detailed agreement
over Seventh Pay Com-
mission recommenda-
tions, recruit 5,000 new
clerks and health work-
ers, and disburse a spe-
cial allowance in lieu of
Dearness Allowance ar-
rears for the January
2020-July 2021 period.
As the Union and Ma-
harashtra governments
are undecided on the ar-
rears of Dearness Al-
lowances (DA) for ad-
ministrative staff as
yet, DA dues of civic
workers are likely to be
issued under a different
head, probably as spe-
cial allowance towards
COVID-19 work, it is re-
liably learnt. Over 350
civic staffers, who reg-
istered 100% attend-
ance during the pan-
demic, succumbed to
the novel coronavirus.
Chahal may consider is-
suing the special allow-
ance in Mumbai.
“We held exhaustive
discussions with the
BMC Chief today
(Thursday), and he was
forthcoming on most is-
sues. As a result, we
hope to ink a detailed
agreement regarding
the Seventh Pay Com-
mission recommenda-
tions through collective
bargaining by all the
unions who participat-
ed in the coordination
committee meeting
with Chahal,” advocate
Prakash Devdas, presi-
dent of the Mumbai
Municipal Workers Un-
ion-Coordinating Com-
mittee, told First India.
Civic workers may
also look forward to the
fifth and final instal-
ment of their arrears as
per the Seventh Pay
Commission recom-
mendations, Additional
Municipal Commis-
sioner Milind Sawant
informed Thursday’s
meeting. The BMC has
already disbursed four
such instalments, he
added.
A Wage Error/Anom-
aly Elimination Com-
mittee was appointed
under the chairman-
ship of retired char-
tered officer Ramnath
Jha meet a long-pend-
ing grievance of civic
workers that the earlier
chair IAS officer Giriraj
had failed to consider
all the problems related
to the fixation and fit-
ment of outstanding
difference in pay. For
example, a clerk draw-
ing maximum pay of
Rs6,830 under the sixth
pay commission would
have to have this en-
hanced by 40% and
rounded off to the next
hundred under the Sev-
enth Pay Commission;
this was not factored in.
Further, about 50%
of all staff will be pro-
moted on the basis of
seniority to the post of
Chief Clerk and Senior
Accounts and Audit As-
sistants soon, while a
time-bound promotions
policy from 1994 will be
implemented as per the
decision of the State
Government. Five thou-
sand vacancies for
clerks and other posi-
tions, of which 1,000
Grade 4 workers will be
promoted to clerks.

Maharashtra Cabinet expansion likely this weekend

Mumbai: Chief Minis-
ter Eknath Shinde, who
made organizational ap-
pointments to his group
of rebel Shiv Sena and
Independent MLAs on
Wednesday, will likely
expand his cabinet over
the weekend.
While his scheduled
visit to New Delhi was
cancelled at the last mo-
ment on Wednesday,
given the hectic sched-
ule of Union Home Min-
ister Amit Shah, Shinde
may finalize his list of
cabinet colleagues in
consultation with the
Delhi high command ei-
ther in person or over
the telephone, it is reli-
ably learnt.
With just about 2.25
years remaining before
the next general elec-
tions in April 2024, and
even less time before the
forthcoming civic elec-
tions across 23 munici-
palities in Maharash-
tra, Shinde is expected
to focus on fresh faces,
particularly from Mum-
bai, Thane and Pune for
his faction’s cabinet col-
leagues. MLAs from the
Thane-Palghar belt, in-
cluding Shrinivas Chin-
taman (Palghar),
Vishwanath Bhoir and
Balaji Kinikar (both
from Thane) are among
the new faces being con-
sidered.
The BJP grouping
headed by Deputy CM
Devendra Fadnavis is
similarly considering
fresh faces from Mum-
bai, Thane and Pune
with Ashish Shelar, Yo-
gesh Sagar, Prasad Lad
among the list of proba-
bles being vetted by the
BJP high command in
New Delhi.
“While the Shinde
faction has high expec-
tations of cabinet
berths, considering the
remaining tenure of the
current dispensation, it
may only be possible to
have one more cabinet
reshuffle (a year from
now) before facing state
assembly elections in
2024,” a person close to
the development said.
He added that politi-
cal legacies counted for
little in the template im-
plemented by Prime
Minister Narendra
Modi, who effected a
near 100% change in the
council of ministers in
Gujarat.

SC warns of contempt if polls
re-notified for OBC quota

New Delhi: The Su-
preme Court on
Thursday warned the
Maharashtra state
election commission
(SEC) of contempt ac-
tion if it re-notifies
the election process
to 367 local bodies
that has already com-
menced, in order to
provide reservation
to Other Backward
Classes (OBCs).
The SEC, “cannot
and shall not” re-notify
the election pro-
gramme, said the apex
court, voicing displeas-
ure over the “misread-
ing” of its July 20 order.
“Any breach of its di-
rectives will invite con-
tempt for the SEC and
others concerned,” said
the court.
The Supreme Court
had on July 20 accepted
the recommendations
of the Banthia Commis-
sion providing 27%
OBC reservations in lo-
cal body elections. It
had directed that elec-
tions for local bodies in
the state be notified in
the next two weeks.
It had, however, made
clear that the new reser-
vation policy will not
apply to the 367 local
bodies where the elec-
tion process had al-
ready begun.
The court had noted,
in its July 20 order that
counsel for the SEC had
said the election pro-
gramme in respect of
367 local bodies has
already started and
will be taken to its logi-
cal end.
The apex court had
quashed the SEC notifi-
cation providing for
27% quota for OBCs
in local bodies in
early 2021.
During the hearing
on Thursday, a bench
headed by Justice AM
Khanwilkar said, “In
terms of last week’s or-
der, the SEC is obliged
to complete the election
process which had
already been notified
in respect of 367 local
bodies.”
The court’s appre-
hension about deliber-
ate postponement of
elections to introduce
OBCs quotas stemmed
from senior advocate
Shekhar Naphade’s
contention that polls to
92 municipal councils
and four nagar pan-
chayats were put off by
the SEC on July 14
because of extraordi-
nary rain.
These 92 municipal
councils and four nagar
panchayats figured in
the list of 367 local bod-
ies where the election
process had already
been set in motion.
The bench, also com-
prising Justices AS
Oka and JB Pardiwala,
observed the election
programme commenc-
es from the date of first
notification.
“Dates have been no-
tified. The election pro-
gramme has com-
menced. That we will
not interdict. We had
made it clear,” the
bench said, adding,
“They can only change
the date from date X to
date Y.”
WILL FILE REVIEW PETITION SEEKING OBC QUOTA: FADNAVIS
Reacting to the Supreme Court’s rap, Deputy Chief Minister Devendra Fadnavis
said the state government had approached the court seeking OBC reservation
for 91 nagar panchayats and 270 gram panchayats since the notification was
issued by the SEC. This was before the apex court’s decision to grant 27% OBC
quota in local body polls. “We will file a review petition seeking OBC quota for
these local bodies. Why should 91 nagar palikas out of 400 local bodies and
270 gram panchayats out of 29,000 gram panchayats be discriminated against
when the OBC reservation is applicable to the rest of the local body elections?”
asked Fadnavis.

