Though there has
been no official an-
nouncement of the
prime minister’s visit,
party sources said he
was likely to speak at a
rally in the region. The
ruling party’s central
zone team has begun
preparations for the
grand welcome of the
PM in Dahod. He will be
addressing tribal com-
munities in Dahod and
women active in ani-
mal husbandry sector
in Palanpur.
Addressing BJP
leaders in Gandhina-
gar on Wednesday,
Patil called upon work-
ers in Central Gujarat
to target at least three
lakh tribal attendees
for PM Modi’s event.
The party is planning to
bring in tribals from
D a h o d , Mahis-
agar, Panchmahal,
Chhota Udepur, Nar-
mada and Bharuch
districts for his
visit.

“When we were scheduled
to visit Australia, I had a
talk with him. There were
other people also. Modi
said that both the nations
had diplomatic talks but
tell me what do the people
of Australia like? We told
him that Australians are
crazy about cricket. Then
Modi said that a function
should be organised at the
world’s largest cricket sta-
dium Melbourne where
cricketers like Kapil Dev
and Sunil Gavaskar
should meet the public.
This shows that Modi has
a pulse on the liking of
public whether it’s our
own country or abroad,”

a dip-
lomat and author.
Modi didn’t restrict di-
plomacy to mere few for-
mal and informal dia-
logues between 2 coun-
tries. He increased the
number of meetings and
expanded the scope of dia-
logues during his visits.
“Earlier there used to be a
maximum of 5-6 meetings.
Now 10-12-15 meetings in a
day are scheduled. It’s like
playing test match at the
pace of 20-20. It was not a
one-day affair, it was una-
bated. I am surprised we
would travel 5 countries in
6 days spending nights in
flights, because even Modi
used to do it,” union exter-
nal affairs minister S Jais-
hankar had said.
With great acumen of
foreign affairs, Modi was
fast emerging as a strong
global leader. But people
were surprised as to how a
person who had not been
even a union minister be-
fore becoming Prime Min-
ister could deftly handle
the international
affairs.
“He once told me that he
had been to US. He had
travelled in buses and
went around places. He
has real life experience.
Now if we add his real
life experience with in-
novative thinking, we
can easily understand
his foreign policy,” Jais-
hankar had said.
The aim of Modi’s
whirlwind foreign trips
was not only to elevate
the position of the na-
tion on diplomatic plat-
forms but also to instil
confidence among the
Indian diaspora. Modi
used the rich Indian tradi-
tions and culture to win
the respect for Indian dias-
pora on foreign soil. This
was part of his diplomacy
to use national symbols
and Hindi as language for
communicati
on at global
platform. This practice
won back the glory for In-
dia. Modi as a Prime Min-
ister started speaking in
Hindi at the global plat-
form of the United Nation.
He proposed before the
world to celebrate June 21
as the Yoga Divas.
“Yoga is our ancient tra-
dition and priceless treas-
ure. Let’s work towards
celebrating International
Yoga Day to promote this
invaluable custom,” Modi
had said. The entire world
endorsed his idea of Yoga
in record time and June 21
was accepted as the Inter-
national Yoga Day
.
“World wants to know
about India. The world un-
derstands that we have a
personality…
we have a
culture … a tradition…a
civilisation…
if the Prime
Minister of India doesn’t
express the richness of the
country at this grand plat-
form, then it has no mean-
ing,” Jaishankar had said.

during the Covid pandem-
ic, which devastated the
entire globe. Modi put

opened the doors for all the
countries in need. Under
the Vaccine Maitri Mis-
sion, India supplied vac-
cines to several countries.
“The number of vac-
cines we use everyday is
much more than total vac-
cines put together in sev-
eral countries… in such
situation, the position of
India has changed. People
get surprised by knowing
that we have helped 80-90
countries in the world…
either we sent Medicines,
PPE kits, relief materials
or vaccines,” Baijayant

When the entire world
was passing through the
devastating pandemic era,
China was busy propagat-
ing its expansionist
agen-
da. Right from infiltrating
areas of neighbouring
countries to showing ag-
gressive tantrums to coun-
tries like Australia, Japan
and India, China was
proving dangerous to the
entire global community.
Amid the challenges put
up by Covid pandemic, In-
dia entered a quadrilater-
al diplomatic agreement
with America, Australia
and Japan. This four-na-
tion strategic security dia-
logue is known as QUAD.
China is upset with this
development but this four-
nation treaty is not a front
against China. This is a
partnership
to bring all
the four nations together
on the highway of devel-
opment.
Modi has continuously
been making the nation
stronger from within, now
has attained a global stat-
ure. “Neither I am going to
stop nor I will get tired.
And I will never bow down
before the falsehoods,”
Modi declared.

New Delhi: The cabi-
net has approved the
proposal to increase
the dearness allowance
for central government
employees and pen-
sioners by 3 per cent to
34 per cent of the basic
pay from 31 per cent
previously, effective
January 1, 2022.
That increase in DA is
per the accepted for-
mula, which is based
on the recommenda-
tions of the 7th central
pay commission.
The Union Cabinet
chaired by the Prime
Minister, Narendra
Modi, has given its ap-
proval to release an ad-
ditional instalment of
dearness allowance
(DA) to central govern-
ment employees and
dearness relief (DR) to
pensioners effective
January 1 this year.
That represents an
increase of 3 per cent
over the existing rate
of 31 per cent of the ba-
sic pay/pension to com-
pensate for the rise in

The Supreme Court on Wednesday said it will resume
full-fledged physical hearing of cases from April 4,
after a gap of more than two years, when it switched
to virtual hearing due to the Covid-19 pandemic. Chief
Justice NV Ramana said the court will resume physical
hearing April 4 onwards. “Monday onwards, we are
opening fully, physically,” he said.

