gether while addressing
the needs of each and eve-

“When we were scheduled
to visit Australia, I had a
talk with him. There were
other people also. Modi
said that both the nations
had diplomatic talks but
tell me what do the people
of Australia like? We told
him that Australians are
crazy about cricket. Then
Modi said that a function
should be organised at the

cricketers like Kapil Dev

should meet the public.
This shows that Modi has

Modi didn’t restrict di-
plomacy to mere few for-
mal and informal dia-
logues between 2 coun-
tries. He increased the
number of meetings and
expanded the scope of dia-
logues during his visits.
“Earlier there used to be a
maximum of 5-6 meetings.
Now 10-12-15 meetings in a
day are scheduled. It’s like
playing test match at the
pace of 20-20. It was not a
one-day affair, it was una-
bated. I am surprised we
would travel 5 countries in
6 days spending nights in
flights, because even Modi
used to do it,” union exter-
nal affairs minister S Jais-
hankar had said.
With great acumen of
foreign affairs, Modi was
fast emerging as a strong
global leader. But people
were surprised as to how a
person who had not been
even a union minister be-
fore becoming Prime Min-
ister could deftly handle
the international
affairs.
“He once told me that he
had been to US. He had

has real life experience.
Now if we add his real
life experience with in-
novative thinking, we
can easily understand
his foreign policy,” Jais-
hankar had said.
The aim of Modi’s
whirlwind foreign trips
was not only to elevate
the position of the na-
tion on diplomatic plat-
forms but also to instil
confidence among the
Indian diaspora. Modi
used the rich Indian tradi-
tions and culture to win
the respect for Indian dias-
pora on foreign soil. This
was part of his diplomacy
to use national symbols
and Hindi as language for
communicati
on at global
platform. This practice
won back the glory for In-
dia. Modi as a Prime Min-
ister started speaking in
Hindi at the global plat-
form of the United Nation.
He proposed before the
world to celebrate June 21
as the Yoga Divas.
“Yoga is our ancient tra-
dition and priceless treas-
ure. Let’s work towards
celebrating International
Yoga Day to promote this
invaluable custom,” Modi
had said. The entire world
endorsed his idea of Yoga
in record time and June 21
was accepted as the Inter-
national Yoga Day

culture … a tradition…a
civilisation…
if the Prime
Minister of India doesn’t
express the richness of the

Amid the challenges put
up by Covid pandemic, In-

for central government

That increase in DA is

on the recommenda-
tions of the 7th central
pay commission.
The Union Cabinet

The Supreme Court on Wednesday said it will resume
full-fledged physical hearing of cases from April 4,
after a gap of more than two years, when it switched
to virtual hearing due to the Covid-19 pandemic. Chief
Justice NV Ramana said the court will resume physical
hearing April 4 onwards. “Monday onwards, we are
opening fully, physically,” he said.

Barmer: A BSF jawan
had raped his own of-
ficer’s wife in Barmer.
Though the incident
took place on March 10,
police arrested the ac-
cused late on Tuesday
night. Anand Singh Ra-
jpurohit, circle officer
in Barmer confirmed
the report.
Singh said that on
March 10, the 27-year-
old victim was alone at
home. His husband, As-
sistant Commandant in
BSF Barmer went on
his duty. In the mean-
time, a jawan reached
there to serve the
breakfast. But while
finding the victim
alone at home, he force-
fully raped her.
The accused also
threatened the victim
not to share the inci-
dent with anybody.
Singh said that after
the victim’s husband
returned on March 12,
they lodged a case at
the women’s police sta-
tion. Singh said that
though police lodged
the case, the BSF was
simultaneously prob-
ing the matter, due to
which the accused
wasn’t arrested.
He further said that
on Tuesday, BSF offi-
cials handed over the
accused to the police.

others termed the inci-
dent as a stigma on the
foreheadof theadminis-
tration and demanded
the sacking of the guilty
officers.
Shekhawatsaid,“Spe-
cial committee should
investigate.Itisdefinite-
ly suicide, but I will call
it murder. Indirectly
this murder has been
done by those people
who misused power and
creating a difficult situ-
ation.” Raje said, “Fear
of police led to Dr. Arch-
ana to commit suicide.
Deeply hurt by the inci-
dent. Dr. Archana, did
not care for her life and
saved the lives of people
during the Corona peri-
od. There should be a
fair investigation into
this incident.”
Kataria said there are
laws to protect the doc-
tors and they can not be
held guilty until investi-
gation is complete.
This is a sad incident. In
this, a case of murder cannot
be registered. She was treat-
ing the patient. Doctors
do not work to kill a patient.
Strict action will be taken
against whoever is guilty
in this. I will also go to the
spot and meet family mem-
bers.