arrested nine men
for gang-raping of an
11-year-old girl mul-
tiple times in Nagpur
district, an official
said.
The incidents oc-
curred in a town lo-
cated around 60km
from Nagpur city be-
tween June 19 and
July 15, he said.
The accused have

acquaintances Ga-

to her and asked her
not to reveal the inci-
dent to anyone,” the
police official said.
A few days later,
three others raped the
minor at Kargaonkar’s
place, he said. On July
15, Murskar, Gathiba-
ndhe and their two
friends threatened the
girl and sexually as-
saulted her at some
other place, he added.
“Police received in-
formation about these
incidents sometime
later and approached
the victim, who nar-
rated her ordeal to
them and her parents,”
the official said.

Pune: Police arrested
five members of a
gang in Pune city on
Wednesday for alleg-
edly stealing nearly
200 iPhones and oth-
er electronic gadgets,
an official said.
The accused had sto-
len iPhones, iPads, lap-
tops and accessories
worth Rs1.53 crore from
Wagholi on July 25,
which have been seized.
“The incident took
place at a warehouse lo-
cated on Kesnand Road
in Wagholi area,” the
official said.
All the arrested hail
from Sahibganj district
of Jharkhand and cur-
rently reside in Chakan
area near Pune. The ac-
cused have been identi-
fied as Abdul Abuzar
Shaikh (20), Abed Mu-
fazzul Shaikh (34) and
Sultan Abdul Shaikh
(32), Abubakar Abuzar
Shaikh (23) and Rabiul
Mantu Shaikh (22).
The accused illegally
gained entry into the
warehouse and took
away 198 iPhones of
various models, seven
iPads, three laptops and
12 accessories. A case
was registered at Loni-
kand police station, the
official said.
In another incident,
Police arrested three
persons for allegedly
stealing several old lap-
tops and hard disks
from an electronic
goods shop in Palghar
district, an official said
on Thursday
.
The theft took place
on the intervening
night of July 17-18 at a
shop located in Valiv
area, senior police in-
spector Kailas Barve
said. Acting on a tip-off
and CCTV footage, the
police nabbed the three
accused on Tuesday,
and recovered 187 lap-
tops and hard disks
worth Rs 12.86 lakh
from them.
The accused have
been identified as Mo-
hammad Mohatab An-
war Ali (29), Karimud-
din alias Chot Jalalud-
din Khan (24) and Ikra-
muddin Jalaluddin
Khan (32). The police
were trying to find out
if the accused were in-
volved in more such of-
fences, Barve added.

day opposed a plea by

case related to an al-
leged attempt to mur-
der industrialist Nus-
li Wadia.
Ivan Sequeira, one of
the accused, moved the
special CBI court seek-
ing to examine Mukesh
Ambani as a witness.
CBI, in its reply, said
the accused had no
right to seek further in-
vestigation at this stage
of the case, and his ap-
plication should be dis-
missed.
Kirti Ambani, a for-
mer senior executive at
the RIL who died dur-
ing the course of the
trial, is the prime ac-
cused in the case.
An FIR was regis-
tered against Ambani
and others on July 31,
1989, for allegedly con-

22-year-old woman
was allegedly forced
to undergo abortion
in Parli town in Beed
district, following
which an offence was
registered against
four persons, said an
official on Wednesday
.
The woman was
forced by her husband
and in-laws to abort her
foetus despite her oppo-
sition to do so, he said.
“The woman, who is a
mother of an 11-month-
old baby girl, was preg-
nant for the second
time. In June, when she
was a few months preg-
nant, her mother-in-law
took her to a sonogra-
phy centre, where they
came to know that she
was again carrying a
female foetus,” said the
official.
After that, the wom-
an’s in-laws called a doc-
tor at their home. Ac-
cordingly, a doctor
named Swami visited
their place and con-
firmed that it was a fe-
male foetus. On July 15,
the same doctor re-
turned to their place
and examined her. He
gave her some injection,
following which she
vomited and also suf-
fered from loose mo-
tions.
“When the woman
was ill, the doctor visit-
ed their place around
1.30 am on July 16 and
started the process to
abort the foetus without
her consent. The doctor
tried to pull the foetus
out, but when it could
not happen, he cut the
womb and removed the
foetus,” said the official.
The woman then
called her brother, who
reachedParlifromPune
the same morning. He
took his sister to Pune
to her parents’ house.
Based on a com-
plaint, an offence was
registered against four
persons on Monday
evening at Parli’s Samb-
hajinagar police sta-
tion for aborting the
foetus without the
woman’s consent under
Indian Penal Code (IPC)
Section 313 (causing
miscarriage without
woman’s consent) and
others.

tice Rohinton Mistry and Jus-
tice Sanjay Kishan Kaul had
declared the bail criteria un-
der PMLA as unconstitution-

the accused. The court did not
find anything wrong with the
stringent bail conditions.

