The Drugs Controller General of India (DCGI) has given vaccine manufacturer
Bharat Biotech approval for conducting Phase-III clinical trials of an intranasal
booster dose for those who have received both doses of Covaxin. Only the
Central Drugs Laboratory (CDL), Kasauli, certified batches shall be used in
the clinical trials, which will be conducted at nine sites, including AIIMS.
Scientists from China’s Wuhan, where the Covid-19 virus was first discovered
in 2019, have warned of a new type of coronavirus ‘NeoCov’ in South Africa,
stated to have a high death (1 in 3) and transmission rate, according to a
report by the Russian news agency Sputnik. The new variant of NeoCov virus
is not new, says report. The report is yet to receive peer reviews.

BJP-SENA REUNION HITS DEAD END?
New Delhi: Reported talks between the Shiv Sena
and the BJP, which could lead to a realignment in
Maharashtra, are believed to be a factor in holding
up Prime Minister Narendra Modi’s cabinet expan-
sion, expected any day now. According to reports,
a possible deal in discussion is for Devendra
Fadnavis (considered the main rival to Maharash-
tra Chief Minister Uddhav Thackeray) to move to
Delhi as a minister in PM Modi’s cabinet and for
Uddhav Thackeray to continue as CM with two
deputies from the BJP. But BJP sources deny this,
claiming the delays in the cabinet expansion are
not linked to the Maharashtra developments.

Rajasthan. A suitable package has also been finalised for Pilot

New Delhi: Prime Minister Narendra Modi has held
marathon meetings with Home Minister Amit Shah and
BJP general secretary (organisation) B L Santhosh in
what is being seen as the final touches being given to
the details of a likely expansion of the Union Cabinet.
Shah and Santhosh confabulated with Modi at his
residence for several hours on Saturday and Sunday
amid a “strong possibility” that the Cabinet reshuf-
fle may happen very soon. Some sources said the
swearing-in may happen as early as Wednesday.
If the prime minister goes ahead with the exercise, he
will be expanding his Council of Ministers for the first
time since assuming the charge in 2019. The current
strength of the Council of Ministers is 53, besides

up SpiceJet was paused for three
weeks by the Supreme Court on
Friday as the private airline said it

New Delhi: The Supreme Court
on Friday refused to lay down the
“yardstick” for determining the
inadequacy of representation for
granting reservation in promo-
tions for Scheduled Caste/Sched-
uled Tribe candidates in govern-
ment jobs. It held ‘cadre’ and not
class, group or the entire service
as the unit for purpose of collec-
tion of quantifiable data for giving
promotion quotas. In respect of
the unit of collection of quantifi-
able data, the court held that the
State was “obligated to collect
quantifiable data on SC/STs.”

Lucknow: The BJP de-
clared assets worth Rs
4,847.78 crore in finan-
cial year 2019-20, the
highest among all polit-
ical parties, followed by
the BSP at Rs 698.33
crore and the Congress
at Rs 588.16 crore, ac-
cording to poll reforms
advocacy group ADR.
The Association for
Democratic Reforms
prepared its report
based on its analysis of
assets and liabilities of
national and regional
parties in 2019-20.
According to the
analysis, the total as-
sets declared by the sev-
en national and 44 re-
gional parties during
the financial year
amounted to Rs 6,988.57
crore and Rs 2,129.38
crore, respectively
.
Among the seven na-
tional parties, the high-
est assets were declared
by the BJP (Rs 4847.78
crore or 69.37 per cent),
followed by the BSP (Rs
698.33 crore or 9.99 per
cent) and the Congress
(588.16 crore or 8.42 per
cent), the report said.

