MK Stalin registered his third
consecutive victory in Tamil Nadu Assembly
elections with a win from the Kolathur
constituency. With this third consecutive win
in Kolathur, MK Stalin has continued his grip
on the constituency since 2011.
In Kerala, the Left Democratic Front (LDF)
headed by Chief Minister by Pinarayi Vijayan
wins 99 seats. BJP leader and Senior Assam
Minister Himanta Biswa Sarma wins for fifth
time and sidestepped the query on chief
ministership in the state. The NRC, BJP and
AIADMK alliance is all set to come to power
in the Union Territory of Puducherry. Prime
Minister Narendra Modi, Home Minister Amit
Shah among others thanked the people of
Puducherry after the NRC, BJP and AIADMK
alliance headed for a majority in the
assembly elections. Prime Minister Narendra
Modi also congratulated Chief Minister
Pinarayi Vijayan Mamata Banerjee, MK
Stalin for winning in Assembly Elections
2021.

The crisis triggered on 6th
May, when
Palestinians began protests in East Jerusalem
over an anticipated decision of the Supreme
Court of Israel on the eviction of six
Palestinian families in Sheikh Jarrah. It was
being reported that a squad of Israeli police
officers entered the Aqsa Mosque in Jerusalem
and brushed the Palestinian attendants aside
that led to the sudden resumption of war
between Israel and Hamas, the militant group
that rules the Gaza Strip. Israel and Hamas
have implemented truce in Palestine’s Gaza
after 11 days of fighting that saw rockets
flying from both sides. The truce was brokered
by Egypt. It was interesting to see Israel
engage in talks for truce with Hamas, a
stakeholder it classifies as a terrorist
organization in Palestine. At least 240 people
were killed and most of those deaths have
been Palestinians in the territory of Gaza.
Hamas had fired some 200 rockets towards
Israel, according to the Israeli military,
including several targeted at Jerusalem, with
many intercepted by Israel’s Iron Dome
defence system. The United Nations has
warned the planned expulsions could amount
to “war crimes”. Hamas leader Ismail Haniya
stated that “the group is ready if Israel
increases its attacks on the besieged Gaza
Strip and if they (Israel) want to escalate,
the resistance is ready; and if they want to
stop, the resistance is ready.”

NATURE STRIKES: CYCLONE TAUKTAE & YAAS

Severe Cyclonic Storm Tauktae was a
powerful tropical cyclone in the Arabian Sea
that became the strongest tropical cyclone to
make landfall in the Indian state of Gujarat
since the 1998 Gujarat cyclone and one of the
strongest tropical cyclones to ever affect the
west coast of India. Several people are still
missing after a barge off the coast of Mumbai
sank amid a severe cyclone. Cyclone Yaas
cyclone made a landfall in Balasore district,
Odisha affecting many northern and coastal
districts on May 26th and 27th. Central
government sanctioned Rs 1,000 crore in
financial aid to the cyclone-ravaged states. Rs
500 crore has been allotted to Odisha, while
the remaining Rs 500 crore will be distributed
between West Bengal and Jharkhand. Prime
Minister Narendra Modi also announced ex-
gratia of Rs 2 lakh to the next of kin of the
deceased and Rs 50,000 to the seriously
injured. Prime Minister Narendra Modi spoke
to the Chief Ministers of Maharashtra, Gujarat
and Goa and the Lieutenant Governor of
Daman & Diu to take stock of the situation in
the states. Flight operations at Mumbai's
Chhatrapati Shivaji Maharaj International
Airport were halted for hours due to the
cyclone. The cyclone triggered strong winds
with the highest-ever speed of 114 kilometres
per hour in Mumbai. The Indian Navy
deployed three of its frontline warships - INS
Kolkata, INS Kochi and INS Talwar after
receiving messages to rescue 410 people. A
week after very severe cyclonic storm, Yaas,
struck Odisha coast, the state government said
“60 lakh people in 11,000 villages were
affected while the natural disaster caused
loss to the tune of ₹610 crore.” The Odisha
government moved over 2 lakh people from
vulnerable areas in coastal districts to safety.
West Bengal Chief Minister Mamata Banerjee
stated that her administration evacuated over
nine lakh people to safe shelters. The repeated
cycle of disasters in the region has trapped
them in poverty.