The State Women’s Commission took cog-
nizance of Dr. Archana’s suicide and gave
a notice to the DGP and sought the report in
a week. “The incident of suicide by a female
doctor is very serious and sad. The commission
has instructed to conduct an impartial high-level
inquiry into the matter,” said Rehana Riyaz, com-
mission chairperson. CM Gehlot condemned the
incident and said an inquiry is going on. Dausa
police has already registered a case for abetment
to suicide against a man named Baliya Joshi.

The suicide incident of Dr Archana Sharma is deeply sad-
dening. We consider doctors as gods. To save the life of
patients, every doctor tries their best, but in case
of any mishappening, it is not justified to blame
the doctors. If the doctors are threatened like
this, how will they perform their duty confi-
dently? We must think, how can the doctors
who served the country during the Covid-19
pandemic be treated this way. This entire
matter is being investigated thoroughly and
the accused will not be spared.

ferent districts, will be trained at the Officers’ Train-
ing School (OTS) from 11th April. Varsha Sharma
was posted in Tonk, Ravi Kumar Goel and Gaurav
Bankawat in Jaipur, Poonam in Pali, Padma Devi in
Ajmer, Rajendra Kumar in Sikar, Jogendra Singh in
Bharatpur, Sanjeev Kumar Verma in Alwar and Bharti
Phulafkar in Bikaner. The 2017-batch officer Suresh
Kumar has also been allowed to take training in
institutional vocational training courses.
Ajmer: The examinations for the students of 10th
Class under Rajasthan Board for Secondary Educa-
tion (RBSE) is going to start from Thursday. A total
of 10.91 lakh students are scheduled to appear in
the exams this year. Exam for English (compulsory)
paper will be held on the first day. The board has
set up 6,068 exam centres across the state and has
installed CCTV cameras in 417 centres considered
as ‘sensitive’. The Control Command centre set up
at its Ajmer headquarters will keep a hawk eye on
the conduct of the exams.
Jaipur: A fire broke out in the maternity ward of
the Govt BDM district hospital in Kotputli. Ac-
cording to the information, the outer unit of the
air conditioner caught fire in the gynae ward. It is
suspected that the fire took place due to throwing
a burning beedi/cigarette by an unknown person.
After the fire, a loud blast occurred. Senior of-
ficials called the fire brigade but two fire brigade
were engaged in another incident. With the help
of local resources, the fire was brought under
control by the hospital administration, villagers.

KARNATAKA HIJAB BAN
40 muslim girl students skip
exams at Udupi govt colleges
Udupi (PTI): 40 Mus-
lim girl students from
the Udupi district of
Karnataka abstained
from appearing for the
first pre-university ex-
amination as they were
apparently hurt by the
recent High Court ver-
dict against the wear-
ing of hijab inside
classrooms.
The students decided
to not appear for the ex-
aminationwithoutwear-
ingtheheadscarf asthey
were hurt by the March
15 order, sources said.
The Karnataka High
Court on March 15 had
dismissed petitions
seeking permission to
wear hijab inside the
classroom, saying the
headscarf is not a part
of the essential reli-
gious practice in the Is-
lamic faith and that the
uniform dress rule
should be followed in
educational institu-
tions where it has been
prescribed.
Those who shunned
the examinations on
Tuesday include 24 girl
students from Kun-
dapur, 14 from Byndoor
and two from Udupi
Government Girls PU
college, who are in-
volved in the legal fight
over the wearing of hi-
jab in classrooms. The
girls had earlier boy-
cotted the practical ex-
aminations also.
At the RN Shetty PU
college, 13 out of 28
Muslim girl students
appeared for the exami-
nation. Though some
students reached the
examination centre
wearing hijabs, they
were denied permis-
sion.
Four out of five girl
students appeared for
the examinations at
Bhandarkar’s college in
Udupi, while all the girl
students of Basrur
Sharada college attend-
ed the examinations.
Six of the eight girl
students of Navunda
Government PU Col-
lege abstained from the
examinations, while
only two out of 10 Mus-
lim girls appeared for
the examinations.
Some private colleges
in the district allowed
students wearing hijab
to attend the examina-
tions, sources said.