al parties, the assets of
the top 10 parties were

10 when 58 assembly
seats in western Uttar
Pradesh go for ballot-
ing, political parties are
busy vying for attention
and tempting the voters
with sops. However, the
efforts of the opposi-
tion are left high n’ dry
as efforts made by the
Uttar Pradesh govern-
ment in promoting mi-
cro, small and medium
scale industries (MS-
MEs) have overshad-
owed their overtures.
And not without rea-
son. As in the past five
years, the government
has provided loans of
more than Rs 2.50 lakh
crore, funding 95 lakh
units for doing business
in the MSME sector.
This loan is given in
five schemes due to
which 3.28 crore people
have got employment in
the MSME sector. The
MSME survey report
has confirmed this.
According to the re-
port, the MSME sector
has become a major
force in the business
class of UP. And the un-
employment rate in the
state has come down by
17.9 per cent, due to
which now the opposi-
tion parties in UP are
not able to cut any ice
with MSME traders.
The picture of this sec-
tor has changed under
the Yogi government.
Due to the industrial
policies of the state gov-
ernment, investment in
this sector is increasing
continuously
.
Even during the glob-
al crisis of Corona,
more than one and a
half lakh new units
were installed in this
sector. Now 14.2 per
cent of the MSME units
of the country are in
UP. During the last five
years, 3.28 crore people
have got employment in
this sector. Due to the
special attention given
by CM Yogi Adityanath,
a new core vote bank of
MSME businessmen in
UP has been prepared
for BJP.

Mathura: The BJP on
Friday accused the Sa-
majwadi Party of pro-
tecting criminals when
it was in power, and also
fielding them in the as-
sembly polls this year.
The BJP’s national
spokesman Gaurav
Bhatia said, “We chal-
lenge (SP president)
Akhilesh Yadav ji to
break his silence on the
issue of law and order
and development.”
Bhatia further said,
“Criminals used to get
protection under the
Samajwadi Party gov-
ernment.”
Alleging that women
were mistreated during
the SP government, he
claimed if police caught
an accused, a “minister
would call to let the
criminal go.”
He said that action
has been taken against
bahubalis and mafias in
Yogi governance.

according to an order issued by ACS Home Awanish
Awasthi. Online classes, however, will continue as usual.
Several news outlets, including this paper, had incorrect-
ly reported on Thursday that an order has been issued
to extend the closure of schools till Feb 15. The directive
is a part of the state government’s ‘graded’ response to
Covid prevention. Another review of the situation will be
done before deciding on opening of schools.

committed suicide
by hanging himself
in Sarla Bagh of New
Agra police station
area of Agra. The
student had put ear-
phones in his ears
while committing
suicide. The landlord
informed the police
about the incident.
The deceased stu-
dent Jitendra Singh
was a resident of
Mainpuri and was
preparing for NEET
by staying in Agra. It
is being told that the
student was suffer-
ing from depression
for a long time.
Hailing from Ku-
ravali village of
Mainpuri, Singh was
living in a rented
room in Dayalbagh
Thana area. Accord-
ing to the police, Ji-
tendra was prepar-
ing for NEET with
his Class 12 studies.
His room was closed
for a long time on

When there was no
answer even after
continuously knock-
ing on the door for
long, the landlord
looked through the

Court which found the
12-month suspension order

stitutional”. The Supreme
Court’s judgment has come
as a shot in the arm for the
BJP which described the ver-
dict as a slap on the Shiv Se-
na-led Maharashtra Vikas
Aghadi government. The Su-
preme Court ruled that an
MLA cannot be suspended
beyond the duration of a ses-
sion. The MLAs had chal-
lenged their suspension on
principles of natural justice
and violation of Article 14 of
the Constitution.
After the apex court’s order
reinstating the suspended
MLAs, Chief Minister Deven-
dra Fadnavis demanded an
apologyfromthestategovern-
ment. Maharashtra’s Minori-
ty Development Minister
Nawab Malik said, “After the
legislature secretariat re-
ceives the Supreme Court
judgmentcopy
,itwillexamine
it and the Speaker will take
the final decision. It is not just
a question of Maharashtra,
but of Parliament, of Assem-
blies across the country
.”
Malik was hinting at a ju-
risdictional tussle between
the judiciary and the legisla-
ture which this verdict could
lead to. Section 2 of Article
212 of the Indian Constitu-
tion states, “No officer or
member of a Legislature of a
State in whom powers are
vested by or under this Con-
stitution for regulating pro-
cedure or the conduct of
business, or for maintaining
order, in the Legislature shall
be subject to the jurisdiction
of any court in respect of the
exercise by him of those pow-
ers.” The government may
rely on this provision.