‘Wait till you hear this!’ What
follows may be fact or fiction
or a bit of each.
A large firm supplying
household products was once
victimized by a rumour. An-
other rumour which spread
wildly
, was that a well-known
chain of fast-food stores was
putting adulterated sauce in
its burgers! The story was in-
vestigated and disproved sev-
eral times, yet the rumor per-
sisted for a long time. All
cases are not so tragic, but
the grapevine has the power
to cause governmental tur-
moil, family splits and the
ruining of careers. It results
in sleepless nights and caus-
es much personal anguish.
Unfounded rumours and
misinformationhavealsopro-
moted gossip. Wild and scan-
dalous stories tend to be fasci-
nating, and are spread with
little regard for the conse-
quences. A steady stream of
gossip flows through maga-
zines, newspapers and televi-
sionprogrammes.Itisalsothe
spice of many conversations.
Rumors excite, disturb, cause
anxiety and defame people.
Rumours can spread with
greater speed than any other
method of communication.
Allittakesisafewkeystrokes
to send a vicious rumour on
its way to dozens of eager re-
cipients. Sometimes, an en-
tire website is set up just to
humiliate someone. Online
blogs are full of gossip that
could never be said in person.
Gossip is universal. People
are interested in others, so it
is natural that sooner or lat-
er, one’s conversation turns
toward the latest goings on in
the lives of friends and ac-
quaintances.
Soon, the idle talk strays
beyond the limits of good
taste. Facts are twisted, pri-
vacy is violated, confidences
betrayed and reputations ru-
ined. It is like mud thrown on
a clean wall. It may not stick,
but will leave a dirty mark.
The desire to ‘fit in’ obli-
gates people to talk. Gossip is
a real attention getter when
people tend to get far more
excited about negative infor-
mation than about positive. It
can fill one’s life with more
intrigue than a feature film.
To know something that
others don’t know makes one
feel important. Very often
that ‘something’ is quite an
unflatteringpieceof informa-
tion about someone else. Oth-
ers seem to feel that spotlight-
ing the flaws of others ob-
scure their own defects. For
some, it is a tool to promote
their own popularity
. Yet,
many others are just bored,
and have a desire to make
their lives more interesting,
hence they start a rumour.
Loose talk can be used as a
convenient means of venting
anger, hurt and jealousy. It
destroys relationships and
hinders new friendships into
developing. Those who listen
to loose talk find the juicy ‘tit-
bit’ too appealing to keep to
themselves so they become
part of a chain of rumours.
Stories change as they pass
from one person to another. In
the absence of the source or
evidence, one can assume it is
distorted or even false. Hence,
before repeating some news,
one can ask, “Is it true? Is it
necessary to share this infor-
mation? How would I feel if I
were in that person’s position
and someone divulged these
facts about me? Would I say it
on the person’s face?”
Rather than being con-
sumed with other peoples’ af-
fairs, one can find better ways
touseone’stime.Itissaidthat
great minds talk about ideas,
average minds talk about
things, and small minds talk
about people! By steering the
conversation towards a new
directionorsayingsomething
complimentary about the one
being discussed, makes one, a
good conversationalist. Hav-
ing a friendly disposition and
excusing oneself is the best
defense to avoid being part of
any loose talk.
What if people move away
from us since we refuse to
share in their conversations?
It’s a protection because no
one is spared in a grapevine.
Being talked about is just a
part of life. No one can stop
‘big mouths’ since there are
‘big ears.’ There is neighbour-
hood gossip, family gossip, of-
fice gossip, shop gossip and
party gossip. If one can afford
to spend so much time talking
about other people, then one’s
own life must not be very in-
teresting. By providing an
eager ear, one enthuses the
speaker to go on talking.
By handling matters calm-
ly and not over-reacting, one
can rise above reckless talks
and rumours. Is the matter re-
ally worth getting upset over?
Will it most likely fade away
after a while? Laughing it off
perhaps would be the best
way to extinguish rumours. It
is wise to ask “am I a channel
for rumours or a dead end?”

New Delhi (PTI): The
government on Thurs-
day said it does not pro-
pose to set up a commit-
tee to implement a uni-
form civil code (UCC)
and added it has asked
the Law Commission to
examine various issues
on the matter and make
recommendations.
Law Minister Kiren
Rijiju said this in re-
sponse to a question in
the Rajya Sabha.
“Government has re-
quested the Law Com-
mission of India to un-
dertake examination of
various issues relating
to uniform civil code
and to make recommen-
dation thereon,” the
minister said in his
written reply
.
Responding to a ques-
tion in the Lok Sabha on
July 22, Rijiju had said
no decision has been
taken as of now on the
implementation of a
uniformcivilcodeinthe
country as the matter is
sub-judice.
The minister had said
legislative interven-
tions ensure gender and
religion-neutral uni-
form laws. Article 44 of
the Constitution pro-
vides that the State shall
endeavour to secure for
the citizen a uniform
civil code throughout
the territory of India.

New Delhi: The Supreme Court on Thursday adjourned the
hearing on the plea of Jharkhand Chief Minister Hemant
Soren and the state government against the Jharkhand
HC order which had accepted the maintainability of PIL in
connection with shell companies allegedly related to state
CM Hemant Soren and his associates. A bench headed by
Justice UU Lalit adjourned the matter for next week after
it was informed that Solicitor General Tushar Mehta is not
well. Soren has moved SC against an HC order which had
accepted maintainability of a PIL.
COURT TAKES COGNIZANCE OF CHARGE SHEET
IN JAHANGIRPURI VIOLENCE CASE
New Delhi: A Delhi Court on Thursday took cognisance
of the chargesheet filed by Delhi Police in the Jah-
angirpuri violence case. After taking cognisance, the
court issued production warrants and summons for the
presence of the accused. The case is connected with
violence that took place on April 16 during a procession
on the occasion of Hanuman Jayanti. Chief Metropolitan
Magistrate Deepika Singh took cognisance of the charge
sheet. The court issued production warrants to produce
the accused from custody. Summons have been issued
to the accused directing them to appear on the next date
of hearing on August 6, 2022.