New Delhi (PTI): The Delhi Disaster Management Au-
thority (DDMA) will meet today to review the prevailing
Covid-19 situation in the national capital and also the
status of the vaccination programme. Delhi has lifted
all Covid-19 restrictions from
February 28, in the wake of a
significant decrease in cases.
The Capital is reporting fewer
than 100 Covid cases for the
past several days and the test
positivity rate is 0.5%. From April 1, there will be no
online classes in schools. Lieutenant Governor Anil
Baijal will chair the meeting at 3.30pm, and it is likely
to be attended by CM Arvind Kejriwal.
New Delhi (PTI): The India Meteorological Department
(IMD) on Tuesday declared a “severe heatwave” over
parts of Delhi, after temperatures hovered between 39
and 41 degrees across the city for a second consecu-
tive day. Safdarjung, the base weather station for
Delhi, saw the maximum temperature reach 39.2°C on
Tuesday, seven degrees above
normal for this time of the year
and up from 39.1°C a day ago.
Narela was Delhi’s warmest lo-
cation, with mercury reaching
41.7°C. Among the other locations, the Yamuna Sports
Complex saw a maximum temperature of 41.5°C and
Pitampura recorded 41.4°C on Tuesday, both 9-10
degrees above normal.

the city’s private schools
in entry-level classes —
nursery, kindergarten,

Tuesday. The admission
process was to begin
on March 22 but the
schedule was revised by

Delhi Commission for
the Protection of Child
Rights (DCPCR) and
Dialogue and Develop-
ment Commission of
Delhi have decided to
deploy a dedicated task
force for the rehabilita-
tion and reintegration
of children living on
the streets of the na-
tional capital.
They are launching
the project in collabora-
tion with Salaam Baal-
ak Trust and Youth
Reach with an aim to
“identify and provide
educational, financial
and guardianship sup-
port to street children”,
many of whom are en-
gaged in informal work
and begging on the
streets.
The task force will
consist of caseworkers
and counsellors, who
will be deployed in each
district, and will be
working closely with
the respective Child
Welfare Committees.
The project will be
rolled out in a phased
manner and will begin
with the South and
South-East districts.
“Streets pose a seri-
ous threat of exploita-
tion for children who
beg, sell goods and
spend their days at the
red light junctions and
in busy markets. Chil-
dren deserve to be in
school and have a safe
place to sleep.
With the launch of
this project, the Early
Warning System and
DCPCR’s 24×7 emergen-
cy helpline, the Com-
mission is launching a
comprehensive mecha-
nism for identification,
prevention and relief
for children at risk of
street situations.
With these interven-
tions, we are confident
that we will be able to
provide education,
health and safety to all
the children who are at
risk of exploitation in
Delhi,” said DCPCR
chairperson Anurag
Kundu.
According to Kundu,
the task force will focus
on a “five-pillar model
of rehabilitation” fo-
cusing on educational
and vocational train-
ing; counselling and
medical support; spon-
sorship; guardianship;
and shelter and home.

4 MEN TRAPPED IN SEWER
DIE, BODIES RECOVERED
New Delhi (PTI):
Four men who were
trapped inside a sewer
in northwest Delhi’s
Sanjay Gandhi Trans-
port Nagar area have
died and their bodies
were pulled out early
Wednesday morning
following an overnight
rescue operation, offi-
cials said.
Of the four, three
men were private con-
tractual employees
who were working on
MTNL lines at the
time of the incident on
Tuesday afternoon,
police said. The fourth
is a rickshaw puller
who had tried to save
the three workers but
also got trapped in the
sewer.
The rescue opera-
tion started after the
Samaypur Badli police
station got informa-
tion about the incident
around 6.30 pm on
Tuesday
.
Apart from the po-
lice, fire department
officials and a team of
the National Disaster
Response Force were
also part of the rescue
effort.
According to the
fire department, the
operation ended
around 4 am on
Wednesday with the
four bodies pulled up
from the sewer.
Police said post
mortem will be con-
ducted at Babu Jagji-
van Ram Memorial
Hospital.
The deceased work-
ers have been identi-
fied as Bacchu Singh,
Pintu and Suraj Ku-
mar Sahni. The rick-
shaw puller, Satish
(40), was a resident of
Sardar Colony in Ro-
hini Sector-16. Offi-
cials said, “The rick-
shaw puller, who tied
to save the workers,
was a hero. But he also
got trapped inside the
sewer.” There is an
iron net beneath the
MTNL lines inside the
sewer. It was suspect-
ed that the four got
stuck there, they add-
ed.Toxic gas inside the
sewer made the rescue
operation difficult
even with protective
gears. Earth-moving
machines were used to
widen the mouth of
the sewer, police said.

his wife Neha (35) and

Rai asks pollution panel to

ronment Minister Go-
pal Rai on Wednesday
directed the Delhi Pol-
lution Control Commit-
tee to impose a fine of
`50 lakh on the East
Delhi Municipal Corpo-
ration and take action
against officials re-
sponsible for a massive
fire at the Ghazipur
landfill site two days
ago. It has also been de-
cided to plan a cam-
paign against open
burning of garbage
and fires at land-
fill sites, Rai
said at a press
conference.
“We had
asked the
DPCC to
submit a
fact-finding report.
They have submitted a
detailed report today
which points to care-
lessness on the part of
the municipal corpora-
tion,” Rai said.
There’s smoke ema-

said citing the report.