on the borders has caused
worldwide concern.
Earlier, India, though hav-
ing close relations with
Ukraine and Russia, has de-
cided to remain neutral on
the ongoing crisis. India is
quite aware of the western
policy that NATO has violat-
ed its earlier promise that it
would not use Ukraine as a
NATO’s Trojan Horse to un-
dermine Russia’s strategic
interests in the region.The
sudden resignation of the
German Navy Chief, Kay-
Achim Schoenbach, who has
expressed reservation about
the anti-Russian policy also
indicates that NATO is di-
vided on this issue.
Earlier, he had told an in-
teractive session of a defence
think tank in New Delhi, that
the west, including Germany
,
and India need Russia to
counter China in the geo-pol-
itics. It caused uproar among
the NATO powers finally forc-
ing him to quit, but he did not
withdraw his comment.

Russia in Europe or NATO.
It means that both Biden
and the Russian President
Vladimir Putin have to un-
shackle the past.The USA

tracted war. These two world
powers have to reinvent their
strategies, especially when
China has emerged as the
economic Superpower. In the
next two decades, it might
also surpass both the USA
and Russia in military might.
The outcome of the conflict
may embolden the Chinese
President, XI Jinping, for big-
ger roles in the geo-politics.
The first agenda in the on-
going US-Russian talks is
that the NATO powers would
not provoke Ukraine to can-
cel the lease of the warm wa-
ter port, Sevastopol. It was
renewed in 2010 allowing
Russia to deploy it’s Black
Sea fleet till 2042.
Itappearsthathehasadopt-
ed the Primkov Doctrine that
Russia must form an alliance
with China and India for play-
ing a decisive role in geo-poli-
tics. However, the USA has
already faded that the new
triangular Superpowers com-
prising the USA, China and
Russia have emerged on the
global horizon.

tion. The Chinese newspaper,
Global Times, which had crit-
icized the Russian action in
Kazakhstan not only with-
drew it’s comment, it also ten-
dered apology
The American penetration
in the region, which once be-
longed to the USSR is not ac-
ceptable to Putin. Meanwhile,
the Russian’s strategy has
been to implement the Prim-
kov Doctrine. The trust being
built during the era of US
President Barack Obama has
been lost.Do the Americans
have a counter strategy? It’s
profit-crazy business corpo-
rates have amassed wealth by
using cheap efficient labour-
ers of China, which is the
world’s industrial hub. Biden
under the pressure of the big
business is unable to have a
long-term perspective accom-
panied by well-defined goals.
It is doubtful whether he
would be able to delink the
priorities of the with those of
it’s military-industrial estab-
lishment. Therefore, the In-
dian reluctance in playing the
role of a mediator is natural.

been referred to the Department-related
Parliamentary Standing Committee on

proposes to encourage and promote
institutional mediation for resolution of

New Delhi: Air India
was officially handed
over to the Tata Group
on Thursday, Jan 27.
The Finance and Civil
Aviation Ministry offi-
cials met with Tata
Group officials and
completed the formal
handover of Air India.
Following the hando-
ver, Civil Aviation Min-
ister Jyotiraditya Scin-
dia said that the airlines
had to be sold because
of piling debt.
He further informed
that the amount used to
pay off the flyers’ debts
can now be used for de-
velopment purposes.
Scindia, while speak-
ing about the disinvest-
ment said that the
debts had risen to lev-
els that could no longer
be sustained by the
govt. Speaking a day
after Tata group for-
mally took over the air-
line, Aviation Minister
Scindia said, “A carrier
that had a running loss
of Rs 85,000 Cr over last
14 years, was earning
losses of almost Rs 20
Cr a day.”