Sagar (PTI): A vaccina-
tor allegedly used a sin-
gle syringe to adminis-
ter anti-coronavirus
vaccine doses to 39 chil-
dren at a private school
in Madhya Pradesh’s
Sagar,promptingtheau-
thorities to suspend the
district vaccination of-
ficer, officials said on
Thursday
.
The incident took
place on Wednesday at
the Jain Higher Second-
ary School during a
mega vaccination drive,
after which an FIR was
registered against the
vaccinator, identified as
Jitendra Ahirwar, a dis-
trict official said.
The 39 children, aged
15 and above, were from
Classes 9 to 12, a health
official said. The par-
ents of some of the chil-
dren observed the vac-
cinator using the same
syringe to inoculate the
children and raised an
alarm for the gross neg-
ligence, officials said.
After the parents pro-
tested,Sagar’sin-charge
Collector Kshitij Sin-
ghal sent district Chief
Medical and Health Of-
ficer Dr DK Goswami to
inquire about the inci-
dent. Those present at
the spot told Goswami
that the vaccinator al-
legedly used the same

Ahmedabad: The Gujarat Home Department on
Thursday transferred the Superintendents of Po-
lice of Botad and Ahmedabad and suspended six
other cops following the death of 42 people after
consumption of spurious liquor, an official said.
Primary investigations by police have revealed
that some small-time bootleggers of different
villages in Botad district had made the spurious
liquor by mixing water with methyl alcohol or
Methanol, a highly poisonous industrial solvent,
and sold it to villagers for Rs 20 per pouch.

tric vehicle charging sta-
tions across 16 highways
and expressways covering
10,275 km across country

CESL, a wholly-owned

under the Ministry of Pow-
er has discovered prices for
setting up 810 electric vehi-
cle charging stations, a
statement said.

owned Oil and Natural Gas Corporation
(ONGC) has signed a pact with Greenko,
one of India’s largest renewable energy
companies, to form a 50:50 joint venture
for green energy projects. The JV will set
up 5.5-7 gigawatts (GW) of solar and wind power projects. —PTI

Finance on Thursday re-
ported a marginal decline
of 3.4% in its net profit at
`235 crore in the April-
June quarter as core in-
come from interest fell.
The housing finance com-
pany promoted by state-
owned PNB had wit-
nessed a net profit of
`243 crore in the same
period a year ago. Reve-
nues in the first quarter of
FY23 were down at
`1,412 crore as against
`1,693 crore in the year-
ago period, PNB Housing
Finance said in a regula-

FED UNLEASHES ANOTHER BIG RATE HIKE
Washington (AP): The
Federal Reserve raised its
benchmark interest rate by
a hefty three-quarters of a
point for a second straight
time in its most aggressive
drive in three decades to
tame high inflation.
The Fed’s move will raise
its key rate, which affects
many consumer and busi-
ness loans, to a range of
2.25% to 2.5%, its highest
level since 2018.
The central bank’s deci-
sion follows a jump in infla-
tion to 9.1%, the fastest an-
nual rate in 41 years, and
reflects its strenuous ef-
forts to slow price gains
across the economy
.
By raising borrowing
rates, the Fed makes it
costlier to take out a mort-
gage or an auto or business
loan. Consumers and busi-
nesses then presumably
borrow and spend less,
cooling the economy and
slowing inflation.
The Fed is tightening
credit even while the econ-
omy has begun to weaken,
thereby heightening the
risk that its rate hikes will
cause a recession later this
year or next.
“I do not think the US is
currently in a recession,”
Chair Jerome Powell said
on Wednesday at a news
conference in which he sug-
gested that the Fed’s rate
hikes have already had
some success in slowing the
economy and possibly eas-
ing inflationary pressures.
That message, with its
implication that the Fed
may not have to raise rates
so aggressively in the com-
ing months, helped ignite a
powerful rally on Wall
Street. The Dow Jones in-
dustrial average closed up
436 points. Still, the surge in
inflation and fear of a reces-
sion have eroded consumer
confidence and stirred pub-
lic anxiety about the econo-
my, which is sending frus-
tratingly mixed signals.
The Fed’s moves to
sharply tighten credit have
torpedoed the housing
market, which is especially
sensitive to interest rate
changes. The average rate
on a 30-year fixed mortgage
has roughly doubled in the
past year, to 5.5%.
The Fed chair also point-
ed to measures that suggest
that investors expect infla-
tion to fall back to the cen-
tral bank’s 2% target over
time as a sign of confidence
in its policies.

end of day three of the 5G
spectrum auction on
Thursday
.
According to Union Min-
ister of Communications,
Electronics and Informa-
tion Technology Ashwini
Vaishnaw 16 rounds of bid-
dings were completed till
the end of the third day of
the auction. The auction
will continue on the fourth
day on Friday
.
On the opening day of
the auction on Tuesday
bids worth `1.45 lakh crore
were received. Four rounds
of spectrum bidding were
done on the first day
.
Wednesday saw five
rounds of the auction, tak-
ing the total rounds to nine.
On the third day of the
auction on Thursday, an-
other seven rounds of auc-
tion were conducted taking
the number to 16.
The fourth day of the
auction will start with the
17th round.
At the end of the first
day, the bid value stood at
`1.45 lakh crore. It rose to
`1,49,454 crore on the sec-
ond day and further to
`1,49,623 crore at the end of
the third day
.
Four firms are in the
fray for the 5G auction.
These firms are - Reliance
Jio Infocomm Ltd, Bharti
Airtel Limited, Vodafone
Idea Limited and Adani
Data Networks Limited.

Mumbai (PTI): The Re-
serve Bank’s rate setting
panel will hike the key repo
rate by 0.35-0.50% at the
next week’s review meet-
ing, Axis Bank chief econo-
mist Saugata Bhattacharya
said on Thursday
.
A hike of such a quan-
tum will take the repo rate
beyond the 5.15% level, at
which the RBI had begun
the ultra-accommodative
measures in the face of the
COVID-19 pandemic, he
told reporters.
It can be noted that the
monetary policy commit-
tee (MPC) has hiked rates
in two consecutive moves
in May and June by a cu-
mulative 0.90%, taking the
repo rate at which it lends
to the system to 4.90%, in a
bid to contain inflation.

mark indices rallied on
Thursday with the Sensex
and Nifty climbing nearly
2%, helped by heavy buy-
ing in Bajaj Finance shares
amid a mixed trend in the
global equity markets.
The 30-share BSE bench-
mark jumped 1,041.47
points or 1.87% to settle at
56,857.79. During the day, it
rallied 1,097.9 points or
1.96% to 56,914.22. The
broader NSE Nifty ad-
vanced 287.80 points or
1.73% to 16,929.60.
Among the Sensex con-
stituents, Bajaj Finance
rallied the most by 10.68%,
followed by Bajaj Finserv
that jumped 10.14% after
encouraging June quarter
earnings.
The other gainers were
Tata Steel, Kotak Mahin-
dra Bank, IndusInd Bank,
Infosys, Tech Mahindra
and Nestle.
New Delhi (PTI): Shares of
SpiceJet settled over 3% lower
on Thursday after the company
was asked by aviation regulator
DGCA to curtail its services by
half for eight weeks. In morn-
ing trade, the stock had tanked
nearly 10%. The stock trimmed
most of its early losses and
settled at `36.95, down 3.52%
on the BSE. During the day, it
tanked 9.66% to its 52-week
low of `34.60.

prices, according to HDFC Se-
curities. In the previous trade,
the yellow metal finished at
`51,158 per 10 grams. Silver
also surged by `1,335 to `
56,937 per kg from `55,602
per kg in the previous trade.