Bengaluru: The Karna-
taka Education Depart-
ment has suspended
7 teachers including
2 superintendents for
allowing hijab clad stu-
dents to take SSLC (class
10) exams in Gadag
district. The department
has also ordered an
inquiry on the suspended
persons. These teachers
and superintendents
allowed hijab clad girls to
write exams on Monday
at the C.S. Patil Examina-

In a counter affidavit,
the Department of Per-
sonnel and Training
(DoPT) said: “The mat-
ter has been considered
and it has not been
found feasible to change
the existing provisions
regarding number of
attempts and age-limit
in respect of CSE (Civil
Services exam).
“That it is also sub-
mitted that any relaxa-
tion to age-limit and
number of permissible
attempts due to Cov-
id-19 pandemic could
lead to similar de-
mands being made by
the other categories of
candidates.”
The DoPT added
that it will also im-
pinge on the chances
of other candidates
who are eligible as per
existing provisions be-
cause it will increase
the number of candi-
dates competing with

an embarrassment for
Bihar Chief Minister
Nitish Kumar, who has
been at the state’s top
job for close to 15 years
at a stretch now, a new
report has revealed that
the state was woefully
unprepared for the Cov-
id pandemic. A perfor-
manceauditonthefunc-
tioning of district hospi-
tals in Bihar has re-
vealed that just as the
Covid pandemic hit the
country, there was a 52
to 92 per cent shortfall
of beds in district hospi-
tals and a persistent
shortage of doctors,
nurses, paramedical
staff, and technicians.
The bed strength was
not raised in 10 years
and the department did
not publish the total
staff vacancies to get
them filled from 2014 to
2020, the report said.
The Comptroller and
AuditorGeneralof India
(CAG) report, tabled in
the state assembly today
,
has a performance audit
on ‘Functioning of Dis-
trictHospitals’sampling
five districts - Biharsha-
rif, Hajipur, Jehanabad,
Madhepura, and Patna -
for the period 2014-15 to
2019-20. It aimed to as-
sess the overall health
services being provided
by district hospitals.
On Out-Patient ser-
vices, the report found
thatthehospitalsdidnot
provide 12 to 15 signifi-
cant OPD curative ser-
vices like cardiology
,
gastroenterology
, neph-
rology
, ENT etc. due to a
shortage of specialist
doctors and infrastruc-
tures such as building,
equipment and furni-
ture.The patient load on
registration counters
went as high as 208 per
cent higher than nor-
mal. Further, 59 per cent
of OPD patients bought
medicines out of their
own pocket, defeating
the goal of providing
free medication, it add-
ed. The facility for diag-
nosis and management
of cases of cardiovascu-
lar disease, stroke and
cancer was not availa-
ble in any of the district
hospitals.
Accident/Trauma
and Psychiatry wards
were also not found in
any of the checked hos-
pitals. Positive/negative
isolation wards for in-
fectious patients were
also not found. This
finding is especially
concerning as it shows
the state’s health infra-
structure was ill-pre-
pared for the pandemic.

Srinagar (PTI): Jammu  Kashmir administration
on Wednesday sacked police constable Tawseef
Ahmed Mir, who has been accused of actively work-
ing for Hizbul Mujahideen and trying to kill two of
his colleagues, and four more employees for alleged
links with terror groups. The Union Territory admin-
istration terminated the services of the employees
following a recommendation of a designated com-
mittee constituted under Article 311 (2) (c) of the
Constitution that allows dismissal without an inquiry
in the interest of the security of the State.

Gulmarg due to “insuf-
ficient snow depth”
caused by melting of

“Keeping in view the
insufficient snow depth

conditions, the winter
sports activities viz
skiing, snowboarding
etc inside the marked
boundary and back
country area of the
slopes of Mount Aphar-
wat are hereby official-
ly closed with effect
from 31.03.2022,” an or-
der issued by Assistant
Director Tourism Gul-
marg, Javid-ur-Re-
hman said.
The snow has melted
faster than usual in
Kashmir this year due
to unusually high tem-
perature. While Srina-
gar city is witnessing a
spike of 10 degrees in
temperature for this

Reddy will inaugurate
the 13 new districts on
April 4 between 9.04 am
and 9.45 a.m, officials
said on Wednesday.
The final notifica-
tion pertaining to the
reorganisation of the
existing 13 districts
into 26 is expected to be
released in the next
few days.