The Union Health
Minister conducted a
high-level meeting on
Friday through video
conferencing in the
context of the Omicron
variant of SARS-CoV-2
with Health Ministers
of Southern States/
UT’s Andhra Pradesh,
Karnataka, Kerala,
Telangana, Lakshad-
weep, Tamil Nadu, Pu-
ducherry and Anda-
man and Nicobar Is-
land.The meeting was
also attended by senior
health officials.
Earlier, he conducted
a high-level meeting
with nine Northern
States and UTs and ad-
vised them to send
COVID testing and vac-
cination data timely.
The Union Health Min-
ister also said that test-
ing should be ramped
up in the States where
it has gone down. He
also advised states and
UTs to ensure that
those in home isolation
are efficiently moni-
tored in line with the
National Guidelines.
According, Union
Health Minister “Dr
Mansukh Mandaviya
urged the States and
UTs to adopt the hub
and spoke model and
ensure that more and
more centres of tele-
consultation are
opened. This will ena-
ble beneficiaries to ac-
cess expert advice from
experts stationed at the

eficiaries where people

New Delhi: The fi-
nance ministry on Fri-
day granted additional
borrowing permission
of Rs 7,309 crore to two
states for undertaking
stipulated power sector
reforms. Rajasthan and
Andhra Pradesh have
been allowed to borrow
additional Rs 5,186
crore and Rs 2,123 crore,
respectively
.
“Department of Ex-
penditure has granted
additional borrowing
permission of Rs. 7,309
crore to two States for
undertaking the stipu-
lated reforms in the
power sector,” an offi-
cial statement said. The
ministry, based on the
recommendations of
the 15th Finance Com-
mission, has decided to
grant additional bor-
rowing space of up to
0.5 percent of the GSDP
to the states every year
for a four-year period
from 2021-22 to 2024-25
based on reforms un-
dertaken by them in the
power sector.
This will make avail-
able additional re-
sources of more than
Rs 1 lakh cr every year

day said the Tata Group's takeover of Air India is

IIT JODHPUR DEVELOPS COVID DIAGNOSIS TECHNIQUE
New Delhi: The researchers from IIT
Jodhpur have developed an automat-
ed Artificial Intelligence solution for
COVID-19 prediction from chest X-
rays.The experiment was performed
with more than 2,500 chest X-ray
images and achieved about 96.80 per
cent sensitivity. The statement issued
by IIT Jodhpur said that the research-
ers at IIT Jodhpur have proposed
a deep learning-based algorithm
called COMiT-Net, which learns the
abnormalities present in the chest X-
ray images to differentiate between a
COVID affected lung and a non-COV-
ID affected lung. The developed AI
algorithm not only predicts whether
the CXR has COVID-19 pneumonia or
not, but it is also capable of identify-
ing the infected regions in the lungs.

The police in Gautam Buddh
Nagar have impounded a
Mercedes car after Rs 2.50 lakh
unaccounted cash was recovered
from it, officials said on Friday.
The seizure was made in Greater
Noida’s Bisrakh area on
Thursday, a day after the police in
adjoining Noida impounded a
Porsche car in a similar case, the
officials said. In view of the
upcoming assembly elections in
Uttar Pradesh, the police has
stepped up vigilance across
Noida and Greater Noida to keep
a check on malpractices. A
Mercedes car was intercepted
near the Tigri roundabout on
Thursday by a joint team of
personnel from the Bisrakh police
station and the static surveillance
team (SST). On inspection, Rs
2.50 lakh cash was recovered
from the vehicle, a police
spokesperson said. When
questioned about the money, the
car occupant, identified as
Amandeep Singh, could not
present any document or
satisfactory response. Hence the
cash was seized, the
spokesperson said. According to
officials, while the occupant was
released after questioning, the
Mercedes car was impounded.
No one approached the local
police till Friday evening for its
release. Further legal
proceedings in the case were