Mumbai: Maharash-
tra reported 2,203
new COVID-19 cases
and three fatalities on
Thursday
, while its ac-
tive caseload is 13,665,
the state health de-
partment said.
With this, the state's
overall case tally
jumped to 80,41,522,
while the death toll rose
to 1,48,091, the depart-
ment said in a report.
Of the total number
of fresh cases, Pune cir-
cle registered the high-
est count of 732, fol-
lowed by Mumbai (518),
Nagpur (376), Nashik
(231), Akola (139), Latur
(80) Kolhapur (79) and
Aurangabad (48).
One fatality each was
recorded in Mumbai,
Kolhapur and Akola cir-
cles, it said.
So far, 78,79,766 pa-
tients have recuperated
from the infection, of
whom 2,478 recovered
in the last 24 hours.
As per the report, Ma-
harashtra has 13,665 ac-
tive COVID-19 cases, of
which the highest num-
ber of 4,454 are in Pune,
followed by 1,806 and
1,637 cases in Mumbai
and Nagpur district re-
spectively
.
The state's COVID-19
recovery rate is at
97.99%.

a police official.
The students, alleg-
edly affected by food
poisoning are being
treated at a hospital in

lice, the students start-
ed vomiting after hav-
ing dinner at the hostel

“The other inmates
residing in the hostel
informed us about the
substandard food being
served to the students
here, and said that it
might be the possible
reason for food poison-
ing,” said an official of

Ajit Pawar demands `75K/ha

Mumbai: In a clear
assertion of his posi-
tion not only as Lead-
er of Opposition but
also the de facto head
of the Nationalist
Congress Party
(NCP), Ajit Pawar on
Thursday began a
tour of Maharash-
tra’s flood-affected
areas.
Demanding that the
government declare a
“wet drought” due to
extensive damage in
this belt, Pawar de-
manded compensation
of Rs75,000 per hectare
for farmers affected by
excessive rainfall and
substantial compensa-
tion to the 12 people
who lost their lives.
The NCP leader start-
ed his tour from Gad-
chiroli district, where
he visited the worst-hit
villages in Sironcha,
Bhamragad and Aheri
tehsils and interacted
with farmers and their
families.
Pawar said nearly 10
lakh hectares have been
affected in the state,
with Gadchiroli district
alone accounting for
25,000 hectares. He said
the government should
look at disbursing ap-
proximately Rs75,000
per hectare in compen-
sation to farmers as
crop damage is high. He
said even farm workers
lost out on their daily
wages after the district
administrationdeclared
a 10-day holiday due to
excessive rainfall.
He said the govern-
ment should seek funds
from the Centre to pro-
vide speedy financial
assistance to farmers.
He said Chief Minister
Eknath Shinde and
Deputy CM Devendra
Fadnavis had visited
some of these villages
but several farmers
complained that though
their applications were
taken, the panchana-
mas had not been done
nearly 10 days after
their visit.
Pawar slammed the
delay cabinet expan-
sion and the delay in
the Monsoon Session of
the state legislature.
“The CM said he and
the Dy CM are monitor-
ing the flood-affected
areas but there is a dif-
ference between doing
it from Mumbai, and
the Ministers and
Guardian Ministers ac-
tivating the local gov-
ernment machinery in
37 districts.”
Reacting to Pawar’s
comments, Dy CM Fad-
navis said, “Our Maha
Yuti government is not
like the Maha Vikas
Aghadi government.
Whenever the natural
disaster struck, they
(MVA) kept waiting for
funds from the Centre
and did not disburse
compensation for seven-
eight months. The CM
and I have reviewed the
situation on Wednesday
and 100% panchanamas
will be completed with-
in a week. We will send
a proposal for Central
funds, but we will dis-
burse adequate compen-
sation from available
state funds without
waiting for the Centre’s
response.”

Dhanush took on the

won him the first nom-
ination for the Film-
fare Best Actor award.

character, Vinodh, a

AADUKALAM (2011)
Aadukalam is one of
the milestone films
for Dhanush who won
him the first Filmfare

Aadukalam saw him
play Karuppu, an am-
ateur rooster fighter
who goes on to be-
come a well-known