Police rescue kidnapped child, 1 booked
New Delhi (ANI): A
team of police officials
from the Mundka po-
lice station has arrest-
ed one accused of kid-
napping a 12-year-old
child, here, and hand-
ed over the child safely
to the family after res-
cuing him, police said.
The police team ar-
rested the accused
identified as Arbind
Upadhyay after chas-
ing him for around
1100 km and rescued
the kidnapped child
from his custody. A
case was registered at
Mundka police station
on March 26, by the
mother of the kid-
napped child com-
plaining that the boy
went missing after
leaving for school in a
village of Tikri Kalan
in the national capital.
The police filed an FIR
under section 363 of
the Indian Penal Code
and initiated the inves-
tigation into the case.
The investigation re-
vealed that Arbind is a
native of Bihar, a class
8th pass out who runs
an orchestra in the
name of ‘Heena’ in his

Meeting (PTM) from
April 2 to discuss the aca-
demic performance of
students, who will return
to classes after a gap of
almost two years, the Di-
rectorate of Education
(DoE) has said. The PTM
will be held this Satur-
day in all government

from 8.30 am to 12.30 am
in morning shift schools
and 2 pm to 6 pm in even-

new academic session in

three minor brothers
were playing on the
first floor. Satyendra
fled the crime spot
when the girl raised an
alarm. Based on the
complaint, an FIR was
registered against him
under sections 376
(rape) and 452 (house-
trespass) of IPC and un-
der the POCSO Act.
During the trial, the
girl told the court that
she was watching TV on
the ground floor while
her brothers were play-
ing on the first floor
when “the man barged
into our house and
gagged me”.

40 muslim girl students skip
exams at Udupi govt colleges
Udupi (PTI): 40 Mus-
lim girl students from
the Udupi district of
Karnataka abstained
from appearing for the
first pre-university ex-
amination as they were
apparently hurt by the
recent High Court ver-
dict against the wear-
ing of hijab inside
classrooms.
The students decided
to not appear for the ex-
aminationwithoutwear-
ingtheheadscarf asthey
were hurt by the March
15 order, sources said.
The Karnataka High
Court on March 15 had
dismissed petitions
seeking permission to
wear hijab inside the
classroom, saying the
headscarf is not a part
of the essential reli-
gious practice in the Is-
lamic faith and that the
uniform dress rule
should be followed in
educational institu-
tions where it has been
prescribed.
Those who shunned
the examinations on
Tuesday include 24 girl
students from Kun-
dapur, 14 from Byndoor
and two from Udupi
Government Girls PU
college, who are in-
volved in the legal fight
over the wearing of hi-
jab in classrooms. The
girls had earlier boy-
cotted the practical ex-
aminations also.
At the RN Shetty PU
college, 13 out of 28
Muslim girl students
appeared for the exami-
nation. Though some
students reached the
examination centre
wearing hijabs, they
were denied permis-
sion.
Four out of five girl
students appeared for
the examinations at
Bhandarkar’s college in
Udupi, while all the girl
students of Basrur
Sharada college attend-
ed the examinations.
Six of the eight girl
students of Navunda
Government PU Col-
lege abstained from the
examinations, while
only two out of 10 Mus-
lim girls appeared for
the examinations.

an embarrassment for
Bihar Chief Minister
Nitish Kumar, who has
been at the state’s top
job for close to 15 years
at a stretch now, a new
report has revealed that
the state was woefully
unprepared for the Cov-
id pandemic. A perfor-
manceauditonthefunc-
tioning of district hospi-
tals in Bihar has re-
vealed that just as the
Covid pandemic hit the
country, there was a 52
to 92 per cent shortfall
of beds in district hospi-
tals and a persistent
shortage of doctors,
nurses, paramedical
staff, and technicians.
The bed strength was
not raised in 10 years
and the department did
not publish the total
staff vacancies to get
them filled from 2014 to
2020, the report said.
The Comptroller and
AuditorGeneralof India
(CAG) report, tabled in
the state assembly today
,
has a performance audit
on ‘Functioning of Dis-
trictHospitals’sampling
five districts - Biharsha-
rif, Hajipur, Jehanabad,
Madhepura, and Patna -
for the period 2014-15 to
2019-20. It aimed to as-
sess the overall health
services being provided
by district hospitals.
On Out-Patient ser-
vices, the report found
thatthehospitalsdidnot
provide 12 to 15 signifi-
cant OPD curative ser-
vices like cardiology
,
gastroenterology
, neph-
rology
, ENT etc. due to a
shortage of specialist
doctors and infrastruc-
tures such as building,
equipment and furni-
ture.The patient load on
registration counters
went as high as 208 per
cent higher than nor-
mal. Further, 59 per cent
of OPD patients bought
medicines out of their
own pocket, defeating
the goal of providing
free medication, it add-
ed. The facility for diag-
nosis and management
of cases of cardiovascu-
lar disease, stroke and
cancer was not availa-
ble in any of the district
hospitals.
Accident/Trauma
and Psychiatry wards
were also not found in
any of the checked hos-
pitals. Positive/negative
isolation wards for in-
fectious patients were
also not found. This
finding is especially
concerning as it shows
the state’s health infra-
structure was ill-pre-
pared for the pandemic.