The Allahabad High Court
disposed of a PIL, seeking
restriction on the number of
devotees during Magh Mela at
Prayagraj to check the spread of
COVID-19 when the state
government informed about its
preparedness and the guidelines
to check the rush of people at
one place. The bench
comprising Chief Justice Rajesh
Bindal and Justice Piyush
Agrawal disposed of the petition
filed by Utkarsh Mishra and
another. In the PIL, it was stated
that the religious congregations
in the past two years were found
responsible for spreading the
deadly virus all across the
country. The PIL was filed before
the Allahabad HC, requesting the
court to direct the state
government to restrict the
number of devotees who will
take a holy dip in the river Ganga
during Magh Mela at Prayagraj
this year. The PIL said that only
seers of ‘akharas’ should be
allowed to take the holy dip on
the dates of the ‘Shahi Snan’ to
prevent a huge turnout of
devotees, as anticipated on those
auspicious dates. During the
course of the hearing, the
additional advocate general
representing the state
government submitted that the
government has already issued
guidelines to be followed by the
devotees who come to the Magh
Mela. He further submitted that a
separate Prayagraj Mela
Authority has been set up to
monitor all the arrangements and
check the rush of people at one
place. He further submitted that
to advise people to take all
precautions and not to create a
rush at Mela areas, they will
issue public notices by different
means of communication
apprising the devotees and the
prospective devotees about the
restrictions and guidelines
issued by the government for the
purpose. The court on the stand
taken by counsel for the state
govt disposed of the petition.

Gorakhpur: The Hin-
du Yuva Vahini (HYV),
which was formed near-
ly two decades ago to
spread the message of
nationalism among
youths but was almost
dormant for the past
few years, has become
active again to canvass
for its founder Yogi Adi-
tyanath in the Uttar
Pradesh polls.
After the BJP de-
clared Adityanath’s
candidature from the
Gorakhpur Urban con-
stituency, members of
the youth organisation
got into action, and
have been fanning out
up to booth level to gar-
ner support for him.
Working in coordina-
tion with local BJP
leaders, Vahini mem-
bers have been using
social media too to
highlight the develop-
ment works of the gov-
ernment under “Maha-
raj ji” (as it refers to
Yogi Adityanath).
The organisation
that came into exist-
ence in 2002 had quickly
gained prominence,
particular in Gorakh-
pur, with a large num-
ber of youths becoming
its part. Adityanath had
formed the Vahini after
falling out with the BJP.
The outfit has served
as a power machine for
Adityanath to influence
poll outcomes in the as-
sembly constituencies
in the district.

sured the victory of in-
cumbent MLA Radha
Mohan Das Agarwal in
his maiden electoral

harmonious develop-
ment of society”.
Over the years, the
group has found itself
embroiled in multiple
controversies. In June
2017, its three members
were arrested on allega-
tions of rape and
thrashing a police of-
ficer in Bareilly
. In May
the same year, its mem-
bers were also allegedly
involved in lynching of
a Muslim man in Bu-
landshahr for helping a
Hindu girl elope.
Some of its members
also allegedly thrashed
a Muslim couple in a
courtroom on the suspi-
cion of love jihad’ -- a
term used by some to
refer to interfaith mar-
riage between a Muslim
man and Hindu girl -- in
Baghpat in 2018. Voting
in the constituency
number 322 (Gorakh-
pur Urban) is scheduled
in the sixth phase on

Kanpur: Police have arrested three accused
of the murder of a e rickshaw driver in the
Rail Bazar area. Police sources here said that
Mohammad Shafeeq alias Mote was missing
since January 22 and based on the complaint
of his mother that was filed the day after, police
started investigating the case. On January 24,
a dead body of missing Shafeeq was found
near 10 number canteen in the Cantonment
area. During investigation, it was revealed that
the victim Shafeeq was in wood business with
Naseem, Zameel and a few others. When police
interrogated both suspects, they told Shafeeq
was murdered over an old rivalry. Police have
arrested all the three accused and they have
confessed to their crime.
Lucknow: Special Task Force (STF) has arrested a noto-
rious miscreant who burgled several people after pos-
ing as Officer on Special Duty at different government
departments. STF sources said acting on a tip-off STF
team held Ajay Kumar Mishra, a native of Amethi dis-
trict, presently residing in Jharkhand, for several fraud
charges. Several identity documents, mobile phones,
and ATM cards were recovered. Over 10 criminal cases
under fraud charges are registered against him.