Raanjhanaa was

Vada Chennai is

As the Union and Ma- harashtra governments are undecided on the ar- rears of Dearness Al- lowances (DA) for ad- ministrative staff as yet, DA dues of civic workers are likely to be issued under a different head, probably as spe- cial allowance towards COVID-19 work, it is re- liably learnt. Over 350 civic staffers, who reg- istered 100% attend- ance during the pan- demic, succumbed to the novel coronavirus. While his scheduled visit to New Delhi was cancelled at the last mo- ment on Wednesday, given the hectic sched- ule of Union Home Min- ister Amit Shah, Shinde may finalize his list of cabinet colleagues in consultation with the Delhi high command ei- ther in person or over the telephone, it is reli- ably learnt. SC warns of contempt if polls re-notified for OBC quota First India Bureau New Delhi: The Su- preme Court on Thursday warned the Maharashtra state election commission (SEC) of contempt ac- tion if it re-notifies the election process to 367 local bodies that has already com- menced, in order to provide reservation to Other Backward Classes (OBCs). The SEC, “cannot and shall not” re-notify the election pro- gramme, said the apex court, voicing displeas- ure over the “misread- ing” of its July 20 order. “Any breach of its di- rectives will invite con- tempt for the SEC and others concerned,” said the court. The Supreme Court had on July 20 accepted the recommendations of the Banthia Commis- sion providing 27% OBC reservations in lo- cal body elections. It had directed that elec- tions for local bodies in the state be notified in the next two weeks. It had, however, made clear that the new reser- vation policy will not apply to the 367 local bodies where the elec- tion process had al- ready begun. The court had noted, in its July 20 order that counsel for the SEC had said the election pro- gramme in respect of 367 local bodies has already started and will be taken to its logi- cal end. The apex court had quashed the SEC notifi- cation providing for 27% quota for OBCs in local bodies in early 2021. During the hearing on Thursday, a bench headed by Justice AM Khanwilkar said, “In terms of last week’s or- der, the SEC is obliged to complete the election process which had already been notified in respect of 367 local bodies.” The court’s appre- hension about deliber- ate postponement of elections to introduce OBCs quotas stemmed from senior advocate Shekhar Naphade’s contention that polls to 92 municipal councils and four nagar pan- chayats were put off by the SEC on July 14 because of extraordi- nary rain. These 92 municipal councils and four nagar panchayats figured in the list of 367 local bod- ies where the election process had already been set in motion. The bench, also com- prising Justices AS Oka and JB Pardiwala, observed the election programme commenc- es from the date of first notification. “Dates have been no- tified. The election pro- gramme has com- menced. That we will not interdict. We had made it clear,” the bench said, adding, “They can only change the date from date X to date Y.” WILL FILE REVIEW PETITION SEEKING OBC QUOTA: FADNAVIS Reacting to the Supreme Court’s rap, Deputy Chief Minister Devendra Fadnavis said the state government had approached the court seeking OBC reservation for 91 nagar panchayats and 270 gram panchayats since the notification was issued by the SEC. This was before the apex court’s decision to grant 27% OBC quota in local body polls. “We will file a review petition seeking OBC quota for these local bodies. Why should 91 nagar palikas out of 400 local bodies and 270 gram panchayats out of 29,000 gram panchayats be discriminated against when the OBC reservation is applicable to the rest of the local body elections?” asked Fadnavis. Padalkar’s demand comes days after the Maharash- tra cabinet approved the renaming of Au- rangabad city. The incidents oc- curred in a town lo- cated around 60km from Nagpur city be- tween June 19 and July 15, he said. The accused have been identified as Roshan Kargaonkar (29) and his friends/ acquaintances Ga- janan Murskar (40), Premdas Gathibandhe (38), Rakesh Ma- hakalkar (24), Govin- da Nate (22), Saurabh alias Karan Rithe (22), Nitesh Fukat (30), Pra- dumna Karutkar (22) and Nikhil alias Pinku Narule (24), the police said. The accused had sto- len iPhones, iPads, lap- tops and accessories worth Rs1.53 crore from Wagholi on July 25, which have been seized. “The incident took place at a warehouse lo- cated on Kesnand Road in Wagholi area,” the official said. All the arrested hail from Sahibganj district of Jharkhand and cur- rently reside in Chakan area near Pune. The ac- cused have been identi- fied as Abdul Abuzar Shaikh (20), Abed Mu- fazzul Shaikh (34) and Sultan Abdul Shaikh (32), Abubakar Abuzar Shaikh (23) and Rabiul Mantu Shaikh (22). The accused illegally gained entry into the warehouse and took away 198 iPhones of various models, seven iPads, three laptops and 12 accessories. New Delhi (PTI): The Supreme Court on Thursday agreed to hear a plea challeng- ing the cutting of trees in Mumbai’s Aarey colony for a Metro car shed. A bench of Justice DY Chandrachud and Justice Surya Kant said it would take up the plea after senior advocate Gopal S h a n k a r n a r a y a n mentioned the mat- ter. The woman was forced by her husband and in-laws to abort her foetus despite her oppo- sition to do so, he said. “The woman, who is a mother of an 11-month- old baby girl, was preg- nant for the second time. In June, when she was a few months preg- nant, her mother-in-law took her to a sonogra- phy centre, where they came to know that she was again carrying a female foetus,” said the official. After that, the wom- an’s in-laws called a doc- tor at their home. Ac- cordingly, a doctor named Swami visited their place and con- firmed that it was a fe- male foetus. On July 15, the same doctor re- turned to their place and examined her. He gave her some injection, following which she vomited and also suf- fered from loose mo- tions. “When the woman was ill, the doctor visit- ed their place around 1.30 am on July 16 and started the process to abort the foetus without her consent. The doctor tried to pull the foetus out, but when it could not happen, he cut the womb and removed the foetus,” said the official. The woman then called her brother, who reachedParlifromPune the same morning. He took his sister to Pune to her parents’ house. Based on a com- plaint, an offence was registered against four persons on Monday evening at Parli’s Samb- hajinagar police sta- tion for aborting the foetus without the woman’s consent under Indian Penal Code (IPC) Section 313 (causing miscarriage without woman’s consent) and others. A large firm supplying household products was once victimized by a rumour. An- other rumour which spread wildly , was that a well-known chain of fast-food stores was putting adulterated sauce in its burgers! The story was in- vestigated and disproved sev- eral times, yet the rumor per- sisted for a long time. All cases are not so tragic, but the grapevine has the power to cause governmental tur- moil, family splits and the ruining of careers. It results in sleepless nights and caus- es much personal anguish. Unfounded rumours and misinformationhavealsopro- moted gossip. Wild and scan- dalous stories tend to be fasci- nating, and are spread with little regard for the conse- quences. A steady stream of gossip flows through maga- zines, newspapers and televi- sionprogrammes.Itisalsothe spice of many conversations. Rumors excite, disturb, cause anxiety and defame