aircraft and a four-seater helicopter
worth Rs 30 crore on the lines of

cats are facing short
of habitat areas. As a

target for the fiscal year 2021-
22 for which MD Ajit Saxena

Though the incident took place on March 10, police arrested the ac- cused late on Tuesday night. Anand Singh Ra- jpurohit, circle officer in Barmer confirmed the report. Singh said that on March 10, the 27-year- old victim was alone at home. His husband, As- sistant Commandant in BSF Barmer went on his duty. In the mean- time, a jawan reached there to serve the breakfast. But while finding the victim alone at home, he force- fully raped her. The accused also threatened the victim not to share the inci- dent with anybody. Singh said that after the victim’s husband returned on March 12, they lodged a case at the women’s police sta- tion. Singh said that though police lodged the case, the BSF was simultaneously prob- ing the matter, due to which the accused wasn’t arrested. The students decided to not appear for the ex- aminationwithoutwear- ingtheheadscarf asthey were hurt by the March 15 order, sources said. The Karnataka High Court on March 15 had dismissed petitions seeking permission to wear hijab inside the classroom, saying the headscarf is not a part of the essential reli- gious practice in the Is- lamic faith and that the uniform dress rule should be followed in educational institu- tions where it has been prescribed. Those who shunned the examinations on Tuesday include 24 girl students from Kun- dapur, 14 from Byndoor and two from Udupi Government Girls PU college, who are in- volved in the legal fight over the wearing of hi- jab in classrooms. The girls had earlier boy- cotted the practical ex- aminations also. At the RN Shetty PU college, 13 out of 28 Muslim girl students appeared for the exami- nation. Though some students reached the examination centre wearing hijabs, they were denied permis- sion. Four out of five girl students appeared for the examinations at Bhandarkar’s college in Udupi, while all the girl students of Basrur Sharada college attend- ed the examinations. Six of the eight girl students of Navunda Government PU Col- lege abstained from the examinations, while only two out of 10 Mus- lim girls appeared for the examinations. Some private colleges in the district allowed students wearing hijab to attend the examina- tions, sources said. 7 SUSPENDED FOR ALLOWING HIJAB IN CLASS X EXAMS Bengaluru: The Karna- taka Education Depart- ment has suspended 7 teachers including 2 superintendents for allowing hijab clad stu- dents to take SSLC (class 10) exams in Gadag district. The department has also ordered an inquiry on the suspended persons. These teachers and superintendents allowed hijab clad girls to write exams on Monday at the C.S. Patil Examina- tion Centre in Gadag. Meanwhile, Sriram Sene Kalaburagi District President, Ninganna Gouda Patil has lodged a complaint with the Block Education Officer of Kalaburagi demanding the suspension of Mo- hammad Ali, the teacher of Ijeri Urdu School in Jevargi taluk for allowing a student to write exams wearing hijab. In his complaint he has warned that if action is not taken, protest will be staged. A perfor- manceauditonthefunc- tioning of district hospi- tals in Bihar has re- vealed that just as the Covid pandemic hit the country, there was a 52 to 92 per cent shortfall of beds in district hospi- tals and a persistent shortage of doctors, nurses, paramedical staff, and technicians. The bed strength was not raised in 10 years and the department did not publish the total staff vacancies to get them filled from 2014 to 2020, the report said. The Comptroller and AuditorGeneralof India (CAG) report, tabled in the state assembly today , has a performance audit on ‘Functioning of Dis- trictHospitals’sampling five districts - Biharsha- rif, Hajipur, Jehanabad, Madhepura, and Patna - for the period 2014-15 to 2019-20. It aimed to as- sess the overall health services being provided by district hospitals. On Out-Patient ser- vices, the report found thatthehospitalsdidnot provide 12 to 15 signifi- cant OPD curative ser- vices like cardiology , gastroenterology , neph- rology , ENT etc. due to a shortage of specialist doctors and infrastruc- tures such as building, equipment and furni- ture.The patient load on registration counters went as high as 208 per cent higher than nor- mal. Further, 59 per cent of OPD patients bought medicines out of their own pocket, defeating the goal of providing free medication, it add- ed. The facility for diag- nosis and management of cases of cardiovascu- lar disease, stroke and cancer was not availa- ble in any of the district hospitals. Accident/Trauma and Psychiatry wards were also not found in any of the checked hos- pitals. Positive/negative isolation wards for in- fectious patients were also not found. This finding is especially concerning as it shows the state’s health infra- structure was ill-pre- pared for the pandemic. The visit would be the high- est-level visit from Mos- cow since Vladimir Pu- tin’s attack on Ukraine. “Foreign Minister of the Russian Federation, H.E. Mr. Sergey Lavrov will pay an official visit to New Delhi on 31 March -1 April 2022,” the government said in a press release. Lavrov’s visit follows Chinese Foreign Minis- ter Wang Yi’s visit to New Delhi last week, the first in over two years. Despite mounting pressure from the West, China and India haven’t condemned Russia’s in- vasion of Ukraine. Will look into ‘objections’ to ‘halal’ meat, Karnataka CM Bengaluru (PTI): Kar- nataka Chief Minister Basavaraj Bommai said that the state govern- ment would look into the ‘serious objections’ raised over ‘halal’ meat. Now, serious objections are raised. We will take a look into it,” he said. Bommai said that the government will clarify it’s stand on the issue soon. The Constitution (Scheduled Castes and ScheduledTribes)Order (Amendment) Bill, 2022 was introduced in the Upper House of Parlia- ment on February 7. It was passed by a voice vote on Wednesday . With the process of forming new districts completed, Chief Min- ister Jagan Mohan Reddy will inaugurate the 13 new districts on April 4 between 9.04 am and 9.45 a.m, officials said on Wednesday.