his brother Asif (45) and relative Arshad (32) when their

The Association for Democratic Reforms prepared its report based on its analysis of assets and liabilities of national and regional parties in 2019-20. According to the analysis, the total as- sets declared by the sev- en national and 44 re- gional parties during the financial year amounted to Rs 6,988.57 crore and Rs 2,129.38 crore, respectively . Among the seven na- tional parties, the high- est assets were declared by the BJP (Rs 4847.78 crore or 69.37 per cent), followed by the BSP (Rs 698.33 crore or 9.99 per cent) and the Congress (588.16 crore or 8.42 per cent), the report said. Among the 44 region- al parties, the assets of the top 10 parties were worth Rs 2028.715 crore or 95.27 per cent of the total declared by them all combined. In the FY 2019-20, among the regional par- ties, the highest assets were declared by the Samajwadi Party at Rs 563.47 crore (26.46 per cent), followed by the TRS at Rs 301.47 crore and the AIADMK at Rs 267.61 crore. Fixed Deposits/FDR constituted the largest share of Rs 1,639.51 crore (76.99 per cent) of the total assets declared by regional parties in the FY 2019-20. Among regional par- ties, political parties such as the SP (Rs 434.219 crore), TRS (Rs 256.01 crore), AIADMK (Rs 246.90 crore), DMK (Rs 162.425 crore), Shiv Sena (Rs 148.46 crore), BJD (Rs 118.425 crore) among others declared highest assets under FDR/Fixed Deposits. The total liabilities declared by the seven national and 44 region- al parties for the FY 2019-20 amount to Rs 134.93 crore. The National Politi- cal Parties declared the total liabilities of Rs 74.27 crore in FY 2019- 20. National Parties de- clared Rs 4.26 crore un- der Borrowings and Rs 70.01 cr under Other Liabilities and in the FY 2019-20, Congress de- clared the highest total liabilities of Rs 49.55 crore (66.72 per cent) followed by AITC that declared Rs 11.32 crore (15.24 per cent),” the ADR said.Regional po- litical parties declared total liabilities of Rs 60.66 crore in FY 2019- 20, it said. The deceased stu- dent Jitendra Singh was a resident of Mainpuri and was preparing for NEET by staying in Agra. It is being told that the student was suffer- ing from depression for a long time. Hailing from Ku- ravali village of Mainpuri, Singh was living in a rented room in Dayalbagh Thana area. Accord- ing to the police, Ji- tendra was prepar- ing for NEET with his Class 12 studies. The MLAs had chal- lenged their suspension on principles of natural justice and violation of Article 14 of the Constitution. After the apex court’s order reinstating the suspended MLAs, Chief Minister Deven- dra Fadnavis demanded an apologyfromthestategovern- ment. Maharashtra’s Minori- ty Development Minister Nawab Malik said, “After the legislature secretariat re- ceives the Supreme Court judgmentcopy ,itwillexamine it and the Speaker will take the final decision. It is not just a question of Maharashtra, but of Parliament, of Assem- blies across the country .” Malik was hinting at a ju- risdictional tussle between the judiciary and the legisla- ture which this verdict could lead to. Rajasthan and Andhra Pradesh have been allowed to borrow additional Rs 5,186 crore and Rs 2,123 crore, respectively . “Department of Ex- penditure has granted additional borrowing permission of Rs. 7,309 crore to two States for undertaking the stipu- lated reforms in the power sector,” an offi- cial statement said. The ministry, based on the recommendations of the 15th Finance Com- mission, has decided to grant additional bor- rowing space of up to 0.5 percent of the GSDP to the states every year for a four-year period from 2021-22 to 2024-25 based on reforms un- dertaken by them in the power sector. IIT JODHPUR DEVELOPS COVID DIAGNOSIS TECHNIQUE New Delhi: The researchers from IIT Jodhpur have developed an automat- ed Artificial Intelligence solution for COVID-19 prediction from chest X- rays.The experiment was performed with more than 2,500 chest X-ray images and achieved about 96.80 per cent sensitivity. The statement issued by IIT Jodhpur said that the research- ers at IIT Jodhpur have proposed a deep learning-based algorithm called COMiT-Net, which learns the abnormalities present in the chest X- ray images to differentiate between a COVID affected lung and a non-COV- ID