people. Rumours can spread with greater speed than any other method of communication. Allittakesisafewkeystrokes to send a vicious rumour on its way to dozens of eager re- cipients. Sometimes, an en- tire website is set up just to humiliate someone. Online blogs are full of gossip that could never be said in person. Gossip is universal. People are interested in others, so it is natural that sooner or lat- er, one’s conversation turns toward the latest goings on in the lives of friends and ac- quaintances. Soon, the idle talk strays beyond the limits of good taste. Facts are twisted, pri- vacy is violated, confidences betrayed and reputations ru- ined. It is like mud thrown on a clean wall. It may not stick, but will leave a dirty mark. The desire to ‘fit in’ obli- gates people to talk. Gossip is a real attention getter when people tend to get far more excited about negative infor- mation than about positive. It can fill one’s life with more intrigue than a feature film. To know something that others don’t know makes one feel important. Very often that ‘something’ is quite an unflatteringpieceof informa- tion about someone else. Oth- ers seem to feel that spotlight- ing the flaws of others ob- scure their own defects. For some, it is a tool to promote their own popularity . Yet, many others are just bored, and have a desire to make their lives more interesting, hence they start a rumour. Loose talk can be used as a convenient means of venting anger, hurt and jealousy. It destroys relationships and hinders new friendships into developing. Those who listen to loose talk find the juicy ‘tit- bit’ too appealing to keep to themselves so they become part of a chain of rumours. Stories change as they pass from one person to another. In the absence of the source or evidence, one can assume it is distorted or even false. Hence, before repeating some news, one can ask, “Is it true? Is it necessary to share this infor- mation? How would I feel if I were in that person’s position and someone divulged these facts about me? Would I say it on the person’s face?” Rather than being con- sumed with other peoples’ af- fairs, one can find better ways touseone’stime.Itissaidthat great minds talk about ideas, average minds talk about things, and small minds talk about people! By steering the conversation towards a new directionorsayingsomething complimentary about the one being discussed, makes one, a good conversationalist. Hav- ing a friendly disposition and excusing oneself is the best defense to avoid being part of any loose talk. What if people move away from us since we refuse to share in their conversations? It’s a protection because no one is spared in a grapevine. Being talked about is just a part of life. No one can stop ‘big mouths’ since there are ‘big ears.’ There is neighbour- hood gossip, family gossip, of- fice gossip, shop gossip and party gossip. If one can afford to spend so much time talking about other people, then one’s own life must not be very in- teresting. By providing an eager ear, one enthuses the speaker to go on talking. By handling matters calm- ly and not over-reacting, one can rise above reckless talks and rumours. Is the matter re- ally worth getting upset over? Will it most likely fade away after a while? Laughing it off perhaps would be the best way to extinguish rumours. Law Minister Kiren Rijiju said this in re- sponse to a question in the Rajya Sabha. “Government has re- quested the Law Com- mission of India to un- dertake examination of various issues relating to uniform civil code and to make recommen- dation thereon,” the minister said in his written reply . But BJP leaders have linked the hoisting of the tricolor with patriotism. Assam Chief MinisterHimanta Biswa Sarma has asked the people of the state to hoist the tricolor to show their patriotism. He has set a target that thetricolorwillbehoist- ed at 88 lakh houses in his state. To fulfill this goal, he has arisen the question of patriotism. Not only this, he has appealed to all the citi- zens of the state to hoist the tricolor to prove themselvesasanIndian. Sarma has said that just applying to be included in the National Register of Citizens (NRC) as an Indian citizen is not enough. Only by hoist- ing the national flag you can prove that you are the child of Mother In- dia, so hoist the tricolor from 13 to 15. Now imagine, the peo- ple who have applied for NRC and their applica- tion being under scruti- ny, if those people will hoist the national flag at their home, will that eb enough to prove that they are indeed the chil- dren of Mother India and will then, their name will be included in the NRC. ? What is the point of making such a light statement on a se- riousandsensitiveissue like NRC just to make the tricolor hoisting campaign a success? PM OPENS SABAR DAIRY PROJECTS TO BOOST GUJ’S RURAL ECONOMY `300 cr projects will empower local farmers and milk producers Sabarkantha (PTI): Prime Minister Naren- dra Modi on Thursday inaugurated and laid the foundation stone of multiple projects of Sa- bar Dairy at Gadhoda Chowki in Gujarat`s Sa- barkantha worth more than Rs 1,000 crores on July 28. According to PMO, these projects will em- power local farmers and milk producers and increase their income. This will also give a boost to the rural econ- omy in the region. PM Modi integrated 120 metric tonnes per day (MTPD) Powder manufacturing plant at Sabar Dairy in Sabar- kantha.The total cost of the entire project is more than Rs 300 crores. It is highly energy effi- cient with almost zero emission.  The plant is equipped with the latest and fully automated bulk pack- ing line. PM also inau- gurated the Aseptic Milk Packaging Plant at Sabar Dairy . It is a state- of-the-art plant with having capacity of 3 Lakh Litre per day . CESL, a wholly-owned subsidiary of Energy Effi- ciency Services Ltd (EESL) under the Ministry of Pow- er has discovered prices for setting up 810 electric vehi- cle charging stations, a statement said. The selected corridors include busy routes such as the Mumbai-Pune highway , Ahmedabad-Vadodara Highway, Delhi-Agra Ya- muna Expressway, Eastern Peripheral Expressway, Hyderabad ORR Express- way, and Agra-Nagpur Highway to name a few, as per the statement. CESL is using a service procurement model for set- ting up these charging sta- tions. In this public-pri- vate-partnership model, CESL will partner with companies whose job will be to invest in and operate these charging stations across the expressways and highways. These charging stations are expected to be established in the next 6-8 months. State- owned Oil and Natural Gas Corporation (ONGC) has signed a pact with Greenko, one of India’s largest renewable energy companies, to form a 50:50 joint venture for green energy projects. Power Minister R K Singh said electricity supplied grew 12.8% in April 2022, as compared to the year-ago month, across India. Power re- quirement, on the other hand grew 14.7% in April on all-India basis, result- ing in a deficit of 2%. Reve- nues in the first quarter of FY23 were down at `1,412 crore as against `1,693 crore in the year- ago period, PNB Housing Finance said in a regula- tory filing. —PTI PNB HOUSING FINANCE NET PROFIT DIPS 3.4 PER CENT FED UNLEASHES ANOTHER BIG RATE HIKE Washington (AP): The Federal Reserve raised its benchmark interest rate by a hefty three-quarters of a point for a second straight time in its most aggressive drive in three decades to tame high inflation. The Fed’s move will raise its key rate, which affects many consumer and busi- ness loans, to a range of 2.25% to 