New Delhi (PTI): Rus-
sian foreign minister
Sergei Lavrov will
make a two-day official
visit to India, the union
minister of external af-
fairs informed. The
visit would be the high-
est-level visit from Mos-
cow since Vladimir Pu-
tin’s attack on Ukraine.
“Foreign Minister of

will pay an official visit
to New Delhi on 31

the government said in
a press release.
Lavrov’s visit follows

on Wednesday sacked police constable Tawseef
Ahmed Mir, who has been accused of actively work-
ing for Hizbul Mujahideen and trying to kill two of
his colleagues, and four more employees for alleged
links with terror groups. The Union Territory admin-
istration terminated the services of the employees
following a recommendation of a designated com-
mittee constituted under Article 311 (2) (c) of the
Constitution that allows dismissal without an inquiry
in the interest of the security of the State.

Srinagar (PTI): Au-

DA for central government
EMPLOYEES HIKED BY 3%
New Delhi (PTI): The
Union Cabinet on
Wednesday hiked Dear-
ness Allowance (DA)
and Dearness Relief
(DR) by 3% to 34% to
compensate for the
price rise, benefitting
over 1.16 crore central
government employees
and pensioners.
The additional instal-
ment will be effective
from Jan 1, 2022, said an
official release after the
Cabinet meeting.
“The Union Cabi-
net...has given its ap-
proval to release an ad-
ditional instalment of
DA to central govern-
mentemployeesandDR
to pensioners w.E.F. Jan
1, 2022, representing an
increase of 3% over the
existing rate of 31% of
the Basic Pay/Pension,
to compensate for price
rise,” an official state-
ment said.
The increase is in ac-
cordance with the ac-
cepted formula, which
is based on the recom-
mendations of the 7th
Central Pay Commis-
sion, it added.
The combined im-
pact on the exchequer
on account of both
Dearness Allowance
and Dearness Relief
will be `9,544.50 crore
per annum.
This will benefit
about 47.68 lakh central
government employees
and 68.62 lakh pension-
ers, the release said.
In October last year,
the Cabinet had hiked
the two allowances by
3% to 31%. It was effec-
tive from July 1, 2021.
Before that in July,
the government had re-
stored the dearness al-
lowance and dearness
relief and increased the
rate of allowance from
17% to 28%.
Because of the COV-
ID-19 pandemic, the
central government
had frozen the three ad-
ditional instalments of
the DA and DR, which
were due on January 1,
2020; July 1, 2020; and
January 1, 2021.
Too early to predict war
impact on India: Pinaki

nomic uncertainties
have increased due to

war, but it is too early
to predict its impact
on the Indian econo-
my, economist Pinaki
Chakraborty said on
Wednesday
.
In an interview,
Chakraborty said
high-frequency data
show that in many
countries, inflation is
higher than expected,
there are supply
chain disruptions
and much higher vol-
atility in financial
markets.
“As we recover
from the COVID-19
pandemic, the global
macroeconomic un-
certainties have in-
creased due to the
war between Russia
and Ukraine.
“However, it is too
early to even predict
its impact on the In-
dian economy,” he
said. Chakraborty
said India’s current
macroeconomic situ-
ation is definitely bet-
ter than what it was
earlier but due to
global uncertainties,
the country will have
to be watchful.
“What is the most
important is to man-
age and navigate dis-
ruptions created by
war, so that we have
minimum impact on
fisc, minimum im-
pact on our deficit
levels and we are able
to execute the budget-
ary priorities accord-
ed into 2022- 23 budg-
et,” he emphasised.
India Ratings cuts
growth forecast to
7-7.2% for FY23

its GDP growth fore-
cast for FY23 to 7-7.2%,
from 7.6% earlier cit-
ing the rising uncer-
tainty over Russia-

ment. Since the dura-

ues to be uncertain, in
the first scenario
crude oil prices could
remain elevated for
three months, and in
the second case for six

If crude prices re-

could grow by 7.2%; in
case it lasts longer,
then growth will be
7%, down from 7.6%
projected earlier, its