affected lung. The seizure was made in Greater Noida’s Bisrakh area on Thursday, a day after the police in adjoining Noida impounded a Porsche car in a similar case, the officials said. In view of the upcoming assembly elections in Uttar Pradesh, the police has stepped up vigilance across Noida and Greater Noida to keep a check on malpractices. A Mercedes car was intercepted near the Tigri roundabout on Thursday by a joint team of personnel from the Bisrakh police station and the static surveillance team (SST). On inspection, Rs 2.50 lakh cash was recovered from the vehicle, a police spokesperson said. When questioned about the money, the car occupant, identified as Amandeep Singh, could not present any document or satisfactory response. Hence the cash was seized, the spokesperson said. According to officials, while the occupant was released after questioning, the Mercedes car was impounded. No one approached the local police till Friday evening for its release. Further legal proceedings in the case were underway, the officials said.—PTI ALLAHABAD HC SATISFIED WITH GOVT MEASURES FOR MAGH MELA The Allahabad High Court disposed of a PIL, seeking restriction on the number of devotees during Magh Mela at Prayagraj to check the spread of COVID-19 when the state government informed about its preparedness and the guidelines to check the rush of people at one place. The bench comprising Chief Justice Rajesh Bindal and Justice Piyush Agrawal disposed of the petition filed by Utkarsh Mishra and another. In the PIL, it was stated that the religious congregations in the past two years were found responsible for spreading the deadly virus all across the country. The PIL was filed before the Allahabad HC, requesting the court to direct the state government to restrict the number of devotees who will take a holy dip in the river Ganga during Magh Mela at Prayagraj this year. The PIL said that only seers of ‘akharas’ should be allowed to take the holy dip on the dates of the ‘Shahi Snan’ to prevent a huge turnout of devotees, as anticipated on those auspicious dates. During the course of the hearing, the additional advocate general representing the state government submitted that the government has already issued guidelines to be followed by the devotees who come to the Magh Mela. He further submitted that a separate Prayagraj Mela Authority has been set up to monitor all the arrangements and check the rush of people at one place. He further submitted that to advise people to take all precautions and not to create a rush at Mela areas, they will issue public notices by different means of communication apprising the devotees and the prospective devotees about the restrictions and guidelines issued by the government for the purpose. The court on the stand taken by counsel for the state govt disposed of the petition. —First India Bureau HINDU YUVA VAHINI GETS GOING Gorakhpur: The Hin- du Yuva Vahini (HYV), which was formed near- ly two decades ago to spread the message of nationalism among youths but was almost dormant for the past few years, has become active again to canvass for its founder Yogi Adi- tyanath in the Uttar Pradesh polls. After the BJP de- clared Adityanath’s candidature from the Gorakhpur Urban con- stituency, members of the youth organisation got into action, and have been fanning out up to booth level to gar- ner support for him. Working in coordina- tion with local BJP leaders, Vahini mem- bers have been using social media too to highlight the develop- ment works of the gov- ernment under “Maha- raj ji” (as it refers to Yogi Adityanath). The organisation that came into exist- ence in 2002 had quickly gained prominence, particular in Gorakh- pur, with a large num- ber of youths becoming its part. Adityanath had formed the Vahini after falling out with the BJP. The outfit has served as a power machine for Adityanath to influence poll outcomes in the as- sembly constituencies in the district. In May the same year, its mem- bers were also allegedly involved in lynching of a Muslim man in Bu- landshahr for helping a Hindu girl elope. Some of its members also allegedly thrashed a Muslim couple in a courtroom on the suspi- cion of love jihad’ -- a term used by some to refer to interfaith mar- riage between a Muslim man and Hindu girl -- in Baghpat in 2018.