Due to the steep rise in coronavirus cases
across the country, the Central government
decided to cancel CBSE Class 10 Board
exams 2021 and initially decided to postpone
the CBSE Class 12 Board Exams 2021.
Recently, Deference Minister Rajnath Singh
chaired a high level meeting with state
education ministers and secretaries to decide
on Class 12 CBSE exams which were pending
due to COVID-19. Union Education Minister
Ramesh Pokhriyal asked for suggestions from
several states across the country regarding the
board examinations and experts stated that it is
possible to cancel the exams. Union Education
Minister Ramesh Pokhriyal, after a high-level
meeting, said “there is a broad consensus
among states to conduct the Class 12 board
exams.” States and Union territories were
asked to submit their detailed suggestions on
the matter by May 25th
and a final decision on
the same was announced by June 1st
2021.
The evaluation criteria was released by
Central Board of Secondary Education
through which it will assess Class 12 students.
The Class 12 board examinations result will
be based on the Class 10 component (30%)
based on the best three performing subjects in
the board exams, class 11 component (30%)
will be based on the final exam and class 12
component (40%) based on unit test/mid-
term/pre-board. The results will be released by
July 31. CBSE is also planning to conduct
optional board exams in August and
September for students who are not satisfied
with evaluation criteria.

FARMERS CONTINUE ANTI-FARM BILLS PROTEST

The farmers’ protest has not seen any
abatement as the farmer unions majorly
including Samyukta Kisan Morcha announced
fresh plans, including a march to Parliament
from all all border points of the capital early
this year. Several borders of Delhi with
Haryana and Uttar Pradesh continued to
remain closed for traffic movement due to the
ongoing farmers’ protest against the three new
farm laws.
To mark six months of protests at the borders
of the Delhi over the farm laws implemented
by the Central governments, farmers observed
a nationwide “Black Day” on 26th
May.
Marches were carried out, black flags raised
and effigies were burnt in several cities and
villages in Punjab and Haryana, and at Delhi’s
borders. BSP Chief Mayawati stated that
“Farmers of the country are continuously
agitating even in the extreme calamity of
corona to demand the withdrawal of the
three new agriculture laws. BSP supports
the nationwide protest day on May 26th
to
mark the completion of six months of the
movement.” Bharatiya Kisan Union appealed
to the protesting farmers at sites to temporarily
halt their agitation against the three Central
farm laws in view of the second wave of the
COVID-19 pandemic. A group of women
protestors carried out a march in Ludhiana,
shouting slogs of “we will fight, we will win”
and effigies of the Prime Minister Narendra
Modi were burnt. Bharatiya Kisan Union
spokesperson Bhopal Singh said “the anti-
farm law protests can resume later when
the coronavirus situation in the country
improves.” Number of protesters at various
sites in Haryana, including its Tikri and
Kundli borders with Delhi, may have dipped
due to the rise in COVID-19 cases. Farmer
leader Rakesh Tikait rallied the fellow farmers
protesting at borders of the National Capital
asking them to get ready with tractors and
issued an ultimatum to the Central
Government over the farm laws.

The second wave of COVID-19 has put
brakes on the recovery of the real estate sector
as several real estate developers stated that
sales have started falling since April and the
situation is likely to worsen if the situation
does not improve.
On 7th
April 2021, The Reserve Bank of India
(RBI) maintained the policy rate at 4% and
reverse repo rate at 3.35%.The stance by the
central bank was voted unanimously to keep
the status quo with an accommodating stance.
Several real estate developers stated that RBI
maintained the status quo on key policy rates
at its recent monetary policy review meeting,
which was in line with expectations.