the government to pay
due attention to the is-
sues raised by telecom
operators and take
steps for early rollout
of the 5G services.
The Standing Com-
mittee chaired by Lok
Sabha MP Shashi Tha-
roor, in its report ex-
pressed concern about
the 5G rollout delay
that will deprive the
country of taking ad-
vantage of various
benefits of 5G when
other countries of the
world have made no-
ticeable progress in
the deployment of the
technology
.
The panel noted
that the pricing of the
5G spectrum in the
country is exorbitant-
ly high as compared to
others and there is a
need to review the
spectrum pricing by
taking into account
factors such as per
capita and ARPU.
Consumers to feel bite of rising energy prices
New Delhi (PTI): A
majority of consumers
worldwide expect their
overall spending power
to be significantly im-
pacted by rising energy
prices, while India tops
the list where climate
change policies have
been cited as the main
cause of the recent
price rises, a global
survey showed on
Wednesday
.
The World Economic
Forum-Ipsos survey
also showed that an av-
erage of eight in ten
want their country to
shift away from fossil
fuels in the next five
years, while the ratio
was above-average at
almost 90% in the case
of Indian respondents.
The 30-country sur-
vey was conducted be-
tween February 18 and
March 4 this year
among 22,534 adults.
“A majority of con-
sumers worldwide ex-
pect their overall
spending power to be
significantly impacted
by further energy price
increases, yet only 13%
of those surveyed glob-
ally blamed climate
policies for rising pric-
es, while 84% of re-
spondents stressed the
importance of their
own country’s shift to
sustainable energy
sources,” WEF said.
Survey respondents
were asked to consider
the energy they use for
daily expenses -- such
as transportation, heat-
ing or cooling homes,
cooking, powering ap-
pliances, etc -- and as-
sess how much energy
price increases would
affect their overall
spending power.
Cabinet clears `6,062 crore World
Bank-assisted programme for MSMEs
New Delhi (PTI): The
Union Cabinet on
Wednesday approved a
World Bank-assisted Rs
6,062 crore funding pro-
gramme for the small
and medium businesses
to help improve their
access to market and
credit.
The Cabinet Commit-
tee on Economic Affairs
(CCEA), chaired by
Prime Minister Naren-
dra Modi, approved the
Rs 6,062.45 crore or $808
million ‘Raising and
Accelerating MSM Per-
formance’ (RAMP) for
the micro, small and
medium enterprises
(MSMEs), an official re-
lease said.
RAMP will com-
mence in FY23, it said.
Of the total outlay
under the programme,
Rs 3,750 crore ($500 mil-
lion) will come from
World Bank loan, and
the remaining Rs
2,312.45 crore will be
funded by the central
government.
RAMP will work un-
der the Ministry of
MSME (MoMSME) to-
wards resilience and
recovery interventions
after the coronavirus
disease.
The government for-
mulated and proposed

has said. The last date for

will lead to PAN becoming
inactive. In a notification,
the CBDT said delayed
intimation of Aadhaar will
attract a late fee of `500
in cases where it is linked

for `12,325 crore. Axis
Bank will acquire about 30
lakh customers of Citibank
India and grow its credit
card portfolio by 31%.
The deal will give it access
to 7 offices, 21 branches
and 499 ATMs across 18

3,600 in-scope consumer
employees of Citibank will
be absorbed in Axis Bank.

fund schemes in order to

circular, the watchdog said
the rebalancing period will

breaches are generally

on Wednesday told the
Delhi High Court that
an individual’s liberty
and freedom of cannot
be “waylaid or jetti-
soned in the slipstream
of social and techno-
logical advancement”
and the social media
platforms must respect
the fundamental rights
of the citizens and con-
form to the Constitu-
tion of India.In an affi-
davit filed in response
to a petition by a Twit-
ter user against the sus-
pension of his account
by the micro-blogging
platform, the central
government said that
social media platforms
should not take down
the account itself or
completely suspend it in
all cases.
The centre explained
that a platform may give
prior notice to the user
andseekremovalof spe-
cific information or con-
tent that violates the
platform policies or the
applicable Information
Technology (Intermedi-
aries guidelines) Rules
and only in cases where
the majority of the con-
tents/posts/tweets in a
user account are unlaw-
ful, the platform may
take the extreme step of
taking down the whole
information or suspend-
ing the whole account.
It said that complete
de-platforming is
against the spirit of Ar-
ticles 14, 19 and 21 of the
Constitution of India
and if only some por-
tion or content is unlaw-
ful, the platform may
take proportionate ac-
tion of removing such
alleged information
alone and not complete-
ly suspend the user ac-
count.
The central govern-
ment emphasised that a
significant social media
intermediary must be
held accountable for
subjugating and sup-
planting fundamental
rights like the right to
freedom of speech and
expression, else it would
have “dire consequenc-
es for any democratic
nation”.
“The platforms must
respect the fundamental
rights of the citizens
and should not take
down the account itself
or completely suspend
the user account in all
cases. That the taking
down the whole infor-
mation or the user ac-
count should be a last
resort and the platform
may at all times, endeav-
our to guard the users’
fundamental rights by
following the principles
of naturaljusticeandaf-
ford reasonable time
and opportunity to the
user to explain his
stand,” stated the affida-
vit filed by Ministry of
Electronics and Infor-
mation Technology (Me-
itY) through lawyer

corners in each police
station in the city to
keep the children of

“We have set up a
child-friendly corner
in every police station
of the city, with an in-
tention to keep the
children of complain-
ant away from the

Demonstrating the
car powered by ‘Green
Hydrogen’, Gadkari em-
phasised the need to
spread awareness about
‘Hydrogen Fuel Cell
Electric Vehicle
(FCEV)’ technology and
its benefits for hydro-
gen-based society in In-
dia. Gadkari assured
that ‘Green Hydrogen’
will be manufactured in
India, and refuelling
stations will be estab-
lished, generating sus-
tainable employment
opportunities in the
country

The minister said In-
dia would soon become
‘Green Hydrogen’ ex-
porting country
.
“In line with Prime
Minister Narendra
Modi’s vision of clean
and cutting-edge mobil-

es have risen by Rs 5.60
a litre in the past nine
days. Prices of petrol

creased by 80 paise per
litre on Wednesday.
This is the eighth in-
crease in petrol and die-
sel price in the past
nine days.

Haryana, two in

mir, two in Tamil
Nadu, and one each
in Punjab and Uttar
Pradesh. These
ELFs are capable of
operations by Mili-
tary Aircraft and
can also be used for
a similar class of ci-
vilian aircraft if re-
quired.