2.5%, its highest level since 2018. The central bank’s deci- sion follows a jump in infla- tion to 9.1%, the fastest an- nual rate in 41 years, and reflects its strenuous ef- forts to slow price gains across the economy . By raising borrowing rates, the Fed makes it costlier to take out a mort- gage or an auto or business loan. Consumers and busi- nesses then presumably borrow and spend less, cooling the economy and slowing inflation. The Fed is tightening credit even while the econ- omy has begun to weaken, thereby heightening the risk that its rate hikes will cause a recession later this year or next. “I do not think the US is currently in a recession,” Chair Jerome Powell said on Wednesday at a news conference in which he sug- gested that the Fed’s rate hikes have already had some success in slowing the economy and possibly eas- ing inflationary pressures. That message, with its implication that the Fed may not have to raise rates so aggressively in the com- ing months, helped ignite a powerful rally on Wall Street. The Dow Jones in- dustrial average closed up 436 points. Still, the surge in inflation and fear of a reces- sion have eroded consumer confidence and stirred pub- lic anxiety about the econo- my, which is sending frus- tratingly mixed signals. The Fed’s moves to sharply tighten credit have torpedoed the housing market, which is especially sensitive to interest rate changes. The average rate on a 30-year fixed mortgage has roughly doubled in the past year, to 5.5%. The Fed chair also point- ed to measures that suggest that investors expect infla- tion to fall back to the cen- tral bank’s 2% target over time as a sign of confidence in its policies. New Delhi (ANI): The gov- ernment has received bids worth `1,49,623 crore at the end of day three of the 5G spectrum auction on Thursday . According to Union Min- ister of Communications, Electronics and Informa- tion Technology Ashwini Vaishnaw 16 rounds of bid- dings were completed till the end of the third day of the auction. The auction will continue on the fourth day on Friday . On the opening day of the auction on Tuesday bids worth `1.45 lakh crore were received. Four rounds of spectrum bidding were done on the first day . Wednesday saw five rounds of the auction, tak- ing the total rounds to nine. On the third day of the auction on Thursday, an- other seven rounds of auc- tion were conducted taking the number to 16. The fourth day of the auction will start with the 17th round. At the end of the first day, the bid value stood at `1.45 lakh crore. It rose to `1,49,454 crore on the sec- ond day and further to `1,49,623 crore at the end of the third day . Four firms are in the fray for the 5G auction. These firms are - Reliance Jio Infocomm Ltd, Bharti Airtel Limited, Vodafone Idea Limited and Adani Data Networks Limited. A hike of such a quan- tum will take the repo rate beyond the 5.15% level, at which the RBI had begun the ultra-accommodative measures in the face of the COVID-19 pandemic, he told reporters. It can be noted that the monetary policy commit- tee (MPC) has hiked rates in two consecutive moves in May and June by a cu- mulative 0.90%, taking the repo rate at which it lends to the system to 4.90%, in a bid to contain inflation. RBI to hike rates by 0.35% to 0.50% at Aug 5 review meeting Markets rally for 2nd day, climb nearly 2% Mumbai (PTI): Bench- mark indices rallied on Thursday with the Sensex and Nifty climbing nearly 2%, helped by heavy buy- ing in Bajaj Finance shares amid a mixed trend in the global equity markets. The 30-share BSE bench- mark jumped 1,041.47 points or 1.87% to settle at 56,857.79. During the day, it rallied 1,097.9 points or 1.96% to 56,914.22. Among the Sensex con- stituents, Bajaj Finance rallied the most by 10.68%, followed by Bajaj Finserv that jumped 10.14% after encouraging June quarter earnings. New Delhi (PTI): Shares of SpiceJet settled over 3% lower on Thursday after the company was asked by aviation regulator DGCA to curtail its services by half for eight weeks. In morn- ing trade, the stock had tanked nearly 10%. The stock trimmed most of its early losses and settled at `36.95, down 3.52% on the BSE. During the day, it tanked 9.66% to its 52-week low of `34.60. At the interbank fo- rex market, the local unit opened at 79.80 against the green- back and finally set- tled at 79.65 (provisional), registering a rise of 26 paise over its previous close. During the session, the local unit witnessed an in- tra-day high of 79.64 and a low of 79.85 against the American currency . On Wednesday , the rupee declined 13 paise to close at 79.91 against the US dollar. With this, the state's overall case tally jumped to 80,41,522, while the death toll rose to 1,48,091, the depart- ment said in a report. Of the total number of fresh cases, Pune cir- cle registered the high- est count of 732, fol- lowed by Mumbai (518), Nagpur (376), Nashik (231), Akola (139), Latur (80) Kolhapur (79) and Aurangabad (48). One fatality each was recorded in Mumbai, Kolhapur and Akola cir- cles, it said. So far, 78,79,766 pa- tients have recuperated from the infection, of whom 2,478 recovered in the last 24 hours. As per the report, Ma- harashtra has 13,665 ac- tive COVID-19 cases, of which the highest num- ber of 4,454 are in Pune, followed by 1,806 and 1,637 cases in Mumbai and Nagpur district re- spectively . Ajit Pawar demands `75K/ha First India Bureau Mumbai: In a clear assertion of his posi- tion not only as Lead- er of Opposition but also the de facto head of the Nationalist Congress Party (NCP), Ajit Pawar on Thursday began a tour of Maharash- tra’s flood-affected areas. Demanding that the government declare a “wet drought” due to extensive damage in this belt, Pawar de- manded compensation of Rs75,000 per hectare for farmers affected by excessive rainfall and substantial compensa- tion to the 12 people who lost their lives. The NCP leader start- ed his tour from Gad- chiroli district, where he visited the worst-hit villages in Sironcha, Bhamragad and Aheri tehsils and interacted with farmers and their families. Pawar said nearly 10 lakh hectares have been affected in the state, with Gadchiroli district alone accounting for 25,000 hectares. He said the government should look at disbursing ap- proximately Rs75,000 per hectare in compen- sation to farmers as crop damage is high. He said even farm workers lost out on their daily wages after the district administrationdeclared a 10-day holiday due to excessive rainfall. He said the govern- ment should seek funds from the Centre to pro- vide speedy financial assistance to farmers. He said Chief Minister Eknath Shinde and Deputy CM Devendra Fadnavis had visited some of these villages but several farmers complained that though their applications were taken, the panchana- mas had not been done nearly 10 days after their visit. Pawar slammed the delay cabinet expan- sion and the delay in the Monsoon Session of the state legislature. “The CM said he and the Dy CM are monitor- ing the flood-affected areas but there is a dif- ference between doing it from Mumbai, and the Ministers and Guardian Ministers ac- tivating the local gov- ernment machinery in 37 districts.” Reacting to Pawar’s comments, Dy CM Fad- navis said, “Our Maha Yuti government is not like the Maha Vikas Aghadi government. Whenever the natural disaster struck, they (MVA) kept waiting for funds from the Centre and did not disburse compensation for seven- eight months. The CM and I have reviewed the situation on Wednesday and 100% panchanamas will be completed with- in a week.