Naredco urged the developers of all real estate
projects in the twin cities and Yamuna
Expressway region and asked them to create
isolation facilities for COVID affected
workers at their construction sites.
Confederation of Real Estate Developers’
Associations of India (CREDAI) also started a
drive of providing immediate assistance to
those who are looking for oxygen in the NCR
amidst the unprecedented surge in COVID-19
cases. CREDAI CSR foundation came up with
“Umeed - Win over Pandemic” to supply
oxygen concentrators & cylinders to the needy
and started an oxygen concentrator bank from
Western Uttar Pradesh office in Noida.
According to Savills India’s latest report, Real
estate demand for data centres is set to see an
upward momentum by 15 to18 million square
feet in the next four to five years across major
Indian cities. It was recently reported by
several leading media houses across the
country that the residential sector is showing
brisk growth over pre-pandemic levels, while
the office sector is struggling to even reach
pre-pandemic levels.
On June 4th
2021, Monetary Policy Committee
(MPC) and Reserve Bank of India Governor
Shaktikanta Das kept interest rates unchanged
and retained an accommodative stance for the
sixth consecutive time. RBI also trimmed the
FY22 GDP forecast to 9.5% from 10.5%.
Anuj Puri, Chairman, Anarock Property
Consultants said “considering the rate at
which inflation is rising presently in the
country, the RBI would have sought to
increase the key rates.” Several real estate
experts and developers termed the MPC
decision as positive for home loan borrowers
as the floating retail loan rates has been at the
lowest level of the last two decades.

Euro Cup 2020 - Euro Cup 2020 meant to be
held in 2020 was postponed to 2021 due to
coronavirus pandemic, kicked off on June 12,
2021. For the first time in 60 years of the
tournament’s history, 11 different cities across
Europe will host the 16th European
Championship. The league has reached its
quarterfinals leg where Switzerland, Spain,
Czech Republic, Denmark, Belgium, Italy,
Ukraine and England will compete for the
title.
Indian Premier League - The Board of
Control for Cricket in India (BCCI) has
indefinitely postponed the Indian Premier
League (IPL) 2021 after several players and
support staff tested positive for COVID-19.
The postponed IPL 2021 will resume
tentatively on September 18 or 19 in the UAE
with as many as 10 double-headers expected
to be played during a three-week window.

The Central government addressed the
Delhi High Court that it views the new
privacy policy of WhatsApp as a
violation of the Indian Information
Technology (IT) law and rules, and
sought directions to the social media
platform to make it clear whether it was
confirming to the same.
Wrestler Sushil Kumar, who had been on
the run for close to three weeks, was
arrested along with his aide Ajay from
northwest Delhi's Mundka. Olympic
medallist Sushil Kumar was suspended
by Railways after his arrest in the
kidnapping and murder of a 23-year-old
wrestler inside Chhatrasal Stadium in
Delhi.
A letter by the Ministry of Electronics
and IT to Twitter, protesting against the
“manipulated media” tag attached to a
tweet by BJP spokesperson Sambit Patra,
was sent at the behest of the national
party.
The parliamentary panel told Twitter it
will have to follow Indian laws and
comply with the new IT rules framed by
the Centre. The Parliamentary Standing
Committee on Information Technology
chaired by Congress party's Shashi
Tharoor had summoned Twitter over
concerns of safeguarding people's rights
on the social media platform.

The Lakshadweep administration has
been facing widespread protests from the
people and has mooted a proposal to
shift its legal jurisdiction from the Kerala
High Court to the Karnataka High Court.
In the six months since the appointment
of Praful Khoda Patel as the
administrator of the Lakshadweep
islands, several activists and people have
labelled the draft bills as draconian and
arbitrary.
The Delhi high court stated that the
revamp of the city’s Central Vista was
an “essential project of national
importance”. A bench headed by Chief
Justice DN Patel and Justice Jyoti Singh
said “This work is part and parcel of
Central Vista Project and of vital
public importance. The construction
of Central Vista Avenue
Redevelopment Project cannot be seen
in isolation”
The Delhi high court came down heavily
on actress Juhi Chawla for filing a plea
against the installation of 5G wireless
network in the country. The Delhi high
court issued a fine of ₹20 lakh for a
defective suit aimed at “gaining

generation nuclear-capable Agni Prime
missile from a defence base off Odisha
coast. The surface-to-surface ballistic
missile has a range of 1,000 to 2,000 km.
The first test of the new generation
nuclear capable ballistic missile was