TEMPERATURE ABOVE 39°C, SEVERE HEATWAVE DECLARED IN POCKETS New Delhi (PTI): The Delhi Commission for the Protection of Child Rights (DCPCR) and Dialogue and Develop- ment Commission of Delhi have decided to deploy a dedicated task force for the rehabilita- tion and reintegration of children living on the streets of the na- tional capital. They are launching the project in collabora- tion with Salaam Baal- ak Trust and Youth Reach with an aim to “identify and provide educational, financial and guardianship sup- port to street children”, many of whom are en- gaged in informal work and begging on the streets. The task force will consist of caseworkers and counsellors, who will be deployed in each district, and will be working closely with the respective Child Welfare Committees. The project will be rolled out in a phased manner and will begin with the South and South-East districts. “Streets pose a seri- ous threat of exploita- tion for children who beg, sell goods and spend their days at the red light junctions and in busy markets. Chil- dren deserve to be in school and have a safe place to sleep. With the launch of this project, the Early Warning System and DCPCR’s 24×7 emergen- cy helpline, the Com- mission is launching a comprehensive mecha- nism for identification, prevention and relief for children at risk of street situations. With these interven- tions, we are confident that we will be able to provide education, health and safety to all the children who are at risk of exploitation in Delhi,” said DCPCR chairperson Anurag Kundu. According to Kundu, the task force will focus on a “five-pillar model of rehabilitation” fo- cusing on educational and vocational train- ing; counselling and medical support; spon- sorship; guardianship; and shelter and home. Dedicated task force to rehabilitate street kids DELHI GOVT 4 MEN TRAPPED IN SEWER DIE, BODIES RECOVERED New Delhi (PTI): Four men who were trapped inside a sewer in northwest Delhi’s Sanjay Gandhi Trans- port Nagar area have died and their bodies were pulled out early Wednesday morning following an overnight rescue operation, offi- cials said. Of the four, three men were private con- tractual employees who were working on MTNL lines at the time of the incident on Tuesday afternoon, police said. The fourth is a rickshaw puller who had tried to save the three workers but also got trapped in the sewer. The rescue opera- tion started after the Samaypur Badli police station got informa- tion about the incident around 6.30 pm on Tuesday . Apart from the po- lice, fire department officials and a team of the National Disaster Response Force were also part of the rescue effort. According to the fire department, the operation ended around 4 am on Wednesday with the four bodies pulled up from the sewer. Police said post mortem will be con- ducted at Babu Jagji- van Ram Memorial Hospital. The deceased work- ers have been identi- fied as Bacchu Singh, Pintu and Suraj Ku- mar Sahni. The rick- shaw puller, Satish (40), was a resident of Sardar Colony in Ro- hini Sector-16. Offi- cials said, “The rick- shaw puller, who tied to save the workers, was a hero. Rai asks pollution panel to impose `50L fine on EDMC New Delhi (PTI): Envi- ronment Minister Go- pal Rai on Wednesday directed the Delhi Pol- lution Control Commit- tee to impose a fine of `50 lakh on the East Delhi Municipal Corpo- ration and take action against officials re- sponsible for a massive fire at the Ghazipur landfill site two days ago. It has also been de- cided to plan a cam- paign against open burning of garbage and fires at land- fill sites, Rai said at a press conference. “We had asked the DPCC to submit a fact-finding report. They have submitted a detailed report today which points to care- lessness on the part of the municipal corpora- tion,” Rai said. There’s smoke ema- nating from t h e fire spot even after 48 hours of the incident. High temperature and methane gas produced from the rotting gar- bage led to the fire, he said citing the report. The report talks about the sluggish pace of bi- omining of legacy waste at the site. Only 21 trommel ma- chines are being used there in place of 25, Rai said. The anti-smog gun deployed at the site is not functioning. Of the 24 CCTV cam- eras installed there to moni- tor such fires, only 17 are operating, he said. Police rescue kidnapped child, 1 booked New Delhi (ANI): A team of police officials from the Mundka po- lice station has arrest- ed one accused of kid- napping a 12-year-old child, here, and hand- ed over the child safely to the family after res- cuing him, police said. The police team ar- rested the accused identified as Arbind Upadhyay after chas- ing him for around 1100 km and rescued the kidnapped child from his custody. A case was registered at Mundka police station on March 26, by the mother of the kid- napped child com- plaining that the boy went missing after leaving for school in a village of Tikri Kalan in the national capital. The police filed an FIR under section 363 of the Indian Penal Code and initiated the inves- tigation into the case. The investigation re- vealed that Arbind is a native of Bihar, a class 8th pass out who runs an orchestra in the name of ‘Heena’ in his native village. At the time, her par- ents had gone for work at a factory, while her three minor brothers were playing on the first floor. Satyendra fled the crime spot when the girl raised an alarm. Based on the complaint, an FIR was registered against him under sections 376 (rape) and 452 (house- trespass) of IPC and un- der the POCSO Act. During the trial, the girl told the court that she was watching TV on the ground floor while her brothers were play- ing on the first floor when “the man barged into our house and gagged me”. The students decided to not appear for the ex- aminationwithoutwear- ingtheheadscarf asthey were hurt by the March 15 order, sources said. The Karnataka High Court on March 15 had dismissed petitions seeking permission to wear hijab inside the classroom, saying the headscarf is not a part of the essential reli- gious practice in the Is- lamic faith and that the uniform dress rule should be followed in educational institu- tions where it has been prescribed. Those who shunned the examinations on Tuesday include 24 girl students from Kun- dapur, 14 from Byndoor and two from Udupi Government Girls PU college, who are in- volved in the legal fight over the wearing of hi- jab in classrooms. The girls had earlier boy- cotted the practical ex- aminations also. At the RN Shetty PU college, 13 out of 28 Muslim girl students appeared for the exami- nation. Though some students reached the examination centre wearing hijabs, they were denied permis- sion. Four out of five girl students appeared for the examinations at Bhandarkar’s college in Udupi, while all the girl students of Basrur Sharada college attend- ed the examinations. Six of the eight girl students of Navunda Government PU Col- lege abstained from the examinations, while only two out of 10 Mus- lim girls appeared for the examinations. A perfor- manceauditonthefunc- tioning of district hospi- tals in Bihar has re- vealed that just as the Covid pandemic hit the country, there was a 52 to 92 per cent shortfall of beds in district hospi- tals and a persistent shortage of doctors, nurses, paramedical staff, and technicians. The bed strength was not raised in 10 years and the department did not publish the total staff vacancies to get them filled from 2014 to 2020, the report said. The Comptroller and AuditorGeneralof India (CAG) report, tabled in the state assembly today , has a performance audit on ‘Functioning of Dis- trictHospitals’sampling five districts - Biharsha- rif, Hajipur, Jehanabad, Madhepura, and Patna - for the period 2014-15 to 2019-20. It aimed to as- sess the overall health services being provided by district hospitals. On Out-Patient ser- vices, the report found thatthehospitalsdidnot provide 12 to 15 signifi- cant OPD curative ser- vices like cardiology , gastroenterology , neph- rology , ENT etc. due to a shortage of specialist doctors and infrastruc- tures such as building, equipment and furni- ture.The patient load on registration counters went as high as 208 per cent higher than nor- mal. Further, 59 per cent of OPD patients bought medicines out of their own pocket, defeating the goal of providing free medication, it add- ed. The facility for diag- nosis and management of cases of cardiovascu- lar disease, stroke and cancer was not availa- ble in any of the district hospitals. Accident/Trauma and Psychiatry wards were also not found in any of the checked hos- pitals. Positive/negative isolation wards for in- fectious patients were also not found. This finding is especially concerning as it shows the state’s health infra- structure was ill-pre- pared for the pandemic. The visit would be the high- est-level visit from Mos- cow since Vladimir Pu- tin’s attack on Ukraine. “Foreign Minister of the Russian Federation, H.E. Mr. Sergey Lavrov will pay an official visit to New Delhi on 31 March -1 April 2022,” the government said in a press release. Lavrov’s visit follows Chinese Foreign Minis- ter Wang Yi’s visit to New Delhi last week, the first in over two years. Despite mounting pressure from the West, China and India haven’t condemned Russia’s in- vasion of Ukraine. The additional instal- ment will be effective from Jan 1, 2022, said an official release after the Cabinet meeting. “The Union Cabi- net...has given its ap- proval to release an ad- ditional instalment of DA to central govern- mentemployeesandDR to pensioners w.E.F. Jan 1, 2022, representing an increase of 3% over the existing rate of 31% of the Basic Pay/Pension, to compensate for price rise,” an official state- ment said. The increase is in ac- cordance with the ac- cepted formula, which is based on the recom- mendations of the 7th Central Pay Commis- sion, it added. The combined im- pact on the exchequer on account of both Dearness Allowance and Dearness Relief will be `9,544.50 crore per annum. This will benefit about 47.68 lakh central government employees and 68.62 lakh pension- ers, the release said. In October last year, the Cabinet had hiked the two allowances by 3% to 31%. It was effec- tive from July 1, 2021. Before that in July, the government had re- stored the dearness al- lowance and dearness relief and increased the rate of allowance from 17% to 28%. Because of the COV- ID-19 pandemic, the central government had frozen the three ad- ditional instalments of the DA and DR, which were due on January 1, 2020; July 1, 2020; and January 1, 2021. Too early to predict war impact on India: Pinaki New Delhi (PTI): The global macroeco- nomic uncertainties have increased due to the Russia-Ukraine war, but it is too early to predict its impact on the Indian econo- my, economist Pinaki Chakraborty said on Wednesday . In an interview, Chakraborty said high-frequency data show that in many countries, inflation is higher than expected, there are supply chain disruptions and much higher vol- atility in financial markets. “As we recover from the COVID-19 pandemic, the global macroeconomic un- certainties have in- creased due to the war between Russia and Ukraine. “However, it is too early to even predict its impact on the In- dian economy,” he said. Chakraborty said India’s current macroeconomic situ- ation is definitely bet- ter than what it was earlier but due to global uncertainties, the country will have to be watchful. “What is the most important is to man- age and navigate dis- ruptions created by war, so that we have minimum impact on fisc, minimum im- pact on our deficit levels and we are able to execute the budget- ary priorities accord- ed into 2022- 23 budg- et,” he emphasised. India Ratings cuts growth forecast to 7-7.2% for FY23 Par panel concerned on high spectrum price Mumbai (PTI): India Ratings has lowered its GDP growth fore- cast for FY23 to 7-7.2%, from 7.6% earlier cit- ing the rising uncer- tainty over Russia- Ukraine war and the resultant dampening of consumer senti- ment. Since the dura- tion of the war contin- ues to be uncertain, in the first scenario crude oil prices could remain elevated for three months, and in the second case for six months, Ind-Ra said. If crude prices re- main high for three months, FY23 GDP could grow by 7.2%; in case it lasts longer, then growth will be 7%, down from 7.6% projected earlier, its chief economist Dev- endra Pant and princi- pal economist Sunil Kumar Sinha said on Wednesday . They said the size of the economy in FY23 will be 10.6% and 10.8% lower than the FY23 GDP trend value in these two scenarios, respectively . Icra had also pen- cilled in a similar rate of growth for the econ- omy. Noting that con- sumption demand, as measured by private final consumption ex- penditure, has been subdued in FY22, de- spite sales of select consumer durables showing signs of re- vival during the fes- tive season, the report doubts the same to pick up or remain where it is now given the rising inflation worries and so is household sentiments on non-essential/dis- cretionary spending which continue to be subdued. New Delhi (PTI): Ex- pressing concern over high spectrum price, a Parliamentary Panel on Wednesday asked the government to pay due attention to the is- sues raised by telecom operators and take steps for early rollout of the 5G services. The Standing Com- mittee chaired by Lok Sabha MP Shashi Tha- roor, in its report ex- pressed concern about the 5G rollout delay that will deprive the country of taking ad- vantage of various benefits of 5G when other countries of the world have made no- ticeable progress in the deployment of the technology . The panel noted that the pricing of the 5G spectrum in the country is exorbitant- ly high as compared to others and there is a need to review the spectrum pricing by taking into account factors such as per capita and ARPU. Consumers to feel bite of rising energy prices New Delhi (PTI): A majority of consumers worldwide expect their overall spending power to be significantly im- pacted by rising energy prices, while India tops the list where climate change policies have been cited as the main cause of the recent price rises, a global survey showed on Wednesday . The World Economic Forum-Ipsos survey also showed that an av- erage of eight in ten want their country to shift away from fossil fuels in the next five years, while the ratio was above-average at almost 90% in the case of Indian respondents. Cabinet clears `6,062 crore World Bank-assisted programme for MSMEs New Delhi (PTI): The Union Cabinet on Wednesday approved a World Bank-assisted Rs 6,062 crore funding pro- gramme for the small and medium businesses to help improve their access to market and credit. The Cabinet Commit- tee on Economic Affairs (CCEA), chaired by Prime Minister Naren- dra Modi, approved the Rs 6,062.45 crore or $808 million ‘Raising and Accelerating MSM Per- formance’ (RAMP) for the micro, small and medium enterprises (MSMEs), an official re- lease said. RAMP will com- mence in FY23, it said. Of the total outlay under the programme, Rs 3,750 crore ($500 mil- lion) will come from World Bank loan, and the remaining Rs 2,312.45 crore will be funded by the central government. RAMP will work un- der the Ministry of MSME (MoMSME) to- wards resilience and recovery interventions after the coronavirus disease. The government for- mulated and proposed RAMP for strengthen- ing MSMEs in line with the recommendations of the UK Sinha com- mittee, KV Kamath committee and the Eco- nomic Advisory Coun- cil of the Prime Minis- ter (EAC-PM). RAMP programme with impacts across the country will directly or indirectly benefit all 6.3 crore enterprises under the MSME category . New Delhi (PTI): Axis Bank on Wednesday announced the acquisition of Citigroup’s India consumer banking business, including credit card, retail banking, consumer loan and wealth management, for `12,325 crore. Axis Bank will acquire about 30 lakh customers of Citibank India and grow its credit card portfolio by 31%. The deal will give it access to 7 offices, 21 branches and 499 ATMs across 18 cities; and approximately 3,600 in-scope consumer employees of Citibank will be absorbed in Axis Bank. New Delhi (PTI): Markets regulator Sebi on Wednesday came out with timelines for rebalancing of portfolios of mutual fund schemes in order to bring uniformity. Issuing a circular, the watchdog said the rebalancing period will be applicable in the event of deviation from mandated asset allocation mentioned in the Scheme Information Document (SID) due to passive breaches. Passive breaches are generally that have not arisen due to omission and commission of Asset Management Companies (AMCs). New Delhi (Agencies): India has cut coal supplies to the non-power sector and put on hold plans to increase the number of fuel auctions for utilities due to a slump in inventories at state government-owned utilities even as demand for electricity surges. The centre explained that a platform may give prior notice to the user andseekremovalof spe- cific information or con- tent that violates the platform policies or the applicable Information Technology (Intermedi- aries guidelines) Rules and only in cases where the majority of the con- tents/posts/tweets in a user account are unlaw- ful, the platform may take the extreme step of taking down the whole information or suspend- ing the whole account. It said that complete de-platforming is against the spirit of Ar- ticles 14, 19 and 21 of the Constitution of India and if only some por- tion or content is unlaw- ful, the platform may take proportionate ac- tion of removing such alleged information alone and not complete- ly suspend the user ac- count. The central govern- ment emphasised that a significant social media intermediary must be held accountable for subjugating and sup- planting fundamental rights like the right to freedom of speech and expression, else it would have “dire consequenc- es for any democratic nation”. “The platforms must respect the fundamental rights of the citizens and should not take down the account itself or completely suspend the user account in all cases. Ministry of Road Transport and High- ways in a statement informed that five such ELFs are in As- sam, four in West Bengal, three in Andhra Pradesh, three in Gujarat, three in Rajasthan, two in Bihar, two in Haryana, two in Jammu and Kash- mir, two in Tamil Nadu, and one each in Punjab and Uttar Pradesh.
